Ramadan to begin in Saudi Arabia on

Wednesday 10 July

Ramadan moon has not been sighted in Saudi Arabia and Wednesday, July 10, is the first day of holy month of Ramadan, news reports said.

An official statement by the moon sighting committee is expected to be issued shortly.

An official statement from the UAE authorities about the advent of the holy month of Ramadan is also likely soon.

Most of the astronomers had predicted that the holy month of Ramadan is likely to begin on Wednesday.

The Sharjah Planetarium at the Department of Culture and Information announced that the Ramadan Crescent will form on July 8, 2013 at 11:14am and set at 19:08pm, five minutes before the sunset. The crescent will be seen on July 9 in the evening. So the first day of Ramadan will be July 10, astronomically, corresponding to Ramadan 01, 1434 H.

Bangkok Post has announced that the Muslim religious authority in Thailand has declared Wednesday as the first day of the holy month. Because Ramadan begins on Wednesday, the Eid al-Fitr celebration marking the end of the 30-day fasting period will be on Aug 9, it said.

Ramadan Announcement

The High Judiciary Council of Saudi Arabia has announced "that since the moon of Ramadhaan was not sighted this evening, here in Saudi Arabia, we shall be completing thirty (30) days of Sha'baan (1434 A.H.), in accordance with the hadeeth of the Messenger of Allaah (sal-Allaahu `alayhe wa sallam):

"Fast when you see the crescent. If it is obscured to you, then complete thirty days of Sha'baan. And break your fast when you see the crescent. If it is obscured to you then fast thirty days." [transmitted by al-Bukhaaree and Muslim]

Subsequently, we shall be starting our taraaweeh prayers tomorrow (Tuesday 9 July 2013) after the 'Ishaa. prayer, in preparation for the first fast of Ramadhaan on Wednesday 10 July 2013, inshaa.-Allaah."

The Taraweeh Schedule for the Haramain is expected to go as follows:

Parts of Grand Mosque expanded areas
to be opened for visitors

RIYADH – Custodian of the Two Holy Mosques King Abdullah has ordered the opening of the ground floor, the first floor, the first mezzanine of the new expanded building, as well as the north, south and west outer squares of the expanded area to accommodate 400,000 more worshipers during the holy month of Ramadan.

This was announced by Finance Minister Dr. Ibrahim Al-Assaf in a statement to the Saudi Press Agency (SPA) here on Tuesday.

“These facilities have the capacity to accommodate an additional 400,000 faithful during Ramadan, which marks the peak season of the Umrah pilgrimage,” he said.

The expansion projects are being supervised by the Ministry of Finance. The new mosque structure, which is under construction, is part of the largest ever expansion in the history of the Grand Mosque, launched by King Abdullah in August 2011, at a cost of SR80 billion.

The total area of the existing Grand Mosque is 356,000 square meters with a capacity to accommodate 770,000 worshipers while the new expansion spreading over an area of 456,000 square meters will accommodate 1.2 million faithful.

Courtyards of the mosque’s new expansion can hold more than 250,000 worshipers.

Assaf said the King’s order also covers making available of a total of 8,050 new toilets and ablution areas in addition to refrigerated Zamzam containers in the new building and its external courtyards.

Escalators have also been readied to take people to toilets in the lower floor of the basement plaza.

There is a facility for operating the air-conditioning system for the new structure in the ground floor of the building.

Assaf said that the King also issued orders to open the ground and first floors of the expanded mataf (circumambulation area around the Ka’aba) for the faithful.

The temporary special mataf area for the elderly and people with special needs and those using wheelchairs will also be opened during Ramadan.

Though the expansion would increase capacity of mataf from 48,000 to 130,000 per hour, the ongoing expansion work has reduced its capacity to 22,000 an hour, and this prompted the authorities to reduce the number of foreign Haj pilgrims by 20 percent and domestic pilgrims by 50 percent for the coming Haj.

The new expansion will be linked with the existing mosque and masaa (the running area between Safa and Marwa) with a series of bridges.

The masaa expansion has already been completed and that increased its capacity from 44,000 to 118,000 pilgrims per hour.

The Haram expansion project covers 400,000 square meters in the northwest and northeast of the Grand Mosque.

It consists of three parts – construction of a new building; expansion and development of courtyards around the mosque, including walkways, tunnels and toilets; and development of service facilities for air-conditioning, electricity and drinking water.

Real estate properties appropriated for the project are valued at more than SR40 billion.

The Saudi government has beefed up security in Makkah to protect millions of pilgrims from different parts of the world coming to perform Umrah and attend prayers at the Grand Mosque during Ramadan.
“We have deployed about 31,000 men inside and outside the Grand Mosque to ensure the safety and security of the guests of God,” said Brig. Maeed bin Musleh Al-Joaid, deputy commander of the special forces. Speaking to reporters, he said: “Our aim is for pilgrims to have peace of mind, so they can concentrate on their prayers.”
The security force officers can speak different languages including English, Urdu, French and Persian to communicate with visitors. “Some of them know sign language,” he added.
Apart from crowd control, security officers will offer various humanitarian services. They will also organize the movement of worshippers between gate 87 on the west side of the mosque and gate 32 on the northern side before and after each prayer.


