Holy Affairs and Northern Development Project squares :

There is ''no truth'' to remove the library of Makkah ..
and the presidency building will be in another location

Makkah metro ticket will cost SR4

The metro is expected to start operating in 2019

26 February 2014

A ticket to make one trip on the Makkah metro would cost SR4, a government official said.

Saad Al-Qadi, CEO of the Makkah Trains Company and the director general of the project, said the metro would start operating in the third quarter of 2019. However, it would operate on a trial basis six months before the official start.

Al-Qadi said that 15 consortia had submitted bids since last November to build the metro at an estimated cost of SR25.5 billion.

“The assigned committee will announce the winning bids during the first quarter of this year,” said Al-Qadi.

Al-Qadi said he had produced a paper recently on public transport in the city outlining various details of the project.

The company’s executives have not revealed the location of the metro stations because they fear property owners would raise land prices close to these stations.

“I receive tens of phone calls from real estate dealers every day wanting to know the locations of the stations so that they can buy the properties near to them. It is a well-known fact worldwide that prices of property close to railway stations increase by 30 percent in value,” he said.

He said the project has benefited from the experiences of in-depth studies carried out by the Al-Balad Al-Ameen Company and the Riyadh Development Authority.

He said the project had already completed all preliminary studies including working out the line lengths, stations and directions of the trains.

He said tenders would be issued in March for two of the four lines.

Cool relief to Haram worshippers

COOLING FACILITIES: Temporary AC units are installed to provide cooling
to worshippers in the expansion work area of Haram in Makkah.

27 February 2014

A temporary air conditioning facility is going to be provided for visiting pilgrims in the old part of the grand mosque area where expansion work is taking place. This is in view of the rising temperatures and the increasing number of pilgrims to the grand mosque.

The Presidency of the Two Holy Mosques Affairs is executing a plan to provide a temporary cooling facility to worshippers in the Ajyad area of the grand mosque in three phases, said Ahmed Al Mansuri of the Presidency of Two Holy Mosques affairs.

He said that the HVAC project has been completed in the basement of the Ajyad area and work has started on the ground floor from the Safa gate to King Abdulaziz gate, which is the main gate of the grand mosque.

“We are providing the air conditioning facility in three phases in the grand mosque: The first phase is covered by the basement area of Safa to King Abdulaziz gate while the second phase will cover the cellar of Ajyad to the basement of the first Saudi expansion area,” Al Mansuri said, adding that 75 interior units and 45 exterior heavy air conditioning units are being installed in these areas.

He said that in the third phase, the ground floor from the middle stretch of Safa to King Abdulaziz gate would be covered, where 92 units of HVACs, both interior and exterior will be installed and that the same number of units would be installed on the first floor also.

The Presidency has stated that a total of 120,000 tons of cooling is being pumped into the mataf (circumambulation area around the Holy Ka’aba) with an environment friendly technique that reduces heat emissions and saves up to nearly 50 percent of power consumption.

Egypt opens Rafah crossing for Umrah pilgrims

27/02/2014

GAZA CITY (Ma'an) -- Egyptian authorities opened the Rafah crossing with the Gaza Strip early Wednesday to allow a group of pilgrims to return to their homes, a Palestinian official said.

Gaza border officials said in a statement that Rafah was opened to facilitate the return of 250 Umrah pilgrims from Saudi Arabia.

A first group of pilgrims returned to Gaza on Tuesday, along with a number of other passengers, the officials said.

The Rafah crossing has been the principal connection between Gaza's 1.7 million residents and the outside world since the imposition of an economic blockade by the State of Israel beginning in 2007.

Egypt has frequently closed the terminal since the army ousted president Mohamed Morsi in July. Hundreds of tunnels that Gazans used for years to import fuel, building materials, and other goods were also destroyed.

Rabigh-Madinah rail project in full swing

25 February 2014

Work on the much-awaited Haramain High Speed Rail project from King Abdullah Economic City, Rabigh to holy city of Madinah is in progress. Installation of train tracks has begun as part of the second phase of the work, according to Saudi Railway Organization (SRO) Chairman Mohammed Khaled Al-Suwaiket.

Speaking to Arab News on Monday, he said that the 450-kilometer high speed electrified train with a maximum speed of 300 km per hour is a challenging task.

