The Kingdom has plans in place to receive 6 million Umrah pilgrims this year, up from the over five million who came last season, according to Bandar Hajjar, minister of Haj.

Hajjar said the Umrah season starts at the beginning of Safar, or Dec. 9. The ministry has begun receiving Umrah visa applications through its global electronic network, which is linked directly to the Ministry of Interior, the Ministry of Foreign Affairs and other government agencies.

Hajjar said the government expects more than 6 million pilgrims in the nine months ahead. He said more than 50 Umrah companies would be allowed to provide services for these pilgrims and oversee their accommodation in hotels and other housing units in Makkah and Madinah.

The ministry would ensure Umrah companies and institutions follow government regulations. Hajjar said the ministry would not grant companies visas unless they confirm their service packages. The Umrah Information Center would facilitate and control the arrival of millions of pilgrims from around the world.

He said the ministry would also oversee pilgrims leaving the country according to an approved schedule to prevent delays. This would take place through an electronic monitoring system. Pilgrims, he said, would travel from their accommodation to the airports at set times.

The ministry would keep an electronic record of each stage of the journey. This system includes an automated link between the Haj Ministry, the General Authority of Civil Aviation (GACA) and Saudi Arabian Airlines. Information would then be transmitted directly to the Umrah companies and institutions through the Haj and Umrah Information Center.

Hajjar said the government would penalize airlines for failing to transport pilgrims according to agreed schedules.

The ministry has set up the electronic service at King Abdulaziz International Airport in Jeddah and Prince Muhammad bin Abdulaziz International Airport in Madinah. Pilgrims would only be allowed to leave their accommodation if other pilgrims have left the airports on their scheduled flights. This is to prevent overcrowding at the airports.

Hajjar said meetings would take place in the next few days between senior officials of the ministry and its affiliates to discuss monitoring processes and mechanisms to improve pilgrim services in line with the orders of Custodian of the Two Holy Mosques King Abdullah and the crown prince.

A major feature of these services is the electronic Umrah program that links the Ministries of Haj, Interior and Foreign Affairs. This system covers the issuing of visas, the movement of pilgrims, accommodation, means of transport and other contractual obligations of Umrah companies.

Companies that do not deliver on their promised services would be penalized, he said. This year, the ministry also requires all agents abroad to provide posters displaying the main features of their service packages.

Hajjar said the General Union for Cars, under the supervision of the ministry, was ready to transport pilgrims.

He urged Umrah companies to abide by the rules and regulations introduced for the upcoming season and get security permits from government agencies. Companies are also required to inform the ministry about any changes in their senior management by sending a letter to the ministry.

It also has to provide full details of all its employees including those with criminal records and provide proof that all workers are covered by social insurance. The ministry has set up committees to evaluate the performance of Umrah companies.

وبيّن القاضي أنه زار الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي في 16/12/1434هـ وتقدم بمذكرة قانونية تتضمن الفكرة، وقائعها، فائدة الرئاسة منها، وتلافي المشاريع البديلة في ما لو لم يتوصل المخترع إلى فكرة، مؤكداً أنه سيتم الرفع بدعوى قضائية ضد رئاسة الحرمين في ديوان المظالم، خلال الأسابيع المقبلة.

وأفاد بأن الطلبات التي اشتملت عليها المذكرة تتمثل في تسجيل الفكرة في مدينة الملك عبدالعزيز للعلوم والتقنية كبراءة اختراع، التي كان رد الرئيس العام لشؤون المسجد الحرام والمسجد النبوي الدكتور عبدالرحمن السديس عليها متناقضاً، إذ لم ينكر حق التملك لصاحب الفكرة، وأنه كان يعتقد أنها فكرة خيرية لوجه الله، مشيراً إلى أن الدكتور السديس رفض إحالة أوراق المشروع كاملة إلى مدينة الملك عبدالعزيز للعلوم والتقنية لتسجيلها كبراءة اختراع باسم مقدم الفكرة.

وقال خلال حديثه إلى «الحياة» إنه قبل البدء بأي أعمال تبنى عرض الفكرة على المختصين، وسعيه جاهداً عبر رحلاته من جنوب السعودية إلى مكة المكرمة، أرسل أول برقية بالهاتف للديوان الملكي بتاريخ 3/9/1433هـ، مبيناً أن موظف الديوان الملكي في جدة تواصل معه وطلب منه إحضار الفكرة بالتفصيل، وكانت الفكرة في ذلك الوقت عبارة عن فكرة مبسطة، بعدها أرسل الديوان الملكي الفكرة إلى الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي بمعاملة رقم 170586 وتاريخ 11/10/1433هـ، وقيد رقم 522 وتاريخ 4/1/1434هـ.

Al-Shaibi given new Kaaba key

Makkah Gov. Prince Khaled Al-Faisal on Monday handed over the new keys of the Holy Kaaba (House of God) to Sheikh Abdul Qader Al-Shaibi, its chief guardian.