Brig. Masoud Al-Odwani, commander of support forces in Makkah, said 14,500 additional officers have been deployed in the city, bringing the total to 31,000 including traffic police.
He said the additional officers provide back up for the special forces, including Haj and Umrah forces and traffic police. “All these forces have been in place since Monday,” he added. Col. Saeed Al-Qarni, director of the patrol police in Makkah, said his staff would work around the clock, adding that 40 field leaders have been appointed to organize their work. “There are about 300 teams including secret police.”
Col. Talal Al-Motairy, assistant director of traffic, said his officers have been placed along the roads leading to Makkah to control traffic and divert vehicles to parking areas outside the city.

New Haram annex opens for pilgrims





Three floors of the newly constructed annex of the Grand Mosque have been opened to accommodate 400,000 more worshippers this Ramadan.

The opening comes upon directives of Custodian of the Two Holy Mosques King Abdullah, who initiated the new expansion project to increase the mosque’s capacity to more than two million.

Apart from the basement, first and mezzanine floors, the mosque’s northern, southern and western plazas have also been opened for worshippers. Finance Minister Ibrahim Al-Assaf said his ministry implemented the project upon the king’s directives to expand facilities for the millions of pilgrims who come from around the world for Umrah during the holy month.

The king has also ordered the opening of mataf expansion, including the special facility for people of special needs, for pilgrims. Muhammad bin Nasser Al-Khozaim, deputy chief of the Presidency of the Two Holy Mosques Affairs, confirmed that all floors of the new King Abdullah Haram Expansion Project had been opened for worshippers.

“The entire annex has been provided with a central air-conditioning system and has been decorated with beautiful chandeliers,” he said.
There are telephones for visitors to make inquiries about matters related to Umrah or other religious issues.
Al-Khozaim said the new annex with its plazas would serve more than 1.5 million worshippers during the peak Haj and Umrah seasons. Zamzam water taps have been installed in open plazas to supply cold water to visitors. The new annex’s escalators have begun operating to facilitate movement of pilgrims and worshippers to upper floors.

Saudi nationals and expatriates have commended the king’s gesture.
“This is a great humanitarian gesture from King Abdullah, as he knows that more prayer facilities are required at the Grand Mosque during Ramadan to accommodate the millions of worshippers,” Hassan Al-Ahdal, secretary-general of the International Media Organization, told Arab News.

“The opening of the new annex and surrounding plazas will certainly help worshippers perform their prayers with greater comfort.”

MADINAH — "Mukabbariyah" is the place the azan (call to prayers) takes place.

The first Mukabbariyah was constructed in the Prophet’s Mosque in 886 AH at the same location where Bilal (may Allah be pleased with him) called for prayers in the presence of the Prophet Muhammad (peace be upon him) on Fridays.

The Mukabbariyah is on the northern side of Al-Rawdah. It is a square-shaped platform, raised on eight pillars, to relay the imam’s calls to worshipers before loud speakers were introduced.

During the era of King Fahd, the Mukabbariyah was expanded and revamped in white Italian marble.

A researcher of Madinah’s history and a member of Madinah Research Center, Tenaidheb Al-Faydi, said the Mukabbariyah and the minarets did not exist during the time of the Prophet (pbuh). It was first constructed during the era of the Umayyad Caliph Omar Bin Abdulaziz and has evolved into its present shape.

Al-Faydi said there were two Mukabbariyahs in the Prophet’s Mosque, and one was removed to make place for worshipers. He said 40 years go, some Qur’an reciters used to sit in the Mukabbariyah after prayers to recite the Qur’an. Of such reciters were Sheikh Abdulbasit Abdulsamad and Sheikh Mahmoud Alhosari.

Al-Faydi pointed out that on Ramadan 13, 886 AH (1481 CE), lightning struck the main minaret and the eastern side of the mosque collapsed. The mosque ceiling caught fire, and it burned the doors and books that were kept in the mosque. He said the Mamluk Sultan Al-Ashraf Saifuddin Qa’itbay undertook reconstruction of the mosque, and sent money and equipment for that purpose from Egypt.

An 11-meter-high roof was constructed for the mosque, and the blue dome above the Prophet’s room, was replaced by the green dome. The Prophet’s room and its surroundings were also revamped with marble. The revamping of the Prophet’s Mosque was completed in Ramadan 888 AH (1483).

Makkah sticks to its cannon


The Ramadan cannon on Jabal Al-Madafe’ remained
the steadfast symbol of Makkah for more than 50 years.

