World's largest firefighting force deployed in Arafat

Civil Defense Commander Brig. Gen. Abdullah Hassan Jadawi giving instructions to his units in Arafat on Saturday

By BADEA ABU AL-NAJA | ARAB NEWS

Published: Nov 6, 2011 01:55 Updated: Nov 6, 2011 01:55

MAKKAH: Civil Defense forces in Haj have mobilized the largest ever fire-extinguishing network in the world to ensure the safety of Haj pilgrims at Arafat.

There were no fire-related incidents at Arafat during the biggest ever gathering of Muslims thanks to the elaborate safety measures implemented by the forces.

As many as 31 Civil Defense units have swung into action to implement the forces' emergency plan, according to their commander Brig. Gen. Abdullah Hassan Jadawi.

More than 2,000 officials and members of the Civil Defense took part in implementing the plan.

Speaking to Arab News, Jadawi said these units equipped with highly advanced machinery have been maintaining a constant vigil at various parts of the holy site since the arrival of pilgrims until their departure after sunset on Saturday.

"There has been complete coordination among various units and teams to ensure protection for civilians as well as their safety, in addition to implementing precautionary supervisory measures," he said.

"In cooperation with the Ministry of Haj, we have also implemented a plan to face any emergency situations in case of rain and flooding as well as any accidents like fire," he said, adding that forces dealing with safety and precautionary supervision were on duty around the clock to remove obstructions on the roads or passages to the tents that may hinder any rescue, fire-fighting or medical evacuation operations.

Jadawi said a new regulation to confront emergency situations has been implemented at Arafat during this year's Haj. "This involves the participation of some 1,400 members of the precautionary supervision teams to operate the fire extinguishing network across the plains of Arafat after dividing the holy site into nine zones, which are further divided into small quarters. Each quarter is under the supervision of an officer. These units have easy access to any tents or areas under their jurisdiction to extinguish fires or undertake rescue operations," he said, adding there were over 1,300 fire extinguishers at Arafat.

2000 shaving chairs in Mina

By ARAB NEWS

Published: Nov 6, 2011 02:09 Updated: Nov 6, 2011 02:09

MINA: The Makkah municipality has arranged 2,000 shaving chairs in Mina to accommodate the huge number of pilgrims who will need to shave their heads after offering the animal sacrifice beginning on Sunday.

The municipality has also taken steps to ensure the highest hygiene standards.

"Since the municipality aims to protect the health of pilgrims from infections, its officials will see that the Haj rite of shaving is fulfilled in the most hygienic manner," Makkah Mayor Osama Al-Barr said in a statement on Saturday.

Most of the shaving facilities are arranged around the Jamarat Bridge in locations such as Majar Al-Kabsh and at the southern side of the western incline of the bridge, in addition to the cabins close to the Al-Hadithah slaughterhouse in Muaysem and other locations.

Director of Environmental Health Muhammad Al-Fotawi said the municipality has intensified supervision of the shaving locations and made sure the locations are always clean and the barbers adhere to hygiene regulations.

"The municipality has recruited a number of students from the College of Health to support its 250 inspectors to monitor hygiene in Mina," Al-Fotawi said, adding that the barbers' work in Mina is limited to the first days of Eid.

He said the inspectors also undertake awareness activities with special emphasis on the penal measures for violators of regulations.

The violations include using a blade more than once, shaving outside the officially designated locations and charging more than SR10 for a single shave besides practicing the trade without a license, he said.

Al-Fotawi added that the Central Haj Committee headed by Makkah Gov. Prince Khaled Al-Faisal has set up a health committee to ensure the highest hygiene standards in the holy sites and to guarantee that no contagious diseases are present there.

Female preachers for next year's Haj awareness program

6 November 2011

MAKKAH - Female preachers will be employed for next year's Haj awareness program, according to Hassan Al-Qurashi, Secretary General of the Secretariat General for Islamic Awareness in Haj.

He said the request for female preachers was made by the Minister of Islamic Affairs, Call and Guidance. The Secretariat General had carried out a study on the matter and referred its findings to the minister.

Al-Qurashi said there are now 873 male preachers employed for this year's Haj. He conceded that this was a small number compared to the millions of pilgrims. However, there are plans to employ more preachers as more awareness centers are set up at the holy sites.

Al-Qurashi said the preachers assigned to enlighten pilgrims do not issue edicts, known as fatwas, because this is the function of the Ifta authorities led by the Grand Mufti. "We only answer questions from pilgrims on the basis of the edicts issued by the scholars and specifically on Haj and Umrah only. We steer away from controversial matters. We abide by rulings on which there is general agreement," he said.

