Four new tunnels in Madinah to help pilgrims

The Madinah Development Authority in Saudi Arabia has announced that four new pedestrian tunnels will be built in nearby neighborhoods to allow easier access for people who want to go to the northern central region, according to the Saudi Press Agency.


The tunnels will help decrease traffic flow and improve pedestrian safety on the King Faisal Road that leads to the Prophet’s Mosque.


The developments are part of Prince Faisal bin Salman bin Abdulaziz’s, who is the chairman of the Al-Madinah Development Authority, plans to improve the city.



The four tunnels, which extend to 125 meters each, are include elevators that are specifically built to accommodate to the elderly and people with special needs. Additionally, 12 escalators and stairs were built to help pedestrians reach the Prophet’s Mosque without having to cross the road.


According to Saudi Press Agency, the tunnels include air conditioning systems, firefighting systems, lighting and sound systems, as well as security surveillance systems.


The tunnels will ensure that pedestrians reach the Prophet’s Mosque safely.

Haj pilgrims start coming from tomorrow

JEDDAH — Marking the beginning of the Haj Season of 2018, foreign pilgrims will start arriving in the Kingdom from Saturday (July 14 /Dhul Qada 1). The first batch of pilgrims will be from India, Pakistan and Bangladesh.

On Saturday, a Biman Airlines plane, carrying Bangladeshi pilgrims, will land at the Haj and Umrah terminal of King Abdulaziz International Airport while a Saudi Arabian Airlines flight from New Delhi and a Pakistan International Airlines plane from Karachi will touch down at Prince Muhammad International Airport Madinah.


All preparations and arrangements are well in place to receive the pilgrims, according to the Saudi authorities and the Haj missions of various countries.


The Saudi General Authority of Civil Aviation (GACA) has completed all the preparations for the pilgrims’ arrival. Abdul Hakeem Al-Tamimi, president of GACA, said that the authority has worked out an integrated operational plan to receive the increasing number of pilgrims from all parts of the world.


“GACA is working to implement the directives of Custodian of the Two Holy Mosques King Salman to render the best ever services and facilities for the pilgrims, especially through simplifying and reducing the duration of their arrival and departure procedures and easing the air traffic flow during the Haj season,” he said.


A total of 6,072 Haj flights will be operated, of which 3,383 will be through the Jeddah airport and 2,689 through the Madinah airport,” he added.


All pilgrims from Malaysia and a section of pilgrims from Indonesia will have their immigration pre-clearance facility from their embarkation points for this year’s Haj. The Proof of Concept (POC) System for pre-clearance at the point of departure to Saudi Arabia is being implemented in coordination with the Saudi, Malaysian and Indonesian authorities. The uniform electronic path service dubbed ‘Makkah Road Service’ will be launched from Kuala Lumpur International Airport and Soekarno-Hatta International Airport, Jakarta.


Meanwhile, senior Indian diplomats met Minister of Haj and Umrah Muhammad Saleh Benten in Jeddah on Thursday to discuss the arrangements for the Haj.


Indian Ambassador Ahmad Javed, Consul General Mohammed Noor Rahman Sheikh, and Deputy Consul General and Haj Consul Mohammed Shahid Alam were among those who attended the meeting.


Javed briefed Benten on the preparedness of the Indian Haj mission for the smooth reception and comfortable stay of Indian pilgrims for the annual pilgrimage. The minister appreciated the great efforts being made by the Indian Haj mission, in cooperation with Saudi authorities and agencies, to ensure the safety and comfort of Indian pilgrims.


The minister expressed happiness over the successful issuance of visa through e-Haj portal over the last three years and was highly appreciative of the IT skills of the Indian mission. The Ambassador also briefed Benten on the proposal of transportation of pilgrims on board ships and requested the minister for assistance in making the logistical arrangements for smooth reception at the sea ports in future.


Speaking to Saudi Gazette, Consul General Sheikh said that there will be 410 pilgrims on board the Saudia flight landing tomorrow at Madinah airport. The first Haj flight from India to Jeddah will be on July 29 and there will be 420 pilgrims on board the Air India flight from Chennai.


He said that a total of 234 flights will be operated to transport 67,302 pilgrims to Madinah and 209 flights to Jeddah to carry 61,400 pilgrims. He said that the Indian Haj Mission has linked all its hospitals and branch dispensaries in the holy cities of Makkah and Madinah as well as at the Jeddah airport Haj terminal with an online software system for the first time.


Sheikh noted that a total of 1,300 women pilgrims are coming for Haj without a mahram (male blood relative) for this year’s Haj for the first time. Anticipating high temperature during Haj, the Indian Mission has made arrangements to supply tri-colored umbrellas with “India” written on both sides to every pilgrim, he added.

