Premium service local Haj

charges go up to SR22,000

02 October 2012 - 16 Thul-Qedah 1433 H

RIYADH/JEDDAH — The charges for internal Umrah and Haj rituals from the Kingdom’s various regions have reached a record high because of the increasing number of citizens and expatriates planning to perform Haj this year.

Another factor which has contributed to this unprecedented rise in charges is that all hotels, residential units and furnished flats in Makkah are fully booked.

Available information indicates that charges for internal Haj services this year range between SR6,000 to SR7,000 for Class C, while charges for Class A&B services run between SR10,000 to SR22,000.

Abdullah Al-Swaileh, an employee at one of the offices at Al-Batha in Riyadh said: “The high demand for these services is mainly attributed to the great efforts the organizers or the office exert in the holy sites.”

He said there has been an increase in the demand for rented buildings, furnished flats and hotels by the external Umrah companies; it has reflected an increase in demand and drop in supply of the buildings in Makkah.

Saleh Al-Hamoud said, “The demand for the Haj and Umrah travel started from the beginning of Shawwal unlike the case in the past when it used to start from the first week of the month of Dhul-Qidah.

He said more than 1,200 offices provide services for internal Umrah performers and pilgrims and each office has its own programs in terms of quality of services and quality of buses and hotels.

He said some of the Haj and Umrah companies launch marketing campaigns to attract more pilgrims by providing medical services by trained doctors and nurses who accompany the campaigns throughout the Haj. They monitor the pilgrims especially those who suffer from chronic diseases such as hypertension and diabetes.

Omar Al-Mubaraki, a citizen of Tabuk, said: “There is remarkable increase in the Haj charges as compared to the past year. Class C which is the lowest category and its charges are SR4,800. It is almost 50% more than the last year.”

Daghshar Ayyashi, manager of a Haj service company, said: “We started receiving applications from pilgrims this year early. We have a limited capacity and have divided the pilgrims into three — A,B and C — groups. The cheapest is C. Our charges are fixed.”

He said his office provides integrated services and facilities to the pilgrims under the direct supervision of the Ministry of Haj.

Some investors in Haj tours and travels in the Eastern Province said the committees set up by the governorate, ministry’s branch in Dammam and mayoralty to oversee the service providers, has effectively helped in combating the fraudulent Haj services this year. He said the three-man committee verifies the documents of each company and that the field inspection tours have resulted in sealing off of many fake offices.

He said the Haj charges have registered tremendous increase. Class C pilgrims who travel by land are charged between SR6,500-SR7,500 while those who travel by air are charged SR10,000 to SR15,000.

Arrangements for Pakistani

pilgrims good, says official

02 October 2012 - 16 Thul-Qedah 1433 H

JEDDAH — About 62,000 Pakistani pilgrims have arrived in the Kingdom, Ch Mohammed Azam, Secretary, Ministry of Religious Affairs, said here, Monday.

Addressing a press conference at a local restaurant, Azam said of the 61,987 pilgrims arriving thus far, 27,609 have come under the government-sponsored scheme, while 34,376 pilgrims have come privately.

He said a total of 180,000 Pakistanis would be performing Haj this year.

Syed Abu Akif, Director General Haj, was also present during the press conference.

Azam visited the buildings where pilgrims from Pakistan have been lodged and expressed satisfaction over the arrangements made for them.

The Haj Mission, he said, has set up a hospital which is functioning day and night and doctors have so far treated 4,029 pilgrims.

Six pilgrims have so far died and have been buried in the Kingdom, he said.

Azam thanked King Abdullah, Custodian of the Two Holy Mosques, Crown Prince Salman, and the Saudi government for the excellent arrangements made for the pilgrims.

Azam also met senior Saudi officials to ensure that Pakistani pilgrims are properly looked after during their stay in Saudi Arabia.

The official said he would contact Pakistan International Airlines (PIA) authorities to ensure that departing Pakistani pilgrims do not face any difficulty. He said the Pakistan Haj Mission was in constant touch with PIA operational team in Makkah and Madinah.

Nigeria: Hajj Flights

to Saudi Arabia Resume

1 October 2012

At least five flights departed Nigeria Sunday for Saudi Arabia, signifying an end to the brewing diplomatic row between the two countries following the detention and deportation of almost 700 unaccompanied Nigerian female intending pilgrims to the Middle-eastern country.