The newly built lock was fixed on the Kaaba following the ceremonial washing of the House of God on Monday under the leadership of Prince Khaled.

The lock and key were made of nickel and polished by 18-carat gold.

The Muslim testimony to faith is written on the front side of the lock and an attribution of donation to Custodian of the Two Holy Mosques on the back.

Inscribed on the sides is: King Abdullah bin Abdul Aziz, 1434H, verse 97 from the Quranic chapter entitled Al-Maida and verse 96 of the chapter entitled Al-Imran.

The Presidency for the Two Holy Mosques’ Affairs supervised the making of the new lock and key at King Abdul Aziz City of Science and Technology in Riyadh.

Sheikh Abdul Rahman Al-Sudais, head of the presidency, thanked the Saudi leadership for its support. The old lock and key would be preserved at the Two Holy Mosques Exhibition, he said.

Prince Khaled, accompanied by top officials, earlier washed the Kaaba using Zamzam water mixed with rose water. He was greeted upon arrival by Sheikh Sudais and his deputy, Sheikh Muhammad Al-Khuzaim. The ceremony was attended by Professor Ekmeleddin Ihsanoglu, Makkah Mayor Osama Al-Bar, Deputy Makkah Gov. Abdul Aziz Al-Khodairy, Deputy Haj Minister Hatim Qadi and several Muslim diplomats.

The services rendered by Haj volunteers from the Indian Fraternity Forum (IFF) has inspired several other countries to arrange their own volunteers to help their pilgrims in the holy sites of Makkah during Haj, said Indian Consul General Faiz Ahmed Kidwai.

The consul general was speaking at a get-together of Haj service volunteers organized by IFF at the Consulate of India premises.
He said that many countries had sought copies of the map of Mina, which was prepared by IFF.

“The selfless and timely services of IFF volunteers during the Haj is praiseworthy. Their service was much valued and have benefited thousands of Guests of Allah not only from India or Asia, but from many other countries. IFF President Ashraf Morayur said the task of helping sick pilgrims and elderly women was carried out smoothly by IFF through a team comprising the volunteers from the IFF’s women’s wing — Women’s Fraternity Forum — as many pilgrims from India were above 70 years of age.

“This year, there were 32 women volunteers and 24 students in their team from the total of 1,200. The trip on Haj train service was made more comfortable, thanks to the round-the-clock service of IFF volunteers who helped the pilgrims to utilize the facility,” he said.

“The immense service of the Indian volunteers indeed came as a blessing to thousands of pilgrims. The forum volunteers were very active in round-the-clock services in Makkah, particularly in the Haram premises,” said Mohammed Noor Rahman Sheikh, the Haj consul. He congratulated the forum leadership for being “very active in rendering service in Mina along with their volunteers.”

Mukhtar Al-Kindi, in-charge of the Youth Team of World Assembly of Muslim Youth (WAMY); Muneera Khalid Balahmar, director, Health Education Administration, Ministry of Health; and others also praised the role played by IFF volunteers during the Haj.

Ashraf Morayur, presiding over the function, expressed gratitude to the consul general for his tremendous support and remarkable service to the expatriate Indian community. On behalf of the IFF, Ashraf presented a memento to the consul general.

Sardar Mohammad Yousuf, Pakistan’s federal minister for Haj and Religious Affairs, said that his ministry was planning to do away with the categorization of Haj pilgrims from the country under the national Haj scheme.

Yousuf was speaking to Pakistani journalists during his recent visit to Saudi Arabia to attend the customary washing of the Holy Kaaba (House of God) in Makkah on Monday and to follow up on post-Haj operations.

He said private tour operators can continue to extend facilities to pilgrims according to the packages they have paid for but that pilgrims performing Haj under the Pakistan government scheme would all be treated equally.

Yousuf said that he had suggested holding an early meeting to plan out next year’s Haj during his last meeting with Saudi Haj Minister Bandar Hajar and that such a new policy would be reviewed with the Saudi Haj minister at a meeting to be held early next year.

The minister thanked the Saudi government and Haj Ministry for the successful Haj season.

A total of 143,000 Pakistanis performed Haj this year. Around 80,000 participated under the government Haj scheme, while the rest opted for private tour operators.

Yousuf said that his government would try harder to eliminate problems that occur both under the government scheme and for private tour operators during next year’s Haj. He said strict action will be taken against private tour operators who failed to provide adequate facilities to pilgrims.

“We have set up a three-man committee under the chairmanship of the joint secretary of the Haj pilgrimage to look into the matter. Reports are coming in and we are collating data and complaints,” he said.

The minister said that the Pakistani government did everything in its power to provide the highest quality facilities for its pilgrims, from transportation to accommodation, upon the instructions of Prime Minister Nawaz Sharif.
An electronic Haj monitoring system and a toll-free helpline for Pakistani pilgrims was also introduced, he informed.

