Two Indian nationals held in Saudi
for taking pictures with tri-colour,
released after MEA intervention

Two Indian nationals from Vadodara were detained by the Saudi Arabia police Friday for posing and taking pictures with the Indian Flag inside the Haram in Mecca. While 12-year-old Uzair Ali was released immediately after the intervention of the Consulate General of India in Jeddah, his father Imitiaz Ali Saiyed (45) was freed on Saturday.


Imitiaz, a manager at an optical shop at Old Padra Road, is a resident of Tandalja area of the city. He had left for Mecca along with his wife and two children on Monday. On Friday, he was detained by the Saudi Arabia police for taking a picture of his son along with the Indian tri-colour.


The Consulate General in Jeddah in a tweet stated, â€œPlease note it is banned to display flags in Haram area. Our official has already met Mr Imitiaz Ali and son Mr Uzair Ali at Haram Police station. After our intervention, Uzair Ali has been released. We are following the case and all help being extended for early release of Mr Imitiaz as well.”


Imitiaz’s brother Faiyaz Ali said, “My cousin who lives in Saudi informed us about the detention. We were informed that today in the evening the police will make a final decision regarding the case. We are yet to hear from them. They had taken the flag along with them but did not know that posing with it and taking pictures was an offence.”


Zuber Goplani, National Executive Council member of the All India Muslim Majlis-e- Mushawrat’s, Gujarat Chapter in a series of tweets to the External Affairs Minister Sushma Swaraj, Gujarat Chief Minister’s Office, Prime Minister’s office and the Consulate General for India in Jeddah, had apprised them of the situation and sought their help and intervention into the matter.

1.5 million Umrah visas issued in 12 weeks

JEDDAH — As many as 1,509,936 Umrah visas were issued in 12 weeks since the season started in September, the Ministry of Haj and Umrah has said in its weekly statistical report.


The ministry said a total of 1,190,961 Umrah pilgrims have arrived in the Kingdom of whom 853,085 have departed for their respective homes after performing the minor pilgrimage.


It said 337,876 pilgrims were still in the country with 232,117 of them in Makkah and 105,759 in Madinah.


The ministry said 1,094,403 pilgrims arrived by air via King Abdulaziz International Airport in Jeddah and Prince Muhammad Bin Abdulaziz International Airport in Madinah.


It said 96,523 pilgrims arrived in the Kingdom by land and 35 by sea.


According to the ministry, Pakistan, with 394,143, came first in the number of the pilgrims followed by Indonesia with 233,792 pilgrims. India sent 196,726 pilgrims, Yemen 56,972, Malaysia 54,214, Algeria 32,709, Turkey 29,628, the United Arab Emirates 25,875, Bangladesh 23,368 and the United Kingdom 18,215.


The ministry said the pilgrims were served by a total of 8,635 Saudis consisting of 7,235 men and 1,400 women who are employees of Haj and Umrah companies.


It said its weekly statistical report is aimed at closely following the issuance of the Umrah visas and the arrival and departure of the pilgrims to ensure them with excellent services that will enable them do their rites in ease, peace and comfort within the ministry’s drive to realize the objectives of the Saudi Vision 2030, which aims to attract about 30 million Umrah pilgrims annually by that year.

Makkah — The Presidency for the Affairs of the Two Holy Mosques reserved the mataf (circumambulation area around the Holy Kaaba) for two hours for the faithful with special needs on Monday.


This was to mark the International Day of Persons with Disabilities which falls on Dec. 3.


Mashour Al-Monaami, undersecretary at the presidency, said this shows the Presidency’s keenness to take special care of this segment of society as well as to shed light on their rights.


The annual observance of the International Day of Disabled Persons was proclaimed in 1992 by the United Nations General Assembly. It aims to promote the rights and wellbeing of persons with disabilities in all spheres of society and development, and to increase awareness of the situation of persons with disabilities in every aspect of political, social, economic and cultural life.


The theme for this is: “Empowering persons with disabilities and ensuring inclusiveness and equality.”


