New Grand Mosque annex

partially ready

First two floors will open for this Haj

September 22, 2013

MAKKAH — Two floors of the new annex of the Grand Mosque in Makkah will be opened to pilgrims this Haj season, the Presidency for the Two Holy Mosques Affairs has said.

“The ground and first floors of the King Abdullah expansion and the surrounding courtyards have been readied for prayers during the Haj season. They will be linked to streets and public transport stations in all directions,” the presidency said in a statement carried by the Saudi Press Agency.

Mataf expansion

Abdulmuhsin Bin Humaid, the director general of projects at the presidency, said work is under way to complete the first phase of the mataf (circumambulation area around the Holy Kaaba) expansion project.

He said on completion of the first phase, the capacity of the mataf will increase to 70,000 pilgrims an hour.

He said the first phase is important not only because it has the biggest area but it will also increase the comfort of pilgrims with an increase in the width of the mataf to 51 meters near the masaa (the corridor for the ritual walk between the Safa and Marwa mounts) on the first floor.

Temporary Mataf

Bin Humaid said the lower level of the temporary mataf will be linked to the ground floor corridors. The flow of pilgrims on the ground floor will be streamlined to ensure smooth movement between the first Saudi expansion and the first stage of the mataf on all levels, he added.

Bridge

Bin Humaid said work is being intensified to complete the southern courtyard bridge, which will double the space available for movement of pilgrims and provide flexibility in crowd management.

Four rest room complexes

Bin Humaid said four rest room complexes extending from Dar Al-Tawheed Hotel in the north and to the location of the former Ajyad Hospital in the south will also be completed before Haj.

These complexes will provide an additional 1,500 rest rooms aside from the ablution taps attached to them. These complexes will have separate wings for men and women.

With the completion of the project, the total number of rest rooms in the sprawling prayer complex will increase to nearly 6,000, double the current number.

No toilets in camps

for 25,000 local pilgrims

23 September 2013

MAKKAH — The head of the national committee for Haj and Umrah has said some of the camps the Ministry of Haj has handed over to local pilgrim service companies are without toilets and kitchens, Al-Sharq newspaper reported Sunday.

Osama Al-Filali said these camps are supposed to accommodate more than 25,000 domestic pilgrims.

He complained that while domestic pilgrim companies are required to provide exceptional services, their camps are not properly equipped.

“The companies had to make up for many shortages in the past, but this year some of the camps do not even have toilets and kitchens,” Al-Filali said.

He said he has complained to the concerned authorities of this shortage and informed them of the inconveniences it might cause. He said local pilgrim companies will have to bear the expenses of setting up toilets, but the companies have only 15 days left.

He rejected accusations that local pilgrim companies have raised their prices to increase their profits. He said the increase in prices is due to an increase in costs.

He said though there is a 50 percent drop in the number of local pilgrims this year, the space allotted to them is less compared to last year.

He asked the Ministry of Haj to assign contractors to build toilets in the camps and to create traffic corridors for the delivery of meals to the pilgrims.

Deputy Minister of Haj Hatem Qadhi said the shortage in toilets and kitchens inside some camps will not affect the pilgrims because the authorities have built a large number of public toilets in the holy sites.

He said the ministry is keen on addressing all obstacles so domestic pilgrims can comfortably perform their rituals. He said the handover of camps to the service companies is subject to full payment of fees.

The ministry has circulated several directives to local pilgrim companies with regard to contingency measures they have to follow in the event of emergency situations.

Companies are asked to use loudspeakers to give directives to pilgrims in emergencies.

In case of rainfall, camp supervisors should be present on the spot to guide pilgrims if evacuation is required. The ministry said electricity supply should be disconnected during rainfall and the camp supervisors should coordinate with Civil Defense posts in their area.

Meanwhile, the Civil Defense is conducting inspection rounds in buildings housing pilgrims in Madinah to ensure all safety precautions are in place. Spokesman for Madinah Civil Defense Col. Khalid Al-Jehani said the head of Madinah Civil Defense, Maj. Gen. Zuhai Sibaih, has met with with senior officials to review the readiness of the force.

Arafat to have permanent tents

SAFETY FIRST: The newly planned fireproof tents in Arafat will be designed in the form
of the Haj Terminal at King Abdulaziz International Airport in Jeddah.
22 September 2013

Studies are under way to establish permanent fireproof tents in Arafat, said Saud bin Hamdan Al-Dikri, director of projects at the Ministry of Municipal and Rural Affairs.

He said Arafat tents would be constructed on a par with the designs of the Haj Terminal at King Abdulaziz International Airport, adding that it would accommodate about seven million pilgrims.

Higher authorities have approved the construction of two pedestrian tunnels linking the western side of the Jamrat Bridge with the northern part of the Grand Mosque in Makkah. This will facilitate the movement of pilgrims between Mina and Makkah.