He said preachers are selected for the Haj awareness program by a committee consisting of the Presidency for the Affairs of the Two Holy Mosques, Commission for the Promotion of Virtue and Prevention of Vice (the Hai'a), Islamic University, Umm Al-Qura University, Al-Imam University and the Secretariat General.

He said the function of the commission is to select preachers and then continuously monitor and evaluate them. The commission is keen to have qualified and efficient preachers. Age is not a factor unless it hinders their work. The commission refers all confidential reports on every preacher to officials in charge.

Al-Qurashi said their preachers cover all the camps of domestic pilgrims. He said the Secretariat General submits all the names of its preachers and leaves it up to the domestic pilgrims' establishments to choose the person they want.

As for pilgrims from abroad, there is coordination with the Ministry of Haj to either offer them services at their residences in Makkah or the holy sites.
He added that the ministry's preachers are instructed not to interfere in differences between sects.

He stressed that they do not enter pilgrims' residences unless asked to do so. "There are many pilgrims who come with their own preachers. We respect all the preachers of the Muslim world," he added.

Pilgrims perform devil stoning ritual

Throngs of pilgrims are seen on their way to throw stones at a pillar,
symbolizing the stoning of Satan, in Mina on Sunday.

By ASSOCIATED PRESS

Published: Nov 6, 2011 13:15 Updated: Nov 6, 2011 13:35

MINA: Millions of pilgrims have stoned pillars representing the devil in a symbolic rejection of temptation on the second day of the annual Haj.

Crowds on Sunday filed past the three pillars, which now resemble curved walls, in a four-level sprawling concrete structure built to expedite the flow of pilgrims, energetically casting pebbles at the largest one. Saudi authorities estimate that 2.5 million pilgrims have joined the Haj this year.

The ritual will be repeated for two more days, with participants eventually casting stones at all three pillars.

Sunday also marks the start of the Eid Al-Adha festival.

The Haj is one of Islam’s five pillars and is required of every able-bodied Muslim once in their lifetime.

Air ambulance unit on 32 rescue missions in 5 days

By ARAB NEWS

Published: Nov 8, 2011 00:35 Updated: Nov 8, 2011 00:35

MAKKAH: The Saudi Red Crescent's air ambulance unit has performed more than 32 rescue and medical flights to several locations within the holy sites as of Monday.

"Six flights belonging to the Saudi Red Crescent Authority have spread out between the Saudi Red Crescent airbase in Arafat, near the Jamarat towers in Mina, Arafat general hospital, and the Red Crescent station in Namira," said Capt. Abdulhakim Saadoun Al-Joufi, director of air operations at the authority.

"On the day of Arafat, 18 flights carried out tasks ranging from emergency and monitoring missions. The emergency cases were transferred to Al-Nor hospital, Hira Hospital, and King Abdullah bin Abdulaziz Medical City in Makkah," said Al-Joufi.

Arab News learned that the majority of emergency calls came from Sa'aamd village south of Al-Jhoom, Dhahban Bridge near Madinah Road, and Ashira Bridge near Jeddah-Madinah road.

Al-Joufi pointed out that the number of emergency cases during this year's Haj season is less than last year due to the increase of health awareness, further improvement of overall organization during the pilgrimage season, and improved means for grouping pilgrims.

Street peddlers pose security risk in Mina

Despite persistent efforts by the security authorities to clear pedestrian pathways for pilgrims, street peddlers still remain a problem in Mina.

By BADEA ABU AL-NAJA | ARAB NEWS

Published: Nov 8, 2011 00:28 Updated: Nov 8, 2011 00:28

MINA: Peddlers hawking their wares still frequent the streets of Mina despite government efforts to put an end to the practice.

Many of these peddlers are pilgrims who came for Haj and to make a few bucks while they are here. They sometimes set up shop on the main roads and in areas around the Haj camps.

Arab News toured the area and met with Ayisha, an African overstayer who lives in Makkah. She said that she has been doing this business for nine years now since she first arrived. She said that before pilgrims arrive, she sells water and biscuits mainly to the workers of Tawafa establishments in Mina.

When pilgrims start arriving she switches her business and sells clothes and other products until the pilgrims leave Mina.

"I prepared for this Haj since the start of this month. I came to Mina early and I brought with me what I wanted to sell. I even chose the best locations with the help of some of my friends."

Um Bakr, another African overstayer, said she sells prayer beads, clothes and different types of oil.

"I work in Mina along with my nine daughters who are spread out in other locations near Haj camps. My main job is to supply my daughters with the products while they take care of the selling. Last year we made SR7,000 in net profits in just six days when the outlay was only SR700, which was good. This year I am sure I will earn triple the amount."

