Illegal buildings in Makkah demolished

Makkah’s encroachment committee has demolished structures raised by residents randomly and irregularly in different areas of the holy city.

The Makkah Municipality has accused some citizens of using land without permission, being in clear violation of regulations and having no proof of ownership.

Mamdouh Iraqi, technical director in Al-Shawqiyah branch of the Makkah Municipality, said: “The municipality embarked on a new campaign on a number of schemes that are the subject of trespass. These schemes are established on a 10,000-square meter area on Al-Khawajat and have been removed.”

Iraqi said one area in the south was to be sold by trespassers to citizens, but the municipality prevented the move, saying they are looking into the extent of violations.

Iraqi said the municipality has a number of field teams that monitor all residential schemes and neighborhoods to curb the spread of this negative phenomenon. He said directions have been issued to follow up on these violations and remove any encroachment on land and protect public property.

Bandar bin Hassan Qabbani, Al-Shawqiyah branch mayor in Makkah, said: “The municipality will remove any encroachment on public property.”

The municipality’s Encroachment Committee is continuing its efforts to remove any encroachment on irregular and random locations.

The removal process will be done through the participation of employees of relevant authorities in the holy city. He said the municipality will not be lenient with anyone who fails to perform their duty in removing any trespasser or encroacher.

أعلنت وزارة المالية السعودية أنه سيتم إدراج أرقام العقارات المطلوب نزع ملكياتها في مشروع خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز للتوسعة الكبرى للمسجد النبوي الشريف والمناطق المحيطة به والمداخل المؤدية إليه على مصوراتها الجوية يوم الإثنين 1/1/1435هـ الموافق 4 نوفمبر 2013.

وكان خادم الحرمين الشريفين قد اعتمد رسميًا بداية العام الجاري التعديلات النهائية الكبرى للمسجد النبوي في الجهات الشمالية والشرقية والغربية، وقام بالتوقيع على مخطط التوسعة لاعتماد المشروع وتنفيذه في مدة أقصاها سنتان ليستوعب المسجد بعد التطوير أكثر من 1.6 مليون مصل.

A total solar eclipse will be visible from parts of Africa on November 3, 2013. The eclipse will be partial for people in some parts of Asia, Europe, North America and South America.

The partial eclipse will begin over the Indian Ocean and end over eastern United States.

This is a hybrid eclipse because it is both a total and an annular eclipse.

The Kingdom of Saudi Arabia is currently experiencing a partial solar eclipse, President of National Center for Astronomy of King Abdulaziz City for Science and Technology Dr. Omar Al-Misned said in a statement.

"The solar eclipse is currently in Riyadh and will reach its peak at 5:11 p.m., covering 45% of the face of the sun. The solar eclipse will finish up after sunset," Dr. Al-Misned said.

RIYADH – Saudi Arabia, along with parts of Asia, US, Europe and Africa, was treated to a rare hybrid partial solar eclipse on Sunday. The sun appeared as if it has had a big bite taken out of it.

The solar eclipse began at 4.22 p.m. in the northwest of the Kingdom, then it appeared in the west, central and finally the eastern parts.

The Chairman of the National Center for Astronomy at King Abdulaziz City for Science and Technology, Dr. Omar Al-Musnid, said the solar eclipse reached its peak over Riyadh at 5.11 p.m. with the concealment of 45 percent of the sun. The eclipse continued after sunset.

Dr. Al-Musnid said the most important point that distinguished this eclipse in the Kingdom was that it happened at the time of sunset when people looked for the crescent of the new Hijra year.

The National Center for Astronomy warned against watching the partial solar eclipse with naked eye.

According to the NASA website on eclipses, this was the second solar eclipse of 2013. NASA had this to say about why Sunday’s eclipse is so interesting: “The final event of 2013 is the most interesting eclipse of the year. It is one of the rare hybrid or annular/total eclipses in which some sections of the path are annular while other parts are total. The duality comes about when the vertex of the Moon’s umbral shadow pierces Earth’s surface at some locations, but falls short of the planet along other sections of the path. The unusual geometry is due to the curvature of Earth’s surface that brings some geographic locations into the umbra while other positions are more distant and enter the antumbral rather than umbral shadow. In most cases, the central path begins annular, changes to total for the middle portion of the track, and reverts back to annular towards the end of the path.

However, November 3 eclipse is even more unique because the central path to begins annular and ends total. Because hybrid eclipses occur near the vertex of the moon’s umbral/antumbral shadows, the central path is typically quite narrow.”

Faithful told to reflect on their deeds

Sheikh Hussein, an imam at the Prophet’s Mosque in Madinah, urged believers to reflect on their deeds as the current Hijri (Islamic calendar) year draws to a close.

More than 500,000 Haj pilgrims and other visitors attended the last congregational prayer of the Hijri year on Friday. Pilgrims assembled at the Prophet’s Mosque and its courtyards from the early hours of the morning.

They are now on their way back after performing Haj.

More than 10,000 carpets have been laid inside the mosques and in surrounding squares, covering an area of 265,000 square meters, while drums containing Zamzam water were distributed at numerous locations.

Meanwhile, Madinah Gov. Prince Faisal bin Salman thanked Minister of Haj Bandar Hajjar for the efficient handling of the pilgrimage.

More than 5,300 workers of the Presidency of the Two holy Mosques Affairs worked to ensure pilgrims’ comfort.