“SRO is experiencing some obstacles in the Makkah-Jeddah sector, thus delaying the project in this particular stretch, however from King Abdullah Economic City in Rabigh to Madinah there are no problems and work is progressing satisfactorily.”

He categorically stated that Jeddah central station is expected to be completed by the end of 2014 but it will be operational only later.”

Haramain High Speed Rail will be operated through electricity whereas existing rail service between Riyadh and Dammam is being operated with diesel locomotives.

Head of SRO added: “The Kingdom will soon start the work on its part of this GCC rail link; Saudi Arabia will build 663 km rail link for the GCC.”

The GCC rail link will have an estimated total length of 2,177 km.

Earlier, Al-Suwaiket told a group of journalists that Haramain High Speed Rail second phase project includes building and maintenance of trains, where a Spanish company is awarded the project.

The Spanish company with the support of King Abdullah University of Science and Technology will establish specialized training center in order to train Saudi graduates and help in the development of this promising railway industry in the Kingdom. This also takes into account the expected operating density and the flow of train traffic, especially during the Haj and Umrah seasons, which requires the development of high quality technical specifications to ensure the safety and speed of operation of railway.

He said that Haramain High Speed Rail project require some 3,098 employees where over 70 percent will be Saudi nationals.

The second phase includes construction of railway tracks, installation of signaling and telecommunication systems, electrification, operational control center, the procurement of train sets and the operation and maintenance for a period of 12 years.

Pilgrims in awe
of massive expansion work in Makkah

UNPRECEDENTED: Wherever you cast your eye, you can see hundreds of
red- and yellow-colored cranes around the Grand Mosque in Makkah.
28 February 2014

Forty-five-year-old Syed Laeequddin Quadri, from Maharashtra, India, was standing in quiet contemplation straining his head to look at the golden crescent atop the majestic Makkah Clock Tower.

“That is unbelievable,” he told Arab News after Dhuhr prayers on Thursday. “Being a construction expert, I can imagine how much steel and concrete must have been poured into this gigantic project.”

Quadri is in the Kingdom on Umrah with his wife and four children. He is very familiar with the country having worked for the Saudi Binladin Group’s Operations and Maintenance Division in the early 1990s.

“I left the Kingdom for good 15 years ago,” he said. “I remember coming to the Holy Mosque for Umrah for the first time in 1991 with a friend. There was no Clock Tower, no Dar Al-Tawheed building,” he reminisced. “We were dropped by the cabbie right in front of the King Abdul Aziz Gate.”

Pointing at the sprawling marble-topped courtyard, he said: “This was not there.”
There was always construction activity in Makkah, he says. “In those days, you would always see earth-moving equipment and cranes at work on different projects,” he said.

However, the skyline was not dotted with the massive cranes as it is now. “Wherever you cast your eye from the Grand Mosque’s courtyard, you can see hundreds of red- and yellow-colored cranes, positioned at right angles,” said Quadri.

“We used to dine at Delhi Darbar Restaurant near the SAPTCO bus stop,” he said. “That is all gone. What used to be old buildings along Ibrahim Khalil Street housing pilgrims from India and Pakistan are all gone and instead we have the Jabal Omar Project. The mountain or the hillock is gone.”

On both sides of Ibrahim Khalil Street frenetic construction activity is going on, with the ground being leveled as part of the Grand Mosque expansion project.

According to reports in the local media, Makkah Hilton will no longer be where it is now. It will be shifted across the street. This is also the case with the Dar Al-Tawheed Intercontinental Hotel.

The Haram expansion project is being described as the biggest in Islam’s history. Once complete, it will significantly facilitate the journey of faith for millions of pilgrims.

“Every time I circumambulate the Holy Kaaba, my hands go up in prayer for the Saudi leadership for everything they’ve done and are doing to make Umrah and Haj comfortable,” said Quadri.

“When I came from Jeddah I saw mountains being cut away to expand the multi-lane highway. My eyes went moist. King Abdullah has excelled as the custodian of the holy mosques.”

Fifty-two-year-old Mustafa Anwar, from Alexandria, Egypt, was equally impressed.

“The expansion of the Holy Mosque symbolizes the rising tide of Islam,” he told Arab News. “I remember only a very few people from my country would come for Umrah 20 years ago,” he said. “That is not the case now, you have to apply months in advance with a travel agent because hundreds of thousands of people have the resources to undertake Umrah.”

