King to lay foundation stone for biggest
expansion of Prophet’s Mosque

24 September 2012 - 08 Thul-Qedah 1433 H

MADINAH — King Abdullah, Custodian of the Two Holy Mosques, is scheduled to lay the foundation stone for the biggest expansion project for the Prophet’s Mosque, apart from more than 10 mega-development projects, during his visit to Madinah, Monday.

Prince Abdul Aziz Bin Majed, Emir of Madinah Region, said that King Abdullah’s visit was in line with the monarch’s concern for the conditions of the citizens and his desire to see to their needs, as well as his keenness to develop Madinah and complete the mega-development projects in different fields.

This expansion is considered to be the biggest following King Fahd's expansion of the Prophet’s Mosque. The project will accommodate huge numbers of visitors to the Prophet’s Mosque, besides worshipers at peak hours during the Haj and Umrah seasons. The expansion is designed to help the huge number of worshipers to perform their prayers with ease, comfort and peace of mind.

The expansion project is set to commence immediately after the Haj season this year. The demolitions will start after the contractor cuts off all the services to the buildings to be demolished. This will be done after all financial entitlements are handed over for expropriation of properties.

The number of properties to be demolished has reached 100, distributed in the eastern and western sides. The total compensation for an area estimated at 12.5 hectares has reached SR25 billion.

King Abdul Aziz Library will be the most prominent structure to be demolished west of the Prophet’s Mosque, apart from the new Haram markets and several well-known hotels.

The project will be carried out in three stages. The first stage will have a sufficient area for 800,000 worshipers, while in the second and third stages, the eastern and western courtyards of the Haram will be expanded so as to accommodate 800,000 more worshipers. The Central Area in the vicinity of the Prophet’s Mosque will be redeveloped almost fully. It will be provided with new services supporting the Prophet’s Mosque.

A comprehensive plan has been laid down toward reducing the increasing pressure by raising the current capacity of 550,000 worshipers to a future capacity of 780,000 worshipers. This will be done through the expansion of the Haram’s eastern and western courtyards, taking into consideration the flow of pedestrians that requires further expansions.

According to the project plan, the general and social courtyards surrounding the Prophet’s Mosque will be improved. The hotels included in the expansion can continue to operate until the site is readied for the expansion projects. The hotels will then be demolished due to the need for 12.5 hectares of land for facilitating the northern expansion.

The canopies project of the Prophet’s Mosque is one of the mega-projects that King Abdullah has issued directives for. The number of canopies has reached 182, and 68 more canopies will be added in the eastern courtyards. These will cover an area of 143,000 square meters surrounding the Prophet’s Mosque from all four directions. About 800 worshipers can pray under each canopy.

Am I the only one worried....

“Rasul Allah (sal Allahu alaihi wa sallam) addressed the people asking three times, ‘Yaum al-khalas, and what is yaum al-khalas. Yaum al-khalas, and what is yaum al-khalas.’ Somebody asked, ‘What is this yaum al-khalas?’ The Prophet (sal Allahu alaihi wa sallam) said, ‘Dajjal will come and climb Mount Uhud. Then he will say to his friends, ‘Do you see that white palace (qasre abyad)? That is Ahmed’s masjid.’ Then he will come towards Madina Munawwara but on every path he takes he will encounter an angel with an unsheathed sword. Then he will go towards Sabghatul Jarf and will strike his camp and Madina Munawwara will be jolted thrice as a result of which every munafiq (hypocrite) man and woman and fasiq (habitually sinning) man and woman will leave Madina and go with him. In this way Madina will be purified of sinners and this is yaum al-khalas (the day of relief).’” [Mustadrak]

I think the 800,000 is only for the court yard and the 750,000 is actually for the Moasjid, Allahu Alum.

Jazakallahu khair brother Muadh for the Hadith.

For arab readers...
25 billion compensation expropriated property

Start the implementation of the new expansion of King Abdullah
to the Prophet's Mosque after Hajj

September 24, 2012

Manama A Kuwaiti official has confirmed that Saudi Arabia has apologised to more than 40 countries for ruling out their requests to increase their Haj (pilgrimage) quota for this year.

“Kuwait is among the countries that have been officially told that the ongoing expansion projects in both Makkah and Madinah make it impossible to increase the Haj quotas,” the endowment and Islamic affairs ministry official told Kuwaiti Arabic daily Al Watan.