MAKKAH — The cannon on Jabal Al-Madafe’ (Cannon Mountain) that is adjacent to the Grand Mosque in Makkah has remained a steadfast symbol of the city despite radical changes in the area due to ongoing development projects in the vicinity.

Residents of Makkah often ask about the secret behind the cannon’s longevity despite the passage of time and the geographical development the area has witnessed.

They have developed a relationship with this particular symbol and this intimacy increases during the holy month of Ramadan.

The boom of the cannon can then be heard, once at iftar time (end of the fast), once at suhur time (the time when Muslims eat their meal in preparation for the next day’s fast) and twice for imsaak (when Muslims should stop eating and drinking).

So the cannon booms 120 times during the holy month.

Makkah residents have gotten used to hearing the boom of the Ramadan cannon for the past 50 years.

Some of them do not break their fast until they hear the booming of the cannon.

For the other 11 months of the year, the cannon remains silent.

Ramadan cannon was ‘born by chance’

It appears to have come about by accident that the Ramadan cannon is now emblematic of the ninth month of the Muslim calendar in Saudi Arabia and many other Muslim countries.

It is a fixture in Makkah, to announce when people should break their fast at sunset, and at dawn to warn them they should stop eating and drinking.
Its origins go back to the 15th century according to some accounts.

One story traces the origin to the Hijri year 859 (around 1455), when a Mamluk sultan of Egypt wanted to test a new cannon that he had just received. He fired a ball that exactly coincided with Maghreb time during Ramadan. People then thought this was the sultan's way of telling them it was time to break their fast.

When the sultan saw how happy people were with this “innovation,” he decided to keep doing it every day. It is said that he also added another blast at the start of dawn, to alert people they had to stop eating and drinking for the day.

A second account tells of Muhammad Ali, ruler of Egypt in the early 19th century, who fired a German-made cannon at Maghreb time. People thought that this gesture was a sign to break their fast.

A third account places the origin of this practice later, during the time of Khedive Ismail in the late 19th century in Egypt. The story goes that soldiers were testing a cannon that went off exactly at Maghreb time.

When Fatimah, the Khedive's daughter, heard about this, she issued a decree saying that the cannon should be used at Maghreb and during official events on Eid days.

That's why it is sometimes called “Fatimah's cannon.”

The canon has a special place in the hearts of many in Makkah and is handled by the city's police every Ramadan.

Maj. Abd Al-Mohsin Al-Maimani, spokesman for the Makkah police department, said people wait for the sound of the canon.

“When Makkah police was founded 70 years ago, it was entrusted with the maintenance and care of this cannon. After Eid, the cannon is returned to a special department. A few days before Ramadan, it is sent back to the mountain. The powder is handled by a special team so that no one gets hurt,” he said.

300 scouts to help visitors to Madinah

The Ramadan Scout Volunteer Service Center (RSVS) in Madinah has launched this year’s program to serve visitors to the Prophet's Mosque. The program comes as part of activities in upholding Madinah as the capital of Islamic culture in 2013.

“Around 300 scouts will guide the mosque visitors from the first of Ramadan until the end of the month,” said Saleh Mohammad Saleh, head of the RSVS.
He said they will be helping the lost and elderly inside and around the mosque in conjunction with the General Presidency of the Prophet Mosque Affairs.
The scouts will also coordinate with charity societies to distribute iftar meals at the Prophet's Mosque and Dhul Halaifah Mosque. They also will be helping traffic police to ease vehicular and pedestrian movement.

“They will be working in two shifts. The first shift starts at 4:30 p.m. and the second starts after Maghreb prayer,” said Saleh.

He added that the scout camp will be providing cultural programs and courses in leadership and communication skills.

Saleh said that the center aims to enforce a sense of belonging and love for the country in the hearts of youngsters by serving the guests of God.

In addition, the Presidency of Youth Welfare (PYW) has approved a Ramadan trip to the holy mosques. Around 500 youth and adults will participate in the trip, which is organized by the youth welfare agency in the PYW. It aims to serve more than 500,000 people in Makkah and Madinah during Ramadan.

The participants of the program joined from sport clubs, universities and high schools from all around the Kingdom. The trip will span four phases in which different teams from different provinces will participate.

There will be 5,000 meals distributed every day at the entrances of Makkah, in car parks and in the Sharayea district.

“The trip is the second largest program organized by the PYW,” said Khalid Al-Mahboob, director of the youth delegation and field trips at the PYW. “We are coordinating with the holy mosques affairs presidency, police, Makkah and Madinah governorates.”

Al-Mahboob said that his administration has chosen a number of outstanding young leaders who have experience, willingness and enthusiasm. The work is to be distributed to four teams and phases.

Mohammad Al-Hubaish, the program supervisor, said that participants will provide food during the holy month in many places in Makkah and Madinah.