Saudi Arabia to host the biggest
‘Hackathon’ in the Middle East

JEDDAH – The Saudi Federation for Cybersecurity, Programming and Drones announced the opening of registration for "Haj Hackathon”, an event that promises to attract leading programmers from around the world to innovatively leverage technology to enrich and enhance the Haj experience for pilgrims, Saudi Press Agency (SPA) reported on Friday.


This initiative is just one of the Kingdom's many efforts under the Kingdom’s Vision 2030 to provide the nation’s youth opportunities to become global leaders in technological development.


The Haj Hackathon will be held in August in Jeddah and is expected to attract more than 3,000 developers. Google will offer mentorship and training for participants of the Hackathon.


The Hackathon offers prize awards to the top three participants valued at SR2,000,000 to transform their ideas into businesses. First place will receive SR1,000,000, second place will get SR500,000 and third place SR350,000. In addition, SR150,000 to be awarded as a prize for excellence.

Acquittal of 13 crane crash
defendants may be revoked

JEDDAH — The acquittal of the 13 defendants in the Grand Mosque crane crash case might be revoked, according to informed judicial sources.


The sources expected the Supreme Court, which is the highest judicial authority, to reject the acquittal of all the defendants and to return back the case to the Summary Court in Makkah for a retrial.


The giant crane, owned and operated by the Binladen Group, fell down on the eastern part of the Grand Mosque on Sept. 15, 2015 killing 110 people and injuring 209 others.


Saleh Misfir Al-Ghamdi, a lawyer who is representing four of the defendants, said the Supreme Court has the right to rescind the acquittal of all the defendants even after it was upheld by the Court of Appeals.


"The case will go back to the zero point. The sessions will start again. The court will summon all the defendants and the witnesses," he said.


The Summary Court in Makkah's 108-page ruling on Oct. 2 last year acquitted and decided that they will not be committed to pay diah (blood money) to the victims.


The court said the incident took place on an official holiday and the crane was placed in correct upright position. "There was no negligence on the part of the accused," it said.


The court said the incident was caused by rains and heavy thunderous winds which were not anticipated.


The court wrote its acquittal ruling in 25 pages and the replies of the defendants and the defense of the defending lawyers in 75 pages.


The Public Prosecution decided to appeal the verdict in the Supreme Court and said in a memorandum to the court that negligence and a lack of commitment toward safety rules were the reasons for the crash.


The attorney general also said the defense of the accused was not accurate, there was no proof that enough safety measures were taken, there was no one of the 3,300 employees at the site during the crash and that the executing company did not consider weather alerts despite two previous warnings.


The attorney general insisted on the revocation of the acquittal and asked the court to oblige the defendants to pay the diah and to pay for the damage in the Grand Mosque.

1.14 million heads of sheep to imported for sacrifice in Haj

MAKKAH – More than 1.14 million heads of sheep will be imported shortly to meet the sacrificial requirements of pilgrims who come for Haj this year, said Dr. Omar Al-Faqeeh, director general of the Environment, Water and Agriculture Ministry’s branch office in the Makkah province.

“We already issued 61,813 import permits for this purpose until last week,” Al-Faqeeh said while speaking to Al-Madina Arabic daily.

He said the ministry has completed all preparations for the upcoming Haj season. “We have recruited the necessary number of veterinary doctors who will inspect the health condition of sheep imported through Jeddah Islamic Port,” he added.

Al-Faqeeh said the ministry would also check health of sheep and other animals at entry points of Makkah in order to protect the health of Makkah residents and the guests of God.

“We’ll not allow entry of any cattle to Makkah except after ensuring their health and country of origin,” the director general said. “We’ll appoint 131 veterinary doctors and assistants as well as administrators during the Haj season.”

Al-Faqeeh said the ministry has drawn up a comprehensive plan for this Haj season. “We’ll keep ready seven teams of veterinary doctors at entry points of Makkah including Kaakiya, Old Shumaisi, Sharaie, Nouriya and Hada. Two new teams will be deployed in Husainiya and Jurana,” he said.

“We have conducted a workshop for those who work in the veterinary teams during the Haj season,” the director general said, adding that participants were trained on how to avoid negative aspects that have taken place in the past years.

Work has started at the ministry’s three offices in Jeddah, Jamoom and Al-Laith to mark sheep and other livestock that enter Makkah. “This comes as part of efforts to implement the Animal Resources Law and the law on the kind treatment of animals,” he explained.

He said animal breeders will be given guidance as part of this campaign.

