MAKKAH: Commanders of the Haj security (aviation) held a meeting at the airbase in Makkah on Friday to discuss detailed plans of dealing with emergency situation during the pilgrimage season.
Head of the aviation security Maj. Gen. Muhammad bin Eid Al-Harbi, who chaired the meeting, said the government of Custodian of the Two Holy Mosques King Abdullah was keen to provide all facilities that would enable pilgrims to perform the Haj rituals in ease and comfort.
He said 19 aircraft would be used for the implementation of the Haj security plan. “This is the largest number of aircraft ever used during the Haj season,” he added.
Al-Harbi said new aircraft equipped with the latest aviation technology would be used for the first time during the Haj season.
He recalled the participation of the aircraft during the flood crisis in Jeddah and said they logged record flight hours. “Our pilots have gained enough experience that would enable them to deal with the most difficult of situations,” he added.
Al-Harbi said during last Ramadan the aircraft successfully relayed photographs of the Umrah pilgrims from Makkah to the operations room of the general security in Mina. “This experiment will be repeated during the Haj seasons,” he said.
Al-Harbi said the general security aircraft’s air surveillance over Makkah and the holy sites will be round the clock and they will monitor the movement of pilgrims and ensure smooth flow of traffic.
He said critical cases would be airlifted to hospitals in Makkah that have airfields. “A number of the aircraft have medical equipment including ECG and artificial breathing apparatus. They are also being manned by doctors and nurses who will provide first aid to sick pilgrims until they are transported to hospitals,” he said.
General President for Grand Mosque and Prophet's Mosques Sheikh Saleh bin Abdulrahman Al-Hussain today handed over a new Kiswa, the silver-made dress of the Makkah-based House of God, Kaaba, to its senior gatekeeper Sheikh Abdulqader Al-Shaibi as is the custom every year on this particular day, the first of Dhu-AlHijjah.
A speech ceremony was held to mark the occasion.
The new Kiswa is scheduled to be installed on the Kaaba on the ninth of Dhu-AlHijjah of every year.
As many as 870,261 pilgrims have so far arrived in Madinah and 679,406 have left Madinah and 190,745 remained in it.
The Secretariat of Hajj Committee disclosed in its report issued yesterday that the highest number of pilgrimswho have arrived in Madinah is 45,154 Pakistanipilgrims,followed by 37,087 Bangladeshipilgrimsand 17,981 Indian pilgrims.
350,000 copies 'Pilgrims Health' Booklet by Zamzam Association

Zamzam Association for Voluntary Health Services in Makkah Region has distributed 350,000 copies of the Booklet entitled 'Pilgrims Health' in collaboration with Makkah Governorateand General Presidency for The Affairs of the Holy Mosque of Makkah and Prophet's Mosque.
The Association aims to enlighten pilgrimson theprevention of certain diseases and how to take health precautions to prevent the infection of these diseases.
MAKKAH - The Mashair Train system has been completed and it will be fully operational this year, Prince Khaled Al-Faisal, Emir of Makkah region and Chairman of the Central Haj Committee, said here after an inspection tour of the holy sites, Saturday.
The Mashair Train has been completed from Arafat to Mina. The final linking of the Mashair Train with the Haram and Al-Haramain Train stations will becarried out soon. "TheGrand Mosque will be linked after a study of the transport system in Makkah is completed," he told the media.
"It will also be linked with Al-Haramain Train. There is also a study under way to increase passenger capacity in Mina," he said.
The committee reviewed this year's Haj arrangements and looked at suggestions to improve the services provided to pilgrims.
Other major achievements include the completion of the dam projects in Muzdalifa, and the work of municipalities in keeping the holy sites and Makkah clean.
"It is everybody's wish that the pilgrims are able to complete their rituals with ease and comfort and return home safely," Prince Khaled said.
Work on the development of the Central Area will start next year. It involves comprehensive development of Makkah and linking it with the holy sites as well as developing important transport and housing projects, he said.
Referring to the issue of violation of residency (Iqama) rules, Prince Khaled said there were many ongoing studies to suggest measures to curb the menace.