Sources said that the five flights lifted about 2,500 pilgrims, including some of those deported last week for not having male chaperons when they arrived in Saudi Arabia, to Jeddah and Madina airports in the country.

The sudden decision by Saudi Arabia to invoke the 'muhram' requirement, despite a previous concession it had granted the Nigerian contingent, had raised suspicion in Nigeria about the Islamic country's motive.

This was buttressed by the fact that over 20 planes bearing Nigerian pilgrims had already landed with their passengers allowed into Saudi Arabia without any incident.

It was learnt that the Saudi authorities had accepted the Maliki school of thought in Islam, which allows a lawful institution such as NAHCON to act as 'muhram' for female pilgrims.

THISDAY gathered that a Saudi airline was among those carriers that bided to ferry Nigerian pilgrims for the pilgrimage, but it lost out as only Max Air, Kabo Air, Medview Airlines and Meridien Airlines emerged the preferred carriers.

Sources suspect the detention and deportation of some female pilgrims was the excuse given by Saudi Arabia in retaliation for not selecting its airline for the hajj operations.

There were also speculations that Saudi authorities decided to take such action due to the high number of illegal immigrants in the country who hail from Nigeria.

THISDAY gathered that there are at least 44,000 illegal Nigerian immigrants, majority of whom are women who came in under the guise of performing the pilgrimage.

Another reason being bandied about stems from the fact that Nigeria may have exceeded the allowable number of pilgrims expected from the country.

However, Bello dispelled this, saying: "In the 1980s, Nigeria used to take over 100,000 pilgrims to hajj. Last year, we took 99,000 pilgrims and this year we are taking 95,000, which is lower than last year."

26,000-strong force

to ensure hassle-free Haj

JEDDAH: ARAB NEWS

Wednesday 3 October 2012

The Civil Defense Department announced yesterday that it would deploy around 26,000 men, 6,900 equipment and devices and 19 helicopters in Makkah and other holy sites during this Haj season to ensure the safety and security of pilgrims.

Lt. Gen. Saad Al-Tuwaijri, director general of the Civil Defense, said Interior Minister Prince Ahmed, chairman of the Supreme Haj Committee, has approved the department’s Haj plan aimed at protecting the guests of God from accidents and catastrophes.

“The plan includes precautionary measures against 13 possible dangers during the Haj season,” Al-Tuwaijri said, adding that the plan was prepared based on studies conducted during the past Haj seasons.

He said the department would have more than 450 field units and teams in Makkah and other holy sites of Mina, Arafat and Muzdalifa to deal with dangers and accidents quickly, adding that they have been provided with equipment to fight fire and rescue people.

Meanwhile, Nigeria has resumed Haj flights to Saudi Arabia, ending a diplomatic row over female pilgrims who arrived unaccompanied by mehrams, the country’s Haj commission said yesterday.

“Since the resumption of flights ... on Sunday a total of 8 flights have been operated conveying 3,786 pilgrims to the holy land,” the Haj Commission of Nigeria said in a statement.

“This success was recorded largely as a result of the directive given to state pilgrims’ welfare boards, agencies, to ensure that only female pilgrims that have the appropriate mehrams are boarded.”

Hajjar: Warm welcome for pilgrims

JEDDAH: ARAB NEWS

Wednesday 3 October 2012

Haj Minister Bandar Hajjar yesterday urged heads of field service units to receive pilgrims in the best possible manner at the time of their arrival, adhering to the Islamic etiquette of reception.

“We should project the glittering cultural face of this country and its outstanding services to the guests of God,” the minister said while addressing a meeting of field workers.

“We should check the buildings arranged for the accommodation of pilgrims before and after their arrival to make sure they receive all the necessary services,” Hajjar said.

He also urged Haj officials to distribute Zamzam water at the residences of pilgrims throughout their stay in Makkah.

Tawafa organizations should strictly follow the schedule for dispatching pilgrims to the Jamrat for the stoning ritual in order to avoid congestion and stampedes.

He said the Tawafa organizations should improve their services to pilgrims every year making use of the advanced facilities readied by the government.
“The field service groups, who deal with pilgrims directly, should improve their services to the highest levels in order for pilgrims feel betterment in services,” he added.

Separately, the president of the Saudi Diabetes & Endocrine Association (SDEA), Sheikh Abdulaziz Al-Turki, urged all diabetic patients to consult their doctors before performing Haj. He estimated that “more than 300,000 diabetics will perform Haj this year.”

