Al-Shubah neighborhood in Makkah

MAKKAH – Long neglected by security bodies, Al-Shubah neighborhood has become a ghetto, a safe haven for criminals and drug addicts. The neighborhood is one of Makkah’s oldest and is characterized by rundown houses, narrow alleys, steep hills and complete darkness at night.

It is inhabited by large numbers of expatriate workers of varying nationalities and a few citizens. Adel Al-Etaibi, a citizen who lives in the neighborhood, questioned why security bodies had yet to deal with the illegalities and the violators in the area.

He said that the neighborhood lacks and suffers from uncollected garbage, stray cats and dogs and dilapidated homes that are at risk of collapse.

“These houses have become a refuge for criminals, drug addicts, all of who are a threat to women and children. I find it difficult to leave my wife and children alone in the house for long periods of time,” he said.

Citizen and local resident Mohammad Al-Hamad said that in addition to the bad condition of the neighborhoods, illegals have sought refuge in the rough terrain of Al-Sayedah Mountain.

“A large number of illegals took refuge in the neighborhood during the correction campaign and security bodies find it difficult to monitor the Al-Sayedah Mountain area due to its rugged nature.

“In recent years, expatriate workers account for around 80 percent of residents,” he said.

A source at the Makkah Passport Department confirmed the dangers many law-breaking residents pose to the general safety of the public and society. He said Passport Department conducts regular inspections in cooperation with other security bodies and that the department receives complaints from the public on its toll free number.

Tourist visas to be introduced

for foreigners intending to visit historical sites

Saudi Arabia’s tourism industry is set to receive a shot in the arm following the government’s decision to issue tourist visas for the first time to woo foreigners intending to visit its historical sites.

The Council of Ministers has entrusted the Saudi Commission for Tourism and Antiquities (SCTA) with the task of issuing tourist visas on the basis of certain regulations approved by the Ministries of Interior and Foreign Affairs.

The new tourism law aims at bringing about a qualitative improvement in the industry, which is expected to play a significant role in strengthening the economy besides creating thousands of jobs for Saudis.

“This is a very good move,” said Abdelelah Saaty, dean of the College of Business in Rabigh, while praising the efforts of the SCTA chief Prince Sultan bin Salman to boost domestic tourism. Saaty, however, pointed out that a lot more needs to be done to further strengthen the industry in terms of improving services, building facilities such as hotels and motels and training Saudis on how to handle foreign tourists.

“We should make Saudi Arabia a tourist-friendly country and people should feel it right from their arrival at the airport,” Saaty told Arab News. “We should also establish excellent service stations along our highways.”

He said most foreigners are interested in visiting historical sites and antiquities in the Kingdom. “I am happy to see that the SCTA is working to develop the historical region of Jeddah, which is one of the best tourist attractions in the city. Recently, I had taken a group of American academics to the region and they were highly impressed by it,” he said.

The new law stipulates that tourist areas are protected as public property and cannot be owned privately. It bans operators from participating in the sector without license. The SCTA has the power to penalize those who break the law, imposing fines up to SR 100,000 and cancelation of licenses.

Umrah visa cut to reduce congestion

Saudi Arabia announced Saturday its decision to reduce the number of foreign pilgrims arriving for Umrah during the peak Ramadan season to ensure their number would not exceed 500,000 a day in Makkah and Madinah.

Haj Minister Bandar Hajjar also announced that the issuance of Umrah visas would be stopped by mid-Ramadan. Both measures are aimed at reducing congestion at the Grand Mosque in Makkah where expansion work is in progress.

The early announcement would enable Umrah service providers in Saudi Arabia and foreign countries to plan their programs accordingly.

During the last Umrah season, operators and hotels had suffered big losses because of late information about the government decision to cut pilgrims’ number.

Speaking to reporters, Hajjar said the percentage of Umrah pilgrims who overstay their visas is on the decrease as a result of efforts made by authorities. Only 0.1 percent of pilgrims failed to leave the Kingdom during the last season, said Hajjar.

He launched an integrated bus transport system for Umrah pilgrims at his office in Jeddah on Saturday. An integrated electronic system, which has been implemented by the Haj Ministry, was instrumental in tracking pilgrims, he pointed out.

The minister also said that a penalty system would be drafted for airlines who fail to ensure that pilgrims scheduled for departure on their flights are flown out.

“We are coordinating with the General Authority of Civil Aviation to headcount departing pilgrims at the airport ahead of schedule,” he said. Pilgrim data will be relayed to GACA as departing pilgrims begin their journey back home.