This year’s theme focuses on empowering persons with disabilities for an inclusive, equitable and sustainable development as part of the 2030 Agenda for Sustainable Development.


Saudi Arabia has promulgated legislations and takes special care of people with disabilities.


The Ministry of Education runs several organizations to help people with disabilities. These include the Noor Institute for the Blind, the Amal Institute for the Deaf and the Institute for the Intellectually Disabled. Other organizations are run by the Ministry of Labor and Social Development. The Ministry of Health provides health services to most people in Saudi Arabia.


People with disabilities in Saudi Arabia are entitled to 50% off airfare for themselves and a companion. They have the right to education, equal work and access to public space. People with disabilities are entitled to handicapped parking spaces and a subsidy of SR 10,000 to convert cars for specifications relating to their disability. Social security is available to individuals with disabilities or who become disabled later in life.


The King Salman Centre for Disability Research, Disabled Children Association and the Joint Center for Research in Prosthetics and Orthotics and Rehabilitation Programs are non-governmental organizations operating in Saudi Arabia to help people with disabilities.

ISLAMABAD: Ministers of both Saudi Arabia and Pakistan inked a new Hajj agreement in Saudi Arabia on Sunday increasing the pilgrimage quota for Pakistanis by 5000 over a requested 30,000 owing to the south Asian nation’s growing population.


Pakistan’s Minister for Religious Affairs and Interfaith Harmony, Pir Noor-ul-Haq Qadri, and Saudi Minister of Hajj and Umrah, Dr. Mohammad Saleh bin Taher Benten, signed the Hajj policy 2019 in the holy city of Makkah, Imran Siddiqui spokesman for the Ministry of Religious Affairs told Arab News.


Siddqui said, “the Saudi minister has promised to take Pakistan’s request to crown prince Muhammed bin Salman” and the approval for remaining quota of 25,000 is highly expected. Keeping in view the new census results of Pakistan’s 207 million population, increase in Hajj quota will be under consideration.


In a statement the spokesman added that next year, 189,210 Pakistanis will be able to perform Hajj. Pakistani pilgrims will get e-visas under the agreement however the waiver of SAR 2,000 visa charge will transpire after consultation with the King of Saudi Arabia.


There will be a phase wise inclusion of Pakistani pilgrims in the Road to Mecca project. Initially, 35,000 pilgrims from southern province of Sindh will benefit [from the program].


The program requires the vetting and immigration processes for pilgrims to take place at the Karachi airport.


Last year, Saudi Arabia had increased the quota by 15,000 for Pakistan to a total of 179,210 which ranks second in the top ten counties awarded Hajj visas quotas. Indonesia ranks highest with 221,000 as per statistics of 2017. 


In February, the Ministry of Religious Affairs had requested the Kingdom to increase the total to 194,210 but the Kingdom declined and increased the pilgrim quota to 5,000 which allowed up to 184,210 to perform Hajj in 2018.


“Effort will be made to find accommodation for most Pakistanis in old Mina,” said the statement quoting minister Noorul Haq Qadri, who appreciated Saudi authorities for considering Pakistan’s recommendations.

No quota hike for Indonesian pilgrims

JEDDAH — Indonesia, which has been sending the largest contingent of pilgrims to the annual Haj in Makkah, on Monday signed the bilateral agreement with Saudi Arabia regarding arrangements for the 2019 season.


Minister of Haj and Umrah Dr. Mohamemd Saleh Benten and visiting Indonesian Minister for Religious Affairs Lukman Hakim Saifuddin signed the agreement at the Saudi minister’s office in Makkah.


Deputy Minister of Haj and Umrah Abdulfattah Bin Sulaiman Mashat, Secretary for Services in the Ministry of Haj Mohammed Bin Saleh Sharikh and other senior officials was present from the Saudi side at the signing ceremony following wide-ranging discussions. From the Indonesian side, religious affairs officials including a quality assessment team, Consul General Mohamad Hery Saripuddin and other senior officials attended.


