Deportation of Nigerian

female pilgrims gulped over N1bn

•The USA connection
•Nigerian envoy in Mecca accuses Saudi
of violating Geneva Convention

Haj Terminal, Jeddah

Written by Hassan Ibrahim, Regional Editor, North-West Sunday, 30 September 2012

AN estimated N1 billion may have been lost as a result of the deportation of Nigerian female pilgrims from Saudi Arabia, experts have said.

This is coming on the heels of accusation by the Nigerian envoy in the Kingdom of Saudi Arabia, Alhaji Abubakar Shehu Bunu, who said that the authorities in the holy land had allegedly violated the Geneva Convention when they blocked him and his team from reaching the distressed female pilgrims at the airports.

Bunu, who could not hide his anger, told the Voice of America (VOA) Hausa Service in an interview monitored in Kaduna at the weekend that it was unfortunate that the Saudi authorities denied them access to the female pilgrims while they were in detention at the airports, which was a violation of the Geneva Convention that was soft on the women folk.

However, a group, the Arewa Youth Forum, has called for the immediate resignation of the ambassador for alleged poor handling of affairs in the holy land and accused the United States of America (USA) of complicity in the unwarranted deportation of the Nigerian female pilgrims.

They said that since the USA was always behind Saudi Arabia and had enormous control over the major international organisations across the world, the Kingdom could trample upon the rights of Nigeria and Nigerians and remain unchallenged.

AYF also called for the immediate reorganisation of all state agencies handling hajj matters in Nigeria for not “being proactive” and advocated the injection of fresh blood into the system in line with the demands of modern times.

The AYF said from their investigation, over one billion naira might have been lost as a result of the deportation of the female pilgrims from Saudi Arabia to Nigeria and sought for adequate compensation for the distressed women.

According to AYF leader, Gambo Gujungu, hajj is a multi-billion dollar business and Nigeria had always been the favourites of Saudi traders, who he was sure, might not be happy with the current diplomatic row.

He, however, expressed delight that reports emanating from the National Hajj Commission of Nigeria (NAHCON) indicated that all the affected pilgrims would be taken care of and would not lose a kobo due to the problem encountered.

Gujungu sympathised with the victims and appealed to Islamic clerics to admonish them on the importance of destiny in Islam, as all actions, whether good or bad, are not beyond the control of the Almighty.

Ambassador Bunu had said in an interview that hard as they tried to convince the Saudis on the need to settle the matter amicably, they failed to respond in writing but were only giving verbal excuses.

The envoy said the Saudis stood their ground and only allowed aged women to gain entry into the holy land.

He still expressed optimism that the relationship between Nigeria and Saudi Arabia would continue to flourish in spite of the diplomatic row.

On whether the Saudi authorities were skeptical that some of the women would defect after the pilgrimage, he explained that they had written a letter of undertaking that all the women would be returned to Nigeria after the hajj rituals but the Saudis did not agree.

In his remarks, Sheik Khalil Rano, while speaking from the United Kingdom, said the issue of Muharram (male guide) had been raised some years back but the matter died down.

According to him, “every right thinking person should know that Nigeria contributes a lot to the economy of the Kingdom of Saudi Arabia. Therefore, Nigeria’s integrity must be restored in the eyes of the world and Nigerians too must respect themselves. It is quite disheartening that they didn’t respond in writing to the Nigerian envoy, the disrespect Saudi authorities have for Nigeria is distasteful. I remember when they brought up the issue of cholera and belittle Nigerian pilgrims.”

One of the affected pilgrims, Hajiya Fatima said the manner in which they were maltreated made it appear as if Saudi Arabia had a problem with Nigeria, or perhaps does not want Nigerian female pilgrims to visit the holy land.

“The extent of the humiliation has made performing the hajj to be less attractive to many, even if they will be given a free hajj ticket. It was sad that some women had to wrestle with the Saudi officials, some of us were beaten. Funny enough, our fellow male pilgrims were running away from us that we shouldn’t implicate them,” she said.

