No fees being imposed on Umrah visitors

Saturday 15 December 2012

The Kingdom spends SR70 billion on the expansion of the Grand Mosque and the holy places. Large areas around Makkah and Madinah have been cleared to accommodate the greatest numbers of pilgrims. Reimbursements were more than SR 70 billion. Last Hijri year witnessed the registration of 5.5 million pilgrims. The ministry coordinated with appropriate agencies to issue security authorizations for Umrah services providers. A joint committee will be formed to deal with details of the Umrah tourism visa. In an interview with Nadim Al–Hamid of Arab News, the minister of Haj, Bandar Al Hajjar, denied reports in some European media that the Kingdom would impose fees on Umrah pilgrims and said that the ministry has no intention of imposing such fees in the future. The Umrah season started on Friday, the 1st of Safar.

Following is the complete interview:

Does the Saudi government really impose extra fees on Umrah pilgrims?

This is absolutely not true. No fees are imposed on any pilgrims, nor is it the intention of the Kingdom to impose such fees in the future. The fact is the Kingdom is spending billions of Riyals on the expansion of the Grand Mosque and the Holy Places, in addition to the many projects designed to serve visitors of Allah, such as the expansion of Tawafa, and the clearing of large areas around Makkah and Madinah. Estimates of expenditures for this latter project reached more than SR 70 billion. All this expense and effort is solely for serving visitors and pilgrims.

But, on the other hand, a pilgrims must pay if he wants to avail himself of facilities and services such as accommodation, food and transportation. This is the same as in any country around the world.

I am explaining this because there are people in some European countries who extort pilgrims, and the media, there, has made a number of false accusations against the Kingdom.

What kind of preparations has the ministry made for the new Umrah season?

The ministry has completed its preparations for this season. It is ready to receive Umrah pilgrims from various Arab and Islamic countries starting from Safar.

It has also coordinated with other official bodies that issue security permits for Umrah service providers. It has made sure that all locations in Makkah, Jeddah and Madinah are staffed and ready.

The first phase of the operational plan was adopted, and the documenting of all contracts of outside proxies in Malaysia, the UK, Holland, Turkey, Lebanon. Morocco, Qatar, Kuwait was finished. Other countries will follow.

On the other hand, electronic Umrah applications are now being taken. Any visa application for Umrah can be submitted electronically starting from the first day of Safar.

The ministry has also completed its preparations in terms of electronic control systems, and has established field committees that roam all locations housing and serving Umrah pilgrims so as to attend to their needs, listen to their complaints, and provide all work equipment such as cars, motorcycles and wireless equipment.

Last year, the number of pilgrims reached more than 5.5 million. The appropriate department in the Ministry of Haj followed up the services presented to them, and made sure that their service provider did his job.

Umrah season witnesses the influx of great numbers of people because of the efforts of the government of the Custodian of the Two Holy Mosques and his Crown Prince on all levels, and the integrated mechanisms of work by all government bodies, and those of the private sector, within the framework of the high commission of Haj affairs, the central committee of Haj, Madinah Haj committee. Together they work to achieve the highest level of performance, so that pilgrims can pray and worship peacefully and securely. The ministry harnesses all its capabilities to perform the necessary tasks for the sake of serving the guests of Allah.

What are the main activities that the ministry performs in order to follow up and monitor the performance of Umrah service providers?

There is no doubt that guests of Allah are a great responsibility and a great honor. Businesses that have licenses to provide services for pilgrims realize this responsibility, and are keen to provide the best level of service. At the same time, supervisory committees in the ministry at Makkah, Jeddah and Madinah do their part in following up on these businesses to make sure of their readiness, the availability of qualified personnel and signed contracts. Members of these committees and teams are provided with all necessary equipment to spot any neglect and punish whoever is responsible. Electronic teams follow up the operational plans of these firms to monitor compliance and take the necessary measures on the spot.

Are there any fees for the visa? How much are they?

The ministry does not collect any fees at all. The pilgrims pay for the package of services that the provider offers subject to the terms of the contract which include accommodation, transportation and food according to passage (3) of the fourth article of the law governing the services of Umrah pilgrims, by Cabinet decision (93) dated 10/6/1420 AH.