Yousuf announced that a compensation amount of 500,000 Pakistani rupees would be paid to the families of all 83 pilgrims who died during Haj this year.

The Ministry of Haj plans to establish a special training center in Jeddah for Haj and Umrah service providers, a ministry official said.

The center would provide special training for government officials and employees of private establishments so that they provide “excellent services for Haj and Umrah pilgrims,” said Muhammad Simsim, adviser to the Minister of Haj and supervisor of the training programs, on Thursday.

The center is being established in line with the directives of Custodian of the Two Holy Mosques King Abdullah and Crown Prince Salman, deputy premier and minister of defense, Simsim said.

He said several establishments under the supervision of the ministry are responsible for transporting, accommodating and guiding pilgrims throughout their stay.

The ministry decided earlier this month to prioritize the training of all service providers, he said. “The ministry realizes that training is a vital factor in preparing a workforce capable of serving pilgrims in the most ideal manner,” he said.

The center would recruit highly qualified trainers and collaborate with experienced institutions in the Kingdom and abroad, he said.

Bandar Hajjar, the Haj minister, is committed to having a qualified workforce, combined with the latest technology, for the upcoming Haj season, the official said.

The ministry also views the training as an investment and essential measure to achieve qualitative improvements in administration and fieldwork. The ministry would collaborate with community colleges and universities. The training programs would include workshops, lectures and conferences, he said.

Pilgrims given 25m liters of Zamzam water

The government gave Haj pilgrims 25.6 million liters of free Zamzam water this year, according to an official from the United Zamzam Office in Makkah.

Sulaiman Abu Ghelya, chairman of the organization, said the water was distributed in the form of 330ml bottles, 20 liter cans and 1.5 liter bottles to patients in hospitals.

Ghelya said the organization was the only body allowed to distribute Zamzam to pilgrims in Makkah. He said the water was distributed in three phases — 330ml bottles to pilgrims on their arrival in Jeddah and Madinah, 20 liter thermos cans at the residences of pilgrims and 330ml bottles at their residences after they completed their Haj rituals.

Ghelya said the Zamzam water bottles are filled at an automated bottling plant in Rusaifa. The organization has 1,200 employees, including women, and 130 trucks to deliver the holy water in the city. The free distribution ended on Nov. 19.

SCTA project to protect Islamic sites

The Saudi Commission for Tourism and Antiquities (SCTA) has set up a special project to protect ancient Islamic sites particularly those linked to the Prophet Muhammad, peace be upon him, and the rightly guided caliphs, in Makkah and Madinah.

Prince Sultan bin Salman, head of the SCTA, said the project forms part of the directives of Custodian of the Two Holy Mosques King Abdullah to preserve the country's Islamic heritage. The SCTA's officials would study and document all such sites in the Kingdom, he said.

The SCTA would work with development agencies in Makkah and Madinah. It has already launched several projects to rehabilitate and develop sites in the two cities, with budgets set aside in the respective secretariats.

Prince Sultan said the SCTA is working on setting up five regional museums and two specialized museums, and rehabilitating six existing museums across a number of provinces.

Sadin, Kaaba key keeper

Since Prophet Muhammad (peace be upon him) handed over the key to the Kaaba to Othman bin Talha, the prophet’s companion’s lineage sons have been inheriting it and the title Sadin of the Kaaba until today.

The Sadin is the keeper of the Kaaba’s key. Also he is the keeper of the key of the door Tawbah leading to the roof of the Kaaba and the key of Maqam Ibrahim.

Sadins are originally members of the Al-Shaibi family whose history can be traced to pre-Islamic period.

The family’s history in key keeping goes back to the days of Prophet Ibrahim, peace be upon him.

During the days of Prophet Muhammad, his companion Abdullah bin Abbas, who was responsible for Zamzam water, asked the Prophet to assign Kaaba key-keeping to him, but the prophet told him that in Surah An Nisa, Allah ordered us to return the trusts to those to whom they are due (Allâh commands that you should render back the trusts to those to whom they are due), and then he took the key to Othman bin Talha.

Usually the key is with the senior Sadin who is currently Sheikh Abdul Qader Taha Al-Shaibi. The key is used twice a year: once in the month of Muharram and the second is in the first day of the month of Sha’ban.

In the past the Kaaba was opened twice a week on Mondays and Thursdays. Now it is opened only twice a year for washing it and this would be done in an Islamic ceremony and in the presence of a large number of officials and Islamic countries ambassadors and consuls and guests of Custodian of the Two Holy Mosques. The Kaaba is washed with zamzam and rose waters and oud.

“It’s a massive and great honor of which we are proud, and we ask Allah to enable us perform our duties toward this trust perfectly,” he said.
