Under the patronage of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud, the General Presidency of Scholarly Research and Ifta will organize next Wednesday a ceremony to launch on the Internet the Program of Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz for Prophetic Sunnah supervised by Grand Mufti of the Kingdom of Saudi Arabia, President of Senior Scholars Council and the General Presidency of Scholarly Research and Ifta Sheikh Abdulaziz bin Abdullah bin Mohammed Al Al-Sheikh.

This was announced in a press conference here today by the General Supervisor of the Office of the Grand Mufti, Sheikh Fahd bin Abdulaziz Al-Awad who pointed out that the Program contains 367,858 pages including 261,942 Hadiths (Prophet's sayings).

Health Ministry gets ready for Haj

Preparations for the forthcoming Haj will focus on security, safety and the control of infectious diseases in Makkah and Madinah, according to a senior official from the Ministry of Health.

Mohammed Khoshaim, deputy health minister for Planning and Development, who chaired the third meeting of the Haj preparatory committee, said that preparations for the upcoming season are being made in line with the vision of Custodian of the Two Holy Mosques King Abdullah.

Health Minister Dr. Abdullah Al-Rabeeah set up the Haj preparatory committees for Makkah and Madinah for the forthcoming season in December.

Other committee members who were present at the meeting included deputy ministers of health, undersecretaries and the directors-general of health in both Makkah and Madinah. The ministry treated some 1.25 million pilgrims in the two holy cities during the last Haj season. They included 4,015 inpatient pilgrims, 459 cardiac catheterization operations, 22 open-heart surgeries, 1,624 dialysis sessions and 106 endoscopy operations.

The meeting reviewed several topics on the agenda and discussed future plans for existing projects for this year’s pilgrimage and assessed the condition of medical apparatus to be used.

The Haj Central Department within the Ministry of Health will coordinate with the preparatory committee for arrangements this year.

The official explained that the functions of the committee would be subdivided into three sections for planning arrangements, preparatory work and supervision of the Haj health related issues.

The committee will also be responsible for taking preventive measures against contagious diseases and for drawing up a contingency plan for the Haj season in Makkah and Madinah.

The directors-general of the two regions will be directly in charge of local Haj arrangements under the overall supervision of the health minister.

The primary purpose of the committee will be to provide adequate manpower for health services and ensure that health facilities for pilgrims in hospitals, clinics and dispensaries are well maintained.

Every year, the ministry sends out a circular to the Foreign Ministry for dissemination to missions abroad spelling out the quarantine requirements for entry the Kingdom during Haj season.

Before announcing health requirements, the official said the Kingdom would carefully monitor developments that take place throughout the world, especially with regard to infectious diseases. He pointed out that the requirements in the new circular would be in line with the World Health Organization’s requirements for combating the spread of infectious diseases.

He added that the quarantine requirements would also prescribe some vaccines, considering the incidence of infectious diseases in the pilgrims' respective countries. Moreover, ships and aircraft carrying pilgrims should also produce a certificate that the carriers are free of mosquitoes.

Meningitis vaccines are compulsory for all pilgrims, but vaccines against yellow fever and cholera are advised according to the pilgrim’s country of origin. Yellow fever-endemic countries are Angola, Benin, Sudan, Senegal, Burkina Faso, Central African Republic and many other African and South American countries.

Polio vaccines are also compulsory for pilgrims coming from African countries, as well as for those coming from Pakistan, India, Nepal and Afghanistan.

Oral polio vaccination is compulsory for pilgrims arriving from countries such as Uganda, Kenya, Benin, Angola, Togo, Niger, Burkina Faso, Mali, the Central African Republic, Chad, Côte d’Ivoire, Ghana, Democratic Republic of the Congo and Ethiopia. Upon arrival, pilgrims from these countries are given another oral dose of polio vaccine irrespective of their age.

Besides these vaccinations, the official said the pilgrims would be advised to take precautions against influenza to prevent a flu
attack during their stay in the Kingdom.

The flu vaccine is not mandatory, but desirable considering the changing weather conditions and the susceptibility of pilgrims to influenza.

He said that high-risk patients who have chronic ailments, such as diabetes, hypertension and renal diseases, would be advised to take the flu vaccine to facilitate performance of Haj and Umrah rituals.

Grand Mufti in hospital with injured pelvis

Saudi Arabia’s Grand Mufti is in hospital after he reportedly fell and “injured” his pelvis.

Shaikh Abdul Aziz Bin Abdullah Al Shaikh, who as Grand Mufti is the head of the powerful Permanent Committee for Islamic Research and Fatwas, stumbled and fell at his home on Saturday, local news site Sabq reported.