“There have been proposals to construct tents to increase Arafat’s capacity by 71 percent and thus to accommodate 8.5 million pilgrims,” he said. The project will cover 8 million square meters.

“A series of measures have been taken to avoid stampedes at the Mashaer Railway stations at the holy sites,” Al-Dikri said, referring to the incidents that took place during the last Haj season. The problem was created mainly by illegal Hajis, he said.

“We have contracted a specialized company to board pilgrims onto the Mashaer trains in an orderly way and supervise its electronic gates,” Al-Dikri said. There is also a plan to build barriers at railway stations to control the movement of passengers. He said illegal Hajis would not be allowed to squat in public places close to the stations.

Mataf capacity now 70,000 per hour

The first phase of the Mataf expansion project
will be fully opened for worshippers during Haj

23 September 2013

The Presidency of the Two Holy Mosques Affairs plans to open the newly constructed levels of the “mataf” (area for circumambulating the House of God) on the ground and first floors to worshippers during the current Haj season, bringing the mataf capacity to nearly 70,000 per hour.

“The new sites will also include the squares surrounding the new levels. They will also be linked to roads leading to the Grand Mosque and the SAPTCO depot,” Director General of Projects and Studies at the Presidency Abdul Mohsen bin Homaid said in a statement.

The first phase of the project to enhance the capacity of the mataf, which was partially opened for use during Ramadan, will be fully opened for worshippers during Haj.

Work on the eastern side of the mosque halls surrounding the mataf and its links with the remaining portion of the first phase of expansion have been completed, he said.

Homaid said the first phase of the mataf ground floor was the most significant since there were frequent bottlenecks hindering the movement of pilgrims.

The width of the area parallel to the ‘masaa’ on this level has been increased to 51 meters.

Temporary Mataf

Homaid said that since the upper level of the temporary mataf had been allocated to disabled worshippers since Ramadan, the lower level will now be linked to the ground floor of the mosque to facilitate movement of worshippers on the ground floor.

It will ensure smooth movement between the first area of expansion and the areas covered in the first phase of the current project.

Bridge

Completion of the bridge on the southern square will enable smooth crowd movement from the eastern square to the first floor through four entrances, including Al-Arqam Escalator, Safa Round, upper part of the Bab Ismail and the Ajyad Bridge.

A new bridge project would minimize bottlenecks occurring in the southern square between the royal palace walls and the walls of the southern Al-Safa dome.

It will double the space available for movement with the addition of an upper level to it linking with the first floor, giving flexibility needed for crowd management and separation of crowd movement in opposite directions.

More toilets

More than 1,500 toilets will also be constructed, bringing the total number of toilets to 6,000 in the area between Dar Al-Tawhid to the north and the former Ajyad hospital to the south of the area.

This is in addition to the construction of 13,000 additional toilets in the northern squares, which will be partly commissioned during the current Haj season, he said.

100,000 Indian Hajis to ride Mashaer trains

50,532 Indian pilgrims had arrived on Friday
and a further 4,966 had arrived on Saturday

23 September 2013

Around 100,000 Indian pilgrims will be able to use the Mashaer Haj metro system. Speaking to Arab News Sunday, Indian Haj Consul Shaikh Mohammed Noor Rahman said that 50,532 pilgrims had arrived on Friday and a further 4,966 had arrived on Saturday.

He said that all 13 branch offices in Makkah and Madinah were up and running.

Pilgrims will continue to come into the Kingdom until Oct 9. The last departing flight carrying pilgrims from the Kingdom is scheduled to leave on Nov 18.
Around 13,000 pilgrims are above the age of 70. The oldest pilgrim, Ismail from Haryana, is 107 years old. The second oldest Indian pilgrim, from Gujarat, is 102 years old and has yet to arrive.

A 50-bed hospital in Makkah, a 30-bed hospital in Azizia and several desks have been set up. Nearly 40 tons of medicine have been brought from India.
There are currently 25 patients at the main dispensary in Makkah, of which one has hypertension and the other paralysis.

In Makkah 3,494 patients were treated in the outpatients department and 15,136 in Madinah for muscular pain and fever.

There are 146 doctors and 150 paramedics. Muhammad Basher Khan says the medical facilities include sonography, radiology, laboratory, X-ray facilities and equipment for minor surgeries. There are nine specialist doctors. Khan, who arrived on Sept. 19 and is awaiting assignment, said: “It is an honor to serve the pilgrims.”

There is also a private tour operators desk at the main office. Muhammad Khwajmuddin of the defense account department in Lucknow said they all have experience in auditing documentation. “We study the agreements made with pilgrims and verify them,” he explained. He pointed out that PTO pilgrims can only avail themselves of OPD facilities.