Indonesia asked Saudi Arabia to increase its existing quota to cater to the growing waiting list of pilgrims, according to officials.


They also the said it sought the expansion of Makkah Road project to more airports in the country.


However, Saripuddin said there was no increase in the quota for the upcoming Haj. â€œIndonesia and Saudi Arabia has signed the annual Haj agreement on existing quota of 221,000 and there is no increase,” he said.


Saripuddin told Saudi Gazette 3.9 million Indonesians had registered to perform Haj and their minimum period was 10 years.


He said in view of the high demand, Indonesia, which has the world’s largest Muslim population, has been urging Saudi Arabia to increase its quota of pilgrims.


Saripuddin also said Indonesia wanted to expand the Makkah Road Project for pre-clearance of pilgrims for hassle-free entry upon arrival in the Kingdom from Jakarta to all embarkation points in the country. The consul general said Indonesian pilgrims flew out from 12 embarkation points and some of them were busier than the Jakarta airport.


“We held wide range of discussions regarding the land transportation inside the Kingdom and also the housing facility for pilgrims. A specialized team from Quality of Service Performance Index of the Indonesian government joined us to assess these services,” Saripuddin added.


The Indonesian side emphasized the need for ensuring the quality of ethnic food served to the pilgrims while suggesting the food to be cooked by native Indonesians, he said.

India seeks Haj quota raise

JEDDAH – India expects an increase of 20,000 in the quota of pilgrims for the Haj of 2019, according to the country’s Minister of Minority Affairs Mukhtar Abbas Naqvi.

“We have requested the Saudi authorities to increase our quota from 170,000 to 190,000 in proportion of the population of Muslims in the country. We are very much confident that the Saudi authorities would consider our request favorably,” he said.

Naqvi said a total of 170,000 Indian pilgrims performed the last Haj, and this number included 45,000 who came through private tour operators (PTOs).

Naqvi made the remarks while addressing a press conference at the Indian Consulate on Thursday after signing the bilateral agreement with Minister of Haj and Umrah Muhammad Saleh Benten. He said more than 300,000 aspiring pilgrims applied for the next Haj and the deadline for submission of applications has extended by another week to Dec. 19, following requests from Haj committees in some states.

Naqvi said this year preparations for Haj in India are very advanced and the process of receiving Haj applications started two months earlier. “Signing of the Haj agreement was also one month ahead compared to last year,” he said, stating that there will be 21 embarkation points and Calicut, in the southern state Kerala, is restored as an embarkation point after a hiatus of several years.

Naqvi thanked Custodian of the Two Holy Mosques King Salman and Crown Prince Muhammad Bin Salman for the excellent arrangements that made the Haj of 2018 a great success. “During the talks with the minister and other senior ministry officials, we have assured our full cooperation and support to ensure a smooth and hassle free Haj in 2019,” he said.

Naqvi hoped that the Indian pilgrims can avail of the Proof of Concept (POC) pre-clearance of immigration facility at their embarkation points under the Makkah Road scheme. “Discussions with the Saudi authorities are going on this respect, and some important issues are there but we are very much confident that Indian pilgrims would also be the beneficiaries of this scheme for the next Haj,” he said, adding that discussions are on with regard to provision of the Haramain High Speed Train facility for the Indian pilgrims for their travel between Makkah and Madinah.

Referring to the move to resume pilgrimage by the sea route, Naqvi said the Saudi government gave last year the go-ahead in this regard and accordingly the Indian authorities had floated a global tender. “Our ministry had already received a number of tenders and we also floated a fresh global tender this year. We will finalize the modalities for the ship service to resume for the Haj of 2020 as it would be very helpful in cutting down the Haj costs significantly,” he said.

The Indian minister said there had been a substantial increase in the number of women applicants this time, and their percentage ranges between 40 and 47. There is also an increase in the number of women who wanted to perform Haj without a mahram (accompanying husband or male blood relative), reaching more than 2,000. A total of 1,300 women pilgrims performed Haj without a mahram for the first time in 2018.