Shaikh Abdul Aziz, 73, was taken to the Security Forces Hospital in the capital Riyadh. Sources close to the patient did not explain the nature of the injury to the pelvis, but said that his condition was stable and that he would need to rest for seven days.

Shaikh Abdul Aziz, a member of one of Saudi Arabia’s leading religious families, was appointed Grand Mufti in 1999, replacing Shaikh Abdul Aziz Bin Baaz, who died in May, as the highest religious authority in the kingdom.

The Grand Mufti, who has regularly denounced suicide attacks, said in December that “killing oneself is a grave crime and a grave sin.”

“Those who kill themselves with explosives are criminals who are hastening their way to hell,” he said.

JEDDAH — Saudi Arabia's Grand Mufti Sheikh Abdulaziz Al-Asheikh broke his pelvis after falling in his bathroom and was rushed to the General Security Hospital in Riyadh where he is being treated.

According to people close to him, the mufti's general health condition is stable.

A special twitter hashtag, #pleaseprayforthemufti was created for the purpose of prayers for the mufti's speedy recovery. Relatives said the mufti fell down while performing ablution for prayer.

Arrival of more than 2,6 million Mutamirs

The Ministry of Hajj announced the arrival of 2,676,774 Mu`tamirs so far via the Kingdom’s air, land, and sea ports since the beginning of the `Umrah season in last Safar in order for them to perform the rituals of `Umrah. The Ministry indicated that 3,331,248 visas have been issued, and the percentage of the Mu`tamirs lagging behind in the Kingdom has reached 0.12% only, thus achieving a steep decline in this phenomenon which is on its way to completely vanish. This was achieved after the great success in fully employing the electronic systems to complete the Mu`tamirs’ procedures as soon as possible. This is in order to promote the honor of the service and the mission which are delivered by the government of the Kingdom to the world in response to sound directives from the Custodian of the Two Holy Mosque, King Abdullah ibn Abdul Aziz, His Highness the honorable Crown Prince, and His Highness the Second Deputy (may Allah safeguard them).

The Ministry of Hajj asserted in a statement issued by the Hajj and `Umrah Information Center that 2,039,620 Mu`tamirs arrived at the Kingdom during this period in the previous year, 1434 A.H., and that 2,582,018 visas were issued during the same period. The Ministry mentioned that the Ministry’s role does not come to an end right after the end of the Hajj or `Umrah season, but the Ministry tirelessly works hard and exerts strenuous efforts in carrying out the duties of the profession which Allah (Glorified and Exalted be He) selected it to perform. This profession is represented in serving the Ancient House, so that the Ministry’s employees gain the honor of the place; ‘Makkah Al-Mukarramah and Al-Madinah Al-Munawwarah’, the honor of the time; ‘Hajj, `Umrah, and the visiting season’, and the honor of the work and service; ‘serving the guests of Allah’.

The Ministry of Hajj also pointed out that the e-track of `Umrah, which comes at the forefront of the electronic services implemented in the Ministry, has started to work as planned, starting from when applications for `Umrah visas were first made using this system; the first day of the launch of the `Umrah season at the beginning of Safar. Then, the visa applications are referred to the relevant authorities in order for them to complete the regular procedures for granting the Mu`tamirs the required visa.

The Ministry asserted that it strictly and accurately monitors and follows up the service packages provided for the Mu`tamirs through its electronic systems and the field committees, which inspect all lodgings of the Mu`tamirs. The Ministry also asserted that it receives the Mu`tamirs’ complaints, comments, and inquiries, and also provides all the requirements needed to perform the work appropriately. The monitorial role of the Ministry includes supervising the companies working in serving the Mu`tamirs in Makkah Al-Mukarramah, Al-Madinah Al-Munawwarah, and Jeddah. This is in order to ensure the effectiveness of the operational plans of these companies and the availability of qualified human cadres, as required, so as to be up to the sublimity of these services, and also to monitor, handle, and end any shortcomings immediately. In addition, the Ministry punishes the negligent authorities, according to the reports submitted by the Ministry’s field groups, and takes the necessary procedures in a timely manner in the event of finding any violation.

The Ministry explained that employing the electronic reception system during this year’s `Umrah season enables the Ministry to electronically monitor the Mu`tamirs from the moment they purchase their service packages and their arrival at the ports. Then e-mails are sent from the port to the personnel working in the two holy cities, in order to prevent any confusion. The system was applied during the previous season as a test run, without it being announced to the public, and it achieved successful results during last year’s season. In addition, the electronic grouping system, which depends on grouping the Mu`tamirs to travel from the Kingdom to different countries in the world, achieved resounding success. The Ministry revealed that this set of electronic projects, for which the state gathered its human resources and material capabilities, are intended to promote the services provided for the guests of Allah including the Mu`tamirs, whose number is expected to amount to 6 million by the end of the season.

