well last year they said ... that there will be 8 huge umbrellas of size 53 x 53 meters, and 42 medium of size 25 x 25 m. This model was in the official video about Holy Mosque expansion .. so why not official now?

Studies are under way to set up 60,000 fireproof tents in Arafat at a cost of SR 2 billion, and expand Mina to house seven million pilgrims as part of government’s efforts to improve services to the guests of God.

Interior Minister Prince Muhammad bin Naif has instructed the Ministry of Municipal and Rural Affairs to conduct studies on setting up permanent fireproof tents in Arafat, prepare its designs and estimate its cost.

Habib Zain Al-Abideen, deputy minister for municipal and rural affairs and supervisor of the center for development projects, said the ministry received the prince’s instruction about 10 days ago. “A high-level committee including officials from the Haj Ministry, Public Security and Civil Defense will meet on April 27 to discuss the project,” Zain Al-Abideen said.

The project is estimated to cost more than SR 2 billion and will take three years to complete, according to a source. “The project will help get rid of cotton tents and ensure high-quality services for pilgrims,” he added. The Finance Ministry is currently studying new pilgrim service projects worth SR 12.6 billion, including a railway project valued at SR 5 billion and a SR 5 billion tunnel project linking Mina, Muzdalifa and Arafat.

Meanwhile, the National Committee for Haj & Umrah said the shifting of government offices from Mina would create space for more than 30,000 pilgrims in the tent valley this year.

“Custodian of the Two Holy Mosques King Abdullah has ordered removal of some 50 government offices from Mina,” said Osama Felali, chairman of the committee, adding that they would be shifted to Aziziya.

Mina, located 7 km northeast of the Grand Mosque, is surrounded by mountains in north and south. “Efforts are under way to expand Mina to accommodate 7 million pilgrims in the future,” said Saad Al-Joudi, an expert.

He said Mina expansion would cover construction of tents on top of mountains. There are plans to construct multistory buildings in the valley to accommodate additional numbers of pilgrims saying it would create millions of square kilometers. The creation of more space in Mina would help introduce low-cost pilgrim services, he added.

Exhibition chronicles Prophet’s life

An exhibition on Prophet Muhammad (peace be upon him) in Madinah has attracted a large number of visitors. The show is staged as part of festivities marking the selection of Madinah as the capital of Islamic culture.

The exhibition features models and posters portraying life during the time of the Prophet (pbuh). Madinah Gov. Prince Faisal bin Salman opened the show organized by the mayoralty.

There are more than 150 posters giving insights into the life of Prophet Muhammad (pbuh), highlighting his relation with God and the family and his migration to Madinah.

It also displays models of the Prophet’s Mosque during the time of the Prophet (pbuh), his house, his rooms, and Madinah during the Prophet’s time, in addition to documentaries on the Prophet (pbuh) and his migration to Madinah.

There are also descriptions on a day of the Prophet: How he spent his time with the Qur’an, the special features of his prayer, his visits to markets, his visit to the Quba Mosque every Saturday and how he spent nights.

“There are descriptions about major historical events that took place during his time,” said Salah Salama, supervisor of the show. “There are also moving models of battles such as Uhd, Khaibar and Ahzab,” he said.

“We have arranged 100 earphones that would allow visitors to hear descriptions in nine major languages including Arabic, English, French, Indonesian, Turkish, Persian and Urdu,” Salama said. The exhibition will continue throughout the year.

People can visit the show from 8 a.m. to 12 noon and from 4.30 p.m. to 10 p.m. from Saturday through Thursday. On Fridays, visitors are allowed only in the evenings.

Kareem Saad Hajras, a pilgrim from Algeria, said he was happy to visit the exhibition, adding that he had learned many things about the Prophet (pbuh). “I had stood for a long time before the model of the Prophet’s house that made me emotional,” he said and praised the organizers.

Omar Nabeel from Iraq, who was visiting Madinah for the first time, commended the informative exhibition. He praised the Saudi government’s services to pilgrims and for the development of the Two Holy Mosques.

Mataf to be ready for Ramadan rush


Work continues at the Grand Mosque in Makkah to expand the Mataf area.

The first phase of the expansion of mataf (circumambulation area around the Kabaa) will be ready before Ramadan when millions of pilgrims come for Umrah.

