Makkah demolitions a windfall for investors

At least 40 businessmen vying to buy properties in undeveloped areas

MAKKAH — More than 40 traders investing in used furniture are competing to buy the contents, appliances and steel scrap of buildings to be demolished in Makkah for the development projects under way in the holy city.

More than 20,000 units in residential and commercial buildings, including hotels, shops and furnished apartments, have been demolished so far.

According to industry sources, the returns made from the selling of the furniture, steel scrap and other contents of these buildings had reached more than SR1 billion.

The sources said the demolition of buildings in Makkah has created a lucrative business for Saudis and foreigners from inside the Kingdom and abroad. The trading hours extend from 8 a.m. to 10 p.m. daily.

The sources said investors have rented courtyards on the outskirts of Makkah where they keep the furniture and scrap to sell to interested buyers.

Ahmed Khalil, a Saudi investor, said the demolition of buildings in Makkah has provided large quantities of construction material, sanitary equipment, bedroom and kitchen sets, electric appliances and other material needed by people who have buildings under construction and also by scrap traders.
He said the size of the building to be demolished and the number of its stories usually determines its price.

Faisal Aljohani, another investor, said buying the buildings slated to be demolished is a very profitable business.

“Makkah is the top city in the Kingdom when it comes to the number of the housing units to be demolished for expansion and development projects,” he said.

He said the investors negotiate the prices with the owners of properties marked for demolition.

“The prices range from SR1 million to a few thousand riyals depending on the size of the housing unit and the quality of its furniture, especially the tiles, marble, doors, windows, lifts and electrical and sanitary wares,” he said.

Aljohani said buyers come from various parts of the Kingdom but the majority of them are from Taif and Jeddah. “There is also demand from some neighboring Arab countries, such as Yemen, Sudan and Egypt, as well as African countries like Kenya and Guinea,” he said.

Aljohani said most of the demand from abroad is for blankets, doors, windows and furniture.

He said the demand for the scrap steel is very high but contractors demolishing the buildings themselves buy them. “The price of a ton of scrap steel is about SR1,000, which is very cheap. This is a windfall for these contracting companies,” he said.

He said the Saudi Electricity Company does not pull out copper cables from demolished buildings. “African scavengers always look for these cables to extract them, sometimes subjecting themselves to the danger of electrocution,” Aljohani said.

The price of a 18 ton window air conditioner is about SR1,000, while it is SR1,200 for the 24 ton units.

A small fridge costs SR150, the bed covers are between SR15 and SR20, the doors range from SR100 to SR200, while the price of a steel cupboard may be about SR200.

Khaled Al-Balawi, a Saudi buyer from Tabuk, said he came all the way from the north of the Kingdom after a friend had advised him to buy the building materials for the house he was constructing from Makkah.

“I bought good doors, windows and a lift at very reasonable prices,” he said.

Saleh Al-Rubaie, a buyer from Taif, said he bought an elevator for the building he is contracting in the summer resort.

“The lift prices range from SR20,000 to SR30,000, which are extremely reasonable,” he said.

Industry sources said Makkah has become an important exporter of second-hand building material to other cities and towns providing them with construction equipment at affordable prices.

A number of investors are bracing to compete in the purchase of buildings in the underdeveloped areas of Al-Tandbawi, Al-Mansour and Al-Nakasa over the next few weeks.

MAKKAH — Makkah Emir Prince Khaled Al-Faisal has approved the structural plan for the Makkah Gate Project, which is expected to accommodate 600,000 people on completion.

This was disclosed during a meeting attended by undersecretary of the governorate Dr. Abdulaziz Al-Khudhairi, Mayor Osama Al-Bar, secretary of the Makkah and Holy Sites Development Authority Sami Barhameen and several other officials.

The housing project, covering an 83 million square meter area split into 45 model districts, is being developed with private sector participation.

The plan also includes a complex for government offices, road projects and an amusement park. Numerous malls as well as educational institutions and utility projects will also be built.

أطلقت الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي في غرة محرم من العام الجاري رحلة مشروع الخير العالمي لتوسعة صحن المطاف لرفع الطاقة الاستيعابية للمطاف وذلك تحت رعاية وإشراف مباشر من خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز آل سعود، حيث بدأت الشركة المنفذة لتوسعة خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز لصحن المطاف في ذلك الوقت في إغلاق أول 0061م2 في المبنى التاريخي، من خلال تشييد السقالات اللازمة للبدء في أعمال التوسعة. وتم فصل التيار الكهربائي عن هذا الجزء تمهيدا للبدء في إزالة الأدوات الكهربائية من مصابيح ونجف ومراوح وسماعات تحت إشراف مباشر من المهندسين الكهربائيين، تبعت ذلك أعمال الهدم وإزالة الأعمدة الخرسانة داخل المربع، فيما يتبع ذلك التوسع في المربعات بالتوالي، بعد تقسيم العمل فيها.

