Saudi restricts Haj for private pilgrims to once in five years

Taking a leaf out of India's book, Saudi Arabia has restricted the Haj undertaken by pilgrims through private tour operators to only once in five years.

On January 18, 2013, the Ministry of External Affairs directed the Haj Committee of India (HCOI) to restrict the number of pilgrimage for an applicant going through it to "once in a life time" as against the earlier norm of "once in five years."

"This will ensure that a Haj pilgrim will benefit from Government of India subsidy only once in his/her lifetime. It will also ensure that priority is given to those who have never performed Haj. This is a major change introduced by the Government of India. Accordingly, only pilgrims who have never performed Haj earlier through the Haj Committee of India will be allowed to apply for Haj 2013," a press release posted on the HCOI website explained the Ministry's direction.

Now, a circular issued by Saudi Arabia, also posted on the HCOI website, adopts a similar policy, introducing a five-year restriction for private pilgrims worldwide.

Accompanying the circular is a March 12, 2013 cover note by the Consulate-General of India (CGI) in Jeddah, which briefly explains the contents of a letter from the South Asian Moassassa, Makkah. The CGI informs the government that "it has been conveyed that for Haj 2013, no person who has already performed Haj during the last five years will be granted visa to perform Haj."

Those exempted from this rule are only employees of private tour operators "accompanying the group to provide service to Hajis" and "those who desire to perform Haj as Mahrim to one of his first-degree relatives who has not performed Haj during the last five years." This five-year restriction may affect the business of tour companies who cater for nearly 45,000 private pilgrims of the total 1.7 lakh Haj seats allotted to India by the Saudi government.

The circular instructs select private tour operators to get an undertaking by pilgrims to abide by this "new stipulation" and not conclude contracts for Haj with those who performed the pilgrimage during the last five years.

"India was the first government to introduce this policy of Haj only every five years for those travelling through the HCOI. This was modified again to make it an once-in-a-lifetime affair. We however placed no restraint on private pilgrims. Now, the Saudi government, in a way, is emulating India by introducing this five-year restriction on private pilgrims too," Haris Beeran, Supreme Court panel counsel for the Ministry told The Hindu on Monday, speaking from New Delhi on the phone.

He interpreted Saudi Arabia's decision as one intended to create "more opportunity for those who have not performed Haj before."

The Supreme Court is hearing a special leave petition (the Union of India versus Rafique Shaikh Bhikan), filed in 2011, on the role of private tour operators in the pilgrimage. In January this year, the Ministry submitted a draft Private Tour Operators Policy for Haj 2013 to a Bench, led by Justice Aftab Alam.

170,000 Indians to perform Haj this year

Sunday, 17 March 2013 13:55

Jeddah, Sunday, 05 Jamad Al-Awwal 1434/17March 2013 (IINA) - India's Minister of State For External Affairs E. Ahamed and Saudi Arabia's Minister for Haj Dr. Bandar Hajjar have signed the annual bilateral Haj 2013 agreement and discussed arrangements for Haj 2013 yesterday in Jeddah.

Ahamed said in a press conference at the Indian Consulate that 1,70,000 pilgrims have been allotted to India for Hajj 2013. "We requested the minister to accommodate an additional number of 10,000 pilgrims during the next Haj," said Ahamed, who handed over a letter to the Saudi Haj Minister in this regard. Hajjar told Ahamed during that meeting that the request for additional numbers in the quota would be looked into favorably. Earlier, ajjar held talks with Ahamed at his office in Jeddah. They discussed issues related to the performance of Haj by Indian pilgrims for this year, including their transportation, accommodation and awareness campaign. Ahamed praised Saudi government's great care and concern for improving the services being rendered to the pilgrims.
Ahamed said that a total of 170,000 pilgrims are expected to perform Haj this year, in which 1,25,000 will be coming from the Haj committee under the government and 45,000 pilgrims will perform through private tour operators. "25,000 units are already hired in Makkah (upto 1,500 meters from Haram Sharief)." He was also informed that hiring of accommodation in Azizia will start from March 19, 2013 onward. "Indian pilgrims, meanwhile, are being instructed not to add any food item to their baggage," he added. He said the first flight from India carrying pilgrims will arrive on Sept. 7.and the last will depart on Nov.19.

Owner ordered to repaint

house that resembled Ka’aba

MADINAH — The owner of a house in Madinah that was designed to resemble the Holy Ka’aba has been ordered to repaint the building.

The house owner designed and painted his house in Al-Mestarah neighborhood of Madinah to resemble the holy structure and was criticized by local residents.

Okaz/Saudi Gazette witnessed the repainting of the house.

However, the house door is still painted in gold, resembling the Kaaba’s door. The owner refused to talk to Okaz/Saudi Gazette.

The head of the Prince Naif Chair at the Islamic University of Madinah Ghazi Al-Metairi said common sense should govern a Muslim’s actions.

Designing houses to resemble the Ka’aba is a degrading act, he said, adding that the design of the house was considered a deviation in thinking and vision.

Spokesman for Madinah governorate Mohammad Saleh said in a statement that the governorate became aware of media reports on the controversial house and coordinated with the municipality to investigate the matter.

The general supervisor of municipality branches was contacted and the owner of the house was called and told to change the house’s color.

He was also asked to change any exterior features that may resemble the Ka’aba.

Concerned authorities are keeping an eye on the house until they are satisfied it does not resemble the holy building.

Makkah’s steady expansion

revives calls for airport

Saudi Gazette report
Friday, March 29, 2013 11:41 PM

MAKKAH — A number of tourist experts and Makkah residents have called for the establishment of an international airport in the holy city to serve pilgrims and visitors in light of the mega development projects currently being executed in the holy city.