Al-Turki said that the increasing percentage of patients during Haj — approximately 10 percent out of the total number of pilgrims — is very dangerous. “We notified the Ministry of Foreign Affairs, the International Diabetes Federation, as well as embassies around the world to provide guidelines to patients, to ensure all pilgrims have a safe and healthy Haj.”

Basem Futa, head of the SDEA information section, said it is important for diabetic patients to maintain their blood sugar and blood pressure level within the recommended range.

“It is essential that diabetic patients visit their doctors and submit themselves to medical examinations before coming to Haj,” said Al-Turki.

Health leaflets for pilgrims released

RIYADH: MD RASOOLDEEN | ARAB NEWS STAFF

Thursday 4 October 2012

The Ministry of Health released yesterday more than 1 million brochures in five different languages spelling out this year’s health guidelines for distribution among Haj pilgrims.

According to an official from the Health Ministry, the brochures advising pilgrims of the precautionary measures against health problems have been printed in Arabic, English, French, Urdu and Bahasa Indonesia.

He added that the leaflets would inform the pilgrims on the health guidelines to be followed during their stay in the holy cities of Makkah and Madinah. In addition to these brochures, the ministry will also distribute leaflets containing images of what the pilgrims should do and should not do during their stay in the holy cities. Besides focusing on food poisoning, the official said this year the ministry would monitor any incidence of a coronavirus among pilgrims.

A new strain of the coronavirus has been detected in three patients recently causing the death of two of them. The virus is considered one of the etiological agents of the common cold.

The official said people should be careful when they mingle in mass gatherings. “It is advisable to wear masks in crowded places and change them frequently,” he said, adding that they should also pay special attention to personal hygiene and hand cleansing. Covering the mouth and nose while sneezing would also help prevent the spread of the disease. To prevent food poisoning, pilgrims have been asked not to keep their cooked food for more than two hours. They have also been requested to wash fruits and green leaves before consumption. “Meat and vegetables should not be washed together.” To avoid infection, pilgrims have been requested to wash their hands thoroughly with soap and water or disinfectant, especially after coughing or sneezing, to maintain personal hygiene. They are advised to use napkins when coughing or sneezing to cover their mouth and nose. Personal hygiene as well as hygienic cooking, storing, transporting and serving methods are important to avoid diarrhea and vomiting, food poisoning, dysentery, typhoid and cholera. Hands should be washed before one takes one’s food. Disposable shaving kits should be used.

Wearing a mask made of cloth during various Haj activities will help prevent the spread of respiratory infections such as cold, cough, sore throat and pneumonia.

Covering the face with a towel while sleeping in congested rooms also helps prevent respiratory infections.

Diagnosed cases of diabetes, high blood pressure, heart disease, asthma, arthritis, migraine, epilepsy, skin diseases, psychiatric illnesses and gastric ulcer should be properly controlled with appropriate treatment.

Prior to the commencement of the Haj season, the Foreign Ministry, on the advice of the Health Ministry, sent out circulars to all its embassies abroad indicating the quarantine requirements in the respective countries for the issuance of pilgrim visa.

Health Ministry spokesman Khalid Al-Mirghalani said the Kingdom had been carefully monitoring developments that are taking place throughout the world in the field of infectious diseases. He pointed out that the stipulated requirements in the new circular were in line with the World Health Organization’s requirements to control the spread of infectious diseases.

Political use of Haj

will not be tolerated

MINA: ARAB NEWS

Thursday 4 October 2012

Authorities in Makkah have warned that any attempt to exploit Haj for political or any other purpose will be dealt with an iron hand.

“The huge Islamic gathering of Haj will not be allowed to deviate from its acknowledged purpose. Any attempt to exploit Haj taking place at this holy land for any purpose other than the holy rites will not be tolerated,” Commander of the Haj Security Maj. Gen. Saad Al-Khelaiwi said, while speaking at a meeting of the commanders and officers of the public security for Haj in Mina yesterday.

Director General of Public Security Gen. Saeed Al-Qahtani chaired the meeting.

All departments of the Public Security are fully geared up to ensure smooth conduct of the annual pilgrimage under the supervision of Interior Minister Prince Ahmed who is the chairman of the Supreme Haj Committee, Al-Qahtani said.

The authorities are keen to ensure the safety and security of all pilgrims and remove any difficulties the pilgrims might face while discharging their religious duties, Al-Khelaiwi said.