Anwar said this is happening with Muslims all over the world. “More and more people are coming to perform Umrah and Haj, and naturally Saudi Arabia wants to provide the best of the best for them. And they are, much to the appreciation and wonderment of the pilgrims. Naturally, the Saudi leadership is showered with praise for taking such meticulous care of the Holy Mosque.”

Yanbu to host SR65m ‘pilgrim hub’

NOBLE AIMS: The new Yanbu project is aimed at providing maximum support for pilgrims, say officials.
1 March 2014

Yanbu has been chosen by Saudi authorities to be developed as a major point for Haj and Umrah pilgrims, along with Makkah, Madinah and Jeddah.

Various infrastructure projects in Yanbu are likely to transform Yanbu into another major pilgrim hub, according to officials.

In keeping with Custodian of the Two Holy Mosques King Abdullah’s commitment to ensure comfort and welfare of pilgrims visiting the Kingdom, the authorities were focusing on overall development of infrastructure projects in all these places, Haj Minister Bandar Al-Hajar has declared.

The establishment of a ‘pilgrim city’ in Yanbu at a cost of SR65 million has great potential, he says. This is because Yanbu can play a major role in handling the increasing number of pilgrims arriving from sea, which would ease pressure on the Jeddah seaport.

Al-Hajar highlighted the new plans during a visit to the proposed integrated pilgrim city site in Yanbu.

Moves to upgrade the airports and seaports at Yanbu are all part of a massive scheme to handle the increasing number of Haj and Umrah pilgrims visiting the Kingdom, said Al-Hajar.

The Haram expansion project, Jeddah Airport project and metro train and integrated public transport system will also help upgrade pilgrim services.

The minister said Yanbu has the potential to grow into a leading hub for pilgrims because of its strategic advantage. Its airport and close proximity with highway and residential areas in the city.

“The pilgrim city also has the potential for private sector participation which can make Yanbu a strong tourism destination,” the Haj minister said in a statement.

The pilgrim city, which will be executed in five phases, will be equipped with commercial centers, hypermarket, hotel, restaurants, banks, offices of travel and tourism agencies besides other basic facilities such as gasoline stations and workshops.

Sahil bin Abdullah Sarur, transport secretary at the Haj Ministry, said the ministry is targeting Yanbu as a hub for land transits for Haj and Umrah pilgrims.

The proposal for allowing foreign pilgrims who travel by vehicles between Yanbu and Egypt Hurghada shipping lines was submitted to the Ministry of Interior and Madinah Governor.”

Prince Faisal bin Salman, governor of Madinah, recently approved SR2 billion development projects for the Yanbu port including facilities for pilgrims.

The port handles more than 100,000 pilgrims per annum.

Haj firms told not to employ visa violators

1 March 2014

The Ministry of Labor, working in tandem with the Ministry of Haj, has instructed domestic Haj companies licensed to provide services to domestic pilgrims’ to abide by the rules and regulations pertaining to employment of expatriate labor in preparing camps and cleaning works.

The instructions clearly state that these companies can only employ expatriates who have valid visas and licensed to work in professions registered in their work permits. Expatriates should also be working for their sponsors.

The Ministry of Labor asked the Ministry of Haj to make sure all companies and establishments abide by these rules to prevent any problems in their functioning during Haj. The ministry made it clear that it will conduct inspection campaigns to make sure that the instructions were implemented properly and to prevent violations. Violating companies will be subjected to penalties as stated in the labor law, the ministry said.

Former chairman of the National Haj and Umrah Committee Saad Jamil Al-Qurashi said domestic Haj companies had sought the help of more than 2,000 expatriates in preparing its camps at the holy sites. Expatriates are also employed for cleaning services inside the camps.

Al-Qurashi said that in the light of the new steps, the National Haj Committee was preparing a report seeking seasonal visas for expatriate labor for employment during the Haj season. This procedure has been successful in benefiting from sacrificial lamb meat, with transport companies that are supervised by the General Syndicate of Cars taking advantage of these seasonal visas.

Companies obtain seasonal visas to recruit expatriates and ensure their return at the end of the season. Companies can also find an alternative mechanism that allows internal labor lending, where companies can borrow their needs from other companies that suspend their businesses during the season.
