End of Umrah Season 1435/2014
________________________________

Umrah season ‘a success’

Monday, 18 August 2014 - 22 Shawwal 1435

JEDDAH — The Ministry of Haj has called the just-concluded Umrah season an operational success that attracted over six million pilgrims, Saudi Press Agency reported.

Only 9,360 Umrah performers are still in the Kingdom and they will leave over the next few days, a ministry statement said.

It said the number of visa overstayers had dramatically decreased to a rate of 0.01 percent of total Umrah visitors thanks to an electronic system that monitors the arrival and departure and movement of pilgrims in Makkah and Madinah.

Ministry Assistant Undersecretary for Umrah Affairs Abdullah Marghalani said the government department mobilized and utilized electronic technology to make this season a great success.

Marghalani said: “We used the program for the first time this season.

“It monitors the movement of pilgrims from the moment they depart their home country to the moment they arrive in the Kingdom.

“It sends messages to all officers in Makkah and Madinah in charge of receiving Umrah performers and notifies them of the visitors’ arrival to the Kingdom’s ports.”

This year airports and seaports did not witness any overcrowding inside their arrival and departure lounges, he said.

The ministry has already held several meetings and discussed the shortcomings of this season in order to eliminate them in time for the next Umrah season, which begins in November 2014.

There are 48 Umrah service providers in the Kingdom with 2,000 agents around the world.

Suspense surrounds names of low-cost Haj operators

Monday 18 August 2014

The Haj Ministry is all set to hand over accommodation blocks in Mina to low-cost Haj operators ahead of the annual pilgrimage.

The ministry, however, has still not announced the names of the operators who have been allotted the housing, which enables local pilgrims to perform Haj at reduced costs.

The Civil Defense, Saudi Electricity Company (SEC), National Water Company (NWC) and other agencies finalized site inspections last week. Haj Minister Bandar Hajar also inspected the site.

“Providers are not allowed to modify structures allotted to them and are required to provide a comprehensive security system to prevent unauthorized entry into housing units meant for low-cost pilgrims,” said Sahil Al-Sabyan, a senior official at the Haj Ministry.

Around 41,000 pilgrims within the Kingdom will be performing Haj this year under the scheme, which was introduced by the ministry last year. More than 17,000 pilgrims were able to benefit from the scheme the first time it ran.

The 50 percent reduction in the quota of local pilgrims triggered a price war last year, prompting the ministry to focus more on low-cost accommodation this year.

The 41,000 pilgrims will be distributed among 62 operators.
Many pilgrims have expressed frustration over the fact that the names of the operators of low-cost Haj has not been announced.

“I hope to perform Haj if I qualify for the low-cost category, otherwise I will just go home on vacation,” said Mohammed Ali Azad, an Indian expatriate.

“I also tried to qualify last year, but was unable to find any low-cost operators despite reading ads in the media. Unfortunately, the issue seems as unclear this year too.”

The low-cost Haj scheme is divided into eight categories, ranging from SR1,500 for an e-class package to SR7,500 for the a-class category depending on the Haj services provided in each package.

The Haj Ministry has made arrangements for a total of 168,000 to perform Haj this year.

Nigeria set to send pilgrims
despite spread of Ebola virus

Sunday, 17 August 2014

JEDDAH — The Nigerian government announced that it would be sending its quota of pilgrims for Haj, as there has been no announcement to the contrary.

It said that it had not received any notification or statement from Saudi Arabia forbidding the issuance of visas to its citizens interested in performing Haj and Umrah till this moment. It said that all procedures are going on smoothly, till this moment, to facilitate the travel of its citizens to perform Haj without any change in our schedule.

The Nigerian daily “Vanguard” quoted the National Haj Committee (NAHCON) as saying that preparations are going on for the Haj season this year. It expressed its interest for confirmation and receiving an official notification from the Kingdom indicating the situation of Nigerian pilgrims this year.

Nigeria confirmed the death of a female nurse due to Ebola, bringing the number of Nigerian deaths due to Ebola to four. The first victim was registered on July 24, 2014.