Hajjar said a link is being developed between the ministry and Umrah companies for more effective tracking of pilgrims.

He expressed surprise that there have been few Umrah applications from abroad in the two weeks since the Umrah season began. There are 48 Umrah service companies in the Kingdom and 2,000 Umrah tour operators abroad.

E-system helps manage flow of Umrah pilgrims

JEDDAH – Minister of Haj Bandar Hajjar announced that the ministry has worked out an electronic system to streamline the flow of pilgrims during the peak Umrah season of Ramadan.

“The system sets a ceiling on the number of pilgrims arriving each month, and the number of pilgrims in the Makkah Haram won’t exceed 500,000 in any day of Ramadan as they will be distributed between Makkah and Madinah,” he told the Saudi Press Agency (SPA).

Hajjar said the ministry will continue the international electronic network to streamline the arrival and departure of pilgrims during the new Umrah season, which began on Dec. 4.

“The system will ensure that Umrah service providers are strictly complying with the regulations and directives as regards the services for pilgrims,” he said, adding that there are 48 Umrah firms and about 2,000 foreign agents licensed for the new season.

According to Hajjar, the e-tracking system is the major highlight of the e-regulations introduced by the ministry.

“The system enables the ministry to control the entire process, including issuance of visas, entry and departure of pilgrims, monitoring of services provided to pilgrims etc.,” he said.

Under the e-system, an Umrah visa applicant would apply through a foreign agent contracted with a Saudi Umrah company.

The foreign agent provides the data of an Umrah-visa applicant through the electronic network and links the application to the group of services.

The agent then pays for the services to the company via bank transfer.

The pilgrims’ data are then provided to the Ministry of Interior, who will issue an electronic entry number for each pilgrim.

The numbers are provided to the Ministry of Foreign Affairs, which will issue the visa within five minutes, Hajjar said, adding that the foreign agent will be notified to appear at the Saudi embassy to have the visa issued in the applicant’s passport.

Since Prophet Muhammad (peace be upon him) handed over the key to the Kaaba to Othman bin Talha,
the prophet’s companion’s lineage sons have been inheriting it and the title Sadin of the Kaaba until today.

The Sadin is the keeper of the Kaaba’s key.

Usually the key is with the senior Sadin who is currently Sheikh Abdul Qader Taha Al-Shaibi.

Eateries at Haj Terminal reminded of rules

The Jeddah Municipality has warned of stern action against food merchants located at the Haj Terminal of King Abdulaziz International Airport if they cause any inconvenience to pilgrims or indulge in violations.

The municipality said it would have zero tolerance toward merchants who don’t comply with rules. It also advised merchants especially eateries and restaurants in the terminal to display prices, besides providing facilities like cool air and water to pilgrims.

Speaking to Arab News on Wednesday, Sami Nawar of the Jeddah Municipality said that all eateries and restaurants should display their signboards including commercial registration numbers so that any pilgrim can lodge a formal complaint against them.

He said that a special committee comprising officials from the police, Ministries of Health, Commerce and Industry and representatives of Haj operators has been constituted to monitor the functioning of eateries and other shops in the terminal.

He said that the Jeddah Municipality would carry out routine inspections during the Haj and Umrah season at the airport terminal to ensure that merchants meet Saudi standards and do not compromise on food items.

Nawar said the municipality had slapped penalties worth SR329,000 during the Haj season and booked 110 cases following 390 inspections at the Haj Terminal. The civic body also seized cans of Zamzam water which were kept in the sun.

He said the same vigil will be maintained during the upcoming Umrah season to ensure that traders don’t cheat pilgrims.

Upon directives of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud, Sheikh Dr. Abdurrahman bin Abdulaziz Al-Sudais, General President of the Holy Mosque and Prophet's Mosque Affairs, announced today that the works are begun to remove the buildings of the first Saudi expansion and the old Haram in a preparation of the second phase for establishment of the buildings regarding the Custodian of the Two Holy Mosques Project to raise the capacity of Mataf (circumambulation of the Kaaba area).

In a statement to Saudi Press Agency (SPA), Al-Sudais added that the capacity will increase to 75,000 worshippers per hour in Mataf after a completion of the 2nd phase.

Sheikh Al-Sudais thanked the Custodian of the Two Holy Mosques, the Crown Prince, the Second Deputy Premier and the Governor of Makkah Region for their continuous support of the two holy mosques.

MAKKAH – Work has begun on the demolition of old structures, built during the first Saudi expansion, and the old Haram, so as to facilitate the expansion of the Grand Mosque as part of the King Abdullah Grand Mosque Expansion Project, it was announced on Sunday.