Meanwhile, Dr. Habib Zain Al-Abideen, Undersecretary of the Ministry of Municipal and Rural Affairs and Supervisor General of the central development projects in the holy sites, told Okaz/Saudi Gazettethattwo-story restrooms- separate formen and women - are being constructed in the holy sites. Next year more restrooms would be set up using the same system, he said.
Mashair Train gets operating and safety license from SRO

DAMMAM - The Saudi Railways Organization (SRO) has granted an operating and safety license to the Mashair Train, which transports Haj pilgrims between Arafat, Muzdalifa and Mina.
Abdul Aziz Al-Huqail, General President of the SRO, said his organization was empowered by a Royal Decree to award the license.
The SRO's goals include regulating railway transport, supervising operational safety, licensing providers of railway services, setting technical standardsand monitoring performance of duties.
Al-Huqail explained that SRO experts had assessed the service with the Chinese Railway ConstructionCorporation Limited, the operating company, before issuing the final safety certificate and the verification license.
The licensing agreement was signed at the SRO's headquarters in Dammam after a report was submitted by Dr. Jubarah Al-Suraisiry, Minister of Transport and the SRO Chairman. The report had recommended that the license be granted.
This is the second license of its kind awarded in the Kingdom. Recently the SRO granted a safety and operational license to the train servicesin PrincessNouraUniversity in Riyadh.
The Mashair Train, which will operateatfull capacityduring thisyear's Haj season, will transport 72,000 pilgrims per hour, the world's highest train capacity.
Fahd Abu Tarboush, director general of the chain of development projects in the holy sites executed during the era of King Abdullah, recently said that workers are putting finishing touches on the train project. Ongoing work includes building sidewalks,asphalting and completing additional services in the train stations, he added.

RIYADH - A total of 1,600 boy scouts will be deployed at air, road and border entry points to help pilgrims during this year's Haj. The scouts are from 11 education administrations - Tabuk, Jeddah, Jizan, Taif, Al-Gurayyat, Al-Qassim, Al-Jouf, Northern Frontier Region, Al-Majma'ah, Al-Kharj and Al-Quwai'iah.
Dr. Abdul Rahman Al-Barrak, Undersecretary at the Ministry of Education, said the assistance has been ordered by Prince Faisal Bin Abdullah, Minister of Education, who also serves as the Chairman of the Saudi Arabian Boy Scouts Association (SABSA). Al-Barrak said the minister wants to instill a loveof volunteerism, helping others and social and national responsibility in the country's young people.
The scouts will receive pilgrims,setup restcamps and providehot beverages, datesand long-lasting meals. They will also prepare separate places for women and men who arrive late at night.
They will register the number of passengers arriving by bus in cooperation with the Passports Department at the border post.
They will also guide pilgrimsto special areasto completetheir entry proceduresand takethem to healthcentersforvaccinationsand treatment if necessary.

JEDDAH: The Presidency of Meteorology and Environmental Protection (PME) has opened 40 observation posts to record atmospheric factors that would help with the accurate prediction of weather during the current Haj season.
Weather during the current Haj season is expected to be fine, as there is no indication of heavy rains or storms hitting Makkah, the holy sites or even Jeddah, according to a PME statement.
"There is no indication of bad weather threatening the pilgrimage season. The sky will remain clear except for some cloud on the last three days. It may also be accompanied by light drizzleathigh altitudesin Taifand partsof theholy sites," assistant chief of the meteorology and national center for environmental observation Saad Muhallafi said in a statement.
He added that temperatures in the holy sites during the Haj were expected to reach highs of 38 degrees Celsius and lows of 21 degrees Celsius.
Warningson any unexpected weatherdevelopmentswould beissued 48 hours in advance, Muhallafi said.
The automatic monitoring system will cover Makkah, including the Haram, Mina, Arafat,Makkah-Jeddah Expressway, Madinah and Taif, a PME source said.
The source added that more automated observation points in Jeddah, Madinah, and along the entire stretch of the Red Sea cost from north to south were being planned.
