Published: Nov 13, 2011 13:28 Updated: Nov 13, 2011 13:28

MAKKAH: A Makkah judge has sentenced an African man to eight months in prison and 300 lashes for practicing black magic near the Jamarat area in Mina on the third day of Haj.

Policemen in the field arrested the 30 year old man after they observed him acting suspiciously.

When they searched him they found many pieces of paper with black magic symbols, in addition to talismans written on his body. The man subsequently confessed to his alleged crimes.

The man had previously been deported from Saudi Arabia but he had managed to come back to perform Haj this year. He will be once again deported after serving his sentence.

Fireproof tents in Arafat planned

13 November 2011

JEDDAH - Authorities are considering a plan to erect flexible and moveable fireproof tents in Arafat.

A four-member committee consisting of representatives from the ministries of Haj, Municipal and Rural Affairs, Public Security and Civil Defense is currently studying the proposal. The project could start in about two months if official approval is given.

The committee said the tents must be designed according to the latest international specifications and should be easily erected, dismantled and preserved.

Maj. Gen. Muhammad Abdullah Al-Qarni, Commander of the Civil Defense in Haj, said the Civil Defense had asked for this project two years ago because of safety and land-usage concerns. The Saudi Standards,Metrology and Quality Organization (SASO) will check the quality of the tents under the direct supervision of the Ministry of Haj.

Al-Qarni said the use of traditional tents in Arafat has always been a source of great worry for the Civil Defense. The proposed tents will solvethisproblem becausethey can be dismantled and preserved easily.

Pilgrims insist on visiting the tomb of "Hawa/Eve" in Jeddah

15 November 2011 - 19 Thul-Hijjah 1432 H

JEDDAH - Every year pilgrims from China, Indonesia, Malaysia, Bangladesh, Afghanistan and Pakistan insist on visiting a cemetery in Al-Amariya District in Jeddah in the mistaken belief that Hawa - the mother of all of humankind - is buried there.

They refuse to go to their home countries until they have managed to say "peace on you" to the dead and our Mother Hawa, reported Al-Madina Arabic daily.

Haji Mahmoud Nimatallah from Indonesia believes that Hawa is buried at the cemetery. "I can't describe how happy I am that I'm standing inside the cemetery which has the body of our Mother Hawa. It's a dream come true. We've heard stories from our ancestors who visited this ancient cemetery. Today, we're here seeing it with our own eyes."

Muhammad Hadi, who guides Malaysian pilgrims, said that he was not taking advantage of the pilgrims' lack of knowledge. "We're not capitalizing on the ignorance of pilgrims. In fact, it's the pilgrims who asked us to bring them here because they heard stories from their relatives about this ancient cemetery."

Sheikh Abdullah San'an, professor of Qur'an studies at Jeddah Teacher College and Imam of Al-Rajhi Mosque, said that this cemetery does not have the dead body of our Mother Hawa.

"To believe that the body of Hawa is lying here is wrong. Some people promote this idea among pilgrims to capitalize on it." It's a Sunnah to visit cemeteries every year and to treat them all the same, San'an added.

Pilgrims also insist on visiting Al-Rahma Mosque in Jeddah. Some believe that this is the mosque of Fatimah Al-Zahra while others believe that events involving Prophet Moses (peace be upon him) took place inside the mosque.

Ironic, because they have a huge sign posted outside saying in Arabic "Maqbarah Hawa". Either change the name or simply call it "Maqbarah"

Pilgrims brought in on labor visas left in the lurch

By GALAL FAKKAR | ARAB NEWS

Published: Nov 17, 2011 01:57 Updated: Nov 17, 2011 01:57

JEDDAH: Haj tour operators, especially those from a number of Arab countries, have been accused of bringing pilgrims to the Kingdom on visas other than those allocated specifically for Haj during the recently-concluded pilgrimage season.

The firms left their pilgrims in the lurch after taking them to Makkah. This is what happened to around 1,700 Hajis who came to perform the pilgrimage this year from an African Arab country on seasonal labor visas.

The pilgrims said they resorted to these tactics when they failed to get Haj visas through proper channels.

They complained that their tour operator vanished without a trace after bringing them into the holy city and giving them accommodation at a location set aside for dumping garbage in Mina. The company officials did not come to inquire about their conditions during and after Haj, they told Arab News.