While preparations for Haj were on, Nigeria on Saturday withdrew from the Youth Olympics in the Chinese city of Nanjing. International Olympic Committee (IOC) President Thomas Bach confirmed the decision. The IOC had said athletes from Ebola-hit countries would be barred from competing in pool events and combat sports.

Four African nations — Liberia, Guinea, Sierra Leone and now Nigeria — battle the worst outbreak of the Ebola virus in decades.

The World Health Organization said the death toll from the worst epidemic of the disease in four decades has climbed to 1,145 in the afflicted countries.

Earlier, representatives of Gulf countries had met to discuss precautions against the Ebola epidemic ahead of the annual Haj pilgrimage in early October. In April, Saudi Arabia announced a ban on visas for Muslims from the three West African nations of Guinea, Liberia and Sierra Leone wishing to perform Haj later this year.

And the decision to suspend 7,200 Haj visas for pilgrims from Guinea, Sierra Leone and Liberia because of the Ebola virus was accepted “with grace” by the three African nations.

Meanwhile, Jeddah Health Affairs has reinforced its precautionary measures against Ebola at air, sea and land inlets. An official spokesman of the department said pilgrims coming from countries neighboring the three West African states will be closely watched to prevent any probable spread of the virus.

Makkah governor signs Haj media campaign deal

Tuesday 19 August 2014

Makkah Gov. Prince Mishaal bin Abdullah, who is also chairman of the Central Haj Committee, signed a strategic partnership contract for a national media campaign for Haj with Mobily (Etihad Etisalat) at the prince’s office in Jeddah on Monday.

The Makkah governorate organizes the campaign called “The Right Way — Haj With Permit” to intensify public awareness that all pilgrims should carry a Haj permit to be eligible for the correct performance of Haj. The drive will also stress that each person working in the Haj service sector should offer quality service to pilgrims.

Executive President of the Etihad Etisalat Khaled Al-Kaf signed the contract on behalf of Mobily company.

The national drive will focus on the need for respecting the sacredness of Makkah and each person discharging his responsibilities toward the holy city. It will also stress the obligation of the pilgrim service providers to strive their best to offer excellent service to pilgrims by strictly adhering to the regulations governing pilgrim service.

“The national campaign organized by the Makkah Governorate for the awareness of pilgrims springs from the regard and attention received by the two holy cities from the country’s rightly guided leadership,” Al-Kaf said, adding that the goals on which the campaign is based affirm the keenness of those who are responsible for providing excellent means of comfort for Haj and Umrah pilgrims.

The prince also signed another contract with Director General of Sumuw Al-Mostaqbel for Promotions Company Aamir Al-Thamir for the conduct of the campaign.

Haj goes high-tech for Indian pilgrims

Tuesday 19 August 2014

The Indian Haj mission has introduced several high-tech measures to facilitate the pilgrimage of 136,000 Indians coming for Haj this year.

“We will make use of every form of new-age technology, from Google Maps and smartphone applications, to Facebook, YouTube clips and text messages, to make the journey of our pilgrims as comfortable as possible,” said Indian Consul General B.S. Mubarak at a press conference on Monday.

“The idea is to use every available tool and gadget to keep pilgrims in our loop of communication.”

Having been the Haj consul in Jeddah from 2008 to 2011, Mubarak is fully aware of the challenges that pilgrims face.

“One of the major problems that Indian pilgrims encounter during Haj is losing their way and being unable to find their accommodation, especially in the tent city of Mina, which is where most of the rituals are conducted,” he said.

Indian Haji Accommodation Locator

An Internet-based, user-friendly smartphone application that is compatible with both Android and Apple operating systems has been launched to address this issue. Dubbed the “Indian Haji Accommodation Locator,” the application has a distinct icon reflecting the colors of the Indian flag. The app can be downloaded for free via Google Play Store and iTunes.

“Once downloaded, all you have to do is click on the app’s icon and enter any pilgrim’s cover number or passport number and you will get comprehensive details about their accommodation, including building number, tent number or ‘maktab’ (office) number, plus an easy-to-follow satellite or a regular road map that will lead you to their location, whether in Makkah, Mina or Madinah,” said Mubarak.

The consul general said every pilgrim coming from India is provided with a Saudi cellphone SIM card which they activate upon arrival.