More than 10,000 ablution points were made available on three floors.

Security officials in Madinah implemented a number of safety and traffic operations with the aim of ensuring maximum safety inside the mosque precincts and nearby roads. They also regulated pilgrims’ entry to the mosque, besides monitoring the area for pickpockets.

The officials also helped pilgrims get back to their residences.
The Red Crescent branch in the mosque has launched 26 first-aid centers with 280 medical personnel, paramedics and 70 ambulances. In addition, 26 volunteers were deployed to assist sick pilgrims.

411,256 pilgrims visit Madinah

Haj exhibition to be concluded on Friday

MADINAH — Official statistics have revealed that 411,256 pilgrims have so far visited Madinah following Haj. Of those, 215,570 pilgrims have left and 195,648 pilgrims have remained in the holy city, said statistics issued by the Secretariat of the Madinah Haj Committee on Saturday.

Haj exhibition to be concluded in Madinah

MADINAH — The Exhibition of Partnership in Haj Works (“Bunyan”) will conclude near the Prophet's Mosque on Friday. More than 40 government departments involved in Haj work are taking part in the exhibition that was opened by Madinah Emir Prince Faisal Bin Salman, also chairman of the local Haj Committee, a few weeks ago.

RIYADH – The Council of Ministers approved on Monday a public transport system for Madinah, including a network of metro train and express bus services.

Crown Prince Salman Bin Abdul Aziz, Deputy Premier and Minister of Defense, chaired the Cabinet session held at Al-Yamama Palace in Riyadh.

Referring to the Cabinet decision on the transport system, Minister of Culture and Information Dr. Abdulaziz Khoja said that the project would consist of feeder buses, parking stations, service and maintenance centers and a smart transport system. A higher committee under the chairmanship of Madinah Emir Prince Faisal Bin Salman will supervise the project.

Madinah to have mass transit system

Madinah will have a smart mass transit system of metro trains and fast bus services within eight years.

This was revealed at the weekly Cabinet meeting chaired by Crown Prince Salman, deputy premier and minister of defense, on Monday.

The Cabinet ordered the setting up of a higher committee for the mass transit project under the chairmanship of Madinah Gov. Prince Faisal bin Salman, who is also head of the Madinah Development Authority. Committee members include ministers of municipal and rural affairs, finance and transport.

“The higher committee will supervise the implementation of the project and will set up an executive committee to be headed by the Madinah mayor. The mass transit project should be completed in eight years,” Culture and Information Minister Abdul Aziz Khoja said in a statement.

The Cabinet also decided to step up efforts to combat illegal financial practices such as money-laundering and terror-financing, with a declaration of cash rewards to any individual giving credible information on criminal financing operations.

The reward is fixed at five percent of the money involved in the criminal operation. The informer, however, should not be working for a financial institution.

The Supreme Court announced that Tuesday, 02/01/1435 AH according to Umm Al-Qura Calendar, corresponding to 5 November 2013, is the first day of the lunar month of Muharram for the year 1435AH, due to the lack of evidence of sighting the crescent of the month of Muharram on Sunday evening, 29th Dhu Al-Hijjah 1434 AH.

This came in a statement issued by the Supreme Court today.

Makkah to keep Arafat green

MAKKAH — The Makkah municipality in a statement on Tuesday, denied recent reports that it was planning to cut down all trees in Arafat because they had become a source for increasing number of insects.

"It is our responsibility to maintain the green environment in Arafat. We are determined to expand the green area in the holy site to purify the atmosphere, reduce the heat and protect the pilgrims against direct sun rays," it said.

The municipality said it was keen to preserve the welfare project of keeping Arafat ever green, for the benefit of the guests of God during their Grand Stand on this holy site.

The municipality further said after each Haj season, it launches a massive campaign to combat insects and mosquitoes that might breed in the water pools resulting from watering the trees.

The municipality said it had special teams to purge the swamps, cover the ditches, dry up the stagnant water and clean the water passes to keep the area free of insects.

The municipality said it used strong insecticides that were not harmful. Meanwhile, a total of 140,094 out of 168,000 non-Arab African pilgrims have so far left the Kingdom to 46 different countries after performing this year's Haj, the Chairman of the Tawafa Establishment for Non-Arab African Pilgrims announced Tuesday.

"The remaining pilgrims will leave for their respective homes during the coming few days, according to a previously-laid down schedule," Abdul Wahid bin Burhan Seifuddin said.

He said the establishment was currently following up the scheduled flights on which the remaining 26,978 would be leaving to make sure that all the flights were timely.

Seifuddin said the establishment has already started assessing the reports about the field services that were extended to the guests of God, so as to avoid all negative aspects in its next year's Haj plan.

Building law for Makkah approved

6 November 2013

MAKKAH – Minister of Municipal and Rural Affairs Prince Mansour Bin Miteb approved the building law and the new blueprint for townships in Makkah. This aims at removing variations in the height of buildings at townships, and maintain balance in the density of population within the Central Haram Area and outside, according to Makkah Mayor Osama Al-Bar.

This will be compatible with the conditions of the comprehensive town planning for the area and the holy sites, approved earlier by Custodian of the Two Holy Mosques King Abdullah, he said. Al-Bar said the minister’s move would spur the unprecedented urban development being witnessed in the holy city.

The mayoralty has prepared a study on the height of the buildings and suggested ways to address the problem of height variation of buildings at townships, and those adjacent to main roads and ring roads.