“The ground floor and first floor of mataf will be opened for pilgrims during Ramadan,” said Muhammad bin Nasser Al-Khozaim, vice president of the Presidency for the Two Holy Mosques. Pilgrims will circumambulate on the terrace of the Grand Mosque during this Haj season, Al-Khozaim said.

The pace of work has been accelerated to complete construction before Ramadan. The first phase will help mataf hold 105,000 pilgrims per hour.

MAKKAH — The ground and the first floors of the Grand Mosque will be opened for the tawaf (the ritual circling of the Holy Ka’aba) this Ramadan while the rooftop will be opened for the upcoming Haj season, according to Deputy President of the Two Holy Mosques’ Affairs Muhammad Al-Khazeem.

An engineering group has been assigned by the presidency to oversee the expansion project of the Grand Mosque, which is aimed to increase the capacity of the mataf (circumambulation area), Al-Khazeem added.

The first phase of the project will be completed 15 days before the holy month of Ramadan allowing 105,000 Muslims to perform tawaf in one hour.

60,000 fireproof tents in Arafat

Meanwhile, the Ministry of Municipal and Rural Affairs is conducting a study to erect 60,000 fireproof tents in Arafat.
The study was ordered by Prince Muhammad Bin Naif, Interior Minister and Chairman of the Supreme Haj Committee. The ministry will estimate the total cost and give its recommendations.
Habib Zainul Abideen, undersecretary at the ministry and supervisor of Development Projects Center, said the ministry started the study 10 days ago.
Informed source estimated the total cost of the project at SR2 billion. Zainul Abideen expected that this grand project will be implemented in three years.
“This project will provide pilgrims with perfect and safe housing facilities instead of the traditional cotton-made tents that catch fire easily,” he said.
In a related development, the Ministry of Finance is considering financing four projects with total costs of SR12.6 billion. One of the projects is a tunnel connecting the western side of Al-Jamarat Bridge with the new expansion of the Grand Mosque at a cost of SR800 million.

Taif airport may soon become a key disembarkation point for pilgrims coming in from the neighboring states.

The airport has seen a 250 percent jump in air traffic in 2012, according to Khalid Al-Khaibary, spokesperson and general manager of public relations at General Authority of Civil Aviation (GACA).

The idea behind developing Taif as a major hub for international Haj and Umrah traffic is to ease the burden at Jeddah’s King Abdul Aziz International Airport (KAIA) during the peak seasons.

Taif airport accommodates Air Arabia, Saudia, nasair, Al-Masria, flydubai, Gulf Air, Nesma Airlines, Nile Air and Turkish Airlines. These airlines provide flights to Sharjah, Cairo, Dubai, Bahrain, Kuwait, Abha, Dammam, Riyadh and Istanbul.

Last June, Air Arabia began operating 66 flights a week from Taif to Sharjah.
Analysts are still speculating how much pilgrim traffic will pass through Taif this year, but aviation authorities are ready for the influx.

Taif airport opened in 1955 as a small domestic facility and remained under the radar until the GACA upgraded it to a regional hub.

GACA authorized a SR 8.8-million renovation of the passenger terminal and lounge, expanding it from 4,400 square meters to 5,600 square meters. The expansion allows the terminal to accommodate up to 600 passengers per hour. Passengers will pass through new customs and passport control areas.
Annual passenger traffic will increase from 350,000 to 750,000, according to GACA.

The airport also has two runways with a capacity of 12,254 feet each. Although its capacity has expanded, aviation authorities have yet to establish air routes between Taif and Jeddah. It is also not connected to Madinah.

Al-Khaibary told Arab News that Taif’s airport is becoming the fastest developing airport among the Kingdom’s 23 domestic airports. He said 682,000 passengers used Taif airport in 2012 — 241,000 international and 441,000 domestic.

He noted that Taif received 1,900 international flights and 3,744 domestic flights in 2012. Al-Khaibary also said that since 2011, Taif airport has recorded significant growth in passenger traffic.

“In 2010, there was a total of 4,687 flights, then in 2011, the figure went up to 5,393 and reached 5,644 in 2012,” Al-Khaibary said.

Al-Khaibary also said that 779 international flights operated from Taif for first time in 2011 and carried 96,491 passengers. For 2012, that number skyrocketed 250 percent, with 241,000 international passengers.