“Connectivity is not a problem at all,” he said. “We send short text messages to these numbers to keep our pilgrims informed about important and immediate developments.”

Mubarak acknowledged that the majority of pilgrims are unaware of the new technology or even the latest gadgets.

“Not everyone has a smartphone and not every pilgrim has the wherewithal to download the application or understand its complexities,” he said.

“However, there are hundreds of volunteers ready to help pilgrims, but the pilgrims themselves are not in a position to explain their exact location.”
Pilgrims and volunteers often speak different Indian languages, making communication difficult.

“Any volunteer can just look at the number on the pilgrim’s steel bracelet that he wears at all times and punch in those details to find out the pilgrim’s exact location,” he said.

“We are doing this for the first time. We may encounter issues, but my mission’s mandate is to minimize the suffering of pilgrims.”

Of the 136,020 pilgrims arriving in the Kingdom this year, 100,020 are coming through the Haj Committee of India, while the rest are being brought in by private tour operators, popularly known as PTOs.

The first Indian Haj flight will arrive in Madinah on Aug. 27 from Kolkata, while the first flight in Jeddah will arrive on Sept. 7 from Aurangabad in Maharashtra.

Saudi Arabian Airlines and Air India will transport pilgrims from 21 embarkation points in India, including Varanasi, Delhi, Hyderabad, Aurangabad, Mumbai, Kolkata, Lucknow, Bangalore, Bhopal, Calicut, Goa, Guwahati, Mangalore, Chennai, Ahmedabad, Indore, Jaipur and Nagpur.

More than 55,000 pilgrims will land in Madinah, while 44,810 will land at Jeddah airport’s Haj Terminal.

A staggering 13,127 pilgrims are above the age of 70. “We are making extra efforts for senior citizens,” said Mubarak. “We are trying to accommodate them in buildings that have easy access and are close to the Grand Mosque,” he said.

Pilgrims have been divided into two categories. Those in the premium “green” category will be housed in Makkah in buildings that are within 1,500 meters of the Holy Mosque’s outer courtyard. The others will be accommodated in the nearby Aziziah district. “A regular and free transport service has been provided for pilgrims in Aziziah,” he said.

Saudi Arabia has reduced the Haj quota for pilgrims coming from abroad by 20 percent in view of the ongoing expansion work in the Grand Mosque. This is the second year that the quota has been slashed, and is also poised to remain reduced during next year’s Haj. “However, from 2016, we expect our quota to be back to normal,” Mubarak said.

Out of the 360,000 Muslims who had applied for Haj in India this year, only 136,000 could be accommodated within the quota.

“For every pilgrim who had been selected, four were rejected,” he said.
Deputy Consul General Mohammed Noor Rahman Sheikh and Press Consul Irshad Ahmad also addressed the press conference.

19,000 buses for 1.4m pilgrims

Tuesday, 19 August 2014

MAKKAH — As many as 18 companies are getting ready to transport a total of 1.39 million pilgrims expected from abroad for this year's Haj.

The companies will be using 19,000 buses, including 452 brand new vehicles that cost more than SR200 million.

The new buses are well equipped, air conditioned and have toilets.

Haj Minister Bandar Hajjar, who was given these figures during a visit he made to the office of the General Syndicate of Cars in Makkah on Sunday, launched the organization’s wireless operations unit that covers all roads leading to Makkah, the Holy Sites, Madinah and Jeddah to monitor traffic and report any faults or traffic jams or accidents.

He also launched the syndicate's new website through which Haj missions can follow the movements of their pilgrims.

Marwan Zubaidi, secretary-general of the syndicate, said the transport companies asked the minister to increase bus ticket prices in view of rising maintenance costs.

He said the minister assured them that a study on the issue was prepared by the ministry and forwarded to Custodian of the Two Holy Mosques King Abdullah for approval.

Zubaidi said the companies also asked the minister not to rent buses from abroad this year given the abundance of vehicles the government has provided for the transport of pilgrims.

Talking to journalists at the end of his visit, the minister described the just concluded Umrah season as successful and said all 6 million pilgrims who came from outside have left, except for 13,000 who are currently making their departure arrangements.