Speaking to Al-Riyadh newspaper, they said an air link between Makkah and Madinah would facilitate visits to the two holy cities and satisfy the need of an increasing population for easy and quick transport.

Makkah residents were unanimous in their view that an international airport in their city was long overdue.

They believed that the dream was not difficult to realize in view of the large uninhabited areas available outside the central zone around the Grand Mosque.

They said these vast empty plots of land could be used for the construction of an international airport that would not only serve residents and pilgrims but also reduce pressure on King Abdulaziz International Airport in Jeddah and the Taif airport.

Hamad Al-Ghammas, a businessman, said he had conducted a feasibility study about the significance of establishing an airport in Makkah.

"With an area of 15,159 hectares and an annual population growth of 8.3 percent, Makkah is the third largest city in the Kingdom."

Al-Ghammas expected the Makkah population to increase to 10 million by 2030.

"Makkah is steadily growing with the expansion of surrounding villages and hamlets," he said, adding that the city is supervising 11 regions and 99 suburban districts.

According to Al-Ghammas, rooms in hotels and furnished apartments occupy about 39.9 percent of the constructed area in Makkah, while commercial buildings occupy an area of 6.56 percent.

This is considered a high ratio reflecting the significance of trade in the holy city.

He said the increasing number of vehicles on the roads leading to Makkah makes the establishment of an airport a necessity.

Quoting official statistics, Al-Ghammas said on the 27th night of Ramadan more than 2 million cars entered Makkah, while about 1.8 million leave it on that night.

“Makkah is also a seasonal headquarters for government ministries, diplomatic and Haj missions in addition to senior government officials who are in charge of Haj affairs."

Al-Ghammas said the establishment of the airport would enable the transit passengers to perform Umrah quickly.

Abdullah Omar Qadi, deputy chairman of the National Umrah Committee, said the establishment of an airport in Makkah is a dream that has been on hold for a very long time.

He said the airport would save visitors the two-hour road journey between Jeddah and Makkah. "When the airport is established the same journey will not take more than 30 minutes."

Qadi noted that the number of Umrah pilgrims last year was about 6 million and said this number would reach 10 million when the expansion project of the Grand Mosque is completed.

Saad Jameel Al-Qurashi, chairman of the transport committee of the Makkah Chamber of Commerce and Industry, said the establishment of an international airport in Makkah will spare Haj and Umrah companies the time they usually spend in welcoming the pilgrims at KAIA, clearing their luggage and transporting them to Makkah.

Saturday 30 March 2013

Makkah Municipality has signed four contracts worth SR 1.49 billion for the construction of intersections with various highways crossing the new Ring Road IV.
Makkah Mayor Osama Al-Barr said the municipality aims to develop an advanced network of modern roads to link various places and districts in the city.

Saudi Gazette, 29 March 2013

MAKKAH – Floods caused by heavy rains at Al-Kar and Al-Hada mountains prevented scores of residents from getting to their homes in several valleys outside Makkah Thursday night.

The Civil Defense sent text messages warning drivers to stay off of roads and avoid flood-hit areas.

Despite this warning, many drivers attempted to navigate flood waters and were forced to abandon their vehicles and fight heavy currents to get to dry land.

Noman Valley’s roads were recently asphalted and streetlights erected but floodwaters caused extensive damage to infrastructure and there were reports of downed light poles that in turn caused small fires.

Civil Defense rescue teams were put on alert to respond to any emergency situation.

More than 10 people had to be saved by rescue teams after they became trapped in the flood. They suffered light injuries. Three vehicles became submerged in floodwaters and had to be removed.

Makkah Civil Defense spokesman Maj. Gen. Salih Al-Alyani said teams remain on standby and are ready to deal with any emergency situation.

2,000 set to lose jobs

following demolition of Madinah hotels

Jeddah: Arab News, Saturday 30 March 2013

More than 2,000 young men will lose their jobs if downtown Madinah hotels are demolished.
About 150 hotels in downtown Madinah are scheduled for demolition to make way for the expansion of the Prophet’s Mosque. Significant job losses totaling about 2,000 are expected.

Some of the young men hold high school diplomas, and some are college graduates.
Many workers are employed by the hotels and not through the Human Resources Department. The workers say they hold the Labor Office responsible for finding employment for them after their termination.
They want authorities to allocate pieces of land to large property developers to build new hotels so new jobs are created.
Many workers are the sole breadwinners of their families.

Madinah flower festival wows visitors

MADINAH: ARAB NEWS, Friday 29 March 2013

A 100 by 7 meter carpet-looking formation made of more than 250,000 flowers is one of the major attractions at an ongoing garden and flowers festival in Madinah.
The festival is called “the Family Garden.” Madinah municipality organizes it at the King Fahd Central Garden.
A number of amusement and cultural events were unveiled at the festival.

The festival venue covers an area of 37 million square meters, comprising large green surfaces, plant nursery walkways, fountains and different formations representing various forms of Islamic art. There are also volleyball and basketball courts at different locations in the garden. A number of government departments and charity societies are presenting various programs every day in this garden.

The events include dramas, amusement programs for children and the distribution of prices and gifts.

“The festival this year coincides with the celebration of Madinah’s selection as the Islamic Cultural Capital 2013. Plenty of sales counters for agricultural and horticultural nurseries have been set up to cater for the increasing demand for farm and garden requirements such as seeds, fertilizers and irrigation tools,” Director of Tree Planting at Madinah municipality Fahd Al-Hasyuni told Saudi Press Agency yesterday. Seedlings and farming tools are also available at fair rate.

A visitor to the garden, Nasser Hassan Al-Amri, said he brought his children every day to visit the festival. He wished the event should continue at least a month.