“Taif airport has a 7-percent share in the total number of domestic passengers in the Kingdom,” Al-Khaibary said. “National and foreign airlines are operating 41 weekly flights to Egypt, Turkey, UAE and Kuwait.

Al-Khaibary added that GACA is negotiating with the Ministry of Haj to operate Haj charter flights to Taif.

GACA officials say they are encouraging airlines to operate more flights from Taif to other GCC countries to make it a true international hub.

Yet equally important are the efforts underway to establish specific routes from Taif to Makkah once pilgrims land at the airport. One route will lead to Makkah from Taif, Al-Shimaisi and Laith. Private cars and taxis will drop off pilgrims at the parking lot of Al-Shimaisi checkpoint, then pilgrims will take public transportation to the Grand Mosque.

Another route will take pilgrims from Al-Sail valley area in Taif via private car or taxi to Al-Sharaie residential district in Makkah. Pilgrims will then use public transportation to go to the Haram.

In presence of His Royal Highness Prince Sultan bin Salman bin Abdul Aziz, President of SCTA, His Royal Highness Prince Faisal bin Salman bin Abdul Aziz, Governor of Al Madina, Head of the Steering Committee of the National Urban Heritage Forum, in his office at the governorate headquarters, in Al Madina on Monday, 8th April, chaired the first meeting of the Steering Committee of the Forum which will be organized by SCTA during 7-11/12/2013 in Madina city on the sidelines of “Al Madina the Capital of Islamic Culture” celebrations.

The committee, during the meeting discussed a number of issues related to the Forum and reviewed a presentation on the progress made in the preparatory work of the Forum, and approved the names of the participating authorities, in addition to agreeing on the structure of the Executive Committee of the Forum.

HRH Prince Sultan in his speech during the meeting expressed his appreciation to HRH Prince Faisal bin Salman, governor of Al Madina for patronizing the Forum and following up of with its preparations.

"Holding of the 3rd National Urban Heritage Forum, in Al Madina in conjunction with the declaration of Al Madina as the Capital of Islamic Culture, will bestow on the Forum a special importance, especially that the Forum in its past two sessions has enjoyed substantial interaction by both officials and citizens across the provinces, and it is expected to continue this success and generate greater momentum in Al Madina, God Willing," HRH added.

"The occasion of "Al Madina the Capital of Islamic Culture" is a good opportunity to hold on its sidelines such an important annual event, which enjoys larger participation nationally and internationally, also it is being hosted by Al Madina is the most important feature for the forum in light of city's position in people's hearts, as well as its historic stature, and its rich and valuable heritage sites that are located across the cities and municipalities of Al Madina province.”

HRH President of SCTA, in his speech also stressed the importance of the Forum saying, “It will be held in an exceptional year in which are issued important resolutions for the interest of tourism and the national heritage, and issuance of further resolutions related to the national heritage and Kingdom's cultural dimension are expected, hence the special importance to this. So, our preparations should befit the Forum's importance.”

SCTA President in his speech also referred to the national urban heritage as a key component of the national identity, and a vivid testimony to people's contributions in the national unity all over the provinces of the Kingdom and the foundation epic of our beloved homeland.

"We want to invest urban heritage sites to bring to life our history and take it out of the history books in order to be lived and experienced by Saudi people everywhere across the Kingdom's different parts, to allow Saudi people to sense their great national unity which had emerged from remote villages and towns that are spread throughout the country," added HRH.

HRH President of SCTA in his speech also praised the precious patronage by provincial governors to the Forum in its past sessions, adding that, their patronage confirms the attention of the government, under the Custodian of the Two Holy Mosques King Abdullah bin Abdul Aziz, and HRH Crown Prince Salman bin Abdul Aziz, (may Allah protect them), towards the national urban heritage. The government has harnessed its potential as well as issued necessary regulations to protect and preserve the national heritage in general and the national urban heritage in particular in each province throughout the Kingdom.

HRH President of SCTA disclosed that, SCTA has begun reparations for the 3rd National Urban Heritage Forum in Al Madina. The specialized committees started preparations and executive and supervising tasks are carried out since the conclusion of the 2nd Forum last year. SCTA will work in collaboration with its partners in the private and public sectors in addition to society's different sectors for the success of the forum in its 3rd session.