في هذا السياق سبق أن أعلن الرئيس العام لشؤون المسجد الحرام والمسجد النبوي الدكتور عبدالرحمن بن عبدالعزيز السديس ضرورة المحافظة على نظافة المطاف وصيانته من الأتربة والغبار، وتوفير أقصى وسائل السلامة حفاظا على الطائفين والزائرين، ومحاولة إنجاز المشروع في المدة التي وجه بها خادم الحرمين الشريفين حفظه الله، عندها أنشأت الشركة المقاولة لمشروع خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز حفظه الله لتوسعة صحن المطاف مجسما تمثيليا من الخرسانة والحديد للدراسة الفعلية والتوصل لأفضل الطرق في عملية الإزالة والهدم داخل الحرم المكي الشريف وبحثا عن انسب المعدات الثقيلة المستخدمة في أعمال الإزالة، بحيث لا يؤثر ذلك على المصلين والمعتمرين داخل أروقة الحرم المكي الشريف. وأقيم مشروع المجسم التمثيلي للحرم على مساحة 500 متر مربع وروعي في إنشائه تطبيق كافة المواصفات والمعايير الهندسية المستوحاة من داخل الحرم من الأعمدة الخرسانية والمسافات بين كل عمود وآخر.

وفي منتصف شهر ربيع الآخر دخل مشروع خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز لتوسعة صحن المطاف أسبوعه الخامس حيث بدأت الشركة المنفذة للمشروع في تسليح أول صف أعمدة مع القواعد في الجزء الشمالي من المرحلة الأولى، فضلا عن إزالة منارتي باب الفتح. وأوضح الرئيس العام لشؤون الحرم المكى والمسجد النبوي الشيخ الدكتور عبدالرحمن بن عبدالعزيز السديس أن هذه الأعمال تأتي ضمن الجدول الزمني المقرر مع مراعاة عدم مضايقة الزوار والطائفين وأخذ الحيطة لسلامتهم ومنع دخولهم إلى الأماكن المزالة. وأكد السديس على مباشرة أعمال إحلال التربة بطبقات البحص المعقم، فيما تم عزل وصب فرشة النظافة الخرسانية، مع استمرار أعمال الهدم والإزالة في الجزء المتبقي من جهة الصفا على مستوى الدور الأرضي من الجهة الشرقية للمسجد الحرام، وتسليح القاعدة في الجزء الشرقي من المطاف. وبين الرئيس العام استمرار أعمال اختبار التربة ودك البحص المعقم للبدء في عملية العزل وصب فرشة النظافة الخرسانية لتجهيز قواعد اللبشة الخرسانية للجهة الشمالية بالمسجد الحرام. وأكد حرص الرئاسة على حفظ المقتنيات التاريخية التي نتجت عن توسعات مشروع خادم الحرمين الشريفين لتوسعة المطاف بالمسجد الحرام حيث يتم تغليف وحماية أعمدة الحرم القديم والنقوش الكتابية. وتوقع السديس أن تتضح معالم المشروع بشكل دقيق في الأعوام المقبلة إن شاء الله، لافتا إلى أن مشروع خادم الحرمين الشريفين لزيادة الطاقة الاستيعابية للمطاف سيحدث نقلة كبرى في الخدمات المقدمة لقاصدي المسجد الحرام، ولا يقتصر ذلك على مضاعفة أعداد الطائفين باكتمال التوسعة، بل يتجاوز ذلك إلى جودة وتنوع الخدمات التي سيوفرها هذا المشروع المبارك، فضلا عن تلبية الفراغات الداخلية ومسارات الطواف لكل المتطلبات الوظيفية والتشغيلية لكافة المستخدمين بما في ذلك كبار السن وذوو الاحتياجات الخاصة من خلال منظومة حركة مستقلة ومتكاملة.

وفي السابع من جمادى الأولى قام الرئيس العام لشؤون المسجد الحرام والمسجد النبوي الشيخ الدكتور عبدالرحمن بن عبدالعزيز السديس، بجولة على مشروع خادم الحرمين الشريفين لزيادة الطاقة الاستيعابية للمطاف في الحرم المكي الشريف. اطلع خلالها على سير أعمال تنفيذ المشروع، ومتابعة أعمال صب أول قاعدة للمشروع بمساحة 700م2، وكمية خرسانة تصل إلى 2295م3. وفي العاشر من الشهر نفسه تفقد نائب الرئيس العام لشؤون المسجد الحرام الدكتور محمد الخزيم مشروع خادم الحرمين الشريفين لتوسعة الساحات الشمالية، وتابع عددا من المواقع شملت سير أعمال تجهيز وتهيئة مصليات ومداخل ومخارج وممرات مبنى التوسعة والساحات المحيطة بها. وعاين الخزيم مراحل تنفيذ المشروع من أعمال تجهيز وتسليح القاعدة والأعمدة، حيث بدأت في وقت سابق أعمال صب أول قاعدة للمشروع بمساحة 700م2 وكمية خرسانة تصل إلى 2295م3.

