JIP ready to ferry back guests of God

The Jeddah Islamic Port (JIP) is ready to take on the return journey of over 18,000 Haj pilgrims, most of them from Egypt and Sudan.

Capt. Saher Tahlawi, director general of JIP, told Arab News that as of now, two or more daily trips had been scheduled, with the number likely to touch 34 in the coming days.

He said there was perfect coordination between various departments in the port to facilitate ferrying of pilgrims, offer them the best possible services, and help them complete their procedures in record time. Buses have also been readied to transport pilgrims to JIP, he added.

The Ministry of Haj has worked out a comprehensive plan for the departing guests of God, under the leadership of Haj Minister Bandar Hajjar. More than 70 employees have been temporarily deployed to help ease the mounting pressure during this time of year. A number of ministry employees have also been deputed to work in the port in the service of the pilgrims.

He said the ministry was supervising all services offered by the United Agents Office and the General Syndicate of Cars for the Hajis who came by ships from the time they arrived until their departure.

Col. Mohammad Al-Wadi’, director of the Port’s Passport Office, said preparations in the port had been completed. More than 28 computer systems and 10 fingerprint devices had been installed for speedy processing of documents. Besides, fraud detectors had also been installed, which are operated by officers and specialists in the field.

He stressed that there was a coordinated approach between the JIP administration, the Ministry of Haj and travel agents to secure information about arrival dates of various journeys. The aim is to serve pilgrims and offer all possible means for their comfort and safety, he said.

The Saudi Arabian Public Transport Company (SAPTCO), in downtown Jeddah, is packed with domestic pilgrims returning to their hometowns and workplaces, as also foreign pilgrims traveling by land. Hundreds of pilgrims stood in long queues waiting for a seat on the buses.

The yards of the company’s station had large numbers of citizens and residents from Al-Kaddadah, and with traffic congestion on the adjacent road, traffic police had to move in to organize vehicular movement.

The director of Jeddah Traffic Police, Brig. Waslallah Al-Harbi, said his directorate implemented a new traffic plan, which also took into consideration the reopening of schools after Eid Al-Adah holidays. More than 30 patrol cars and 60 officers have been pressed into service to deal with traffic snarls particularly during peak hours.

Power failure delays pilgrim departure

A power cut in Jeddah Islamic Port has delayed the departure of two passenger ships heading for Sudan with 2,000 pilgrims on board.

The three-hour power failure, beginning at 6 p.m., led to an exchange of accusations between officials of the Port and Saudi Electricity Company on the causes of the failure.

A source at the port said the departure of the pilgrims was delayed because of the recurrent power failure.

However, the director-general of the port, Capt. Saher Tahlawi, was quoted as saying in the local media that the power cut did not last more than 10 minutes. “The emergency electrical generators were switched on immediately. The problem originated from the Saudi Electricity Company, not from the port,” he asserted.

But an official of the Saudi Electricity Company said the power failure lasted more than an hour and a half as a result of a malfunction in the internal electrical network of the port.

The official said the company tried to restore power three times before it became clear that an internal circuit was disrupted. “The maintenance team at the port managed to isolate the malfunction and restore the power later,” he said.

Jeddah Islamic Port is the main point of entry for pilgrims coming by sea every year. The port is to transport this year 14,000 pilgrims via 34 cruise ships, scheduled on two or three trips a day.

Lounges for pilgrims on King Fahd Causeway

The King Fahd Causeway Authority established two lounges to facilitate the procedures for pilgrims, and provide all means of comfort for them.

Badr Al-Otaishan, director-general of the authority, said the two lounges were designed with enough space to accommodate a large number of pilgrims. He said: “We have redesigned the area to ensure smooth entrance and exit to the lounges.”

The lounges are operational on both the Saudi and Bahraini sides.
Al-Otaishan said this move stems from the keenness and care of the authority to develop a number of projects on the causeway that links Saudi Arabia and Bahrain.

“The organization plays a significant role in facilitating the traffic of passengers between the two countries by providing all the support services needed, and making the necessary improvement to serve pilgrims in particular,” he said.

Heads of Haj missions from various countries heaped praise on the government of Custodian of the Two Holy Mosques King Abdullah for the excellent arrangements made for pilgrims this year. They were speaking at the annual function held in honor of heads of delegation here on Sunday.
The Ministry of Haj, which organized the function, also gave away prizes to several journalists for comprehensive coverage of Haj this year.