The source added that the PME has launched a new portal to supply the latest weather reports at Arafat, Mina, Muzdalifah, Makkah, Madinah and Jeddah during the pilgrimage.
Weather reports on the holy sites would be available on the PME website round the clock,hesaid.
Meanwhile, the General Presidency of the Commission for the Promotion of Virtue and Prevention of Vice (the Hai’a) distributed over 15,000 umbrellas to pilgrims in the courtyards of the Grand Mosque in Makkah on Friday.
The distribution of the umbrellas was in line with the directives of Sheikh Abdul Aziz Bin Al-Humayyen, General President of the Hai’a. Each umbrella has the organization’s logo and the expression “The Kingdom is honored to serve pilgrims”. The Hai’a will also hand out umbrellas at its guidance centers.
The majority of umbrellas will be distributed on Arafat Day. Sheikh Saleh Al-Saleh, Secretary General of the Higher Committee for the Hai’a during Haj, said that the umbrellas are being distributed to enable pilgrims in open areas to protect themselves from the sun. He said a distribution plan was laid out and approved by the organization in cooperation with other authorities.

JEDDAH: The newly born infant Muhammad from Chad is considered the youngest pilgrim to perform Haj this year.
His 42-year-old mother gave birth to the infant inside King Abdulaziz International Airport's Haj Terminal last Wednesday shortly after she arrived from Chad to perform Haj.
Airport officials rushed the woman to the health center at the airport, where she gave birth. The medical team that delivered the baby was trained to deal with such conditions. According to airport officials, the infant is in good health.
Abdul Ghani Al-Malki, Haj work supervisor at the airport and a health official, said that this was the first case this year, but they had similar cases of women giving birth inside the airport before.
A couple from Indian state of Uttar Pradesh, Khaliq Ahmad and Swaleha, were also blessed with the birth of a baby girl on Oct. 13 in Madinah. The girl has been named Taiba.

RIYADH: Saudi Arabian Airlines is expecting to operate at least 3,000 flights during the Haj season.
According to Saudia spokesperson Abdullah Al-Ajhar, the airline has rented 32 aircraft from other companies to bolster its existing fleet of 100 planes.
According to Al-Ajhar, there will be no repeat of the airport chaos that blighted the Umrah season.
"It is a regular occasion that needs great efforts by all bodies concerned," said Al-Ajhar, adding that Saudia and other government institutions involved in providing pilgrimage services have operation rooms to help coordinate with each other effectively.
Al-Ajhar revealed that the airline's preparations for the holy season starts very early with making contacts with Haj agencies in countries that send pilgrims.
"We have signed agreements with Haj groups in countries such as Malaysia, Indonesia, Turkey, Morocco, Iran and others, to provide for us early estimates of the numbers of people coming for Haj," said Al-Ajhar.
Based on these figures, Saudia has started planning for the influx of pilgrims and allocated aircraft accordingly, he said.
"There are centers that categorize or split people into groups for departure to Makkah even before they arrive at the airport," said Al-Ajhar.
He blamed the chaotic situation at the Jeddah airport toward the end of Ramadan on Umrah pilgrims who were trying to leave even though they did not have confirmed reservations.
Al-Ajhar said many pilgrims did not abide by baggage rules and they came carrying bags and boxes that were overweight or oversize, which jammed screening machines and caused conveyor belts to break down.
"We are using an early awareness program this year by sending out 2 to 3 million brochures to the countries where pilgrims come from," said Al-Ajhar.

JEDDAH: Undersecretary of the Makkah Governorate Abdul Aziz Al-Khudairy, who is also chairman of the preparatory and executive committees for Haj activities, has urged pilgrims to realize that the rules and regulations introduced by the government to streamline the pilgrimage season were not meant to make them uncomfortable.
"The easy and comfortable performance of the Haj rites is a God-given right for every Muslim," he said in an exclusive interview with Arab News. He asked Muslims to be always thankful to God who made the Haj a once-in-a-lifetime duty dependent on the person's capability.
"I hope that all those who do not respect the rules and regulations will realize that by doing so, they will be making the performance of Haj a difficult task," he said.