She, however, disagreed with the position of the Arewa Youth Forum, saying the ambassador had really tried his best.

Alhaji Musa Sayyadi, who abandoned the onward journey to the holy sites and returned to Nigeria together with his wife because she was blocked by the Saudi officials, lamented over the ill treatment which he linked to alleged contradictions at the visa issuing offices. He agreed that his wife’s visa had the name of her father and the Saudi officials insisted that the father must be present before his wife would be allowed entry into the holy land.

He said that since hajj was a religious obligation, he would still perform the pilgrimage whenever the diplomatic row is settled.

NAHCON’s Director of Operations, Abdullahi Mukhtar Mohammed, expressed sadness over the complicity and appealed to the pilgrims to exercise patience. He said oftentimes there were mistakes from the visa issuing authorities, as a man’s photo could be erroneously placed on a woman’s visa because of the high pilgrim turn- over. He said such normally happened in spite of the fact that states took so much time to ensure that such mistakes were avoided.

He explained further that at the risk of not sounding immodest, there had been no time that names must tally before people were allowed entry and recalled a certain issue related to that of entry into the holy land, which he said was communicated to them when the duration of 15 days had lapsed, causing many to fall victims.

Mukhtar said from the first plane that flew Nigerians to the holy land up to the 15th, no one was molested but subsequently, the Saudi officials started intercepting pilgrims at Jeddah while those in Medina were welcomed. But as soon as the Medina officials heard of the change of protocol in Jeddah, they too started interrogating and blocking female pilgrims. He wondered if the Kingdom was operating different laws.

The ambassador corroborated the position of Mukhtar, saying the Kingdom had not informed them of any change in their hajj policy, adding that the widespread belief that women committed atrocities in the holy land was an allegation that still remained not proven for any action to be taken. He therefore said it was unfair for the women to have that kind of inhuman treatment.

Sheik Rano recalled that the Saudi Kingdom came into being with the assistance of some notable Nigerians but regretted that overtime, many Nigerians belittled themselves and had not complied with rules and regulations governing conduct.

“Many people go there to smear the image of Nigeria, we must return to the basics. Ambassadors anywhere in the world are representatives of their presidents who must be respected, but the reverse was the case on the part of the Nigerian envoy in Saudi Arabia,” he said.

Mukhtar, however, assured that the Federal Government was deeply worried and had taken steps towards resolving the matter and Allah willing, all the affected pilgrims would be able to witness the highly cherished moment on the plains of Arafat.

Religious healing

“ruqyah” to be controlled

RIYADH: ARAB NEWS

Monday 1 October 2012

Authorities are currently working out legislation to control “ruqyah” or religious healing, Al-Watan newspaper reported.

The government aims to prevent the misuse of religious healing by issuing licenses to practice it.

The newspaper said the law considers practice of ruqyah by expatriates as violating the terms of their work contracts, and those expats should be arrested and deported to their countries.

Sources said under the new law, licenses would be granted to people with a sound knowledge of Shariah. Accounts will be kept of income gained from practicing ruqyah.

Some of those who have made religious healing as a career have turned their houses into money-making factories, making more than SR 30,000 a month, the sources said.

They sell water and oil to the gullible, convincing them of their healing properties. The move came after reports appeared in the media of many incidents and mistakes made by ruqyah reciters as a result of the absence of a rule to control their activities.

“Some of those who practice ruqyah even commit sexual assaults on women, beat people, or convince patients they are possessed by jinns, said Othman Al-Othman, a consultant at the Commission for the Promotion of Virtue and Prevention of Vice (Haia).

He also said that numerous departments, including his, had conducted studies to apply the new project to control the ruqyah practice.
He said there is already a functioning committee that controls religious healing in the Kingdom by preventing people from violating Shariah.

“Haia has nothing to do with license issuance for ruqyah,” said Al-Othman, adding that the ease with which anyone can start practicing ruqyah had led to the current situation.