The Ministry of Hajj, represented in the Deputy Ministry for `Umrah Affairs, follows up the `Umrah companies and establishments and makes sure that they provide the services in a satisfactory manner. This is carried out by the General Administration of Hajj and `Umrah Companies and Establishments, and the General Administration of the Mu`tamirs’ Services.

Lastly, employees vacuum and wash the surface of the Kaaba with water and disinfectants to ensure hygiene and cleanliness.

يشمر منسوبو مصنع الكسوة الشريفة عن سواعدهم بواقع 4 ساعات عمل تنظيف على رأس كل أسبوعين من أجل الوصول إلى رداء نظيف قد علقت فيه الأتربة والأغبرة, جراء المشاريع التوسعية التي يشهدها المسجد الحرام لاسيما مشروع توسعة المطاف الحالية, حيث تعمل آليات العمل ليل نهار للوصول الى الوفاء بالموعد المحدد للمشروعات.

وقال الدكتور محمد بن عبدالله باجودة مدير عام مصنع الكسوة "إننا كثفنا عمل التنظيف هذه الأوقات وأصبحنا نقوم بتنظيف الكعبة على رأس كل أسبوعين لأن مشاريع الهدم والتطوير في صحن الطواف الحالي أثرت في واقع الحال على حرير الكعبة وأصبح متشبعا بالغبار والأتربة ويحتاج الى تنظيف مستمر بشكل دوري من وقت إلى آخر".

وأردف باجودة: "ويستخدم في تنظيف هذا الرداء مكانس خاصة مزودة بريش ناعم لكي لا يؤثر على خيوط الحرير أو إتلافها, ثم بعد ذلك تمسح كسوة الكعبة بقطع من القماش القطنية مبتلة بالماء ثم نقوم بمسح الكساء وتمريرها على الآيات القرآنية والزخارف الإسلامية المغطاة بأسلاك الفضة والذهب".

وأضاف "وفي آخر المطاف يتولى منسوبو المصنع كنس وغسل سطح الكعبة كاملاً بالماء ومطهرات تنظيف خاصة

The ''Djamaa El Djazaïr'' project in Algiers

In May 2012, the mega mosque complex ''Djamaa El Djazaïr'' in Algeria started laying foundations and should become the world’s third-largest mosque.

The huge building in the capital Algiers is being built by the China State Construction Engineering Corporation and employ Chinese and Algerian workers.

The mosque complex will include Africa’s tallest minaret, culminating almost as high as the Eiffel Tower at 270 meters (880 feet). It will have 25 levels and eight elevators to whisk observers to the top to view the bay of Algiers.

It will also comprise a prayer room for 120,000 worshippers, a 2,000-seat library, an art museum and a research center.

MAKKAH — Work has started on a SR200 million project to dispose of the carcasses of animals slaughtered during the Haj season in an environmentally-friendly manner, Makkah daily reported Tuesday quoting a senior official of the Ministry of Municipal and Rural Affairs.

The ministry's undersecretary Habib Zainul Abdeen said: "Under the project, we will no longer need to bury the entrails of slaughtered animals.
“Instead, the remains will be burned.

“This is the best environmental method to dispose of the carcasses.” Zainul Abdeen is also the supervisor of development projects in the holy sites.

He said Custodian of the Two Holy Mosques King Abdullah has approved the project and directed that it be implemented in time for the next Haj pilgrimage.

"The project will cover an area of 4,000 sq. meters in Mina," he said. Zainul Abdeen said a contract was signed with a local company to execute the project and the contractor was already handed the site on Mar. 5. "The project aims to process the carcasses of slaughtered animals in an environmentally-friendly manner." he said.

The slaughtering of animals continues for three days from the 10th day of the Islamic month of Dhul Hijja.

Ibrahim Mohammed, supervisor in charge of the safe disposal of slaughtered animal carcasses, said the scheme’s capacity is more than 12,000 tons. He said more than 250 people will be working on the project, which will continue for the whole year to ensure that all waste has been safely disposed of.

Haj Ministry to develop entry points

The Ministry of Haj is intending to develop and upgrade transportation facilities from various entry points to the holy cities and Jeddah to facilitate the smooth movement for Haj and Umrah pilgrims.

Haj Minister Bandar Hajjar said in a statement released in the ministry’s internal journal on Wednesday that the Haj Ministry has been directed to conduct studies on the transport system and increased connectivity between Makkah, Madinah and Jeddah to all the entry points in the Kingdom.

The minister also said that the public transport system, particularly the train system, will play a vital role in the transportation of pilgrims.

The Haj minister also said that the Kingdom is looking beyond Jeddah, Madinah and Makkah to develop and upgrade the connectivity from all parts of the country to the holy cities.