Noteworthy, HRH Prince Faisal bin Salman bin Abdul Aziz, Governor of Al Madina, Chairman of Al Madina Tourism Development Council had given his approval to the hosting of the Forum in Al Madina and also chaired its steering committee, announcing the city's readiness to host the Forum as a nation’s important demonstration.

Yemeni woman found alive after Umrah

A “dead” Yemeni woman was feted with great fanfare in her village after she came home alive following an absence of eight months in Saudi Arabia.

Hasna Abdullah Al Fakeeh, 82, was believed to have died after her son who had accompanied her on an Umrah trip to the sacred city of Makkah returned home alone.

Moeen Ali said that despite spending weeks looking for his mother, he could not find her, Saudi news site Sabq reported on Wednesday.

However, he was too ashamed to admit the facts and concocted a story about his mother's death to avoid family embarrassment and village dishonor.“When I returned home, I told my sisters that our mother had died and that she was buried in Makkah,” Mueen said.

“I could not tell them the truth because it would have been a scandal and a humiliation to come home without my mother alive. I did not want to become the laughing stock of the village. I had to pretend that she had died and that, as is customary in such conditions, she was buried. I thought that if she did die because of her old age, she would be buried in the holy city, anyway.”

Mueen said that he was shown the body of a woman at a morgue in Makkah, but he was almost certain she was not his mother.

The family accepted condolences on the death of the mother in Ramadan after her son returned home.

According to the report, Hasna was deep in coma at King Faisal Hospital’s intensive care unit after she was struck in an accident.

When she woke up eight months later, the frightened woman pleaded for help from the hospital staff, but could provide them only with the names of her dead husband and her village in Yemen.

A hospital employee who heard her case pledged to help and he used both names to inquire among the Yemeni community about the woman’s family.

Salah Al Gamdi, who works at the patients’ rights and relations division, eventually met a Yemeni mechanic who told him he knew both the husband and the village and assisted by obtaining a local number and calling Hasna’s family.

Her son and a village leader arrived in Makkah and accompanied Hasna on her flight home where her elated family celebrated her return.

Expats sans Haj permit face deportation

Haj and Umrah strategic plan for 25 years soon


11 April 2013 - 30 Jumada Al-Awwal 1434 H

JEDDAH – Minister of Haj Dr. Bandar Hajjar announced Wednesday that strict punitive measures will be taken against expatriates who perform Haj without a valid permit effective from next Haj season.

“These measures might include deportation of violators and ban on them from re-entering the Kingdom for 10 years,” he said.

Dr. Hajjar also unveiled the Ministry’s move to implement a strategic plan for Haj and Umrah for the next 25 years. “A technical expert committee has been constituted by an order from Custodian of the Two Holy Mosques King Abdullah to prepare the strategy plan last year. The committee is making finishing touches to the plan and it will be made public in the near future,” he said, noting that the plan is being drafted after taking into account of the growing number of Haj and Umrah pilgrims every year and the limited space at the holy sites, the Saudi Press Agency reported.

The minister made the remarks while addressing a meeting on “Improving Haj and Umrah services” at King Abdulaziz University.

Reiterating the Kingdom’s keenness to extend the best possible services and facilities to pilgrims, Dr. Hajjar said: “This is our duty as contained in the Kingdom’s basic governing law and stipulated as the second goal of the 7th Development Plan.”

He noted that the Kingdom considers serving the Guests of Allah as an honor and hence it is striving to make the services as perfect as possible. “The government of Saudi Arabia is not levying any fee for visas or for the services extended to pilgrims. The charges paid by Haj and Umrah pilgrims go either to the private sector or to the tawafa organizations for services related to housing, transportation and food,” he said.

The minister cited the ongoing largest-ever expansion in the history of the two holy mosques as the best example of the government’s keenness in lavishly spending to ensure the best services and facilities for pilgrims.

He described the limited space of Mina as one of the major challenges facing the government in serving pilgrims. “The tent city of Mina covers a total area of 1.45 million square meters and this means that a pilgrim will have 2.6 meter space. In the event of a high influx of pilgrims because of people without a permit, each pilgrim could get 1.8 meter space only,” he said, announcing plans to impose strict restrictions for illegal pilgrims from the next Haj onwards.

“As for the space set aside for domestic pilgrims, it can accommodate only 230,000. A study is underway with regard to fixing charges to be levied from domestic pilgrims for each category of services.”