Disposal of waste

at holy sites ‘biggest challenge’

JEDDAH: ARAB NEWS

Monday 1 October 2012

The national strategic committee for Haj reviewed the preparations for Haj and Umrah on the eve of new pilgrimage season. The committee said waste management in holy places, especially in Mina, is the biggest challenge facing the pilgrimage season. They discussed ways to dispose of garbage in record time and sought the possibility of constructing buildings instead of camps in Mina.

The committee said the lack of toilets also posed a challenge and suggested provision of more toilets. Inadequate food transportation services for the pilgrims are another obstacle and cooking in camps using primitive means should be avoided, said members of the committee.

Committee member Fayez Jamal explained that a scientific study had been designed to provide pilgrims with more comforts and security and enable them to perform the rituals with ease.

“Around 1.7 million pilgrims from abroad and 4 million from inside the Kingdom are expected to arrive for Haj and all of them will meet in a limited geographical area during this period,” he added. Khalid Maimani, chairman of the Human Resources Management Committee at King Abdulaziz University, said it is necessary to take into account the current economic dimension of Haj season, as the services offered by Haj organizations have remained constant for the last 30 years.

He said that although the Jamrat Bridge is massive, some people have complained of congestion. The bridge has five floors and measures 18 meters in width and has 12 exits and entrances.

He stressed the need to find appropriate solutions to perform Haj in the next 13 years in summer, when temperatures will be high in Makkah and other holy sites.

Brig. Nasser Al-Mutairi, training director of the Coast Guard, said security agencies would post signboards in all languages to guide pilgrims in Makkah.

He said the government of Custodian of the Two Holy Mosques King Abdullah gives great importance to security and safety of pilgrims throughout their stay in the country. Government machinery will be used to the maximum extent to ensure security in Makkah and Madinah.

A committee member said Saudi Arabia has considerable experience in the management of crowds. “The Kingdom has been dealing for decades with pilgrims of different nationalities, speaking different languages, belonging to different cultures, different Islamic sects,” he added.

British Haj Delegation launched in UK

01 October 2012 - 15 Thul-Qedah 1433 H

LONDON — The British Haj Delegation (BHD), a new charitable organization, was launched at the Islamic Cultural Centre in London on September 29.

The new organization is headed by Lord Adam Patel, the former leader of the official British Haj Delegation from 2001-2009. Since 2010 the British government had been sending a British consular delegation responsible for the pilgrims.

Dr. Ahmad Al-Dubayan, Director General of the Islamic Cultural Centre, welcomed the new organization and cited the remarkable initiative by the British Muslim community to help Hajis. He said that as far as he knew, there was no similar organization in Germany, France, Italy, Spain or any other country in Europe. He also said that it was now the Muslim community’s task to continue this initiative and to let it flourish and develop.

On behalf of the British Muslim community, Dr. Dubayan acknowledged the efforts of the Saudi Embassy in the UK for tackling problems related to the facilitation of the Hajis. He also appreciated the continuous support of Abdul Rahman Al-Aneezi, Counsellor of the Saudi Embassy in UK.

The Ministry of Health in Saudi Arabia was also praised for providing commendable services to the Hajis every year.

Dr. Dubayan further said that taking care of around four million Hajis who come from all walks of life is not an easy feat. He said that managing a pilgrimage of such a magnitude every year is indeed remarkable because the guests of Allah are given special care and attention.

Al-Aneezi said that Haj is a true reflection of the principles of Islam because all Muslims stand equally in the eyes of God. He said that the occasion of Haj is a golden opportunity for Muslims, as they can learn more about their brothers and sisters in Islam who hail from different countries, highlighting that Islam teaches the message of compassion, tolerance, care, and cooperation with others.

Al-Aneezi further said that the Saudi authorities are always devising ways to improve their services at the two Holy Mosques in order to meet the needs of the proliferating number of Hajis every year. He also enlightened the audience about the plan of King Abdullah, Custodian of the Two Holy Mosques, to expand the Prophet’s Mosque in Madinah.

Patel said that the main aim of the BHD is to take care of the British pilgrims and other Hajis in Makkah, praising the commitment and selfless dedication of the doctors who voluntarily give up 16 days of their time each year.