Sheikh Abdul Rahman Al-Sudais, head of the Presidency for the Affairs of the Two Holy Mosques, told the Saudi Press Agency (SPA) that the new constructions are part of the second phase of the ongoing expansion of the mataf (circumambulation area around the Holy Kaaba). “This phase would cover about 25,000 square meters, almost double the area of the first phase. With the completion of the second phase, the capacity to accommodate tawaf performers will rise to 75,000 per hour,” he said.

Citing details of the project, Sheikh Sudais said: The second phase begins from where the first phase ended at the north side of the mataf and will reach up to King Fahd Gate, which was constructed during the second Saudi expansion after passing through the Umrah Gate and the area opposite it in the direction of the mataf. This phase includes reconstruction of Al-Fatah Gate and its surrounding area as well as the outer surrounding area facing the northern courtyard. The old passageway will be dismantled and reconstructed to facilitate the movement of pilgrims inside the mataf.

Construction of the first mezzanine floor, which is designated for pilgrims with special needs, with a width of 10 meters, has also begun. The new construction sites have been barricaded after ensuring passages to facilitate smooth and safe flow of worshipers from the mataf to the masaa (running area between Safa and Marwa).

Sheikh Sudais said work will continue until the beginning of next Ramadan so as to enable the faithful to take advantage of the basement floor as well as the ground and first floors of the mataf while the terrace will be opened during the next Haj season.

The new buildings and all levels of the mataf will have staircases and escalators to ensure smooth flow of worshipers, he said.

Sheikh Sudais said work on the first level of the temporary circular bridge over the mataf, designed for the disabled and elderly pilgrims, and connecting it to the ground floor of the mosque and outer courtyards will also be completed before Ramadan.

Sheikh Sudais opened the top and second levels of the bridge that connects the first floor of the mosque on July 25. The 12-meter-wide and 13-meter-high bridge can accommodate 1,700 wheelchairs in an hour. The bridge will be used by disabled people until the completion of the mataf expansion work that started on Nov.15 last year.

Described as the ‘Project of the Century’, the King Abdullah Expansion Project, costing over SR100 billion, is designed to increase the mosque’s capacity to more than two million worshipers.

وأبان معاليه أن هذه المرحلة تربو على 25ألف متر مربع وتشكل ضعف إجمالي مسطحات المرحلة الأولى حينها ستصل الطاقة الاستيعابية إلى 75 ألف طائف في الساعة بعد اكتمال المرحلة الثانية و تبدأ من حيث انتهت المرحلة الأولى شمال صحن المطاف وصولاً إلى المحور المؤدي إلى باب الملك فهد في التوسعة السعودية الثانية ومروراً بباب العمرة والمنطقة المقابلة له باتجاه صحن المطاف، وتشمل هذه المرحلة إعادة إنشاء باب الفتح والمنطقة المحيطة به والمحيط الخارجي المواجه للساحات الشمالية، كما تشمل هذه المرحلة تفكيك وإعادة تركيب الرواق القديم بما يتلاءم مع متطلبات الحركة داخل صحن المطاف وبما يحقق المتطلبات المعمارية والصورة التاريخية لصحن المطاف وهذه المرحلة. كما شُرع في أعمال التشطيبات الخاصة بالمرحلة الأولى ويشمل ذلك الأعمال المعمارية و الإلكتروميكانية والمدنية بالإضافة إلى الشروع في إنشاء ميزاني الدور الأول الذي سيخصص لطواف ذوي الاحتياجات الخاصة بعرض 10 أمتار، وقد جرى حجز مواقع العمل وتأمين مسارات آمنة لقاصدي المسجد الحرام لتوفير الانتقال السلس والآمن داخل صحن المطاف إلى المسعى في الدور الأرضي.

واستطرد معالي الرئيس العام أن العمل سيستمر في هذه المرحلة إلى مطلع شهر رمضان القادم للاستفادة مما سيتم إنشاؤه منها على غرار ما تم في المرحلة الأولى، حيث سيتم الاستفادة من دور القبو المحاذي لمنسوب صحن الطواف، بالإضافة إلى الدور الأرضي والدور الأول، في حين أنه سيتم الاستفادة من دور السطح في موسم حج 1435هـ إن شاء الله تعالى, وسيتم تعزيز المباني وكافة الأدوار بعناصر الحركة الرأسية والتي تشمل السلالم الثابتة والمتحركة لضمان الربط السلس والمرن بين كافة الأدوار.