وفي منتصف شهر جمادى الآخرة أعلن لـ«عكاظ» نائب الرئيس العام لشؤون المسجد الحرام الدكتور محمد بن ناصر الخزيم البدء في تنفيذ المشروع في صحن الطواف بالحرم المكي للتقليل من الازدحام الذي يشهده الصحن في شهر رمضان المبارك وموسم الحج وأبان أن المطاف المعلق في ميزانين الدور الأول، سيخصص لذوي الاحتياجات الخاصة وكبار السن، ويربط بمنظومة من المصاعد والمنحدرات التي تكفي لاستيعاب حركة الدخول والخروج منه وإليه. ويهدف لتسهيل حركتهم وعدم تقاطعه مع مسارات الحركة الأخرى داخل الصحن.

من جانب آخر قررت إدارة المشاريع والدراسات في الرئاسة العامة لشؤون المسجد الحرام والمسجد النبوي الشريف، ربط جسر المطاف المعلق بمسار سعي للمعوقين في ميزانين الدور الارضى، وتخصيص الدور الأول لطواف المعوقين، كما قررت استمرار العمل بجسر المطاف المعلق طيلة مدة تنفيذ مشروع خادم الحرمين الشريفين الملك عبدالله بن عبدالعزيز لرفع الطاقة الاستيعابية لصحن المطاف.

في السادس عشر من شهر رمضان المبارك أطلق الرئيس العام لشؤون المسجد الحرام الشيخ الدكتور عبدالرحمن بن عبدالعزيز السديس، إشارة البدء التجريبي للمطاف المعلق بالمسجد الحرام، على ان يشهد السبت الثامن عشر من رمضان الانطلاقة الفعلية للمطاف المعلق، وتولى الدكتور عبدالرحمن السديس بنفسه دفع أول عربية لذوي الاحتياجات الخاصة والعجزة على المطاف المعلق.

Ministry issues health regulations for pilgrims

RIYADH – The Ministry of Health (MOH) has reiterated its plea to people above 65 years of age, those with chronic diseases and with immune deficiency, malignancy and terminal illnesses, pregnant women and children under 12 years of age to postpone Haj and Umrah this year for their own safety.

The ministry’s advisory comes in the wake of the MERS-coronavirus infection which has claimed the lives of 41 people in the Kingdom so far.

Experts are struggling to understand MERS – Middle East Respiratory Syndrome – for which there is still no vaccine.

To curb the spread of respiratory infectious disease, the ministry advised all intending pilgrims to comply with common public health guidelines like frequently washing hands with soap and water or disinfectant, using disposable tissues when coughing or sneezing and disposing it of in the waste basket, avoiding as much as possible hand contact with the eyes, nose and mouth, avoiding direct contact with people with symptoms of infection such as cough, sneeze, expectoration, vomiting, and diarrhea, wearing masks, and maintaining good personal hygiene.

Quadrivalent (ACYW135) vaccination is required for all citizens and residents of Madinah and Makkah who have not been vaccinated during the past three years, all citizens and residents undertaking Haj, all Haj workers who have not been vaccinated in the past three years, any individual working at entry points or in direct contact with pilgrims in Saudi Arabia.

It also said that in accordance with the International Health Regulations 2005, all travelers arriving from countries or areas at risk of yellow fever must present a valid yellow fever vaccination certificate showing that the person was vaccinated at least 10 days before arrival. In case of the absence of such a certificate, the individual will be quarantined for six days from the date of vaccination or the last date of potential exposure to infection.

Visitors arriving for the purpose of Umrah or Haj or for seasonal work are required to submit a certificate of quadrivalent (ACYW135) vaccination against meningitis.

All travelers arriving from polio-endemic countries and re-established transmission countries regardless of age and vaccination status, should receive a dose of oral polio vaccine. Proof of polio vaccination at least six weeks prior to departure is required for visitors from polio-endemic and re-established transmission countries to apply for entry visa.

Most of the unoccupied buildings are located in Al-Mabeda, Al-Aziziya, Al-Zahir, and Al-Mansoor neighborhoods while some are situated near the Central Area of the Grand Mosque. Despite their strategic locations, these buildings have not succeeded in attracting any pilgrims this year.