He added that this year 2,951 cameras are installed to monitor the movement of pilgrims at the holy sites and the central zone, and on ring roads in addition to 13,000 cadets from the various training institutes of public security to help the security forces during the pilgrimage.

King’s dialogue initiative

focus of international seminar in

Malaysia

JEDDAH: P.K. ABDUL GHAFOUR | ARAB NEWS STAFF

Thursday 4 October 2012

Custodian of the Two Holy Mosques King Abdullah’s interfaith and cultural dialogue initiative is the focus of an international seminar organized by Madinah Islamic University (MIU) at the International Islamic University Malaysia, beginning today.

“The seminar will discuss a main working paper and nine research papers on the topic,” said Muhammad Al-Oqla, president of MIU. The seminar aims at promoting King Abdullah’s interfaith initiative and highlighting the role of Saudi Arabia and Malaysia in spreading a culture of peace, he added.

Al-Oqla emphasized the need to restructure human relations based on justice, tolerance and peaceful coexistence. “ We have to remove the negative perceptions regarding the relation between Islam and other cultures and rebuild confidence between them,” he said.

The seminar will focus on two main topics. The first is Saudi Arabia’s cultural and interfaith dialogue initiative, King Abdullah’s speech at the UN General Assembly and the Kingdom’s leading role in the last five decades in promoting dialogue between the followers of different cultures and religious faiths.

The second topic focuses on Islam and other faiths and cultures and the need to promote dialogue among them to reinforce world peace and stability. Speakers will discuss how to remove the obstacles facing the initiatives to build mutual confidence.

Speaking about the seminar, Saudi Ambassador to Malaysia Fahd bin Abdullah Al-Rasheed emphasized the importance of peaceful coexistence between the followers of various religions and cultures. “Nobody can live in this world in isolation from his or her local and international community,” he said.

Al-Rasheed commended King Abdullah for his interfaith dialogue initiative, saying it reflects his wisdom and farsightedness. “Our dialogue represents support for faith in God against atheism, for goodness against evil, for justice against injustice, for peace against conflicts and wars and for human fraternity and against racism,” he quoted the king as saying.

Jamil Khir Bahroom, minister in the Malaysian prime minister’s department, called for building bridges of cooperation and dialogue between the various religions and cultures.

“Any initiative aimed at bringing together people of different cultures on a common platform is a great thing that should be encouraged and supported.” Bahroom congratulated the two universities for organizing the seminar. “We have to strengthen a culture of dialogue, peace and security and a culture of mutual respect and understanding.”

Zaleha Kamaruddin, rector of the International Islamic University Malaysia (IIUM), was all praise for the king’s dialogue initiative, saying it is the right solution for the many geopolitical and cultural challenges. “King Abdullah’s initiative is a befitting answer to the clash of civilization theory,” she said, adding it would contribute to strengthening balanced international relations. She referred to a Qur’anic verse that urges Muslims to cooperate with other communities.

Abdul Aziz Berghout, IIUM deputy rector for international relations, stressed the seminar’s importance. “It comes at a time when the world is badly in need of dialogue in order to strengthen human unity and promote global peace and stability,” he said. The followers of different faiths should work together to resolve the various pressing problems facing humanity, he added.

Malaysian Haj mission

values Saudi efforts

JEDDAH: NADIM AL-HAMID

Thursday 4 October 2012

The representative of the Malaysian Haj mission has said he is proud of Saudi government’s efforts in serving pilgrims in general and Malaysians in particular. The services of all sectors operating during Haj resulted in an adequate atmosphere for pilgrims to perform their rituals in ease and comfort.

Ismael Ahmad was speaking while visiting the United Agents Office, the agency responsible for the transport of pilgrims to and from their dwellings, in Makkah on Wednesday.

He commended the office’s staff efforts at the country’s land, air and sea crossing points, saying that the office’s operational plan this year was flexible in terms of finishing quickly the pilgrims’ procedures and transportation of their luggage compared to past years.

“The facilities we have this year and the cooperation of the United Agents Office and the (permanent diplomatic) Malaysian mission contributed to the distinguished services for Malaysian pilgrims,” he said.

The United Agents Office operative plan for this year’s Haj includes the recruitment of 8,500 people on seasonal jobs, such as administrative and on-the-field employees at 16 crossing points.

All services have been introduced as per the directives of the government of Custodian of the Two Holy Mosques King Abdullah.

The office receives pilgrims who speak more than 170 languages and assists them in finishing their procedures and taking them to their different places of stay.