Haj Minister Bandar Hajarr said Haj is an event that Muslims feel honored to report and write about with enthusiasm and dedication, and the ministry was eager to provide necessary facilities and services to the journalists to carry out their job well.

The Ministry of Haj for the first time also showcased its achievements and the projects it has implemented in the Kingdom in general and within the holy places and the Grand Mosque in particular, through an exhibition.

Abdullah bin Mohammad Jasi, minister of religious affairs in Guinea, who spoke on behalf of all the delegation members, said that one cannot thank enough the government of Custodian of the Two Holy Mosques King Abdullah for such care and concern for the pilgrims, and deserves heartfelt gratitude for managing a huge task so smoothly and well.

Haji Abd Kahar bin Haji Hussain, head of the 25-member Brunei Darussalam delegation, told Arab News that he and his delegation found Haj arrangements and facilities very satisfactory. “We are very happy,” he said.

Hussain, who belongs to the department of Haj in the Ministry of Religious Affairs, said he performed his first Haj in 2003, and at least five times in subsequent years, and has found that arrangements improve every year. “There is upgradation in administration and organization,” he said.

He said that Muslims feel indebted to the government of King Abdullah for organizing and managing “such a huge task year after year so smoothly and extremely well.”

He said that the coverage of Haj was immense and the journalists involved deserve their awards.

Hussain said that this year, 400 Hajis came for the pilgrimage from Brunei Darussalam. The selection process for next year starts immediately after the Haj season is over. First, they have to register with the Ministry of Religious Affairs. Preference is given to those who have never performed Haj before and those who are 50 years and above. Last year over 1,000 people had registered. This year over 700 applied.

Sanni Karimou, head of the 25-member Haj mission from Togo, who was here in 1998 to perform Haj, and has come 10 times since then, said there has been immense development and improvement. “For instance, there are fewer problems in accommodation.”

“Haj arrangements were good and very nice except in Mina where we were not satisfied with the food, since we were not used to what was served to us,” he said.

There were 1,625 Hajis from Togo this year. The selection of Hajis is made by the National Commission of Haj, which is under the control of the Ministries of Interior, Foreign Affairs, Security, and the Union of the Muslims of Togo. They do not receive any financial help, and come on their own. The first flight out will be on Nov. 6 from Jeddah.

Sharp drop in local expat Haj pilgrims

There was a major drop in expatriates who performed Haj this year as domestic pilgrims, according to statistics released recently by the government.

This was a result of the crackdown on domestic pilgrims without Haj permits, which included the introduction of fingerprinting in Makkah and the holy sites. The increased cost for domestic Haj pilgrims also contributed to the reduction.

The statistics were compiled at entry points to Makkah.

This year, 44,347 Egyptian expatriates performed Haj, down from 259,736 last year. This was 34.1 percent of all expatriate pilgrims during this year’s Haj.

A total of 30,457 Pakistanis performed Haj this year as domestic pilgrims, down from 205,685 last year. This was 23.4 percent of the total.
Only 10,947 Indian expatriates, including 1,669 women, performed Haj this year, compared to 78,100 last year.

The other expatriate pilgrims included 10,439 Yemenis, 8,296 Indonesians, 5,966 Bangladeshis, 5,581 Sudanese, 2,810 Syrians, 881 Ethiopians, 649 Filipinos and 243 Americans, according to the report.

Pilgrim killed, 9 hurt in a car accident

A Yemeni pilgrim was killed and nine others were injured in a minibus accident on Al-Hijra Road, 155 km away from Madinah. Five teams from the Saudi Red Crescent and teams from the Civil Defense rushed to the location to assist the injured. Air ambulance was called in to rush injured victims in critical condition to King Fahd Hospital in Madinah. According to early investigation, the accident happened when one of the tires blew out and the minibus rolled over multiple times.

Madinah eyes better services for pilgrims

The Ministry of Haj’s branch in Madinah has established a “Pilgrim Care Unit” for Haj and Umrah as part of its effort to improve the quality of services and to establish effective communication channels between the ministry and pilgrims.

The unit will receive complaints, observations and suggestions around-the-clock through numerous communication channels.

The unit will also provide other services, including accepting inquiries from pilgrims about available services in Madinah. Complaints, inquiries and suggestions can be conveyed on landlines, mobile phones, e-mails, paper forms or in person to the ministry’s branch in Madinah.

Complaints are categorized into four main areas: Complaints that are processed immediately, complaints that need to be investigated further and investigated by the branch before being processed, complaints that require the intervention of branch heads, and complaints that cannot be addressed immediately and are set to be processed in the future.