Naqvi also unveiled plans to reform the PTO policy to make it more transparent and pilgrim-friendly, adding that the new policy for PTO is expected to be ready in 2019.

Others who attended the press conference included Ahmad Javed, ambassador of India; Choudhary Mehboob Ali Kaiser, member of parliament and chairman of the Haj Committee of India; Jan-e-Alam, joint secretary, ministry of minority affairs; S.K. Mishra, joint secretary of ministry of civil aviation; Mohammed Noor Rahman Sheikh, consul general of India; Dr. Maqsood Ahmed Khan, CEO of Haj Committee of India; Nijamuddin, director of Ministry of Minority Affairs; Sunil Gautam, private secretary to Naqvi; and Mohammed Shahid Alam, deputy consul general and consul of Haj.

Umrah visas cross 2 million mark

JEDDAH — As many as 2,003,580 Umrah visas have been issued to prospective pilgrims from various countries since the current season started in September, the Ministry of Haj and Umrah said in its weekly statistical report.


The ministry said 1,187,608 of them already performed the minor pilgrimage and returned home while 331,531 pilgrims are currently in the two holy cities of Makkah and Madinah performing the rituals. It said 230,991 pilgrims are in Makkah and 100,540 pilgrims in Madinah.


Of the total 1,519,139 pilgrims who arrived in the country so far this season, 1,187,608 came by air, 125,016 by land and 72 by sea.


According to the ministry, with 465,193 visitors, Pakistan sent the largest number of Umrah pilgrims, followed by Indonesia with 279,507 pilgrims. India sent 224,586 pilgrims, Yemen 56,972, Malaysia 102,636, Yemen 76,826, Algeria 46,290, Turkey 41,579, Bangladesh 34,804 and Egypt 32,956.


The ministry a total of 9,047 Saudis, consisting of 7,523 men and 1,524 women are employed by the Haj and Umrah companies to serve the pilgrims.


It said its weekly statistical report is aimed at closely following the issuance of the Umrah visas and the arrival and departure of the pilgrims to ensure them with excellent services that will enable them do their rites in ease, peace and comfort within the ministry’s drive to realize the objectives of the Saudi Vision 2030, which aims to attract about 30 million Umrah pilgrims annually by that year.

80,000 Turkish pilgrims expected to visit Mecca, Medina in 2019

The head of Turkey’s Religious Affairs Directorate (Diyanet) on Dec. 10 met with Saudi Arabia’s hajj and umrah minister to reach an agreement on services to be provided next year for Turkish pilgrims making their way to Islam’s holiest cities for pilgrimages amid concern over the murder of Saudi journalist Jamal Khashoggi.

Ali ErbaÅŸ and Mohammed Saleh bin Taher Benten discussed problems and possible solutions regarding the pilgrimage to Mecca and Medina of an expected 80,000 Turkish Muslims.

At the end of their deliberations, they signed a “Hajj Protocol” to finalize the agreement.

The annual Hajj pilgrimage to Saudi Arabia is a religious obligation for Muslims, who must make the journey at least once in their life if financially feasible.

Considered the fifth “pillar” of Islam, the Hajj is intended to demonstrate the solidarity of Muslims.

While the Hajj is generally associated with Islam’s final prophet, Muhammad, who lived in the seventh century, Muslims believe that the pilgrimage to Mecca dates back thousands of years to pre-Islamic times.

The pilgrimage takes place every year from the eighth to the 12th day of Dhu al-Hijjah, the 12th and final month of the Islamic calendar.

On these five days, pilgrims converge on Mecca, where they circumambulate the Kaaba seven times, run between the hills of Al-Safa and Al-Marwah, drink water from the sacred well of Zamzam, stand vigil on the plains of Mount Arafat and pelt the “devil” with stones.

Pilgrims then cut their hair and sacrifice an animal -- meat from which is traditionally distributed to the poor -- before celebrating Eid al-Adha, or the “Festival of Sacrifice.”

