Cameras used to catch pickpockets in Haram

MAKKAH — Hundreds of cameras have been planted in various parts of the Grand Mosque to prevent thieves from stealing money and other valuables from pilgrims and visitors, especially during the peak seasons of Haj and Umrah. Acting director of Makkah Police, Maj. Gen. Assaf Al-Qurashi, said in addition to the modern equipment, a large number of secret police were mingling with pilgrims during the tawaf and saie rituals to stop pickpockets.

The director said the thieves were from different countries and of various ages. They usually arrive in the Kingdom by air for the sole purpose of stealing, he said. He asked pilgrims not to carry large amounts of money with them when they go to the Grand Mosque because they will not need them.

Saudi Arabia has announced the suspension of visas for Muslim pilgrims from Guinea and Liberia, two countries hit by an outbreak of the deadly ebola epidemic.

The Saudi health ministry recommended the measure "due to the danger of the disease and its highly contagious" nature, the state news agency SPA reported.

The World Health Organisation has said it is not recommending travel or trade restrictions to Guinea, Liberia or Sierra Leone, which has reported suspected cases of ebola, based on information currently available.

Muslims perform the hajj pilgrimage to the Saudi city of Mecca once a year, but they can make the minor umrah pilgrimage to the kingdom all year round.

Doctors Without Borders said on Monday that the ebola outbreak in Guinea was an "unprecedented epidemic". Guinean health authorities have recorded 122 suspected cases and 78 deaths since January.

The tropical virus leads to haemorrhagic fever, causing muscle pain, weakness, vomiting, diarrhoea and, in severe cases, organ failure and unstoppable bleeding.

Visas for Guinea, Liberia pilgrims halted

RIYADH – Saudi Arabia on Tuesday announced the suspension of Haj and Umrah visas for pilgrims from Guinea and Liberia, two African countries hit by an outbreak of the deadly Ebola epidemic.

The “preventive” measure came at the request of the Saudi Health Ministry “due to the danger of the disease and its highly contagious” nature, the Saudi Press Agency reported.

The World Health Organization (WHO) has said it is not recommending travel or trade restrictions to Guinea, Liberia, or to Sierra Leone, which has reported suspected cases of Ebola, based on information currently available. Medical aid organization Doctors Without Borders said on Monday that the Ebola outbreak suspected of killing at least 78 people in Guinea since January was an “unprecedented epidemic” that had spread across the west African nation.

Guinean health authorities have recorded 122 suspected cases and 78 deaths. The tropical virus leads to hemorrhagic fever, causing muscle pain, weakness, vomiting, diarrhoea and, in severe cases, organ failure and unstoppable bleeding.

Last year the Ministry of Health reiterated its plea to people above 65 years of age, those with chronic diseases and with immune deficiency, malignancy and terminal illnesses, pregnant women and children under 12 years of age to postpone Haj and Umrah for their own safety.

The ministry’s advisory came in the wake of the MERS-coronavirus infection. To curb the spread of respiratory infectious disease, the ministry advised all intending pilgrims to comply with common public health guidelines like frequently washing hands with soap and water or disinfectant, using disposable tissues when coughing or sneezing and disposing it of in the waste basket, avoiding as much as possible hand contact with the eyes, nose and mouth, avoiding direct contact with people with symptoms of infection such as cough, sneeze, expectoration, vomiting, and diarrhea, wearing masks, and maintaining good personal hygiene.

Quadrivalent vaccination is required for all citizens and residents of Madinah and Makkah who have not been vaccinated during the past three years as well as all citizens and residents undertaking Haj, all Haj workers who have not been vaccinated in the past three years.

Cart pushers are ‘not mistreating’ pilgrims

No illegals in business: Official

MAKKAH — An official at the Presidency of the Affairs of the Two Holy Mosques has denied accusations that cart pushers in the Grand Mosque are maltreating pilgrims, being rude to them and stealing their money.

"There is no truth to these accusations," said Musleh Al-Hammadi, who is responsible for the cart pushers.

He told Makkah daily on Tuesday that there are about 700 young Saudis pushing these carts and there are no illegal expatriates among them.