Kuwait in April made a request to the Saudi Haj ministry to increase its quota from 8,000 to 18,000, the official said.

An initial accord boosted Kuwait’s quota to 14,000 applicants – 10,000 Kuwaitis and 4,000 expatriates living in Kuwait. The agreement also stipulated that 1,250 stateless Arabs would be allowed to go to Makkah for Haj, the fifth pillar of Islam that must be performed at least once by all physically and financially capable Muslims.

However, Kuwait later received an apology from the Saudi authorities that the quota could not be increased and that last year’s figures would remain.

Kuwait officials are still working on securing an increase in the quota to enable the highest number of people to go to Haj, the official said.

A Haj quota was introduced in 1987 following an agreement by all member countries of the Organisation of Islamic Cooperation (OIC) that the number of pilgrims allowed by each country would be 0.1 per cent of its population.

Officials said that the quota was introduced to ensure that the sacred grounds could accommodate the increasing number of pilgrims from across the world.

Unlike foreigners, Kuwaiti nationals do not need visas to enter Saudi Arabia under an agreement between the six members of the Gulf Cooperation Council (GCC) — Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE — to waive restrictions on travel within the bloc for nationals. However, the GCC nationals need to register with a Haj agency to be able to enter Makkah during the Haj season.

Under Saudi Arabia’s laws, no Haj applicant can enter the country if he or she is not registered with a tour operator.

The rule is in place to ensure there are no clandestine operations or the smuggling of people into the country on the pretext of performing Haj, Saudi officials said.

Riyadh has also often reported that several Haj applicants overstay their pilgrimage visas and seek to settle in Saudi Arabia without proper documents.

Around three million people performed Haj last year.

Haj, based on the lunar calendar consisting of 12 lunar months in a year of 354 or 355 days, is expected to start on October 24-29 this year.

Book highlights Islamic identity of the Kingdom

JEDDAH: ARAB NEWS

Monday 24 September 2012

The King Abdul Aziz Foundation (Darah) has published a new book containing the historic speech made by Vice Custodian of the Two Holy Mosques Prince Salman at the Madinah Islamic University last year.

The 146-page book entitled “The Historical and Intellectual Basis of the Saudi State” contains the answers given by Prince Salman to questions raised by the audience as well as analytical press reports on the speech.

In his keynote address, Prince Salman had explained the various phases of the formation of Saudi Arabia, as well as the historical and political phases of the Islamic state in Madinah, and Omayyad and Abbasid dynasties.

Prince Salman emphasized the Kingdom’s adherence to Islamic teachings. “Article one of the Kingdom’s Basic System of Governance states that it is an Arab and Islamic state, its religion is Islam and its constitution is the Qur’an and Sunnah.” Articles Seven and Eight of the same law state that the Kingdom’s rules and regulations would be based on the Qur’an and Sunnah. The Kingdom will also establish justice and equality and follow the Shoura system in accordance with Shariah, the law added.

In his speech, Prince Salman commended the efforts of Custodian of the Two Holy Mosques King Abdullah for the success of Islamic causes and in the service of the Two Holy Mosques as well as for the progress and prosperity of the Saudi people.

Unqualified foreign drivers cause
60% accidents involving pilgrims

EDDAH: ARAB NEWS

Monday 24 September 2012

Unqualified foreign drivers who do not know how to drive buses and heavy vehicles are the cause of about 60 percent of the traffic accidents involving Haj pilgrims, Asharq Al-Awsat Arabic daily reported yesterday, quoting officials of private transport companies.

The company officials expressed their fears about the possibility of more such accidents, especially due to the recruitment of bus drivers from far off countries like Eastern Europe.

Lt. Ali Al-Zahrani, deputy spokesman of the traffic department in Makkah, downplayed the number of bus accidents in the city, adding that it represented only 1 percent of the total. “It’s very low compared to other countries,” he told the newspaper.

Al-Zahrani said his department would not allow anyone to drive a bus if they did not possess a heavy vehicle driver’s license. Muhammad Ateef of Umm Al-Qura Transport Company said most transport companies recruited drivers from foreign countries for seasonal work during Haj and Umrah, adding that most of these drivers were not fully qualified to drive in the Kingdom.

Some Tawafa organizations ask their drivers to drive buses fast to reach their destinations. For example, they are told they have to reach Madinah from Makkah within three hours.