واختتم معاليه أنه سيتم استكمال تركيب المستوى السفلي من المطاف المؤقت وربط مداخله بالدور الأرضي والساحات الخارجية بهدف الانتهاء منه وتجربته قبل موسم رمضان القادم بمشيئة الله تعالى، كما سيتم الانتهاء من التشطيبات الخاصة بالمطاف المؤقت والتي تشمل أنظمة الإضاءة والصوت والتهوية وتصريف المياه.

وفي ختام تصريحه دعا الله أن يجزي خادم الحرمين الشريفين وسمو ولي عهده الامين وسمو النائب الثاني وسمو أمير المنطقة على ما يولون الحرمين الشريفين من رعاية فائقة وعناية بالغه خير الجزاء وعظيم الأجر والمثوبة وأن يجعل ذلك في موازين أعمالهم الصالحة أنه سميع قريب مجيب .

King to patronize Conference on 'Dialogue
and its role in defending Prophet Mohammad'

Under the patronage of Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud, Imam Mohammad bin Saud Islamic University will organize tomorrow a conference to be held under the theme "Dialogue and Its Role in Defending Prophet Mohammad (peace be upon him)."

The two-day conference will deliberate on five topics: importance of dialogue in Islam, Kingdom's efforts in the national dialogue and dialogue between civilizations and religions, prospects of successful dialogue, the impact of defense of the Prophet (PBUH), and efforts of Muslim scholars on supporting the dialogue to defend the Prophet (PBUH).

Madinah Museum opens in Hejaz Railway Station

MADINAH – Prince Sultan Bin Salman, president of the Saudi Commission for Tourism and Antiquities (SCTA), Monday opened the Madinah Museum at the refurbished Hejaz Railway Station here.

Madinah Emir Prince Faisal Bin Salman, Prince Salman Bin Sultan, and Madinah Mayor Khaled Taher were among those who attended the inaugural ceremony.

The function was held on the sidelines of the 3rd National Urban Heritage Forum that kicked off in the city on Sunday.

Ali Al-Ghaban, Vice President of SCTA for Antiquities and Museums, said that the commission completed the first phase of the museum at the station, and this represents a cultural façade of Madinah region, which abounds in archeological and Islamic historical sites. “The SCTA has refurbished the buildings of the old Hejaz Railway Station and transformed them into a museum to showcase the rich history of Madinah through the ages ever since the pre-historic period until the present day. The commission had earlier established another museum at the train repair shed to highlight the history of the Hejaz Railway,” he said.

Al-Ghaban said the museum’s first phase consists of 14 halls to showcase exhibits, and they include the lobby of the museum, halls for Madinah’s environment and history of its nature, Madinah before Islam, Madinah during the Prophet’s period, halls of the Prophet’s wives and children, Al-Ansar and Muhajireen, the Prophet’s Mosque, Madinah during the period of Caliphs, Madinah through Islamic ages, Madinah in the period of first Saudi state, Madinah in the second Saudi state, Madinah during the period of King Abdul Aziz, and Madinah heritage.

He said that the second phase of the museum would include construction of building on an area covering 12,000 sq. meters. It will house five halls to showcase artifacts from King Abdul Aziz Library of Madinah, and the Prophet’s Mosque, as well as those related to Madinah through the ages, in addition to a hall for children, and another for Saudi life. There will be digital display of artistic and archeological artifacts representing the history of Madinah and its urban heritage through the ages.

Inauguration of Architectural Heritage Forum in Madinah

Prince Faisal bin Salman bin Abdulaziz, Governor of Madinah region and Chairman of Tourism Development Council in the region, patronized here yesterday evening the inauguration ceremony of the 3rd Architectural Heritage National Forum.

The ceremony held at Taibah University was attended by Prince Sultan bin Salman bin Abdulaziz, President of Saudi Commission for Tourism and Antiquities.

Upon arrival at the venue, the Princes inaugurated the exhibition held on the sidelines of the forum and they were briefed on the contents of the pavilions of a number of agencies and companies specializing in architectural heritage.

Addressing the ceremony, Prince Sultan bin Salman bin Abdulaziz said that the Forum's motto 'National Architectural Heritage, From Extinction to Prosperity' will be raised for all next forums, announcing that the next forum will be held in Asir region.

In a press statement after the signing of the cooperation agreement between the Commission and Taibah University, he said that the designs of projects related to the Program of Care for Sites of Islamic History which he announced a few months ago will start very soon, pointing out that there has been an inventory of all archaeological and heritage sites in Makkah and Madinah and they were submitted to the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz Al Saud.