He also denied allegations that the cart pushers were asking for more than the set fee of SR150 to push Umrah or Haj pilgrims between Safa and Marwa.

Al-Hammadi said the cart pushers are being closely watched for any violations and they are medically checked to make sure that they are not drug users or alcoholics. "We also ask every one of them to present a criminal record to make sure that he has not been convicted of any crime," he said.

The official was refuting accusations made by Hamdan Al-Sharif, professor of dawa (call) and media at the Islamic University in Madinah, who wrote several times to the presidency accusing the cart pushers of maltreating pilgrims and stealing their valuables, especially during the peak seasons in Ramadan and Haj.

"The cart pushers are marring the good picture of the Kingdom, which is making strenuous efforts to provide consummate services to the guests of God," Al-Sharif said.

He also said there are many illegal expatriates among the cart pushers whose sole purpose is to steal money and other valuables from the pilgrims and visitors of the Grad Mosque.

"These expatriates have formed gangs especially to steal from pilgrims and maltreat them in the complete absence of close monitoring by the presidency," he said.

Hamdan said he had written many letters to officials of the presidency. "Nothing is being done to stop the bad behavior of the cart pushers," he said.

In response, Al-Hammadi said: "Any cart pusher who commits any kind of violation will be severely punished."

Passports Department staff in “thobe” and “shemagh” on Sunday

Passports Department staff will begin donning Saudi national attire, known as the “thobe” and “shemagh,” on Sunday instead of their military uniforms at checkout counters at Saudi airports, said Col. Ahmed Lhaidan, a spokesman at the Passport Department.

“Staff at international airports in Riyadh, Jeddah, Dammam and Madinah must wear traditional Saudi attire,” he said. Directives also state that their identity cards should be displayed while on duty.

This new dress code will apply to personnel working on the front check-out counters in its first phase.

“We are studying the possibility of applying the dress code to all border outlets,” he said.

“Passport personnel are the first to welcome visitors and the last to say to bid them farewell,” he said. “That is why it is important for them to be dressed in a way that promotes their country and heritage.”

Saudi’s Umrah Visa Extension Scheme
To Launch Next Month- SCTA

Saudi Arabia’s latest visa scheme, which allows pilgrims to tour the Kingdom with a month’s extension on their Umrah visas will launch soon, an official from Saudi Tourism and Antiquities Committee (SCTA) said.

The Extended Umrah Tourism Programme, which was announced last year, has not been activated till date but is expected to launch in a month’s time, SCTA’s vice president of marketing and programmes Hamad Al Sheikh told Gulf Business.

“There is a lot of demand in the industry but we do not have enough tour operators to handle the load,” he said, citing it as one of the reasons for the delay in activating the Umrah visa extension for visitors.

He added that tourism authorities are building up capacity and the number of tour operators before Saudi allows more visitors.

The Kingdom, which remain closed to foreign tourists, is looking to fuel its tourism industry by boosting domestic tourism and by tapping into large groves of religious tourists that flock to holy sites across the country.

Almost 17 million tourists visited Saudi Arabia in 2013, out of which 6.9 million were religious tourists, official estimates show. Domestic tourist numbers reached 23 million last year while the country received around 1.3 million business visitors.

Saudi Arabia’s tourism sector is also attracting large number of investments from both the public and private sector owing to its potential.

“It was estimated that in 2013 the investment in tourism was more than SAR90 billion,” said Al Sheikh.

He added that the government is investing heavily in infrastructure, especially airports, which in turn is expected to impact tourism positively.

The Kingdom has announced plans to expand five of its domestic airports to raise capacity and has also opened up its domestic aviation sector to more airlines.

The government’s efforts to spike tourism have also fuelled the growth of hotels across the Kingdom.

The country had a total of 1,251 hotels and 2,582 furnished apartments as of 2013, but a number of international hoteliers have also entered the market.

Kempinski is planning two major hotels in Saudi Arabia with its first project to open in Riyadh during the first half of this year followed by another hotel in the city of Al Khobar, due to open later this year.