With regard to plans for next Haj, Dr. Hajjar said that pilgrims would have access to all the services available to them well before their arrival to the Kingdom with the introduction of the e-tracking system this year. Pilgrims can also do their finger printing at their respective countries and this will further ease the immigration procedures at King Abdulaziz International Airport.

The minister also spoke about the plan to restructure the tawafa organizations.

“An expert panel is studying the plan at present, and it will be implemented after getting approval from the King. The plan aims at separating ownership and administration of these bodies, making their administration in a business manner and addressing lingering problems related to their administration and inheritance that date back to 70 years,” he said, noting that these bodies receive SR500 per pilgrim and this price was fixed nearly 50 years ago in 1385H and henceforth no changes have been made.

Dr. Hajjar said women are also allowed to engage in Haj services and tawafa work provided that it should be within the framework of Shariah regulations.

The minister appreciated the steps taken to put an end to Umrah visa violations. “A total of 5.5 million pilgrims performed Umrah last year, of which the overstayers were only 8000.

The Kingdom is receiving about 400,000 Umrah performers every month and this figure would peak to 800,000 in Ramadan,” he added.

High-tech strategy for Haj at final stage

The Haj Ministry is currently giving final touches to a 25-year strategic plan that would bring about qualitative improvement in services being extended to millions of pilgrims who visit the holy cities from different parts of the world.

“The plan has taken into consideration the increasing number of pilgrims who come for Haj and Umrah and the limitation of the holy sites,” said Haj Minister Bandar Hajjar.

“A technical committee, which was set up last year under a royal decree, is giving final touches to the plan and it will be ready soon,” the minister said.

Addressing a forum at King Abdulaziz University, Hajjar revealed plans to deport expat workers who performed Haj without permit or prevent them from entering the Kingdom for 10 years. He estimated the number of illegal visitors at 2.6 million, adding that they squatted in public places creating problems for legal pilgrims.

“We’ll confront this problem by adopting modern technology and smart systems for inspections, without causing accumulation of vehicles at Makkah checkpoints,” he said. “This way we can prevent undocumented pilgrims from entering holy sites.”

Saudi Arabia receives 400,000 Umrah pilgrims every month and the figure could reach 800,000 in Ramadan.

Hajjar reiterated that Saudi Arabia does not charge any fee for Haj and Umrah visas and other state services provided to pilgrims.

“The money they pay goes to the private Tawafa organizations for services such as food, accommodation and transportation,” he said.

He also stressed the need to differentiate between Haj & Umrah and religious tourism. “There is nothing called religious tourism in the Kingdom,” said the minister.

A Civil Aviation Authority (CAA) investigation has found negligence and disregard for safety procedures behind last week’s accident at the Haj Terminal at King Abdul Aziz International Airport.

Nepalese driver Shailendra Kumar of the Saudi Machinery for Land Services had left his truck unattended, with the engine running and in gear when it slammed into the terminal, killing two Iranian women and injuring six others last Thursday.

The CAA studied documented evidence, including videotapes, testing of the Saudi Land Service Machinery and medical tests of Kumar. Investigators determined the main cause of the accident was driver negligence.

The driver failed to follow correct procedures and apply the necessary safety rules when he filled the airplane with water. This led him to losing control of the vehicle, which surged forward and collided with a passenger bridge before striking the terminal.

The CAA said it found no other causes for the accident.

Three of the injured left yesterday for their country after they were discharged from hospital. The fourth person was moved from the ICU to complete treatment and follow up after recovering.

Saudi Arabian Airlines paid all treatment expenses and arranged for all casualties and their escorts to travel to their countries. It also took care of transporting the bodies of the victims.

وأوضح أن المشروع قيد الدراسة بالتعاون مع معهد خادم الحرمين الشريفين لأبحاث الحج والعمرة، مبينا أنه يتضمن وضع مناظير ثلاثية الأبعاد على سفح كل جبل تمكن الزائر من مشاهدة الموقع دون الذهاب إليه، متوقعا أن يرى النور خلال عامين.

