Sheikh Saud Al Shuraim Former Imam of Makkah!
Sheikh Saud bin Ibrahim bin Muhammad Ibrahim Al Shuraim was born in Riyadh in the year 1386 AH (1966 C.E).

He finished his elementary education at the Areen School, continued his studies at the model school, and then enrolled in the Yarmuk Shamilah school, from where he received his diploma in 1404 AH.

He continued his education at the University of Muhammad Bin Saud, where he earned his degree in 1409 AH from the Department of Contemporary Creed and Doctrines. The next year, 1410 AH, he enrolled at the higher Institute of Judiciary, where he later earned his Master’s degree in 1412 AH.
He earned a distinction upon completing his PhD at Umm Al-Quraa University in the year 1416AH. In the year 1430AH, he subsequently earned a chair in Comparative Jurisprudence.

He was a well-known Imam in Riyadh before King Fahd appointed him as Imam and Khateeb of Masjid Al Haram in the year 1412H. He was chosen to serve as a judge on Makkah’s Supreme Court in the year 1413 AH.
The year 1416 AH marked his departure from the judiciary (on his request)

He accepted a position as a teacher at Masjid Al Haram in the year 1414 AH.
In the year 1419 AH, he was hired as a lecturer in the Faculty of Sharia and Islamic studies at Umm Al-Quraa University, where he also earned his doctorate.
In the same year, he was later hired as an assistant professor.

In Umm Al-Quraa University, he held a number of posts, including that of Dean of the College of Sharia and Islamic Studies. Additionally, he served as the College of Judicial Studies and Regulations’ Dean until the year 1441 AH.
Sheikh bin Baaz, Sheikh In Jibreen, Sheikh Abdullah bin Abdul Aziz bin Aqeel, Sheikh Abdullah bin Abdulrahman Al Ghadyaan, Sheikh Sale Al Fawzaan, and Sheikh Fahad Al Hassan are among the sheikhs from whom Sheikh Saud learned.

In 1444, Sheikh Saud Al Shuraim retired as Imam and Khateeb of Masjid Al Haram after 32 years of service.

Removed as it's not available on their website so either it has been retracted or it was an offline fatwa. However, there is another fatwa available on their website which states that you should follow the rules but nafl tawaaf would still be accepted if you did not do so.

Translation

Question

In the current situation, there is a restriction by the Saudi government to go down into the Mataf in Masjid Haram, and only those in Ihram are allowed to go down into the Mataf and perform Umrah. Without Ihram, one cannot enter the grounds of Mutaf in simple clothes. If Nafil Tawaf is to be performed in plain clothes, then it has to be done from the upper floor. which takes a lot of time and requires a long round trip. which is a lot of work. In such a situation, if a person goes near the Kaaba and performs Nafl Tawaf without intending to perform Umrah, only wears the cloak of Ihram, adopts the appearance of the Mahrameen, and descends with them in Mutaf, then this action is permissible according to the Shari'ah. Will it happen or not? Does it involve cheating or not? Also, how is it according to Shari'ah to pray bareheaded and perform Tawaf bareheaded while wearing the veil of Ihram? Guide me in the light of the Quran and Sunnah.

In the case of responsibility, only people in Ihram are allowed by the government to perform Tawaf near Bait Allah; in addition, people are not allowed to perform Nafil Tawaf near Bait Allah, so wearing sheets without the intention of Ihram is not permitted. To be able to do tawaf near Allah is contrary to reality; therefore, this practise should be avoided. But if a person performs tawaf only by wearing the veil of Ihram, then tawaf will be accepted.

I would do one tawaf for two hours in upper floor.
It is better than deceiving and doing multiple tawafs in mataf.

It sounds like the ihram restriction in the mataf is an administrative matter so the authorities can facilitate tawaf for the umrah pilgrims. Just like certain entrances to the haram are closed at certain times of the day to facilitate the movement of worshippers and prevent congestion. It would seem prudent to follow these restrictions so that we can do our bit to assist the authorities in their administration.

Hajj Registration Commences For International Pilgrims



MAKKAH: The Ministry of Hajj and Umrah has announced the commencement of Hajj Registration of International Pilgrims.

The Ministry said that ‘Nusuk’ will be the only platform through which Pilgrims from Europe, Americas and Australia can book their packages for Hajj.


The registration began on Wednesday, 8 February 2023 on Hajj.Nusuk.sa