The Umrah season started late November and concluded late August.

Hajjar said his ministry is closely following all developments concerning the spread of the Ebola virus and is liaising with the ministries of health and foreign affairs. Pilgrims from the three West African countries of Guinea, Sierra Leone and Liberia, which have been affected by the disease, were banned from performing Haj this year.

Hajjar said: “Your pilgrimage will be safe. We are doing everything to ensure your safety and comfort.”

In addition to the car syndicate, Hajjar had earlier made inspection tours of the six Tawafa establishments in charge of guiding pilgrims, the unified office of the Zamazima (in charge of providing holy water to the pilgrims) and the unified office of the agents in charge of processing Haj procedures for pilgrims.

The minister will also be going to Madinah as part of his current field tours of all government and private establishments to assess their readiness for the Haj season.

Minister calls for ‘accident-free Haj’

A file photo shows a road accident in Makkah in which three Indonesian pilgrims were injured.
Haj Minister Bandar Hajjar on Monday conveyed to transport agents in
Makkah and Madinah that he hoped for an “accident-free Haj” this year.
Tuesday 19 August 2014

Haj Minister Bandar Hajjar conveyed to transport agents in Makkah and Madinah that he hoped for an “accident-free Haj” this year.

The minister was speaking to officials from the General Syndicate of Vehicles in Makkah during an inspection tour of services and facilities ahead of this year’s pilgrimage.

The minister met with the syndicate’s chairman, his deputies and the owners and representatives of pilgrim transport companies.

During this visit, he also inaugurated the syndicate’s operations room, field operation unit and website, which will be commissioned during this Haj.

The minister told transport agents that it is their sole responsibility to ensure that passenger coaches are safe enough to be driven on the Kingdom’s roads and their air-conditioning systems are in perfect working order.

“The drivers must be properly trained, not only on how to drive these vehicles, but how to deal with passengers courteously,” he said. They are also responsible for maintaining cleanliness inside the coaches.

“Coaches should be driven carefully and within the speed limited since passenger safety is a priority,” he said.

“There were no major accidents during last year’s Haj and we hope things remain this way this year.”

At a subsequent meeting held on Sunday, the minister told the chairman and members of the Board of Directors of the Zamazemah United Office to set up an electronic link with national “Tawafa” (Haj) establishments.

“This will help in locating pilgrim accommodation,” he said.

He requested the office to continue distributing Zamzam water among pilgrims upon arrival and departure at their places of accommodation and at hospitals.

In addition, the minister advised the company to use disposable plastic cups and bottles during distribution.

The Zamazemah United Office is also committed to providing pilgrims with Zamzam water at guidance centers on the Jeddah-Makkah highway, on the highway between Madinah and Makkah and in centers where pilgrims gather on both highways.

One 0.65-liter capacity bottle should be provided per pilgrim on arrival and another 330ml bottle on departure.

15% infection allowance
for workers of Holy Mosques

Tuesday 19 August 2014

Government employees working at the Grand Mosque in Makkah and the Prophet’s Mosque in Madinah will receive a 10 to 15 percent pay hike in light of the fact that they are exposed to various contagious diseases spread by pilgrims who come from different parts of the world.

Civil Service Minister Abdul Rahman Al-Barrak has approved the pay hike.

Employees working at gates and courtyards at the Two holy mosques will get the highest salary increase of 15 percent, while administrative workers at the two mosques will get a hike of 10 percent, said one source, adding that the special monthly allowance would be not less than SR750.

“This is a form of compensation for being exposed to contagious diseases,” the source said, adding that the pay hike for different categories of workers would be determined in coordination with the Presidency of the Two Holy Mosques.

The distribution of the pay hike will also take into consideration the terms and conditions stipulated in Article 52 of the Financial Rights and Benefits Law.

Al-Barrak had set up a committee to study the proposal made by the presidency on providing a special allowance to its workers. The committee, comprising representatives from the Civil Service and Finance Ministries, has approved the proposal, the source said.

New office to oversee Haj-related activities

Wednesday 20 August 2014

The Haj Ministry has approved a new management office aimed at monitoring Haj-related programs and arrangements more effectively.

The “strategic initiative management office” (SIMO) was approved on Sunday.