The reason is that the imposing residential towers that can accommodate over 1,000 pilgrims have been the favorite place for many Haj delegation leaders who prefer to let their pilgrims stay in a tower instead of a smaller building.

Buildings usually accommodate between 200-500 pilgrims and the owners of such buildings will miss a chance to benefit from housing revenues estimated to be SR3 billion.

Abdulaziz Al-Harbi, a building owner, says he used to rent his two buildings quickly in previous years but this year he has not found any Haj delegation interested in renting any of the two buildings.

Rent costs a pilgrim between SR1,000-SR3,000, he said. Although Al-Harbi reduced this amount, he could not succeed in attracting any overseas Haj company. “I’m still hopeful that I’ll rent both buildings before the Haj season although there’s no much time left.”

Zuhair Makki, head of the Haj accommodation inspection committee, told Al-Madinah that the committee has issued 5,300 housing licenses for buildings over the past 10 months. He noted that the licensed buildings can accommodate up to 1.5 million pilgrims this season.

Licenses are usually valid for three years and the buildings are normally inspected by certified engineering offices to ensure that the buildings are safe and in compliance with the committee’s regulations and requirements.

The offices are approved by Makkah Municipality and Makkah Civil Defense.

Saudia says it's ready for Haj season

Saudi Arabian Airlines is equipped to handle the Haj season this year, said Assistant Executive Director-General of Public Relations Abdullah Al-Ajhar.

Al-Ajhar was attending the annual meeting of the Council of Representatives of Airliners operating in the Kingdom, held recently in Jeddah under the chairmanship of the General Director of Saudi Arabian Airlines, Abdul Aziz Al-Hazmi.

The meeting discussed requirements of the Haj season to transport more than 1.2 million arriving and departing pilgrims on its modern carriers that accommodate between 300 and 400 passengers each. “We chartered 34 aircraft especially to transport pilgrims so that local traffic would not be affected,” said Al-Ajhar.

“The main problem is the delay in boarding by pilgrims from Makkah. An agreement has been reached between the Ministry of Haj, the General Authority of Civil Aviation and all airlines operating in the Kingdom.” The agreement involves reporting any delays by the airlines, as well as providing information and data in order to reschedule flights.

The meeting emphasized that Saudi Arabian Airlines is keen on offering an efficient service to pilgrims and appealed to workers at airports to serve them as best as they can.

Sixty Haj companies have signed agreements that they would not increase service charges during this pilgrimage season. They are authorized to charge from SR3,000 to a maximum of SR10,000 per person in accordance with the services they offer.

Saad Jameel Al-Qurashi, a member of the National Haj & Umrah Committee, said the code of ethics signed by the companies insists that they should not charge more than last year’s fee for their services.

“The companies are not allowed to exploit the increase in spaces allocated for them in the holy sites, which is two meters for each pilgrim,” he said. “The 20 percent cut in the number of foreign pilgrims and 50 percent cut in domestic pilgrims resulted in increasing space for pilgrims. Earlier the space for each pilgrim was 1.60 cm,” he added.

Representatives of Haj service providers signed the document, pledging that they would not charge more than last year’s fees.

The Haj Ministry will sign agreements with six Haj service providers next week to rent Mina towers that will be used for domestic pilgrims.

The ministry will punish those companies that violate the rules. He said the six companies were selected based on certain criteria. These companies will not be allocated any tents in Mina, he added.

Makkah Gate to be built in 20 years

The structural plan for the Makkah Gate project that was recently approved by Makkah Gov. Prince Khaled Al-Faisal will be implemented in four stages over 20 years, said Osama Al-Bar, Makkah mayor and chairman of the board of directors at the Makkah Gate Company.

He said that 70 percent of the project is located inside the borders of the Grand Mosque.

“The strategy of the project will allocate a series of places to be developed independently in phases,” he added.

“The infrastructure network proposed is proportional to the phases of development and is in accordance with a development plan that extends between 15 to 20 years, five years being allocated for each phase,” said Al-Bar.

Spokesman Issam Kolthoum said that the properties conform to 10 percent of the area to be developed, with owners from different parties such as the Ministry of Finance and other individuals in the loop.”

Very small properties, he added, as well as a number of infringements, will not hinder the progress of the project and insure the lawful rights of their owners.

Kolthoum said the project includes a location for Makkah National Park designed in harmony with the natural features and landscapes of the area.

“The projects pays much heed to consistency of the geological conformation with the facilities and their use,” added Kolthoum.

Once completed, the project will accommodate 1,000 visitors who will enjoy 40 different activities, including more than 300 campsites, 30 kilometers of long pedestrian lanes, sports locations, a children’s park, places for rest and services.