Patel said that according to a report commissioned by the UK Government Foreign and Commonwealth Office, an estimated amount of around one million pounds is saved every year because of the work carried out by the BHD. He said in the last 11 years they have supported over 30,000 people.

He also said that if the Olympics and Paralympics hosted in London took so much planning, then one can imagine the amount of time and work that goes into the care of the large number of Hajis every year.

Impressed by the Saudi government’s ability to meet the challenges every year, Patel highlighted the works done at some of the key holy sites. These include the expansion of the Haram and the Jamarat, the Mashair train that runs between Makkah, Mina, Muzdalifah and Arafat, among many others. He also thanked the Ambassador of Saudi Arabia to London Prince Mohammad Bin Nawaf and his officials for their unrelenting support over the years.

Dr. Ali Hamed S. Al-Ghamdi, Health Attache from the Saudi Cultural Bureau in UK, said that during the Olympics the UK government sought advice from the Saudi government on crowd control.

Lutfur Rahman, Mayor of Tower Hamlets, and Baroness Paula Uddin also addressed the gathering and promised cooperation.

Al-Madinah
Al-Munawarah

Capital of Islamic Culture 2013

Islamic Cultural Capitals

Every year a handful of cities across the Islamic world are chosen to be Islamic Cultural Capitals; cities which are emblematic of the best that contemporary and traditional Islamic culture has to offer.

The Islamic Educational, Scientific and Cultural Organisation (ISESCO), based in Rabat, Morocco, has the ambitious plan of strengthening, promoting and consolidating cooperation between the member states, through education and scientific projects. One such project is the naming of three or four cities each year as Islamic Culture Capitals; one each in Africa, the Middle East and Asia. It gives the cities an opportunity to develop their architectural and cultural assets, with the view of educating the people about the importance of history in their region.

The cities chosen for 2012 are: Najaf, Iraq; Dhaka, Bangladesh; Niamey, Niger.

In 2013 the cities are: Tripoli, Lebanon; Al-Madinah al-Munawarah, Saudi Arabia; Ghazni, Afghanistan; Kano, Nigeria.

Pilgrims in good health

New flu virus no cause for alarm

01 October 2012 - 15 Thul-Qedah 1433 H

RIYADH — Dr. Abdullah Bin Abdulaziz Al-Rabeeah, Minister of Health, has assured the public that all pilgrims arriving in the Kingdom are in good health.

"They are enjoying good health, thanks to Allah, and no epidemic or communicable disease have been detected among them," he told the media after chairing a Ministry of Health (MoH) Haj Preparatory Committee meeting at the headquarters of the MoH in Riyadh.

Asked about the new type of coronavirus detected in the Kingdom, Dr. Al-Rabeeah said that this virus has a very limited spread. "Only two cases have been detected so far. There should be no reason to worry about it," he said.

Coronaviruses cause most common colds but also cause SARS, or Severe Acute Respiratory Syndrome. In 2003, SARS killed about 800 people worldwide in a global outbreak.

Dr. Al-Rabeeah pointed out that no vaccine for it has yet been developed in general. "However, the Ministry has taken the necessary precautionary measures in this regard at all ports of entry for pilgrims, whether air, sea, or land. The Ministry has mobilized its resources to face any epidemic," he said.

The minister also talked about preparations being done by the MoH toward providing healthcare services to pilgrims at the Haj sites in Makkah.

"This year we are mobilizing around 20,000 healthcare workers to service the pilgrims. And we have prepared this year eight hospitals, including a new 236-bed hospital east of Arafat shrine and recruited 320 healthcare professionals, " he said.

"They are recruited under a visiting healthcare manpower program, a special program to attract experts in rare specialties, including critical and intensive care and emergency, in order to serve pilgrims and provide quality healthcare services to them as we do every year," he said.

Haj companies blame
higher fees on government

JEDDAH: ARAB NEWS

Domestic Haj service providing companies have decided to hike the fees for their services by 30 percent this year.

One of the reasons given by the companies is that they will have to hire additional workers at a higher cost to make hurried arrangements to receive pilgrims because of the delay on the part of the Haj Ministry to allocate spaces for each company at the holy sites.