In another location, there was a group of African women selling meals to their compatriot pilgrims. Most of them refused to talk to Arab News but one of them said briefly the profit earned was worth every risk they take to come to the place.

Dr. Muhammad Abdul Wahab, a doctor at a local hospital in Makkah, said street peddlers pose a health risk to pilgrims, whether they are selling food or clothes. The clothes sold could be carrying skin diseases while unhygienically stored food carry the risk of food poisoning.

Tears of joy as Haj ends on happy note

Pilgrims perform Tawaf Al-Wida, or the farewell circumambulation, on Tuesday before leaving the holy city after performing Haj.

By SIRAJ WAHAB | ARAB NEWS

Published: Nov 9, 2011 00:47 Updated: Nov 9, 2011 00:47

MINA: The once-in-a-lifetime journey of faith undertaken by nearly 3 million pilgrims reached its end on Tuesday with hundreds of buses and cars taking them out of the tent city of Mina before sunset.

Many pilgrims chose to walk their way to the adjacent holy city of Makkah where they performed Tawaf Al-Wida or the farewell circumambulation.

Makkah was packed with pilgrims and all three floors were filled with the faithful performing the same task.

At the high-tech Jamarat Bridge, defense and military helicopters monitored pilgrim traffic that flowed smoothly throughout the last day. Chanting "God is Greatest," the pilgrims threw seven small pebbles at each of the three gray stone walls before moving out of Mina.

Watched by alert, friendly and extremely polite security officers, pilgrims were directed to approach the stoning site in orderly waves. The stoning ritual tends to be the most animated, with pilgrims heaving their pebbles along with declarations against the evils they perceive in the world. Many had political overtones with pilgrims shouting out the names of those they perceive to be persecuting Muslims worldwide.

"This is nothing but an act of catharsis," said one pilgrim. "To me these walls represented those men who either killed or are plotting to kill Muslims," he said.

One Sudanese pilgrim took a more personal approach to the exercise. "This is an act of self-purification," he said as he completed his stone throwing.

After living in spartan conditions for the past week, the devout traveled to Jeddah to catch flights back home or to the holy city of Madinah.

There was immense relief among the pilgrims.

"Thank God, I completed the pilgrimage. I hope I live long enough to come back here again," said Haneef Afzal, from Pakistan. With his head shaved in a tradition dating back to the Prophet Muhammad's pilgrimage 1,422 years ago, he exchanged congratulations with friends and relatives as they left the tent city.

"I feel that I have been totally purified," said Saudi citizen Sultan Asiri. He said he was happy. "I got the chance to complete all the rituals."

Shaukat Piracha, senior analyst at a Pakistani television channel, described the Haj as a special blessing of Almighty Allah. "All the pilgrims had ample food, water and other essential facilities. Not one pilgrim among these 3 million faithful goes hungry here. This is unprecedented. I am amazed to see the arrangements made by Saudi Arabia in making such an event a great success. All credit goes to (Custodian of the Two Holy Mosques) King Abdullah and his government for facilitating the guests of Allah," said Piracha.

Pilgrims were delighted with the impeccable arrangements, and pleased to have completed their religious obligations with relative ease. Every Muslim who has the means should complete the Haj at least once in his or her lifetime.

"I feel very comforted, like a new person, and I hope that God will accept my pilgrimage," said Mariam Abidi, a Pakistani-born American from Chicago, doing Haj with three family members. "I feel spiritually at peace and everything went perfectly well."

"No other country in the world could organize such an event, because of the experience the Saudis now have in large crowd-control measures," she said.

Ridwan Maher, an Egyptian national, said he was doing the pilgrimage with his mother and father but he had to throw their stones for them because they had weak knees and could not face the long walk from the tented encampment.

Haj free of contagious diseases, says Saudi health minister

By SAEED AL-KHOTANI | ARAB NEWS

Published: Nov 9, 2011 00:48 Updated: Nov 9, 2011 00:48

MINA: Health Minister Dr. Abdullah Al-Rabeeah on Tuesday declared this year's Haj totally free from infectious diseases or any cases that required quarantining.

Speaking at a press conference at Mina Emergency Hospital, Al-Rabeeah attributed this achievement to a series of initiatives taken by the ministry.

"The precautionary and preventive measures taken by the ministry led to pilgrims being safeguarded from all kinds of infections," Al-Rabeeah said.

The first step taken by the ministry to guarantee an infection free pilgrimage was to make it binding for all pilgrims coming from foreign countries to follow the World Health Organization's specifications for travelers from one country to another.