وأضاف أن (التلفريك) يحمي السياح والزوار من خطر السقوط من سفوح الجبال، وستكون هناك منطقة خدمات أسفل كل جبل تتضمن توفير متخصصين في الجانب السياحي والإرشادي والتوعوي، فضلا عن إنشاء مراكز حضارية تحكي تفاصيل الأحداث المرتبطة بكل موقع أثري أو جبل من جبال مكة المكرمة المشهورة والتعريف الصحيح بها، كما ستكون هناك أنظمة صوتية بلغات متعددة يستمع إليها الزوار أثناء تنقلهم بـ(التلفريك).

وبين أن من ضمن المشاريع التي سوف تشهدها العاصمة المقدسة إصدار خرائط إرشادية مطبوعة وإلكترونية على تطبيقات الأجهزة الذكية، بحيث يستطيع الزائر التجول في مكة المكرمة دون أن يتعرض للضياع، وتوزع هذه الخرائط مجانا، كما ستعمل الشركة على إنتاج وجبات غذائية بجودة عالية بتقنية ألمانية، لافتا إلى أن الشركة وقعت إتفاقية لإنتاج 40 مليون وجبة سنوية، وبلغت القيمة الاستثمارية للمشروع 430 مليون ريال، وأول إنتاج سيرى النور في موسم حج 2015م. وسيكون المصنع بين عرفة ومزدلفة وسيعمل على مدار العام.

وتابع الصيني: «كما تعكف الشركة على مشروع طموح لإنتاج هدايا مكية داخل مكة المكرمة تحت مسمى (بأيدٍ مكية) وهدايا تنتج خارج مدينة مكة المكرمة، تحت مسمى (هدايا مكة)، مشرا إلى توقيع العقد مع إحدى الشركات الوطنية والإدارة العامة للسجون في المملكة بيحث يقومون بإنتاج هذه المنتجات، ويحصل السجين على مكافأة مقابل عمله في هذا المشروع، وتقوم شركة البلد الأمين بالتسويق.

​بلغت القيمة الإجماليه للمشاريع الزراعيه التي تجريها أمانة العاصمه المقدسه حالياً أكثر من (60,000,000) ريال وهي أربعة مشاريع لتشغيل وصيانة التشجير في شوارع شمال وجنوب وشرق وغرب مكة المكرمه بالإضافة إلى مشروع رفع كفاءة التشجير في بحره وزهرة كدي ، وقد تم إنجاز أكثر من 30% من أعمال تلك المشاريع ، وهي تسير وفق الخطط الموضوعه لها وعلى أفضل المعايير التشغيليه .

أوضح ذلك المهندس هشام بن عبدالرحمن شلي مدير عام الحدائق والمرافق البلديه وقال إن الأمانه تولي المشاريع الزراعيه عناية كبرى وتسعى إلى زيادة الرقعه الخضراء بمكة المكرمه نظراً لما لها من أهميه بالغه في إضفاء اللمسات الجماليه على شوارع وميادين المدينه بالإضافه إلى أهميتها في تنقية وتلطيف الأجواء .

من جانبه قال المهندس ياسر بن حسن فقيها مدير إدارة صيانة الحدائق بأن الأمانة قد أنجزت العديد من الأعمال الزراعيه في شوارع وحدائق وميادين مكة المكرمه خلال الشهرين الماضيين ربيع الأول وربيع الثاني 1434هـ حيث تمت زراعة (760) شجره وشجيره و(88) نخلة وأكثر من ( 430,000) حولية ، وتم بسط (1120) متر مربع من المسطحات الخضراء ، وتمديد (1700) متر طولي من الأسيجه ، بالإضافه إلى أعمال الصيانه التي شملت تقليم حوالي ( 21000) شجره وشجيره وقص وتهذيب ( 1.470.000 ) متر مربع من المسطحات الخضراء و( 190,000 ) متر طولي من الأسيجه ، كما تمت صيانة عدد من الشبكات الخاصه بري المزروعات التي شملت ( 415 ) من الآبار العاديه والإرتوازيه والخزانات وغيرها .

وتجدر الإشارة إلى أن أمانة العاصمه المقدسه لديها العديد من الفرق الفنيه المخصصه للصيانه الزراعيه المختلفه من تقليم الأشجار وقص الأسيجه والمسطحات الخضراء وفرد الأتربه والسماد وغيرها من الأعمال والتي تسعى الأمانة من خلالها إلى إعطاء صورة جماليه مميزه لهذه المدينه المقدسه .