He said that the Haj Ministry is planning to develop the reception centers on the land border check posts and at sea ports to receive pilgrims.

“The reception centers will have trained and skilled professionals to receive pilgrims and their performance will boost the Kingdom’s image,” he added.

He said that at present there are 16 entry points operating in the Kingdom which include three airports, two seaports and eleven land entry points.

Bandar Hajjar also noted that the ministry has recently decided to establish a pilgrims’ city in the port city of Yanbu at a cost of SR65 million.

Halat Ammar, Al-Hudaitha in Al-Quraiyat, Salwa and Al-Bat’ha in Al-Ahsa, Al-Raqi in Hafr Al-Batin, Jadidat Ar’ar in the Northern Frontier region, Alab in Asir, Al-Khadra in Najran and the King Fahd Causeway in the Eastern Province are the prominent and busiest land border entry points of the Kingdom.

SR140 million for six new projects in Makkah

MAKKAH — The Makkah Municipality has signed six new contracts with several specialized companies for rain and floodwater drainage projects in various parts of the city. The contracts are worth SR140 million.

The projects will be implemented complying with the latest scientific methods to ensure maximum benefits from them in developing various services provided by the municipality.

Mayor Dr. Osama Fadhl Al-Bar said upon directives from Minister of Municipal and Rural Affairs Prince Mansour Bin Miteb, the municipality seeks to develop the services provided in different fields.

“This is to provide the citizens comfort, prosperity and all the means for a decent life,” he said.

The signed contracts include a project for main and branch canals for rainwater drainage in the northern part of the city at a cost of SR24.75 million. The project has to be completed in 30 months.

A second project, to be completed in three years, is for main and branch canals for rainwater drainage in the east with a cost of SR50.42 million.

The third project is a concrete box canal from Al-Sufyani planned district up to Al-Shuhada Dam at Al-Haj Street at a cost of SR27.98 million. It has to be completed in two years.

The fourth project, worth SR3.75 million, is to protect populated areas from floods by building concrete barriers

The fifth project is the construction of box culverts for rain and floodwater drainage in Bahra area at a cost of SR26.98 million. The project has to be completed in three years.

The sixth project is the replacement of covers for the surface drainage canals in Muzdalifa at a cost of SR5.7 million and is to be completed in two years.

Numerous important projects are in the pipeline. They are aimed at protection of public service utilities and raising the standard of services provided to the citizens, expatriates and visitors to the holy city, the mayor said.

No tourist visas for now

Focus on infrastructure development, providing services to nationals

JEDDAH – Saudi Arabia is temporarily stopping the issuance of tourist visas as it is now focusing on infrastructure development and providing services to its nationals, President of the Saudi Commission for Tourism and Antiquities (SCTA) Prince Sultan Bin Salman announced here on Wednesday.

The government has allocated SR100 billion for infrastructure development during the next five years, which includes airport and transportation projects as well as port development, he said at a press conference after addressing the Jeddah Economic Forum (JEF).

The ambitious national goal is to keep Saudi tourists inside the country and reduce the flow of cash being spent outside, Prince Sultan said.

Locals, he said, are capable of contributing to the development and advancement of the country as well as understanding the changes and challenges. Youth can contribute to protect national heritage, he said, adding that SCTA has set up the King Abdullah Project to protect national heritage.

Prince Sultan also announced that a Tourism Investment Holding Company is being established to support investors in the tourism sector.

The Red Sea coast is going to be one of the most attractive areas in the Middle East, especially after the completion of the expansion projects in the two Holy Cities and the King Abdul Aziz International Airport in Jeddah as well as different tourism and service projects which are under construction, the SCTA president said.

By 2020 the tourism sector will be able to provide 1.7 million jobs to the youth, he said.

A number of nationalization programs in cooperation with the Human Resources Development Fund have been launched under which 188 training courses helped rehabilitate 3,100 nationals, 471 of them as tourist guides and 40 as trainers, Prince Sultan said.

Training was also provided to more than 33,000 security officials and members of the Commission for the Promotion of Virtue and Prevention of Vice, who are in direct contact with tourists.

Seven colleges and institutes for tourism have also been established, Prince Sultan said.

The Kingdom is now planning to launch a program which gives the youth the opportunity to experience Saudi history, heritage and culture as well as the values and the distinct characteristics of their country. The program also aims at localizing jobs in the sector.

The Kingdom is also working to standardize the rates of hotel rooms. “We are not focusing on the number of stars a hotel has, rather we want hotels and furnished apartments to respect customers and maintain standard,” the SCTA president said, adding that 40% of Saudis prefer furnished apartments to hotel rooms. The hotel sector, he said, was still open for investments.