Another key step was the ministry's rigorous watch at all entry points into the Kingdom to detect if any incoming pilgrim was carrying symptoms of infections and to take immediate action if any suspicious case was found, the minister said.

"Preventive doses against meningitis were given to 365,777 pilgrims, oral polio vaccines to 532,400 pilgrims and yellow fever vaccines to 200,000 pilgrims at various entry points to the Kingdom," the minister said.

The field health teams of the ministry handled 3,500 cases of sick pilgrims without sending them to hospital, the minister said, while enumerating the accomplishments of his ministry during the Haj.

"The ministry's hospitals conducted 470 specialized heart catheterizations, 20 open heart surgeries to pilgrims in addition to a number of patients waiting to undergo the surgery in the next two days. The hospitals also conducted 886 kidney dialyses and 179 endoscopies," the minister said.

The minister put the number of pilgrims who visited health centers in Makkah and Madinah at 421,760 and those who visited outpatient clinics in Makkah and the holy sites at 88,635.

"These achievements attest to the Ministry of Health's capability to offer high quality services to pilgrims," the minister said.

The minister also considered it a great achievement that the ministry took 415 inpatient pilgrims from hospitals in Makkah, the holy sites and Madinah in specially equipped coaches and ambulances to perform the rites of Haj.

He added that the ministry could offer quality services to pilgrims with the help of advanced technology, including a special computer-controlled system and geographical positioning.

The ministry also has an instant information system that supplies to field workers information about the locations of the ambulances. The systems also enabled remote consulting and video viewing of emergency wards in hospitals. The systems also enabled the media and top officials to observe the medical services offered to pilgrims.

The ministry will hold a meeting of all health committees to analyze the positive and negative aspects of its plans and activities, he said.

A WHO director for combating infections, Dr. Jawad Al-Mahjour, has also been monitoring the services offered by the ministry to pilgrims, especially the excellent care of sick Hajis and steps taken to detect and combat diseases.

Makkah to become smart city in 6 years, says governor

Makkah Gov. Khaled Al-Faisal addressing a press conference in Mina on Tuesday

By BADEA ABU AL-NAJA | ARAB NEWS

Published: Nov 9, 2011 00:47 Updated: Nov 9, 2011 00:47

MINA: Makkah Gov. Prince Khaled Al-Faisal said Makkah would be developed into a smart city with the Grand Mosque as its focal point over the next six years.

"We will employ all kinds of modern technology to make Makkah smarter than any other smart city," Prince Khaled told a press conference in Mina on Tuesday, the penultimate day of Haj 2011.

Prince Khaled congratulated pilgrims on their successful completion of the Haj on behalf of Custodian of the Two Holy Mosques King Abdullah and Crown Prince Naif, deputy premier and minister of interior.

Prince Khaled also congratulated King Abdullah and Crown Prince Naif for devoting all the country's security and administrative resources to the service of the pilgrims.

After the ritual stoning in Jamarat on Tuesday, most of the pilgrims started their trek back to Makkah.

Interior Ministry spokesman Maj. Gen. Mansour Al-Turki said close to 70 percent of the pilgrims left Mina before sundown Tuesday.

The rest will stay overnight in Mina and return to Makkah after a fourth day of stoning, which is optional, on Wednesday.

"The second phase of security plans in Madinah starts now, as half of pilgrims will be heading for Madinah soon," Al-Turki told a press conference in Mina.

Spokesman of the Ministry of Haj Faiz Al-Barakati said the pilgrims' movement to Madinah would officially start on Thursday.

"The government is working on the smart city project. The King Abdullah Makkah Construction Project, which will take six years to complete according to my estimation, will provide Makkah with necessary services for the Haj and Umrah. The project's infrastructure strategy will have the Grand Mosque as its focal point," the prince said.

An essential part of Haj and Umrah services is the transport facilities, the prince added.

"The King Abdullah project envisages the transportation of pilgrims from the airport to the Grand Mosque area and to the holy sites and back. The project includes trains, buses and cars and pedestrian roads, and ring roads. The project will also be linked to the Madinah-Jeddah-Makkah train service and the Mashair Railway. Roads with reflectors will be built in Islamic and local architectural style. We intend to give Makkah a local Islamic identity and the project coincides with the expansion of the Grand Mosque area," the prince said.

The Al-Mashair Railway transported more than 403,000 pilgrims until Tuesday evening, according to the Haj Ministry spokesman.

Replying to a question about voluntary services in Haj, Prince Khaled said the Makkah Youth Society for Voluntary Service already exists. He added that women volunteers also offered pilgrim services this year.

The prince also thanked all citizens, workers, security men, officials and volunteers who strove to make the Haj a success.