“There is a huge demand for hotels in Saudi Arabia and the general tourism law will improve confidence among foreign investors since it will give the feeling that the competition is more regulated. But the focus is on improving the quality of hotels in the country,” said Al Sheikh.

Saudi Arabia’s tourism sector provided around 751,000 jobs in 2013 and is forecast to provide around 1.7 million jobs by 2020, according to Prince Sultan bin Salman, SCTA president.

Tourism added around SAR75 billion to Saudi’s national economy by the end of 2013, he said. The industry currently contributes to around 2.6 per cent of the Kingdom’s economy.

Fresh quarantine rules for pilgrims

The Ministry of Health has announced quarantine measures for Haj and Umrah pilgrims who are coming from countries that have a high rate of infectious diseases.

The ministry had sent out the circular to the Foreign Ministry that would be circulated among overseas missions spelling out the requirements for visa issuance for various countries.

Ziad Al-Memish, undersecretary to the Ministry of Health, said the Kingdom has been carefully monitoring developments throughout the globe in the field of infectious diseases.

He said the requirements stipulated in the new circular are in line with the requirements set by the World Health Organization (WHO) to control the spread of infectious diseases worldwide.

This year, Al-Memish said the Kingdom had focused on diseases such as yellow fever, meningitis, seasonal influenza, polio and food poisoning.

Fresh quarantine rules for pilgrims

He said that the vaccines should be given 10 days before pilgrims commence their journey.

“We have also advised elderly pilgrims and others who suffer from chronic diseases such as cardiac conditions, diabetes, renal and respiratory maladies to postpone their pilgrimage,” he said.

“We have prescribed specific vaccines considering the incidence of disease in these countries.”

“In addition, ships and aircraft carrying pilgrims should also produce a certificate stating that the carriers are free of mosquitoes,” he said.

Besides these vaccinations, the spokesman advised pilgrims to take precautions against influenza to prevent a flu attack during their stay in the Kingdom.

“The flu vaccine is not mandatory, but is desirable considering present weather conditions and the susceptibility of pilgrims to influenza,” he said.

He advised high-risk patients with chronic ailments such as diabetes, hypertension and renal diseases to take the flu vaccine in the event they decide to embark on the Haj or Umrah pilgrimage.

Al-Memish also reminded pilgrims to pack food in sealed containers.

Overstaying Pak pilgrims can go home in 4 days

The Pakistani consulate has worked out a special deal with the Saudi government to send Haj and Umrah overstayers home in three to four days provided they produce the original, or copies of their passports, and confirmed return tickets.

The consulate would work with the Shumaisi detention center authorities to send them home, Aftab Khokhar, the Pakistan consul general, told journalists at a briefing here on Wednesday.

“It is a great chance for Pakistanis who have overstayed their visas. They should use this opportunity to return to Pakistan so that they can come back to Saudi Arabia legally,” he said. “This breakthrough is a further effort to improve relations between Pakistan and Saudi Arabia.”

The consulate plans to make a list of all such people and then process groups of 50 at a time, to make it easier for the Saudi Passport Department.

Khokhar said the deal does not include Pakistanis who have run away from their sponsors, those with expired residence permits, or those who have overstayed their visit visas. However, the consulate was looking at ways to deal with these cases, he said.

Khokhar said the consulate has already sent 6,000 Pakistanis home, which includes 4,400 in one month, with Saudi Airlines providing the special flights.

He said a further 450 Pakistanis are going home on Sunday.
Khokhar said that he visited detention centers around the country, and praised Tahseem-ul-Haq Haqqi, welfare consul, and his team for their efforts.

App made in Dubai to guide Haj pilgrims

Ali Dabaja has never been on Haj, but he and his team at Hajjnet www.hajjnet.com have built one of the most informative mobile applications about the pilgrimage to Saudi Arabia that pulls in more than 24 million people a year.

Hajj Salam provides a step-by-step guide for pilgrims from the practical to religious rites. Need an ATM to buy an animal to slaughter? Hajj Salam will pinpoint one for you. Forgot how many times you have circled the Ka’aba? Hajj Salam uses your phone’s GPS to count for you.