Specialists in the unit engage in communication with complainants through SMS messages to gauge satisfaction levels following resolution of their problems. Complaints and observations are stored for analysis and for future use when developing operational plans.

A consultative team will evaluate the unit’s organizational quality and work during each pilgrimage season.

MAKKAH — The Presidency of the Two Holy Mosques has set up an exhibition to document the history and artifacts of the Two Holy Mosques.

The manager of the Two Holy Mosques Exhibition, Mohammad Al-Jabri said that the exhibition will include artifacts, architectural and inscriptions from the Umayyad era until the present era. The exhibition seeks to document these items for the benefit of future generations.

The exhibition includes old inscriptions of the Qur'an, historical items, rare photographs, and architectural models representing the various Islamic eras.

It is made up of different halls:

— The reception hall which has a model of the Grand Mosque and old and new photos of the Two Holy Mosques.

— The Grand Mosque hall which exhibits a model of the Holy Kaaba stairs, made of wood dating back to 1240H.

— The hall also exhibits the kiswa (Kaaba cover) used through ages, in addition to a Kaaba door which dates back to 1363H.

It also includes one of Kaaba’s most important pillars which is made of wood, dates back to the year 65H and is one the most important historical items on exhibit.

— Photographs hall which includes rare photographs of Makkah, Madinah and the holy sites.

These photographs were taken during 1297H-1298H, and were presented to the exhibition by the late Crown Prince Sultan Bin Abdulaziz.

— Inscriptions hall which exhibits a photocopy of the Qur'an that was written during the era of Othman Bin Affan (may God be pleased with him), in addition to rare copies of the Qur'an and other inscriptions.

— The Prophet's Mosque hall which includes one of the main doors of the mosque, dating back to 1373H, and the crescent of the main minaret, in addition to an old clock dating back to 1277H.

The hall also includes the door of the Ottoman platform, which dates back to 998H, and a model of the Prophet’s Mosque in the center of the hall.

— Zamzam hall which includes parts of the old Zamzam well, and a vertical model of the well. The hall also includes a sundial dating back to 1023H, that was used to determine prayer times in the past, in addition to the first clock in the Grand Mosque, dating back to 1352H during the King Abdulaziz era.

Al-Jabri added there are 2,500-3,000 visitors to the exhibition daily, and that studies are under way for the expansion of the exhibition.

The expansion will include a hall for visual presentations, as well as for providing wheelchairs for the elderly and visitors with special needs.

The exhibition employees receive training in organizing visits and explaining the contents to visitors.

The exhibition has received more than 1.9 million visitors since its opening until now, and visiting hours are from 7.30 a.m. until 11 p.m.

Carts used to transport pilgrims


Pilgrims use the vendors cart as a means of cheap transport to the Haram
in order to ovid the congestion and the fares of taxis and buses.

MAKKAH — Carts, designed to carry goods, vegetables and fruits are now being used to transport pilgrims to and from the Central Area around the Grand Mosque. Many expatriates, legal or not, have made these carts a means of transport and income despite their hazards and perils.

Saudi Gazette toured the the areas around the Holy Haram and found out that these carts are in high demand. The Masfalah district is one of the areas where the carts are highly sought. The district consists of a number of residential quarters including; Al-Hijla, Al-Misyal, Al-Kadwah, Al-Shibaika, Harat Al-Bab, Al-Ghazza, Al-Hafair and Al-Qashlah.

All these residential quarters are close to the Grand Mosque so the guests of God are keen to find a faster means of transport to the Haram and back.

Rasheed, a Moroccan pilgrim in his 50s, said he has some affliction in his legs and the doctors advised him not to walk long distances. He said he was used to going to the Haram by public buses but due to the congestion and the increasing number of cars and people these buses arrive late at the Grand Mosque and he would often miss his prayers. "I have now resorted to the carts which are a quicker and cheaper means of transport," he said.

Lutfi Al-Sayed, an Egyptian pilgrim, said the distance between his accommodation in Al-Masfalah district and the Grand Mosque is 20 minutes.

"I can walk this distance any time but the problem arises when my 60-year-old mother insists on going with me. She cannot walk so I have to hire a car for her," he said. Al-Sayed recalled that the last time he took his mother to the Grand Mosque in a car she could not bear to remain in for a long time because of its slow movement caused by the congestion. He said he asked the driver to stop and took his mother out of the car and asked her to sit on the roadside. "A Bangladeshi man who was pushing a cart suddenly stopped near us and offered to take us to the Grand Mosque for a small amount of money. I agreed and put my mother on the cart," he said. Al-Sayed said since then the cart has become his favorite means of transport. "It is cheaper and quicker because it cannot be stopped by any traffic bottlenecks," he said.