Awadullah, one of the pilgrims, said that he came for Haj on a cleaning labor visa. "It was written on the copy of my labor contract that my monthly salary would be SR2,000 during the Haj season," he said.

"When the company representative came to sign the contract, he informed us that even though we are on labor visas, we would be performing Haj as part of a hamla (Haj group). Each of us had to pay a total amount of SR12,000 toward Haj expenses. However, when we reached Mina, we did not hear anything about the so-called hamla even after we finished the Haj rituals."

Another pilgrim, who requested anonymity, told Arab News that the company representative informed him before setting out for Haj that their pilgrimage tour would take only less than three weeks.

"Therefore, I took 20 days' leave from work. My leave ended yesterday (Monday) and I don't know when I can return home," he said. The pilgrim noted that most of the Hajis who came with him face similar situations. "Our pockets are now empty and we don't know what to do for food. If our return is delayed any longer, we would be forced to beg," he said.

Reacting to the plight of the pilgrims, a source at the Egyptian Consulate General told Arab News that they were aware of the issue.

"We are keeping in touch with the concerned Saudi authorities to expedite the return journey of the pilgrims. These pilgrims have been brought into the Kingdom without a clear program or schedule either for their transportation or accommodation or provision of meals," he said.

Meanwhile, sources at Tawafa organizations confirmed that some Haj tour operators resort to bringing in pilgrims on labor visas while others managed to secure visit visas with the help of chambers of commerce in their respective countries. Such practices contribute to a flourishing black market for Haj visas, they added.

Pilgrim smugglers punished

By ARAB NEWS

Published: Nov 15, 2011 02:11 Updated: Nov 15, 2011 02:11

JEDDAH: The administrative committee set up by the Expatriates Administration of the Passport Department announced Saturday punishment for 23 Saudis who smuggled pilgrims without permits to Makkah and the holy sites.

The authorities had earlier announced that transporting pilgrims without Haj permits was a punishable crime.

Most of the violators have been identified as university or college students or unemployed youths, Al-Madinah daily reported on Sunday.

The punishments ranged from prison time to fine of up to SR10,000 per smuggled pilgrim.

The committee also recommended the confiscation of vehicles used by seven smugglers who repeated the violation several times.

The committee is examining the cases against the remaining violators, who were arrested at various entry points to the Haj locations during the season.

The committee has been examining cases of Saudi smugglers who were arrested and released conditionally for Eid Al-Adha celebrations over the past several weeks. The released smugglers were ordered to return to the committee after the Eid on Saturday.

"The violators of the Haj permit regulations received prison time ranging from five months to two years, while one of the violators was fined SR190,000," Director of the Expatriates Administration in Jeddah Col. Husain Al-Harithy said, adding that the fine was calculated at the rate of SR10,000 for each illegal pilgrim the violator carried.

The official said the vehicles of smugglers would be confiscated only after the completion of legal procedures. The committee, which comprises a chairman and three members, first studies the cases sent to it by the passport officials and then it hears the testimonies of the violators before issuing its verdicts.

Another official of the committee said most of the suspects were educated or unemployed Saudis and that very few expatriates were found committing this kind of violation.

Haj pilgrims create full houses at luxury hotels

Room rates in Mecca increase several-fold for the Hajj season. Fayez Nureledine / AFP

Nov 17, 2011

Luxury hotels around the Grand Mosque in Mecca are reporting brisk business despite hundreds of new rooms opening for this year's Haj, as they continue to tap a captive market from a pool of more than 1 billion Muslims worldwide.

"Makkah Hilton & Towers was a sell-out for the month surrounding Haj," said Shuja Zaidi, the hotel's general manager and vice president for Hilton Worldwide's projects in Saudi Arabia. "We had expected rates to be lower than in 2010 due to the increased supply of hotel rooms in and around the haram."

But demand exceeded supply and rates remained "in line" with last year, he said.

Last year, the 213-suite Raffles Makkah Palace, overlooking the Grand Mosque and Kaaba, opened at the Abraj Al Bait complex, a seven-tower development.

An 858-room Fairmont hoteloperates in the same complex, in a building that resembles London's Big Ben tower. The Fairmont also opened up all its rooms for this year's Haj.