Housed in Dubai Silicon Oasis, the Hajjnet team have also created a second app, Umrah Salam, for the pilgrimage that can be taken at any point in the year.

The idea for Hajj Salam came after Mr Dabaja visited a friend who had performed Haj for the second year in a row.

“We started talking about his challenges and obstacles and what was different in those two consecutive years. I thought about projecting myself into it, what it would take for me to do this, both in terms of performing the rituals properly, as well as planning it.

“I thought of every aspect because it is an overwhelming sense of responsibility,” says Mr Dabaja, the founder and chief executive of Hajjnet.

Since the launch on Apple’s iTunes store in August, Hajj Salam has amassed 40,000 downloads.

Now Mr Dabaja’s team is developing the app for the Android platform that will be launched within the next few months and an Arabic version of the app, which should be ready this month.

Islamic mobile apps are big business; from Quran, prayer times and Qibla finders, Muslims are turning to their smartphones for information and guidance. Samsung has even begun preloading some of its Middle East phones with Islamic apps.

Despite the success of Hajjnet, Mr Dabaja, who has spent most of his career in the banking industry, says he was initially apprehensive about setting up a company to create apps for Muslims.

“I didn’t feel that comfortable leading a company which had a religious aspect to it,” says the American citizen, originally of Lebanese descent. He moved to Dubai in 2005 to continue in banking and also embarked on some consultancy work. The idea for Hajjnet began in 2009.

But launching his idea was not an easy process. He had previously set up a couple of companies in the United States, but had little experience in the Middle East.

“Setting up a company in the US is very, very easy, you just do it online. Here, you have to spend a lot of time at the bank doing different things. Setting up a company is a process, tied to the work visa. There is a whole different aspect to it, but I didn’t expect it to be like the US,” says Mr Dabaja.

It took the businessman about 18 months to establish the company and Hajjnet’s first round of funding came from friends and family.

With no experience in the technology industry, Mr Dabaja embarked on recruiting the necessary talent to build the app and brought on board a scholar Shaykh Muhammad Alshareef, who provided the religious context. Shaykh Muhammad, who has a degree in Islamic Law from the Islamic University of Medina in Saudi Arabia, has performed Haj 20 or so times. He is a renowned expert on the subject and met Mr Dabaja at the World Hajj and Umrah Convention in 2012 in London where he was a speaker.

Another vital member of the development of the Hajj Salam is Mathias Eichelberger, who until recently was the head of air and ground at the travel website Expedia. And the app itself, which is free to download, along with Hajjnet has already caught the eye of potential investors.

“Our focus is not on making money right now. The focus is on the use and driving volume of downloads,” says Mr Dabaja. “We want to have the maximum number of people and figure out what they like and don’t like and continue to develop the software.”

Important historical trading routes

These outlines later served as guides for pilgrims

MORE than a thousand years ago, Muslim merchants and travelers carved out trade routes through valleys and deserts. These outlines later served as guides for pilgrims visiting Makkah and Madinah from all over the Peninsula. Over time, mosques, wells, and rest points were built at distributed check points on the routes.

People would travel in caravans through valleys and mountains under the scorching sun carrying dates, wheat, and other crops and merchandise to sell. These travels and traders represent the pre-modern culture of the Arab world.

Albakhour route

Albakhour route was one of the known routes from Yemen to Makkah. Most perfumeries were transported from Yemen and India to be brought to Makkah and sold there. From the trade, the route became named as the “Perfumeries Route”. All of Hadhramout ‘s products and the imports from India are gathered in the capital city of Qatban, Tamna’a. The products were transported from there and eventually taken to Tadmur and Gaza onwards all the way to Egypt. The products reach the entire Arabian Peninsula from the Hanging Gardens of Babylon to the Arabian Gulf.

Zubaidah Route

Zubaidah route is one of the most famous routes known in history. During the Abbasid Caliphate, the wife of the fifth Abbasid Caliph ordered for the route from Alkoufa to Makkah to be leveled for pilgrims and equipped with rest points supplied with food and water. The water engineering of this route was immaculate as it provided water to over 5,000 pilgrims. Lina village, a nearby village and the capital of the area then, along with the historical village of Zubalah, were an appealing attraction to Arab and foreign historians such as Ishaq Alyaqoubi, Abu Alfaraj, Alhamadani, Ibn Jubair and Lady Blunt.