The office Vice Chairman Mahmoud bin Jameel Hassouba said all workers were Saudis. He said this year’s plan was based on a “more realistic” method after the office studied the mistakes of the past years.

The study resulted in the development of several sections and departments including ones for reception, guidance and transportation in a way that combines a smoother introduction of services with quality and sufficiency.

The office uses highly qualified employees such as university professors and experienced agents.

Coronavirus no threat to pilgrims

CAIRO: ARAB NEWS

Thursday 4 October 2012

Health Minister Dr. Abdullah Al-Rabeeah has assured the world that the coronavirus does not pose a threat to Haj and Umrah pilgrims.

In a statement at the end of the 59th meeting of the Regional Committee for the East of the Mediterranean at the regional headquarters of the World Health Organization in Cairo yesterday, Al-Rabeeah said: “The health condition of pilgrims is satisfactory. They are free from any kind of infectious diseases.”

The Ministry of Health has taken all necessary steps to ensure the well-being of Haj pilgrims with 22,000 medical staff and eight hospitals in the holy sites and more than 150 health centers in Madinah apart from a number of hospitals, the minister said.

Al-Rabeeah, who leads the Kingdom's delegation to the meetings, stressed the Kingdom’s keenness to combat noncommunicable diseases, pointing out that the country has contributed actively in the regional and international conferences in this field.

In addition, Dr. Al-Rabeeah will sign Saturday a contract to set up SR1.187 billion worth specialized medical centers in the King Fahd Medical City. This is in line with the royal order to establish or expand medical cities and specialized hospitals in various parts of the Kingdom.

ABTA: Pilgrims should avoid unlicensed

travel companies when booking Hajj trips

8th Sep 2012

The Association of British Travel Agents (ABTA), a UK-based association of travel agents, has issued a warning regarding the practices of unlicensed travel companies to UK travellers journying to Saudi Arabia for Hajj.

With 25,000 pilgrims estimated to be heading overseas to Saudi Arabia from the UK for Hajj which takes place between 24 & 29 October 2012, ABTA is warning all potential Hajj pilgrims about the dangers of booking with unlicensed travel companies, which every year sees individuals paying for travel arrangements that are sub-standard, or in the worst cases, non-existent, leaving victims out of pocket by thousands of pounds.

Every year pilgrims pay thousands of pounds for specialist Hajj flight and accommodation arrangements. However, pilgrims should be aware of the dangers of booking with unlicensed travel companies. By UK law, if a travel company books a customer on a flight-based package holiday, they must have an ATOL licence in place to ensure the customer is financially protected in the event something goes wrong. In addition if the companies are not members of ABTA, they are not policed by ABTA’s Code of Conduct which ensures customers receive high standards of service, fair terms of trading and accurate booking information. ABTA membership also means that if something should go wrong before or after the trip pilgrims will be able to use ABTA’s cost effective and swift complaint handling service.

The City of London Police are so concerned about this problem that they have produced a leaflet for Hajj pilgrims giving sensible advice, but also encouraging victims of fraudulent traders to report the matter to the police. Currently only 10% of victims of Hajj fraud are estimated by the Association of British Hujajj (pilgrims) to report the crime.

Steve Abrahamson ABTA Risk, Claims & Membership Administration Manager said: “Every year the police and Trading Standards offices have to deal with cases of Hajj pilgrims who have lost substantial amounts of money or arrived in Saudi Arabia to find that their accommodation and other travel arrangements are of a much lower standard than they had paid for. For many Hajj is a once in a lifetime trip and fraudsters don’t just steal pilgrims’ money but the opportunity to fulfil a religious duty.

Whether you are offering a hajj trip or a holiday, the same laws apply and companies must have an ATOL licence when selling flights and accommodation as a package or act as an agent for a company that does. Hajj pilgrims should always check that they are legitimate ABTA members and that they hold an ATOL licence when booking. Also we would strongly encourage all victims of fraud or misrepresentation to go to Trading Standards offices or the police so that we can finally put a stop to this unscrupulous and dishonest practice.

The Director of the National Fraud Intelligence Bureau Det. Supt. Dave Clark advises pilgrims to be vigilant when booking their trip. He also emphasised how important it is to report this type of crime to the police or Action Fraud. It cannot be stressed enough how important it is to follow his advice which can be found on the NFIB website http://www.nfib.police.uk/hajj-2012-latest-advice.html if these matters are not reported fraudsters will continue to target the Muslim community.”