Another cause is the rise in the price of meat and other foodstuff, a member of the Haj committee at the Jeddah Chamber of Commerce and Industry (JCCI), Abdullah Al-Sharif, said.

Al-Sharif, who also runs a domestic Haj service company, added that in the past, companies used to receive the space more than 45 days before the Haj, but this year the allocation had been very late. He said the remaining days were not enough to build tents and get the utilities in place. The situation makes it imperative on the companies to hire workers at very high cost, he said.

Al-Sharif blamed the ministry for not completing the distribution of the mandatory licenses to the companies sufficiently early even though nearly a year had passed since the companies sent their applications to the ministry for licenses. Only licensed companies have the right for space at the holy sites.

Another member of the JCCI Haj committee, Muhammad Basfar, agreed with Al-Sharif’s view on the cause of the hike in service charges pilgrims would have to pay, but said it was unreasonable to increase the fees with more than 20 percent.

“Constructing tents in two weeks will be less costly than constructing them in one week. When the Haj gets closer, workers demand unreasonably high wages,” he said.

On the other hand, undersecretary at the Ministry of Haj Hatim Qadi denied that the ministry was responsible for the delay in the renewal of licenses to domestic Haj service companies. “There is a delay in renewing licenses in the case of companies that are facing court action because of complaints from Umrah pilgrims,” he said.

The ministry completed the allocation of spaces for domestic companies on Saturday, Qadi added, urging the companies to prepare pilgrim tents as early as possible.

He also appealed to the companies not to demand exorbitant fees from pilgrims who are staying at the holy sites only to worship Allah.
He put the number of licensed Haj service providers this year at 224.
According to reports, last year more than a million domestic pilgrims performed Haj.

Pilgrims free of diseases

RIYADH: MD RASOOLDEEN

Tuesday 2 October 2012

Health Minister Dr. Abdullah Al-Rabeeah said yesterday that all Haj pilgrims are safe and his ministry has not detected any epidemic diseases or malaria among the Haj pilgrims this year.

Al-Rabeeah said the pilgrims, who have already arrived in Makkah and Madinah, are in sound health. He also specifically said there is no incidence of malaria.

Although the coronavirus is still prevalent, there is no cause for alarm, said the minister. So far, he said, only two people were diagnosed positive for the disease.

Ministry officials are closely watching the movement of the virus. “We have alerted all the ports of entry in the Kingdom to check any suspected cases among pilgrims and regular travelers.

Most people infected with coronavirus are likely to recover after receiving the necessary treatment. This is a simple supportive medicine meant to prevent complications. Nonetheless, in rare cases, a species of this virus entails acute complications to the respiratory system and kidneys, which may lead to death. Particularly vulnerable are the elderly and those suffering from chronic heart and chest diseases or immunodeficiency.

Prior to the start of the Umrah and Haj season, the Ministry of Foreign Affairs sent out circulars to its embassies abroad indicating the quarantine requirements in the respective countries for the issuance of the pilgrim visa.
This year, the Kingdom focused on diseases such as yellow fever, meningitis, seasonal influenza, polio and food poisoning. Stipulated vaccines should be given 10 days before the date of departure to Makkah and Madinah. The ships and aircraft carrying pilgrims have been advised to produce a certificate that the carriers are free of mosquitoes.

Al-Rabeeah said that each year his ministry focuses on preventive and curative measures and keep adequate stock of medicines to treat a large number of patients in case of an emergency.

He noted that health officials have been deployed at strategic locations in the holy cities to treat sick pilgrims. This year, he said the ministry has opened a 236-bed hospital in the east of Arafat. This hospital has 50 beds in its intensive care unit. There will be an additional 320 specialized medics and paramedics in rare fields to work on intensive care, emergency and other important areas. Besides the primary health care centers in the holy cities, the minister said that there would be eight large hospitals to serve the pilgrims.

He said the ministry has hired some 20,000 people to support the government team of officials who are working in the holy cities.