Al-Khudairy said illegal pilgrims impede legitimate pilgrims. "Pilgrims who go to Makkah without permits, squat on the streets in the holy sites and dump garbage haphazardly commit downright offenses against legal pilgrims," he said.
Such offenses would be harmful to those who commit them in the first place, impede the efforts of government departments to serve the guests of God properly and distort the good image of Saudi Arabia. "We hope that all pilgrims will strictly adhere to Haj rules and regulations," he added.
Following is the full text of the interview:
The guests of God will soon be performing Haj. How do you evaluate the preparedness of the government and private departments to serve them?
Thank God, all reports coming to the Central Haj Committee from the health, supply, municipal, security and transport sectors and other related government and private establishments have confirmed that services rendered to the pilgrims who have so far arrived were excellent. The plans to serve Hajis during the actual performance of the rites are ready for execution. I would like to assure you here that all the government and private establishments involved in Haj services were committed to providing the best of services to the pilgrims from the moment of their arrival until their return to their respective homes. The government under the directives of Custodian of the Two Holy Mosques King Abdullah is closely supervising and following up the functions of all sectors involved in the provision of Haj services. The government is also very keen to make Haj a chaos-free event that paints a bright picture of Islam as a religion and of Muslims as people with divine message aimed at honoring man and preserving his humanity and dignity.
What projects have so far been implemented in the holy sites for the welfare of pilgrims this season?
A large number of vital projects were implemented in the holy sites of Mina, Arafat and Muzdalifah to ensure better services for the guests of God. They include, among others, the Mashair railway which was completed at the cost of SR6.5 billion, the Jamarat project which cost about SR4.2 billion and other significant schemes such as the car parks and the leveling of the plateau in Arafat to increase its capacity. This is of course in addition to a number of dams built to protect pilgrims against floods.
What about the next government projects for the development of Makkah and the holy sites to provide a better environment for pilgrims?
God has given the Kingdom immense bounties and great wealth which it has been using since its establishment until the present day to execute gigantic projects that would make Haj easy and joyful. These projects are aimed at providing consummate services to the guests of God from the time of their arrival until departure. These projects will begin with a continuous series of expansions of the Grand Mosque, the latest of which was King Abdullah's expansion that started this year and was meant at expanding the mosque's capacity by 1.4 million worshippers. The total cost of the project is estimated to be more than SR80 billion including the compensation paid to citizens whose lands would be taken for the project. The government is ready now to implement the expansion of the tawaf (circumambulation) area to accommodate 130,000 pilgrims an hour. The expansion of the masaa (walking area between Safa and Marwa) has increased it capacity to 108,000 people an hour. These projects are being complemented by others in Jeddah, Madinah and Taif such as the Haramain Express Train and the promotion of the transport network in Makkah. The government is also following up the implementation of giant construction projects in Makkah, including the Jabal Omar project and King Abdul Aziz road. There are many other projects in the pipeline.
What is the expected number of pilgrims this year? Do you expect a rise over last year's number?
The departments that provide such statistics will announce the exact number of external and domestic pilgrims in a few days. I prefer to wait until the official statistics are announced. However, we do not dismiss the possibility of a rise in the number of pilgrims judging by the unprecedented increase during the 1431H (2010) pilgrimage season. According to official statistics, the number of Hajis that year went up to 2.789 million from 2.3 million pilgrims in 1430H (2009), an increase of 20.58 percent. It is to be noted that the increase in the number of domestic pilgrims has surpassed that of foreign pilgrims. While domestic pilgrims increased by 290,000, pilgrims from abroad rose only by 185,600. It is also notable the number of expatriate pilgrims exceeded Saudi pilgrims. Last year, more than 708,000 expatriates performed Haj compared to 281,500 Saudis.
Are you worried by the rise in the number of external and domestic pilgrims?