Khaled Al-Yahyawi, an investor in the sector, said about 100,000 pilgrims did not use buses for moving between the holy sites of Mina, Arafat and Muzdalifah. Instead, they use the Mashair Railway. He estimated that about 60 percent of accidents were caused by unqualified drivers who did not follow basic safety rules.

A study conducted by the traffic department in Makkah found that human factors were the cause of 85 percent of accidents that took place in the holy city. The study pointed out that the main reasons for accidents were: speeding, unqualified drivers, traffic violations, lack of concentration by drivers and vehicular problems.

Prophet's Mosque soon

to accommodate up to 1.8m people

YOUSIF MOHAMMAD

Tuesday 25 September 2012

MADINAH: The Prophet's Mosque in Madinah will witness an unprecedented expansion project announced by Prince Abdul Aziz bin Majed, the emir of Madinah province.

Custodian of the Two Holy Mosques King Abdullah arrived Monday night to inaugurate the expansion project and a number of development and service projects.

Crown Prince Salman bin Abdul Aziz, deputy premier and defense minister, arrived earlier.

“With this visit, the king will renew the deep cohesion between him and the people of this country and will reinforce his legacy of continuous giving. He is a great leader who does not spare any effort to complete the tremendous development projects in the province and the rest of the country,” said the Madinah governor.

Madinah residents have been awaiting this visit and the city has made preparations to welcome the king, said the governor.

"The king’s visit is an extension of the attention given to citizens' needs," he added. “The visit is unique as it comes on the occasion of the 82nd national day which gives it special meaning.”

According to the latest census numbers, the population of Madinah stands at 1.3 million while the new expansion project will allow the mosque to accommodate about 1.8 million people.

In order to carry out this expansion, the Madinah Development Authority (MDA) said it will have to remove 23 hotels from the central area around the mosque. The removal of those hotels is expected mean 4,760 rooms less for the city.

But the MDA said 21 hotel projects are expected to be completed this year, which will make up for the shortage.

Prince Abdul Aziz said the overall development plan aims to preserve the city’s spirituality and uniqueness and to attract investment in the province until 2040.

Saudi king inaugurates largest

expansion of Prophet’s Mosque in Medina

Monday, 24 September 2012

Saudi Arabia's King Abdullah arrived in the holy Saudi city of Medina on Monday to “lay the foundation stone for the expansion of the Prophet's mosque,” one of Islam's three oldest mosques in the world.

The 88-year-old monarch had ordered a major expansion of the Prophet's Mosque earlier this year.

The first phase of the project plans to accommodate more than 800,000 worshippers, according to an official Saudi statement in June, adding that the second and third phases will accommodate a further 800,000 worshippers.

Islamic tourism continues to grow rapidly in the kingdom, with tourism accounting for about 3.1 percent of the kingdom's gross domestic product and for about 7.2 percent in the kingdom's non-oil sector last year, according to a report by the Saudi Commission.

Saudi Arabia had also announced earlier this year its ongoing SR80 billion ($21.33 billion) expansion of Makkah's Grand Mosque will eventually allow the Islamic holy site to accommodate 1.5 million worshippers.

Shoura approves use

of Taif Airport for pilgrims

25 September 2012 - 09 Thul-Qedah 1433 H

RIYADH – The Shoura Council has approved the use of Taif Airport for the arrival and departure of Haj and Umrah pilgrims.

The use of Taif Airport will help reduce the pressure on King Abdul Aziz International Airport in Jeddah, a statement by the Council said Monday.
Taif Airport is located 30 km to the east of Taif and 70 km from Makkah.

In 2009, it was upgraded into a regional airport when the General Authority of Civil Aviation (GACA) allowed international airlines to operate from the airport as the city’s population was increasing and also in view of the huge load on three main airports.

The Council during its discussion of two annual reports of the Ministry of Haj also approved that Tawafa establishments for pilgrims from abroad should be responsible for the housing of pilgrims belonging to these establishments.

By Thursday, a total of 109,670 pilgrims had arrived in the Kingdom for this year’s Haj season, according to an announcement made by the Director General of Passports Department Lt. General Salem Bin Mohammed Al-Bilaihid.

More than 20,000 pilgrims had arrived in Madinah by Saturday, according to a report of the Secretariat of the Haj Committee in Madinah.

The Shoura Council also approved recommendations to increase the capacity of Mina, said Bin Metad Al-Hamad, Assistant Speaker of the Shoura.