Since the Islamic calendar is based on the lunar cycle, the date of the Hajj changes each year on Western calendars.

Grand Mosque in Makkah swarmed 
by thousands of black crickets


The municipality later published pictures of the Environmental Protection

Makkah: In an unusual and never-before-seen phenomenon, thousands of black crickets on Monday swarmed the Holy Mosque in Makkah and a major parts of the city, forcing some schools to shut down.


Makkah Municipality confirmed the phenomenon, which residents say has never been seen before, and conducted a citywide fumigation process.


“On Saturday night I was praying at the Holy Mosque and the insects were everywhere, the mosque was drawing them in, not only in the yards, but even around the Kabba,” Abdulwhab Soror, 64, told The National.


“I’ve been living in Makkah my whole life, I’ve never witnessed something like this before,” he added.


The phenomenon even baffled insect wildlife experts. Dr Jacky Judas, manager and scientific adviser of terrestrial biodiversity at the WWF and Emirates Nature, said that this was a first.


"This is the first time for me to see this species in big numbers, I am not surprised that people are saying the same," Dr Judas said. "I have never seen this species in these big numbers."

His best guess was that certain operations in the Arabian Peninsula cultivate crickets for bird feed and it could be that a group has escaped and spread through Makkah. He is working on identifying the species but says they could be related to the True Cricket, or Gryllus campestris.


"It could be an incident where one captive breeding has escaped and spread in big numbers, otherwise maybe there has been specific conditions that favour their development and breeding, but I don't know what that would be," he said.


Cricket swarms have been reported in Peru and West Virginia after intense heatwaves. It is still not clear what has caused the cricket swarm in Makkah.


Images of the crickets, belonging to the True Cricket family, have also taken social media by storm. Several images and videos show thousands of the crickets in schools, houses and the Holy Mosque. Mixed in with some images of the crickets are locusts, which are not uncommon for this time of the year.


Regardless of the cause, the municipality has appointed almost 130 people to form teams and begin the clean-up process.


“We are focusing on the areas of reproduction and breeding of insects, sewers, and open water source around the yards of the Holy Mosque and in all toilet scarred in the yards of the mosque,” the statement said.


The municipality later published pictures of the Environmental Protection Team as they sprayed pesticides in the surrounding areas of the Holy Mosque.

Experts to study sudden appearance
of grasshoppers in Makkah mosque



Swarms of black grasshoppers have been appearing inside the Grand Mosque
and its plazas over the past couple of days.

MAKKAH — Specialized teams from the Makkah Municipality visited the Grand Mosque to find out the reasons behind the sudden appearance of large swarms of black grasshoppers and other insects in the holy precincts.


They took samples of the insects to study them and determine the causes behind their sudden appearance.


The specialists were also to determine where they insects had come from so as to quickly annihilate them and prevent their recurrence in the coming period.


Fahd Al-Malki, the official of the Presidency of the Affairs of the Two Holy Mosques who is in charge of the management and cleaning of the carpets of the Grand Mosque, said the insects were greatly annihilated before the Friday prayer.


“The insects did not cause any harm to any worshippers,
” he said.


Malki said they did not know a definite source or a certain place where the insects could be wiped out completely.


“They come suddenly to the Grand Mosque between the Isha prayer and the sunrise,” he said, adding that the fight against them in the past few days had greatly decreased their number and their presence in the plazas and the mataf area.


“We are all working together to end the presence of the black grasshoppers inside the Grand Mosque for the welfare of the worshippers, the pilgrims and visitors,” he said.


The presidency had adopted an integrated plan to combat insects and prevent their presence in the Grand Mosque, especially on Fridays.


The presidency has a new piece of equipment named “Caesar Mob” to prevent the spreading of the insects inside the Grand Mosque. It attracts the insects to one spot where they will be sprayed with insecticides.


The presidency said it has about 100 pieces of the equipment, which are being used 24 hours a day through three shifts.