The Kingdom spends billions on Haj projects to facilitate performance of the Holy rituals for all Muslims. It is the primary goal of the Kingdom to care for pilgrims in its 9th development plan, for example, expansion projects and the train.

Prince Sultan bin Salman, SCTA president, declared recently that an integrated organization for the Umrah visa will be issued soon. What’s the latest update on that?

A joint committee with members from both the Ministry of Haj and SCTA has been formed to study this issue. An announcement will be made as soon as it is finalized.

There are certain cases of bad practices by persons who sell Umrah visas. What are the procedures, and punishment that the ministry has taken against these illegal practices?

If the ministry was informed, with documented proof and evidence, the most severe punishment will fall on the offenders.

Sri Lankan bags first prize at Qur’an contest

Saturday 15 December 2012

Sri Lankan Riski Mohamed Riskhan won the first prize at the 33rd King Abdul Aziz International Contest for Memorization of the Holy Qur’an, which concluded Wednesday in Makkah.

The competition, held under the auspices of Custodian of the Two Holy Mosques King Abdullah, was attended by participants from 53 countries throughout the globe. The award carried a cash proze of SR 100,000 for the first prize winner. Riskhan represented Madrasathul Ilm from the Colombo Grand Mosque.

The annual event, which promotes the memorization and recitation of the Holy Qur’an, was conducted by the Ministry of Islamic Affairs, Endowment, Call and Guidance in the Kingdom.

Riskhan, 14, is from Colombo and had undergone a Qur’an recitation course from the madrasah attached to the Colombo Grand Mosque.

Following Jumma prayers at the Colombo Grand Mosque yesterday, Riskhan recited some of the Qur’anic verses for the congregation.

“The Sri Lankan boy Riski Mohamed Riskhan has created history by winning an international Qur’an recitation contest in the Kingdom,” Consul General in Jeddah Adambawa Uthumalebbe told Arab News yesterday.

“This is the first time a Sri Lankan has won this international annual competition, beating participants from 53 countries,” said Sri Lankan Senior Minister Abdul Hameed Mohammed Fowzie, who is currently in the holy city of Makkah.

On arrival in Colombo, Mohamed Riskhan received a hero’s welcome on Wednesday for his accomplishment.

He was received at the Bandaranaike International Airport by M.K.D.S. Gunawardena, the deputy minister of Buddha sasana and religious affairs, and Mervyn Silva, minister of public relations and public affairs.

Western Province Gov. Alavi Mowlana, parliamentarian A.H.M. Azwer, Presidential Coordinator on Muslim Religious Affairs Hassan Maulana, and other Muslim dignitaries were also present.

Azwer told Arab News from Colombo that this was a unique honor not only to the Muslim community on the island but also to the entire nation. “It was fitting to note that being a member of the minority community, Mohamed Riskhan got a heroic welcome from all sections of the Sri Lankan community for his splendid performance at the international competition.”

Riskhan comes from a poor family. His father earns his livelihood working as a three-wheeler rickshaw driver, and his younger sister and mother live in a city dwelling meant for the poor.

“The contest aimed at highlighting the Kingdom’s interest in the memorization and recitation of the Holy Qur’an..The Kingdom wants to promote learning of the Holy Qur’an among the Muslim youth,” Salman bin Muhammad Al-Amri, public relations director of the contest, said in a statement. He added that out of 161 contestants from 53 countries, 87 competitors were sent by their respective governments, while 66 represented Islamic organizations in Muslim and non-Muslim countries.

The contest had 10 judges, four of whom were from the Kingdom. The other six came from Egypt, Jordan, Mauritania, Malaysia, Pakistan and Nigeria. The Kingdom spends annually more than SR 100 million for the contest without seeking any material motive, the director said.

The five topics of the contest were the memorization of full text with correct intonation, commentary and meaning of words, and memorization of 20 continuous juz (parts) with intoned recitation.

The winner of the first prize received a cash award of SR 100,000, the second SR 90,000, the third SR 80,000, the fourth SR 70,000 and the fifth SR 60,000.

