Both conditions are ridiculous but the second one even more so. It's like them trying to cover all the bases with the deniers of this running scam. Anyone who has objections towards the vaccine cannot get in, but neither can anyone who hasn't ever had the disease.

RIYADH: Authorities said on Tuesday that 150,000 people would be allowed to perform Umrah or prayers daily at Makkah’s Grand Mosque during Ramadan, which starts next week.
The General Presidency for the Affairs of the Two Holy Mosques said up to 100,000 worshippers would be allowed to pray at the Grand Mosque and that 50,000 pilgrims will be allowed to perform Umrah, as part of its plan to increase operational capacity.
The Ministry of Islamic Affairs, Guidance and Dawah said that Umrah permits will be given to pilgrims aged 65 and over who had already been vaccinated against coronavirus.
Sheikh Abdulrahman Al-Sudais, head of the Presidency of the Two Holy Mosques, said that inoculation is a requirement for entering the Grand Mosque and the Prophet’s Mosque in Madinah.
Minister of Islamic Affairs Dr. Abdullatif Al-Asheikh on Tuesday issued a directive with precautionary measures to prevent the spread of coronavirus during Ramadan.
It said that iftar, suhur and itikaf inside mosques during Ramadan would be suspended, while the number of locations for Eid Al-Fitr prayers would be expanded.
Al-Asheikh said that matters related to holding tarawih and qiyam prayers in mosques would be announced later.
The deputy minister of Hajj and Umrah, Dr. Abdel Fattah Mashat, said people wishing to perform Umrah during Ramadan would have to submit a permit application through the Tawakkalna app not the Eatmarna app, and that there would be an update in the coming days to provide the permits.
Permits will be distributed on a weekly basis during Ramadan for pilgrims and people wishing to pray at the Two Holy Mosques, he added, and new openings would be available with any cancellations.

RIYADH: Saudi Arabia announced that pilgrims who perform Umrah without a permit during the month of Ramadan will be fined as officials are trying to prevent the spread of the coronavirus (COVID-19).
An official source at the Ministry of Interior said a fine of SR10,000 ($2,666) would be imposed on anyone who tries to perform Umrah without a permit, along with a SR1,000 fine for anyone who tries to enter the Grand Mosque in Makkah without a permit.
Saudi authorities are looking beyond Ramadan as the measure will be valid until the end of the pandemic or when “life returns to normal,†the source added.
The source said the ministry wants to ensure that all precautionary measures to prevent the spread of the virus are adhered to. It also wants to ensure that approved regulations for performing Umrah and prayer are in line with the operational safety capacity at all Grand Mosque sites and squares.
Every pilgrim wishing to perform Umrah or prayers in the Grand Mosque must obtain a permit.

MADINAH: The General Presidency for the Affairs of the Prophet’s Mosque is intensifying efforts to prepare the mosque ahead of the holy month of Ramadan in line with COVID-19 precautionary measures.
Only people who have received two doses of a coronavirus vaccine or have recovered from the virus or have had one shot of a vaccine more than 14 days prior to visiting the mosque may visit or pray in the Rawdah, Saudi Press Agency (SPA) reported.
The Rawdah lies between the Sacred Chamber (known as the Prophet’s house), and the Prophet’s Minbar (pulpit).
Each person’s vaccination status will need to be registered on Saudi Arabia’s COVID-19 app, Tawakkalna.
Three million bottles of Zamzam water will be distributed to worshipers and visitors during Ramadan which amounts to 100,000 bottles of water per day, the presidency said.
Each worshipper will be individually presented with dates and water for Iftar and social distancing is to be observed at all times.
Arranging and distributing sahoor meals in the mosque’s courtyards is prohibited, the presidency said.
Itikaf (staying in a mosque for a certain number of days whilst devoting oneself to worship) will be suspended for the second year running due to the pandemic.
Worshippers are also required to use the national parking app “Mawqif†to facilitate their exit from the mosque.
Ramadan 2021 is due to start on either Monday or Tuesday in the Kingdom.