Magdi Hassanain, a Saudi pilgrim, described the cart as an easy and fast means of transport and questioned why the officials in charge of the Haj could not think of using it as a means of transport for pilgrims? He said he saw a number of rickshaws belonging to some tawafa establishments transporting the pilgrims to the Grand Mosque. "These vehicles are small and can move freely among cars to reach their destinations quickly," he said.

Abdul Rasheed Arshad, a Bangladeshi, said he was charging pilgrims between SR10 and SR40 to take them to the Grand Mosque depending on the distance they are from the Haram. He said at peak hours the price would reach SR100. Arshad said he collects more than SR250 every day transporting pilgrims on his cart. "This amount may double when there is a great demand for our services," he said. The price of a new cart is about SR300 while an old one could be bought for SR50.

Special courts to try Haj law violators

The Saudi Commission for Investigation and Prosecution has received 40 documented cases of Haj law violations.

The violators include bus drivers who smuggled pilgrims without permits and service providers who tried to sell Haj packages without authorization. They will be subjected to interrogation and then referred to special courts for speedy trials.

Sources told the local media that the commission has completed initial investigations but that documentation for other offenders has yet to reach it.

Meanwhile, Jeddah police sources said the cases of expatriate residents who went on pilgrimage without authorization have been referred to the Department of Expatriate Affairs for further action. The unauthorized pilgrims were fingerprinted at the holy sites and border check-posts during Haj.

They will be deported and prevented from returning to the Kingdom for 10 years. Saudis violating Haj laws will be fined and jailed.

The General Authority of Civil Aviation (GACA) has embarked on the implementation of a departure plan for pilgrims and has threatened to impose severe punishment on airlines found lagging behind schedule.

The aim, said GACA spokesman Khaled Al-Khaibari, is to prevent crowding at King Abdulaziz International Airport. He said several parties joined efforts with the airport administration to coordinate the timely departure of pilgrims.
The assistant general manager of Saudi Arabian Airlines said the carrier achieved record rates in flying on time, adding that around 162,000 passengers left by the Saudia.

Madinah hums with shoppers

Pilgrim reception centers in Madinah have recorded the arrival of 120,432 pilgrims after Haj. Pilgrims arrived via Prince Mohammad bin Abdulaziz International Airport and through roads. Around 600,000 pilgrims are expected to arrive in Madinah.

A Ministry of Haj report said that most of the pilgrims are from Bangladesh, Iran, Sudan and Egypt. There are 3,600 pilgrims from Bangladesh, 2,970 from Iran, 2,561 from Sudan and 2,121 from Egypt.

The counseling centers at the ministry’s branch in Madinah have received 143 inquiries, 176 guidance requests and eight missing persons’ cases. The monitoring and surveillance committees recorded 174 collection cases and 27 cases of departure.

Mohammed bin Abdulrahman Albejaoa, director of the Haj Ministry’s branch in the region, has announced that the branch will continue to function during the post-pilgrimage season via its various offices.

Albejaoa noted that the departments, committees and service centers are working with utmost professionalism and seriousness to ensure positive results that are as successful as those recorded during the pilgrimage period.

Meanwhile, commercial centers and markets in Madinah are once again witnessing high activity with the return of pilgrims. Various businesses and markets, particularly the shops selling gift items, dates, watches, and garments in the areas surrounding the Prophet’s Mosque, have attracted a large number of pilgrims and visitors to the Prophet’s Mosque, who have been purchasing various goods, gifts, and memorabilia prior to returning to their home countries.

According to shopkeeper Abu Radwan, there has been a high sale of beads, which represent one of the traditional items made by skilled craftsmen using silver jewelry and precious stones. Beads are being sold for hundreds of riyals, he said.

Saber, a Yemeni garment salesman, noted a high volume of sales during the pilgrimage season thanks to pilgrim demand, especially those from neighboring Arab countries and non-Arab African countries. Customers, he says, are looking for warm clothing to prepare for the onset of winter.

New pilgrim center next year

The Ministry of Haj will establish a new pilgrim grouping and monitoring center on the Jeddah-Makkah Highway, said Hatem Qadi, the ministry’s undersecretary for Haj Affairs.