All the departments concerned with Haj affairs, under the supervision of the Supreme Haj Committee chaired by Crown Prince Naif, deputy premier and minister of interior, and the Central Haj Committee chaired by Makkah Gov. Prince Khaled Al-Faisal, are taking into account the continued rise in the number of pilgrims. These departments always keep this fact in mind and they formulate their plans accordingly. It is not the increasing number of pilgrims that worries these departments but the illegal domestic pilgrims who insist on performing Haj without permits limiting them to performing the pilgrimage once every five years. We are also worried because we are unable to take their numbers into account beforehand. This will no doubt adversely affect all our plans and will reduce the quality of some services due to the unexpected rise in the demand. Therefore we are keen to enlighten local pilgrims about the need to abide by the rules and regulations, to obtain Haj permits and join Haj campaigns. By doing so, these pilgrims will enable the government to provide them with better services.
Many of the expatriates are on low incomes. They cannot afford to pay the high costs demanded by Haj campaigns.
How do you plan to enable these people to perform Haj?We have conducted detailed studies on the phenomenon of illegal pilgrims. Pilgrims squatting on the roads is an uncivilized behavior that stops government departments from performing their tasks. They also impede the movement of regular pilgrims and make the cleaning of the holy sites an impossible task. The studies proved that the phenomenon was caused primarily by the exaggerated prices of Haj campaigns. As you said, most local pilgrims are low-income expatriates who are unable to pay the high costs demanded by the Haj campaigns. So they tend to do Haj on their own and try to enter Makkah and the holy sites without obtaining permits or joining campaigns. Crown Prince Naif, the chairman of the Supreme Haj Committee, has issued instructions to find a solution to the problem of high Haj costs. A number of solutions were approved and we have started implementing them. They all focus on reducing the costs of Haj.
Pilgrims squatting on roads during Haj are considered an obstruction to government departments who are performing their tasks.
What are these solutions and how can we benefit from them?
In collaboration with a number of companies and establishments providing Haj services, the Ministry of Haj has launched low-cost Haj campaigns. These were first introduced two years ago and will continue this year in collaboration with 21 companies and establishments. These companies will provide services to domestic pilgrims at prices ranging from SR1,900 to SR3,900 including accommodation, food and transport. We have also launched a campaign titled: "Haj is Both Worship and Civilized Conduct" to enlighten would-be local pilgrims about Haj rules and regulations, especially the necessity of obtaining Haj permits and joining campaigns approved by the Haj Ministry.
The "Haj is Both Worship and Civilized Conduct" campaign is primarily targeting foreigners in Saudi Arabia. What are you trying to tell them to avoid? The campaign is aimed at raising awareness among foreigners to avoid negative practices that will be harmful to them in the first place and also harm other pilgrims. These negative practices include going to Haj without official permits, squatting on the streets, carrying luggage while throwing stones in the Jamarat area, smoking and trying to enter Makkah and the holy sites in cars with capacity of less than 25 passengers.
How can the expatriates obtain the Haj permits?
These permits can easily be obtained from the Directorate General of Passports in line with certain conditions which include that the expatriate should not have performed the Haj in the last five years, should apply through the public or private sectors in which he is working, present a contract proving that he has joined a Haj campaign and showing his passport and iqama (residence permit). He should also bring with him four passport-size photos, a certificate showing his blood type and another one to prove that he has been vaccinated against meningitis.
Do you impose punishments on pilgrims without Haj permits and those who transport them?
We in the Makkah Governorate have an objective we are trying to reach through the Haj conduct campaign. We want all those local residents wishing to perform Haj to abide by the rules and regulations. We want everybody to be aware that these rules and regulations were made for their own good and for the comfort of local and foreign pilgrims. We hope that pilgrims follow these rules not just out of fear of punishment. However, we will not allow any citizen or foreigner without a Haj permit to enter Makkah or the holy sites. Those who transport illegal pilgrims may face a fine, imprisonment or both. The penalties will also include the confiscation of the vehicles involved. I want to remind pilgrims that the Grand Mufti of Saudi Arabia Sheikh Abdul Aziz Al-Sheikh and other top scholars have warned against violating these rules. They said anyone daring to perform without a Haj permit, not joining a Haj campaign and/or squatting on the streets will be committing a sin.
It was said that the Mashair train would only be transporting domestic pilgrims in its initial phase. Does this apply to foreigners in the Kingdom or only Saudi citizens?