Both Makkah and Madinah will have a lost baggage section. There have been 102 lost baggage claims in Makkah and 236 cases in Madinah, of which all were resolved with the exception of seven cases in Madinah.

Pilgrims are offered monetary relief of up to SR1,700 for lost and stolen items. There were 1,100 cases of stolen money and 100 cases of lost baggage last year.

Pilgrims in Makkah have bought 587 sacrificial coupons and 2,119 have been purchased in Madinah.

Rahman has said that nine Haj pilgrims have died in Madinah and two in Makkah.

SAUDI NATIONAL DAY

‘A nation that adopts Islam as a religion,
development as vision and justice to rule’

23 September 2013

HRH Prince Turki Al-Faisal
Chairman of King Faisal Center for Research and Islamic Studies

THE Kingdom is celebrating its 83rd National Day and the gigantic achievements that have been accomplished in a country, which adopts Islam as a religion, development as a vision, and justice as a ruling method.

Under its wise and brave leadership, the Kingdom will continue its progress and development, thanks to its strong will — a will which it has acquired and inherited from its founder King Abdul Aziz Bin Abdul Rahman Al-Saud, may he rest in peace!

The Kingdom has been generous and donated immensely inside and outside and helped in developing the Muslim and Arab Nation under the leadership of Custodian of the Two Holy Mosques King Abdullah Bin Abdul Aziz, Crown Prince Salman Bin Abdul Aziz, and Second Deputy Premier Prince Muqrin Bin Abdul Aziz.

I thank Almighty Allah for bestowing security and safety on this country where citizens live in complete solidarity and peacefulness.

I praise Almighty Allah for bestowing His blessings and all good things on this country where the leaders and the people have a strong and solid connection. Such a connection has enabled the leadership to build a firm economy, which has helped the country catapult to the forefront of powerful and producing economies around the world. The economic boom has brought about large benefits to various sectors and industries. This fact is reflected vividly in gigantic and different achievements made in political, scientific, economic, medical, industrial, urban, etc. fields.

A large number of great development projects have been implemented. The most important is the largest expansion of the Two Holy Mosques and rebuilding the infrastructures for all Kingdom’s regions such as airports, modern transport system, to mention but a few. All these projects serve to build strong citizens with a strong scientific education and provide Saudi families with social security and protect the country from those who wish it evil and seek to disrupt its security.

I pray to Almighty Allah to protect the leader of this country, Custodian of the Two Holy Mosques King Abdullah Bin Abdul Aziz, his Crown Prince, and his Second Deputy Premier. I pray to Allah to always bestow the blessing of security and stability on this country and guide it to do what is good and beneficial.

Ministry instructs Haj service establishments
to keep environment clean at holy sites

24 September 2013

The Ministry of Haj has urged Haj service companies and establishments to maintain the cleanliness of pilgrim tents and the areas surrounding the holy sites in a bid to ensure an environmentally clean Haj season.

The ministry also directed Haj service establishments to collaborate with the Makkah Municipality in order to maintain high levels of hygiene at the holy sites.

Managing waste in holy places, especially in Mina, is a tough challenge for the municipality. The holy city produces an estimated 1 million tons of waste annually. Efforts are underway to establish a solid-waste processing plant in Makkah, with investments estimated to reach SR3 billion, a recent report stated.

A circular issued by the Ministry of Haj advised Haj service establishments to benefit from the cleaning facilities available at Mina, Arafat and Muzdalifah. The companies should make sure that their workers deposit waste in compression boxes or take the waste to the nearest dumping facility and avoid littering around their tents or other places, the circular statement read.

A special garbage disposal system has also been put in place in Arafat. The municipality has established programs to train cleaning workers to operate compression garbage boxes. The municipality is responsible for gathering garbage and for disposing of it.

In another development, the Haj Ministry has issued a warning to domestic Haj service companies saying they would be severely punished if they host or transport any pilgrim without a valid Haj permit in the upcoming season.

“Domestic Haj companies are under the obligation to ensure that each pilgrim they are transporting carries a valid Haj permit before they embark on their journey,” according to the ministry’s statement. Large numbers of illegal pilgrims entering the Kingdom potentially disrupts services and utilities set up for a set number of documented pilgrims.

The disruption of the Mashair Railway service last year, for instance, was attributed to the unforeseen encroachment of the railway facilities by illegal pilgrims. According to reports, close to 1.4 million people performed Haj last year without permits.

Authorities are determined to stop the entry of illegal pilgrims. Prince Khaled Al-Faisal, governor of Makkah and head of the Central Haj Committee, has said expatriates violating Haj rules would be deported immediately and banned from returning to the Kingdom for 10 years.

Maj. Gen. Ayed Al-Harbi, commander of the Passport Department’s Haj force, said advanced technologies would be deployed to detect fake Haj permits unlike in previous years.