He said the center would be built to the highest standard and the latest technological and mechanical specifications and would start operations next year. The new project will cost about SR9 million and consist of one building for administrative services and the other for support services.

The latter will contain an executive committee for monitoring pilgrim transport, a health care center, a Saudi Arabian Airlines office, Tawafa offices, an electronic grouping office and a Zamzam water office.

It will have eight lanes for buses in order to restrict waiting time to five minutes to complete procedures. The project will also be equipped with restrooms and a mosque that can accommodate 500 worshippers.

to link Jamarat Bridge with Grand Mosque

MAKKAH – Undersecretary of the Ministry of Municipal and Rural Affairs and Supervisor of the Central Projects in the Holy Sites Habib Zain Al-Abideen has revealed that a proposal to link the western courtyards of the Jamarat Bridge with the northern courtyards of the Grand Mosque has been submitted for royal approval.

The project, which is expected to cost SR570 million, comprises tunnels and bridges with a total length of 3 kilometers. If approved, the project will be completed before the next Haj season.

The project aims to reduce crowding in the tunnels leading to the Grand Mosque, such as Mahbas Al-Jinn Tunnel. It will facilitate the movement of pilgrims on foot. It will also reduce the congestion of vehicles in areas surrounding the Grand Mosque, particularly outside its southern courtyards.

Zain Al-Abideen said another project, whose study has been completed, involves constructing a pedestrian road and connecting it to the pedestrian road in Mina to facilitate the pilgrims' journey to the Mount of Mercy (Jabal Al-Rahma) in Arafat.

They arrive in luxury buses to visit the famous Fatimah Al-Zahra Mosque, commonly known as the "Floating Mosque.

Most of the pilgrims walking along the Corniche and sitting on the pathways and beach are from Indonesia.

They often stay from around 10 a.m. until after sunset, using their cameras and mobile phones to take photographs of the local landmarks.

Indonesians living in Jeddah have set up food stalls selling popular dishes to their compatriots. Others use instant cameras to take pictures for SR10 each.

The number of pilgrims arriving in Madinah has reached 16,487, while the number of pilgrims departing is about 15,020, according to statistics prepared by the Reports and Statistics Unit in the Secretariat of Haj Committee.
According to the reports, the total arrival of pilgrims in Madinah after Haj has reached 178,703.

The mosques and the historical monuments and sites have been witnessing a large influx of visitors, many of whom have been visiting the Prophet’s Mosque for prayer and enjoying the historical landmarks associated with the life and times of the Prophet (peace be upon him).

وبدأت وزارة المالية في نزع الملكيات للأحياء المحيطة بالمنطقة المركزية لإنشاء فنادق وأبراج سكنية بديلة عن الفنادق التي تمت إزالتها في الجهة الشرقية والتي ينتظر إزالتها، مبينا أنه تم الانتهاء مع وزارة المالية من جزء كبير في ما يتعلق بنزع الملكيات لبعض الأحياء مثل (الإجابة والمصانع) المجاورة للمركزية، بينما تمت إزالة جزء كبير آخر من المنازل الواقعة في حي العطن المجاور للمنطقة المركزية، وينتظر أن يتم تطوير هذه الأحياء بإنشاء فنادق وأبراج سكنية على مستوى وطراز فريدين، لتصبح في نطاق المنطقة المركزية.

Center helps 7,676 Hajis who lost their way


Pilgrims are seen seeking assistance at the Pilgrims Guidance Center in Mina during the recently concluded Haj pilgrimage.
The center, which is based in Madinah, opens in Mina only during the Haj season.

The Pilgrims Guidance Center, a branch of the Ministry of Haj in Madinah, provided services to pilgrims during this year’s Haj season, helping 7,676 pilgrims who lost their way find their places of accommodation.

The center also answered 3,914 inquiries online and distributed 783 maps and educational brochures to pilgrims in various languages.

There was also a “lost and found” service available, where items found are stored until the owner reclaims them. There were 74 lost items, of which 34 were successfully returned to their owners.

Muhammad Al-Bijawi, director of the Ministry of Haj’s Madinah branch, said that these guidance centers were opened in many areas frequented by pilgrims. “They play a large and important role in implementing the operational plan of the branch,” he said.

“These centers work around the clock during the Haj season, since many pilgrims get lost due to crowding. They also receive recommendations and complaints from pilgrims,” he said.

“The people who work in these centers on either a part-time or full-time basis are carefully selected. Some of them can speak several languages and they have experience in handling the public and take pilgrims’ observations and complaints,” he said.