This route played a more important role when the throne of the Arabic Caliphate moved from Damascus to Baghdad. It also divides the Arabian Peninsula into two. This single route contains a variation of cartographic relief descriptions, making it hard to locate all of the historical checkpoints that were built on the route.

A trip to the Aqilat

The Aqilat tribe had a rich history of trade for 400 years up until 1949. The tribe traded in camels, goats and fabrics among other things. Dr. Abdul-Latif Saleh Alwahaibi Altamimi, an Aqilat tribe researcher, said the tribe originates from Najd and more specifically the area of Buraidah. The tribe used to import and export goods and merchandise to and from Kuwait, Iraq, Jordan and adjacent countries such as Palestine, Turkey, and Egypt.

Their trade contributed greatly to the economic and political development of the country. The Aqilat tribe took different routes to their destinations depending on the season. During the winter they would head out to Egypt and during the summer they would head out to Jordan due to the more frequent distribution of water wells across the route. All of these trade travels and voyages were not a breezy vacation. Traders faced many obstacles such as running out of food and water, bad weather and even armed bandits.

International routes

In modern days, technological advancements enhanced communication and facilitated access to different countries across the globe. Business and economy flourished due to the international road network. The Kingdom has signed the agreement of the Arab Mashreq International Road Network, which includes all of the Arab countries in Asia and Egypt. The length of roads included in this network is 31,400 kilometers, 12,000 of which are in the Kingdom alone.

Pilgrim claims to have world’s smallest Qur’an

A Pakistani pilgrim claims that he owns the world’s smallest Qur’an, which is less than 2.5 centimeters.

Kafeel Ahmed said Pakistan’s National Museum has categorized the book as the smallest copy on the planet. The Qur’an has some damaged pages.

Ahmed said a pilgrim had given his grandfather the Qur’an in Madinah during the Haj in 1935.

“My father used to keep the tiny copy and took it with him when he went on Haj in 1985,” Ahmed said.

He said several museums and collectors of rare books were willing to buy the book at any price, but he refuses to part with it. It is a family heirloom, Ahmed said.

Al-Sudais, Hajjar sign MoU on Haj service

In a bid to streamline the functioning of all ministries and agencies involved in Haj and Umrah operations in the Kingdom, authorities are putting in all efforts to enhance coordination between them to serve the pilgrims better as also to project a positive picture of the country.

Haj Minister Bandar Hajjar and Sheikh Abdul Rahman Al-Sudais, head of the Presidency of the Two Holy Mosques Affairs, signed a memorandum of understanding to this effect on Thursday.

The Ministry of Information, Foreign Affairs and other ministries are also expected to arrive at similar understanding to serve pilgrims effectively and ensure a quick response in case of any exigency involving Haj and Umrah pilgrims, sources said.

Al-Sudais hailed the decision to enhance cooperation and coordination between various agencies and ministries and thanked Custodian of the Two Holy Mosques King Abdullah, Crown Prince Salman, Deputy Crown Prince Muqrin, Interior Minister Prince Mohammed bin Naif and Makkah Gov. Prince Mishaal bin Abdullah.

He said that besides the Ministry of Haj and the Presidency of the Two Holy Mosques Affairs, the Ministry of Information and Culture also plays an important role in highlighting the services to the guests of Allah.

Hajar said: “Today’s MoU will definitely give shape to the services offered to pilgrims and the integrated and constructive cooperation between the Haj Ministry and presidency will ensure pilgrims’ comfort.”

He said that the ministry and presidency will make joint efforts to educate pilgrims in their own language about the performance of rituals besides offering translation services.

A senior official from the presidency told Arab News that both sides have agreed on mutual cooperation pertaining to nine topics including media.

The Haj Ministry said it had trained nearly 1,000 employees from Haj establishments of African and non-Arab countries on how to advise and guide pilgrims from these countries.