He said 200,139 field workers served the pilgrims.

The prince affirmed that sacrificial meat was meant for the poor and the needy and was not for sale. He said steps were being taken to prevent misuse of sacrificial meat.

"The officials of the Makkah governorate made 2,863 field inspections to ensure excellent services for pilgrims," the prince said. He added that officials handled 5,261 issues, which were either solved immediately or flagged for follow-up action.

Hajis hail Haj arrangements

9 November 2011 - 13 Thul-Hijjah 1432 H

MINA – Prince Khaled Al-Faisal, Emir of Makkah region, Deputy Chairman of the Supreme Haj Committee and the Chairman of the Central Haj Committee, announced Tuesday the success of this year’s Haj season.

Prince Khaled congratulated King Abdullah, Custodian of the Two Holy Mosques, and Crown Prince Naif Bin Abdul Aziz, Deputy Premier, Minister of Interior and Chairman of the Supreme Haj Committee, on the success of this year’s Haj.

He said pilgrims performed the Haj rituals with ease and comfort due to the excellent services and facilities provided to them.

He stressed the success of all government departments in the performance of their duties.

He thanked all citizens who volunteered to serve pilgrims.
“Saudi citizens have given the best example of dedication to serve the Guests of Allah,” he said.

The five-day Haj rituals ended Tuesday with the stoning of the three curved walls symbolizing Satan.

Pilgrims and Haj delegates from various countries and missions praised the Saudi authorities for the best-possible arrangements and services provided to the Guests of Allah, which made the Haj safe and comfortable.

This Haj was unprecedented for the smooth and incident-free flow of pilgrims thanks to the Mashair Train, also known as the Makkah Metro, which operated this year at its full capacity of 72,000 people per hour to ease congestion. The dual-track light railway connected the three holy sites of Mina, Muzdalifa and Arafat.

This Haj was also unprecedented because of the number of pilgrims which, according to the final figures released by the Central Department of Statistics and Information (CDSI), stood at 2,927,717. Of these, 1,828,195 pilgrims came from abroad and 1,099,522 from within the Kingdom.

The stoning ritual, always a cause for concern for the authorities, went smoothly thanks to the massive expansion and development of the Jamarat site. Authorities have installed a multi-level walkway at the site to avoid overcrowding and stampedes.

Until 2004 the three Jamarat were tall pillars. After the 2004 Haj, Saudi authorities replaced the pillars with 26 m (85 ft) long walls for safety.

As part of the overall security and crowd-control plan put in place for this year’s Haj, only 300,000 pilgrims an hour were allowed at the Jamarat Bridge, according to Maj. Gen. Saad Bin Abdullah Al-Khelaiwi, Assistant Commander of Haj Security Forces for Pedestrian Management and Organization.

He said this year Al-Rabita Street was linked with the second tier of the Jamarat Bridge, reducing pressure on King Khaled tunnel and bridge.

More than 12,000 security guards were on hand to organize the movement of pilgrims on the walkway this year with around 400 CCTV security cameras placed there to help manage the crowds.

“Over 239,000 people have been working on the ground” to serve the pilgrims and maintain order, Prince Khaled Al-Faisal told reporters
Authorities managed the crowds with electronic monitors which track each and every pilgrim during the five-day Haj, Fouad Bin Abdul Salam Al-Farsy, Minister of Haj, said.

With motion sensors placed on surveillance cameras, “we are now able to report any excessive crowding” and to react in time, said the commander of the special emergency forces, Khaled Al-Mohammadi.

The stoning site has been “developed... (and) movement is more fluid and the organization is better,” said Mokhtar Khan, a Bangladeshi pilgrim.

Various initiatives implemented and planned by the Kingdom will make the Haj more comfortable in future, Malaysian Minister in the Prime Minister’s Department Datuk Seri Jamil Khir Baharom was quoted as saying by the Malaysian National News Agency. He said the obvious improvement was the development of the multitiered Jamarat. He said the introduction of specific timing for pilgrims from different continents also facilitated the process.

Minister of Health Dr. Abdullah Bin Abdulaziz Al-Rabeah announced Tuesday that the Haj season was free from epidemic or quarantine diseases and that pilgrims were well and enjoying good health.

For the first time this year, the Haj was streamed live on video-sharing website YouTube in cooperation with the Saudi government.

The stream can be seen at youtube.com/hajjlive.

The Ministry of Religious affairs sent 3.25 million text messages each day to the mobile phones of pilgrims to inform them of correct procedures for the Haj rites so as to “prevent that which is harmful,” ministry official Sheikh Talal Al-Uqail said.