Former Grand Mosque imam

Al-Subail buried

Mourners carry the body of Sheikh Mohammed Al-Subail

Wednesday 19 December 2012

Saudi Arabia mourned the passing of Sheikh Mohammed bin Abdullah Al-Subail, imam and preacher of the Grand Mosque in Makkah. Prayers took place for him yesterday following afternoon prayers and he was buried in Al-Adel graveyard.

At the age of 92, he drew his last breath in the afternoon of Monday, Dec. 17 at the National Guard Hospital in the city of Jeddah after a period of illness in which he suffered complications in the heart and lungs.

His departure leaves great sadness in the hearts of his devotees who rushed to his bedside at hospital to bid him a final farewell.

For more than 34 years, Sheikh Mohammed Al-Subial’s melodious pious voice captured the eager hearts of millions of Muslims when reciting the Holy Qur’an whose language he mastered brilliantly.

He spent his life in the service of Islam, the king and the country as a former preacher and imam of the Grand Mosque in Makkah, President General of the Affairs of the Grand Mosque and the Prophet's Mosque, member of the Council of Senior Religious Scholars and as a member of the Islamic jurisprudence complex as well as many other achievements.

The current president-general of the Two Holy Mosques, Sheikh Abdul Rahman Al-Sudais, offered his condolences to the people, prayed for his soul and praised the tireless efforts of the deceased for more than 30 years in the service of the Two Holy Mosques.

The eldest son of the late Imam Abdul Aziz Al-Subail, key adviser to the Minister of Education, described his father as someone who is gone after having accomplished many good deeds including books he had written that were of great value and benefit to many scholars around the Islamic world.

Plan afoot to ease pilgrims' transportation

Wednesday 19 December 2012

Ministry of Haj Affairs prepared a draft plan that intends to align the transportation of pilgrims with the national strategy for transportation.

The new draft will include provisions to liberate the transportation market on a competitive basis and will allow buses to operate throughout the year.

Bandar Al Hajar, Minister of Haj, said to Al Eqtisadiah, that all concerned parties should meet the mutual goals and stressed the independence of the pilgrim transportation sector from other transport activities.

“The new system aims to establish the necessary mechanisms that are aligned with the requirements of each Haj season, to ensure that the best services are provided to pilgrims on a competitive basis,” said Al Hajar.

The system outlines the hypothetical age of cars, according to international safety and comfort standards and delineates the authorized zones for buses to transport pilgrims, as well as school students, visitors and tourists.

One important provision of the system is the gradual and organized nationalization (Saudization) of the drivers and technicians, who will be operating the authorized buses; to ensure that the transportation system is not disrupted.

The Commerce and Industry Chamber in Makkah demanded sometime earlier that pilgrim transport companies be separated from the transportation sector in general.

It is worth mentioning that all transportation companies work under the umbrella of the General Syndicate of Cars, which has a fleet of 20,000 buses.
Makkah Chamber said that there are more than 26,000 jobs available during Haj season, however Saudi citizens refrain from applying to them.

Narrowed Madinah ring road unsafe

19 December 2012 - 05 Safar 1434 H

MADINAH — A large number of accidents have lately been occurring regularly on the city’s third ring road. It is largely because the Haramain train project being carried out near the road is causing chaos to drivers due to the temporary narrowing of the road. Because of this narrowing the road can barely accommodate two vehicles side-by-side.

Trucks drive slowly and as other drivers try to pass them accidents tend to occur, motorists said.

Drivers suggest widening the road to include one of the shoulders, while others blamed the frequent accidents on the lack of well-lit signs warning of ongoing road works, particularly at night.

To escape congestion on the new road, motorists have been forced to use the obsolete and dangerous expressway between Madinah and Jeddah.

The local director for roads, Zuhair Katib, said the contractor working on the project has placed enough lit signs at signals and detours.

Over speeding and drivers’ negligence in following the road signs are major factors behind accidents, he said.

The contractor, he said, is working at full speed to complete the project.
Spokesman for Madinah police Col. Omar Al-Nezawi said accidents happen because drivers do not adhere to the signboards.

May Allah reward him with Jannatul Firdaus, Aameen.

To Allah we belong and to Him is our return.