Room rates in Mecca increase several-fold for the Haj season as some 2.5 million pilgrims converge in Mecca.

According to local reports, there has been a 10 per cent decline in occupancy in Mecca this Haj compared with last year because more hotels have been licensed. But luxury, branded hotels seem to have experienced little impact.

Fairmont said that although it was running at 100 per cent occupancy for the Haj season, the number of pilgrims from countries affected by this year's uprisings in the Arab world fell sharply.

"The political crisis in the some of the Arabic countries had some influence on hotels' business in Mecca - there was a remarkable decrease in the number of guests coming from these countries," said Khaled Yamak, the group director of communications and business development for the Fairmont Makkah Clock Royal Tower hotel, the Raffles Makkah Palace and the Swissotel Makkah.

Mr Yamak said he was not concerned about new openings in Makkah because of the Fairmont property's prime location.

In 2009, many Muslims avoided going to Mecca because of concerns surrounding swine flu.

"Demand for rooms at Makkah Hilton & Towers has been on the increase since 2009, and this year was slightly up compared with the same period in 2010, despite the significant increase in hotel supply in the area," Mr Zaidi said.

In May, Hilton Worldwide announced plans to manage six hotels in the long-delayed Jabal Omar project, which overlooks the Grand Mosque. This includes one property under its Conrad luxury brand. Marriott and Hyatt will manage three hotels each as part of the multibillion-dollar development, the operators announced at the same time. The Jabal Omar project had been delayed because of issues involved in securing financing, but it is now said to be moving ahead.

There has long been a shortage of hotel accommodation in the area, with many pilgrims staying in homes rented out by local families.

"[Mecca is] moving from the traditional residential model to a more hospitality and service-based model," said Chiheb ben Mahmoud, the senior vice president at Jones Lang LaSalle Hotels, Middle East and Africa.

The number of pilgrims travelling to Mecca and Medina is expected to increase from about 8 million a year to about 13.75 million within the next decade, according to Jones Lang LaSalle.

"Although hundreds of thousands of pilgrims have already left, technically, however, the Haj season is considered to extend to the first half of the following month," Mr ben Mahmoud said.

Saudi architect suggests upward expansion of Grand Mosque

22 November 2011 - 26 Thul-Hijjah 1432 H

The enormous masses of pilgrims that visit the Grand Mosque in Makkah all year round – especially during Haj and Ramadan – made Eisa Al-Ibrahim, a Saudi architect, design a unique expansion plan for the Grand Mosque to better accommodate pilgrims.

“My proposed design is to add levels directly above the Mataf area. This will increase the available surface area and thus facilitate the tawaf for millions of pilgrims,” he told Okaz/Saudi Gazette.

The design will have to be studied first by Islamic scholars.

In Al-Ibrahim’s opinion, there is a pressing need to look into several options that can solve the problem of overcrowding, especially during the Tawaf.

“The Custodian of the Two Holy Mosques has already ordered an upward expansion of the Aafa and Marwa area to ease crowding during the sa’y. Similar changes should be made over the Tawaf area,” said Al-Ibrahim.

“There is no possible way to expand the horizontal surface around the Holy Ka’ba. Only vertical expansion is possible,” Al-Ibrahim said.

Discovery of a great ancient Mosque

Archeological discoveries in Al Kharj

22 November 2011

Prince Sattam Bin Abdul Aziz, Emir of Riyadh region, has welcomed the latest archeological excavations and discoveries in Al-Kharj, some of which may be 100,000 years old. “These discoveries show the historical importance of the region.”

He thanked Prince Sultan Bin Salman Bin Abdul Aziz, President of the Saudi Commission for Tourism and Antiquities (SCTA), for the work of the Saudi-French team in Al-Kharj.

The Saudi-French team had discovered the mosque in Yamama, which was built at the beginning of the Islamic era or possibly the Ummayad and Abbassid eras. It was possibly the largest mosque in the Arabian Peninsula, about the size of the Two Holy Mosques at the time. The mosque has huge circular pillars and used to have three arch-shaped corridors. It also has a semicircular niche (mihrab) and remnants of what used to be a minaret.

http://www.saudigazette.com.sa/index...20111123112613

The mosque included big circular columns over which stands the ceiling. Column's diameter is more than two meters. It is also believed to have three ceiled corridors formerly fixed over arcs. Also niche's remains are very clear. Mosque uncovered yard looks very large, behind it appears another part formed of architectural units, also a mud heap appears on the eastern-north side of the building which perhaps is a minaret remains. The mosque built adjacent to residents areas.