Haj Minister Bandar Hajjar stressed the importance of promoting teamwork, cooperation, partnership and healthy competition in improving service quality among pilgrims.

SIMO will act as the ministry’s epicenter, classifying and prioritizing proposed projects and initiatives while converting them into implementable projects and ensuring that they are aligned with the ministry’s overall strategy.

SIMO will assist Haj Ministry departments in implementing initiatives, projects and studies, in addition to providing the ministry with qualified project managers.

The office will develop a set of templates, forms and reports that will be used to organize and activate initiatives in every Haj-related department.

SIMO officials will work with Haj undersecretaries and departments to develop a criteria for classifying and prioritizing initiatives in accordance with a unified strategy.

The office will oversee the implementation of these initiatives and will follow up with service providers. Office staff will also monitor performance and progress made on initiatives, in addition to providing mitigation plans and recommendations for different issues.

The office will ensure projects are converted from ideas into action plans and will oversee the entire executional phase of these projects.

Prince Mishaal vows quality Haj services

Wednesday 20 August 2014

The Haj Ministry has published the list of companies that provide low-cost Haj services.

The full list is available at http://www.haj.gov.sa/ar-SA/Pages/Low-cost-camps.aspx.

The announcement came as Makkah Gov. Prince Mishaal bin Abdullah has called for qualitative improvement in Haj services.

“We have to exert maximum efforts to remove all obstacles for the success of this great annual event,” he told senior officials.

He noted the progress achieved by the Haram expansion project, the Haramain Railway linking Makkah and Madinah, and the new Jeddah airport, saying it reflects the government’s endeavors to boost pilgrim services.

Nearly 2.5 million pilgrims are expected this year to perform Haj, which is scheduled to start on Oct. 2.

The first group of Hajis will arrive here from South Africa on Aug. 25.

“The service to the nation means facilitating things for the welfare of citizens and residents and providing better services applying the easiest methods,” the governor said.

The governor said his administration would expand electronic and computer facilities to provide quality services.

Prince Mishaal said he was determined to end the problem of stalled and delayed projects.

“We don’t want to see any stalled project in the region,” he said, adding that he would personally follow up every project.

Haj Minister Bandar Hajar, meanwhile, urged Haj-related departments and agencies to take effective measures to expedite arrival and departure procedures of pilgrims to avoid delays at Jeddah and Madinah airports.

“We have to apply modern technology to improve services to the guests of God,” the minister said while speaking to officials of the United Agencies who receive Haj pilgrims on arrival in the Kingdom.

Officials of United Agencies briefed Hajar on their efforts to reduce the time of stay for pilgrims at airports and other entry points and their deployment of highly qualified employees to extend better services.

Hajar urged United Agencies’ executives and employees to put greater efforts to improve services, being the frontline staff who deal with pilgrims upon their arrival at airports and other land and sea entry points.

Haj firms prefer tents to buildings in Mina

Multi-story buildings that accommodate pilgrims during their stay
in Mina to complete pilgrimage rites.
Wednesday, 20 August 2014

MAKKAH — Local Haj companies said they prefer to set up tents in Mina for their pilgrims than rent buildings at high rates, Makkah daily reported.

They said they have incurred huge losses last year due to the high rental costs, the decrease in the number of pilgrims in each building and a ban preventing Gulf citizens from staying in such accommodation.

In addition, many Saudis refuse to reside in buildings due to a religious edict that prohibits them from living in buildings in Mina, they said.

The owner of a domestic pilgrims company, Sultan Al-Qurashi, said he has incurred huge losses last year and expects further losses this year due to these circumstances.

He said: “Two years ago, I did not incur any losses because Gulf citizens were allowed to reside in these buildings.

“Last year I lost round SR3 million and I was forced to pay the high rent, otherwise the Ministry of Haj would cancel my license.”

Al-Qurashi pointed out that he has prepared a study detailing his losses and will present it to the ministry.

Investor Saad Allehayyani said the ministry has reduced the number of pilgrims allowed to reside in a building from 2,900 to 2,436.

“The ministry has also increased the area allotted for each pilgrim from 1.6 square meters to 2.5 square meters,” he said.