Two-month Haj plan unveiled 

Presidency seeks to ensure ease, comfort for all pilgrims

MAKKAH — The General Presidency for the Affairs of the Two Holy Mosques has unveiled its two-month plan for the upcoming Haj season, stretching from the beginning of the current month until the end of the month of Dhul Hijjah (July-August).


Sheikh Dr. Abdulrahman Al-Sudais, chief of the authority, said the presidency was keen to make all early preparations for the Haj season for this year, including a number of services, covering administrative and human resources, guiding, engineering and technical fields.
He also pointed out that the plan during this year’s Haj season is working to achieve a number of goals, including helping pilgrims to perform their duties with utmost ease while making sure that the plan goes on without any hindrance, making all its venues available for the Great Mosque pilgrims and guiding them with wisdom and good advice as well as providing all the necessary services and preparing all the facilities and venues and ensuring they are ready in the best possible way. He also indicated that it was done in partnership and coordination with the relevant institutions, government and security parties headed by the Ministry of Interior and the regions of Makkah and Madinah.


Concerning the pilgrims’ guidance, Sheikh Sudais stressed the availability of a number of important services provided by public administrations including a guidance and advise service that is concerned with raising the awareness of pilgrims and visitors conducting their worship in the most appropriate way and according to legitimate requirements. This includes: workshops conducted by a number of religious figures from sheikhs, instructors and scholars, the distribution of Qur’an copies, pamphlets, religious and advisory books, translation of Friday sermons in the Two Holy Mosques in several languages, and organizing and arranging the visits and salutations to the Prophet (peace be upon him) and his worthy companions (may Allah be pleased with them) as well as arranging the entrance and praying of women in the Prophet’s Mosque without mixing with men.


He also underlined the fact that the foundation has been working on simultaneous interpretation of Friday sermons in the Holy Mosque and that in 10 languages in addition to organizing all the gates and stairs during the Haj season. There are 210 gates in the Grand Mosque and 100 gates in the Prophet’s Mosque


There are 660 marble Zamzam water fountains and 25,000 water dispensers in the Grand Mosque, 60 fountains and 23,000 water dispensers in the Prophet’s Mosque.



King Abdul Aziz Foundation will also contribute through the renovation of Kiswa (gold-laced cover of the Holy Kaba) and a new cover on Dhul Hijjah 9. 
The number of humidifiers and air fresheners will also be increased in the corridors of the Grand Mosque in order to welcome visitors and worshipers. The air fresheners will be equipped with the finest incense and the best variety of coal which preserves heat without causing any smell or sparks. The air fresheners used are made of colloidal copper and covered with a colloidal perforated silver coat that allows to diffuse the incense with all caution.


Efforts are also on to allocate 600 air fans to the Grand Mosque and its squares, 4,500 air fans in the corridors of the mataf (Kaba circumabulation area) and 250 umbrellas in the Prophet’s Mosque as well as 52,499 carpets in the Two Holy Mosques.

127,000 Bangladeshi pilgrims are ready to perform Hajj this year

DHAKA: The intended Hajj pilgrims of Bangladesh are now busy with their final preparations to take their flights to Makkah. According to the Hajj agreement with Saudi Arabia, this year a total of 126,798 Bangladeshi pilgrims will be able to perform the Hajj.

Authorities in Dhaka have organized special flights to carry the pilgrims to Makkah.

Mohammad Saiful Islam, director of the Hajj office in Dhaka, told Arab News that the Bangladesh government will send 6,798 pilgrims through its own management and the other 120,000 will be managed by the 1,200 private Hajj agencies.

“We have completed all the preparations to send the pilgrims to holy Makkah and special Hajj flights started from Dhaka to Makkah on July 14,” said Islam.

The religious affairs ministry of Bangladesh has provided orientation training to all the pilgrims in 64 districts of Bangladesh. Here they were taught all the basics of Hajj and other formalities while staying in Saudi Arabia, he said.

He added that a 40-member team comprising doctors and nurses are in Saudi Arabia now to look after the Bangladeshi pilgrims. Besides, a significant number of administrative officers who were sent from Dhaka are also working round the clock along with the Bangladesh Mission staff to meet the queries and problems of the Bangladeshi pilgrims.

In any emergency situation the pilgrims will be able “to reach the hotline numbers where the Bangladeshi Hajj associates will be attending them,” Islam said.

Before taking the Hajj flights, Bangladeshi pilgrims gather in a permanent Hajj camp at Ashkona near the Hazrat Shahjalal International Airport in Dhaka to complete the final preparations.