I remember praying behind this Imam, my favourite Sura (recited by him) that he would constantly pray was Surah at-Teen. He would pray this surah almost every other day during my visits to Makkah.

Qatari company to produce

$1 billion movie on Prophet’s life, teachings

Doha, 04 Safar 1434/ 18 December 2012 (IINA)

A Doha-based media company has planned to make a one billion dollar epic movie based on the life and teachings of Prophet Muhammad (peace be upon him). Ahmed Al-Hashemi, chairman of Al Noor Holding, said that the movie is endorsed by Islamic scholars, including Sheikh Yusuf Al Qaradawi, president of the International Union of Muslim Scholars.

The company will raise the budget to $1 billion dollars from the $1.5 million announced three years ago. The biopics will be produced as a series of "seven films -- instead of three films as per an earlier announcement -- with a total budget of $1 billion," Al-Hashemi said in a statement yesterday. He said "the team of experts has finished writing the scenario after overcoming numerous artistic and dramatic challenges." The film would be produced according to the highest international standards using the most sophisticated technical and audio-visual systems.

Alnoor announced in 2009 that it was seeking financing for the film series, to be produced by Barrie Osborne, a Hollywood veteran of more than 40 years whose credits include Lord of the Rings and The Matrix. Sheikh Qaradawi will lead research on the film and serve as technical consultant on the project. The company said the film will be in English and will be translated into several different languages "to correct the wrong image Western societies have of Islam."

"We are aware of the fact that this (film) is a difficult and a challenging task," Al Noor Holding said in September. "This is why we have consulted many famous Islamic scholars, among them Dr. Al Qaradawi, who will guide us on the Sharia aspect of the film," the firm added. Earlier this year, a US-produced low-budget movie called “Innocence of Muslims” that mocking the Prophet triggered a wave of deadly anti-US violence around the Islamic world.

Sudais: Mataf expansion will help

accommodate 150,000 faithful per hour

The expansion will link the present mataf with the area outside the Grand Mosque.

Thursday 20 December 2012

Sheikh Abdul Rahman Al-Sudais, head of the Presidency of the Two Holy Mosques, said yesterday the expansion project for mataf (circumambulation area around the Holy Kaaba) would increase its capacity to hold 150,000 pilgrims per hour.

Speaking to reporters after inspecting the project, he said four weeks have been completed after starting work on the project. “Works have been intensified to complete the project on time as per schedule,” he said.

He thanked Custodian of the Two Holy Mosques King Abdullah for giving his directives to implement the project as part of the government’s efforts to improve facilities for Haj and Umrah pilgrims.

He said the eastern part of the first Saudi expansion near the masaa (running area between Safa and Marwa mountains) and northern part close to Fatah Gate would be removed for the expansion.

“We’ll also remove the concrete construction on the eastern side, part of the historic colonnades that were built about seven years ago as part of mataf expansion in the second floor and terrace,” said Al-Sudais, who is also imam and khateeb of the Grand Mosque.

He disclosed plans to keep the removed portions of the mosque in an exhibition of the two holy mosques, near the Kiswa Factory.

“The mataf expansion project will be completed in three phases in three years. The area for the handicapped will be separated from the pedestrians,” he said. The project includes light, sound and air conditioning systems.

“There will be a network of bridges and pedestrian pathways to reduce the crowding in the mosque,” he said. The work will also ensure maximum safety and cleanliness at the mataf and other parts of the mosque, he added.
The move, which has been welcomed by senior religious scholars, will considerably reduce the crowding, especially during Haj season.

A major feature of the expansion work includes linking the present mataf with the area outside the Grand Mosque. The area behind the Ottoman structure will be demolished and re-built with one basement, three floors and a roof, all without pillars and all for tawaf only.

King Abdullah last year launched the largest expansion of the Grand Mosque in history, which will increase the mosque’s capacity to more than 2.5 million worshippers and cost SR80 billion. The expansion’s main gate would be named after King Abdullah and will have two minarets, bringing the mosque’s total number of minarets to 11.

The new project, covering 400,000 sq. meters in the northwest and northeast of the mosque, is the project of the century, said Muhammad Al-Khozaim, vice president of the Presidency for the Two Holy Mosques Affairs.