He called for reducing the rental costs from SR70,000 a room to SR35,000 to reduce costs.

Deputy Minister for Haj Affairs Dr. Husain Al-Shareef said the ministry also asked for a reduction in rental costs but the decision lies in the hands of the Mina Real Estate Company, which owns the buildings.

He said: “Allowing Gulf citizens to reside in these buildings is not the responsibility of the ministry either.

“The ministry received instructions that these buildings should be only for local Saudi pilgrims.”

He pointed out that setting the number of pilgrims in buildings is done according to certain rules and regulations and any changes to such quotas has to be coordinated with various bodies and the Supreme Haj Committee.

Ottoman station history
tells the story of Madinah train

New road to link KAEC city center
with Haramain Railway Station

Haramain Railway Station work in progress at King Abdullah Economic City in Rabigh.
Tuesday 19 August 2014

King Abdullah Economic City (KAEC) signed a contract worth more than SR15 million with Saud Barik Al-Subhi & Partners Co. Ltd. to develop the initial phase of the road that will connect the Haramain inner-city railway station with the Business Park at Bay La Sun district and KAEC residential communities, thereby enhancing access to the city via the Jeddah-Yanbu highway.

The initial phase of the project is expected to finish by end of 2015, while the expected overall total cost of the project is worth around SR 235 million.

Fahd Al-Rasheed, MD & CEO of KAEC, said: "The new road is of great importance since it will be a primary entrance to the city. It is adjacent to the Haramain train station and will pass Hijaz Gate, which is the new downtown area in KAEC.

The road will also give residents and visitors more flexibility in entering and leaving the city and reduce the travel time to the Business Park and residential communities by 8-10 minutes. We have already started implementing the project on the ground and it will be completed during December 2015."

Hijaz Gate will serve as the economic center of the city with its various malls, shops, boutiques, restaurants and hotels making it a stopping point for millions of visitors annually. It is also a natural destination for conferences and exhibitions, corporate headquarters, colleges, vocational places of learning and specialized medical centers, which will occupy this uniquely accessible area.

Adding to the attraction, travelers on the new Hijaz Gate road will enjoy a beautiful view of landscaped parkland alongside the tree-lined route, which extends through the business district and heads to the coast and KAEC residential neighborhoods.

KAEC will be one of four stops of the Haramain Railway network which will connect KAEC to Jeddah and King Abdulaziz International Airport in less than half an hour and Makkah and Madinah in less than an hour.

Instant trial for Haj violators

Thursday, 21 August 2014

TAIF — Security and monitoring bodies have finished their preparations for the Haj season by manning entrances to Makkah with the necessary employees and equipment.

These entrances will be electronically linked to facilitate the flow of information regarding Haj violators and allow for those who break pilgrimage rules to be instantly questioned and tried.

Sources told Al-Watan daily that all entrances to Makkah have witnessed large improvements and the instant trials will be handled by specialized administrative committees set up for this purpose.

Al-Baheetah Center along Taif Expressway, which is the largest entrance point to Makkah, has been witnessing continued improvements since its inauguration three years ago, the sources said.

They added this center would be an electronic entrance to Makkah and have an office for the National Information Center to allow for the speedy transfer of information.

Monitoring violators on the expressways will be the responsibility of special forces on the roads, while police and security patrols will monitor other entrances, sources said.

About 2 million pilgrims are expected for this year's Haj, which is scheduled to start on Oct. 2. The first group of pilgrims will arrive here from South Africa on Aug. 25.

Haj Minister Bandar Hajjar has been inspecting the readiness of Tawafa establishments, which are responsible for guiding pilgrims during their stay in the holy cities, over the past few days.

He urged all Haj-related departments and agencies to take effective measures to expedite arrival and departure procedures of pilgrims to avoid delays at Jeddah and Madinah airports.

“We have to apply modern technology to improve services to the guests of God,” the minister said while speaking to officials of the United Agents, responsible for receiving pilgrims on their arrival in the Kingdom and guide them to their accommodations.

The officials briefed Hajjar on their efforts to reduce the time of stay for pilgrims at airports and other entry points and their deployment of highly qualified employees to extend better services.