New law to allow additional floors in Makkah buildings

By ARAB NEWS

Published: Nov 23, 2011 02:01 Updated: Nov 23, 2011 02:01

MAKKAH: Mayor of Makkah Osama Al-Bar has indicated that there will be additions and alterations in the structures of existing multistory residential buildings in the holy city with the passing of a new law.

On the other hand, real estate sources said that a further delay in enacting the proposed law concerning an increase in the elevation of existing residential buildings had become a major factor in slowing down construction activities at several townships in the holy city, Al-Eqtisadiah business daily reported on Tuesday.

Al-Bar said that the Ministry of Municipal and Rural Affairs had been carrying out studies with regard to the proposed law for multistory buildings. "When the study is completed and accorded approval, a decision will be announced without delay. The study contains some additions and changes to the construction norms of residential buildings at some townships where the new law for multistory buildings will be implemented," he said.

Meanwhile, Mansour Abu Rayash, head of the real estate committee at Makkah Chamber of Commerce and Industry, voiced displeasure over discrepancies with regard to giving license to construction of multistory buildings. "There are two townships adjacent to each other situated outside the ring road in Makkah. The first township has a license to build eight or more floors, while the second one has not been given license to build more than two floors," he said while drawing attention to anomalies existing in the real estate construction law.

Noting that the delay in issuing the new regulation to allow additional floors in residential buildings would further aggravate the housing crisis in the holy city, Abu Rayash called for expediting procedures to finish the study and submit it to the concerned authorities for approval.

He said that the current hike in house rent was not at all affordable for ordinary citizens. "A citizen with a monthly income of SR7,000 is not in a position to lease a residential flat with an annual rent of SR40,000. The only solution to this crisis is to quickly enact the law to allow more multi-story buildings to narrow down the gap between demand and supply," he said, adding that this would help bring down rent structures, especially for newly married couples who seek permanent housing.

Commenting on the issue, Hani Al-Matrafi, a real estate investor in Makkah, said that the delay in issuance of the proposed law had resulted in slowing down construction activities in the holy city by about 25 percent. Owners of some buildings who want to build additional floors are confused about the regulations specifying separate parking areas for the buildings," he said.

It has been nearly one year since the Makkah municipality approved making an increase in the floors of residential buildings. Permission was granted to increase floors to four at regions situated between the second and third ring roads, while floors of buildings in the region close to the fourth ring road were restricted to three, and buildings in Al-Awali and Takhassusi districts to two. The council had also approved a study carried by the mayoralty to end the discrepancies existing among various districts in the city with regard to floors of residential buildings. Even some citizens dared to violate the law by building additional floors to their buildings.

Prophet's Mosque boundaries to remain unchanged

26 November 2011 - 01 Muharram 1433

MADINA - King Abdullah hasapproved theSenior Ulema's decision to keep the boundaries of the Prophet's Mosque as they are.

The King's approval came after the Grand Mufti of the Kingdom and Chairman of the Council of Senior Ulema sent his decision to the King.

The royal decree came in line with the Senior Ulema's decision to demarcate the boundaries of the Two Holy Mosques. According to the Grand Mufti's letter, the specialized academic studies and serious discussions conducted by the council concluded that the boundariesof theProphet's Mosque should be kept unchanged and that there is no acceptable justification for changing them. Besides, changing them might cause differences and disputes among people. This was a unanimous decision by the Senior Ulema.

Al-Madina newspaper followed up the case earlier this year when some researchers and experts in the boundariesof theProphet's Mosque raised this issue. The Emir of Madina region sent a letter to the Minister of Interior to refer the issue to the Council of Senior Ulema, which formed a committee to study the boundariesand meetresearchersto discussthe boundarieswith them.

Al-Madina Research and Studies Center met with researchers and experts to listen to their opinions at the behest of the Emir of Madina region.