The train will this year operate at full capacity to serve local pilgrims whether they are Saudis or foreigners, in addition to those coming from GCC countries and some of the land pilgrims joining the Tawafa establishments for Arab Hajis. About 200,000 from the Southeast Asia Tawafa establishment (India, Pakistan and Bangladesh) will also be transported by the train.
There was recent talk about the "Islamic Hospitality Project" to be implemented by the Makkah Governorate. What is this project?
This is an ambitious project currently under study. It is a joint venture with other government departments and will probably be launched next year. It is aimed at upgrading the level of services provided to the guests of God with a view to making these services a culture and industry run by the sons of the Kingdom in general and Makkah in particular. The residents of Makkah strongly believe that their nearness to the Grand Mosque makes it imperative for them to serve the guests of God. The details of the project, the mechanisms of its implementation and the government departments participating in it will soon be made public.

JEDDAH: A quarter of women surveyed on the Internet by a Jeddah social center have said husbands who perform the Haj alone are being selfish. They said the men should take their wives with them.
About a third of the women who answered the questionnaire did not see this as a big deal and said it was normal behavior by men, while 44 percent said married couples should do Haj together.
Arab News asked a number of men why they did not take their wives with them to Haj and many of them said it was purely for financial reasons.
To curb the high expenses of the pilgrimage and make it affordable especially for domestic pilgrims, the Ministry of Haj has created a series of low-cost Haj packages.
The cost per person for these packages is between SR1,900 and SR3,900, including accommodation, transport and sustenance. "Even with these low-cost packages, I have to pay not less than SR10,000 to take my wife, two daughters and son with me to Haj," said Muhammad Al-Dalie, a Saudi citizen.
He said he preferred to go to Haj alone but if his wife insists, he will register her on a cheap package.
Other men said accompanying wives to Haj was too tiring. "Women need special treatment. They are not willing to make any effort and they can be a real burden," said Abdullah Al-Mahyawi, a Saudi citizen.
He said he could take his wife with him only when many families were going together. "I can leave her with my relatives and do my Haj alone," he said.
Meanwhile, a number of welfare organizations were organizing pilgrimages for newlywed couples as a marriage gift to them. Usrati ("My Family"), a welfare organization, is organizing Haj on its own expense for about 600 newly married couples, chairman of the society Sheikh Abdul Bari Al-Thibaiti told Arab News.
Al-Thibaiti, who is one of the imams in the Prophet's Mosque, said the eligible couples would have to be married for about two years. He said live rehearsals would be organized to teach them all the Haj rites.
Arab News tried to contact a number of Haj service providers but they all declined to comment, saying they have been banned from talking to the press.
JEDDAH - STC will deploy 5,000 of its employees in Makkah and the holy sites for this year's Haj, according to a statement released by the company. It will also for the first time provide 4G services for its subscribers.
The company said that Prince Khaled Al-Faisal, Emir of Makkah region and Chairman of the Central Haj Committee, praised the company's work at a gathering Saturday.
It said its 4G services will provide unprecedented Internet, broadband and mobile services for Haj pilgrims and public and private enterprises.
STC executives briefed Prince Khaled about the company's mobile and landline services, which will cover all the Mashair Train stations, the Grand Mosque, Mina's Tent City and the Jamarat.
The emir was also briefed on the company's maintenance and emergency plans for Haj.
JEDDAH - The Ministry of Haj has received 3,700 complaints about bogus Haj companies on its toll-free number set up recently, according to Dr. Fouad Bin Abdulsalam Al-Farsy, Minister of Haj.
In an interview with Okaz/Saudi Gazette, the minister said an electronic system has been installed to detect any violations by Haj companies and organizations. The violations are reported and dealt with through the system.
The minister added that last year 19,000 Umrah pilgrims failed to go home. This was a remarkable reduction from 2005 when there were 480,000 overstayers.
This past season saw an all-time record of over five million pilgrims performing Umrah.
Al-Farsy warned that government "will not hesitate" to take strong action against airline companies that fail to stick to arrival and departure times.