“I am very happy and grateful to the Almighty Allah as I have got the chance to perform the holy Hajj. Here everything is going fine. Now I am counting the days till that auspicious moment ” said Abdur Rahman, 72, a pilgrim waiting for his flight on Saturday at Ashkona Hajj Camp, Dhaka.

Hajjera Khatun, 59, another pilgrim, said: “From my early days I dreamt of performing the holy Hajj. Now, I am feeling lucky as Allah has given me the ability to perform it.”

Every year, Hajj Agencies of Bangladesh (HAB), the private Hajj operators, send the majority of the pilgrims to Saudi Arabia.

“We have already sent 35,000 pilgrims. And our Hajj flights will continue till Aug. 16,” said M. Shahdat Hossain Taslim, secretary-general of HAB.

Taslim conveyed his gratitude to the Saudi embassy officials in Dhaka for their relentless effort and support to HAB in managing thousands of Bangladeshi Hajj pilgrims.

He said Biman Bangladesh Airlines (the official carrier of Bangladesh) and Saudi Airlines are both carrying the Bangladeshi pilgrims through special Hajj flights to Saudi Arabia.

The return Hajj flights are scheduled on Aug 27.

Jeddah — Saudi Arabia will witness a total lunar eclipse on Friday.


This will be the longest total lunar eclipse of the 21st century and also the first central lunar eclipse since June 15, 2011.


This eclipse will be the second total lunar eclipse in 2018, after the one in January.


In Jeddah and Riyadh, the penumbral eclipse will begin at 8:14 p.m. on Friday, total eclipse will begin at 10:30 p.m., at 12:13 a.m. 
Saturday total eclipse will end and at 2:28 a.m. on Saturday penumbral eclipse will end. The total duration of the various stages of eclipse will be 6 hours, 14 minutes in the Kingdom
.


Lunar eclipses occur when Earth’s shadow blocks the sun’s light, which otherwise reflects off the moon.


There are three types of eclipse, total, partial and penumbral, with the most dramatic being a total lunar eclipse, in which Earth’s shadow completely covers the moon.


Earlier this year, a partial lunar eclipse was observed in some parts of the Kingdom, with the sky of the Eastern Province witnessing the highest percentage.


The next total lunar eclipse will take place on Jan. 21, 2019. It will be visible over north-west Africa, Europe, and the Americas.

Makkah entry ban in force

Jeddah — As many as 72,037 people and 30,449 vehicles were turned back from various entry points to Makkah as of Friday as the security authorities intensified their campaign to stop unauthorized entry into the holy city ahead of Haj.


The ban on the entry of unauthorized people to Makkah began on July 9 and will be in force till the end of Haj.


Only three categories of expats are being allowed to enter Makkah. They are the holders of Haj permits, those with Iqamas (residence permits) issued from Makkah, and those having permits to work during Haj season.


The Emirate of Makkah said on its Twitter account that 5,933 vehicles and 710 people were turned back from the Taneem check post near Aysha Mosque in Makkah.


The Buhaitia check post near Sayl in Taif prevented 626 unauthorized vehicles and 1,202 people from entering Makkah.


The security authorities are carrying out inspections around the clock at checkpoints located at Shumaisi new and old, Kakiah, Sharayah to prevent the entry of unauthorized people.


Permits to work in Makkah and holy sites during Haj season have been issued through web portal this year.

Female plumbers, electricians
to fix glitches in pilgrim camps 




Saudi women participate in a training program for female plumbers and 
electricians to work during Haj at Makkah Chamber of Commerce and Industry.


JEDDAH — A number of women are being trained to fix electricity and plumbing malfunctions at Haj camps for females.


Marwan Shaban, acting chairman of the Makkah Chamber of Commerce and Industry and the head of the National Committee for Haj and Umrah, said this was a pioneering initiative that aims at qualifying female specialists to deal with electricity malfunctions and water supply problems during the pilgrimage.


The main goal of the training was to reduce the need to bring male technicians to fix malfunctions in Haj camps for women.


Shaban said he did not expect so many women to participate in this kind of work. “However, our female participants have proved that Saudi women are capable of doing any job,” he added.


Shaban also said the initiative was necessary because there was a need for qualified female technicians every Haj season to serve the pilgrims while respecting their privacy.


The training program was offered by the Haj and Umrah Committee under the supervision of the Makkah Chamber.


Shaban said they would expand the program next year by signing contracts with specialized vocational training institutes.


Mansour Abu Khanjar, a member of the Haj and Umrah Committee, said the program was crucial especially in peak days of Haj.


“Each year technical malfunction issues tend to occur in camps for female pilgrims and we wait for a long time until we can allow a male technician to go in and fix the failure,” he said.


This program, he pointed out, aims at training females and equip them to fix technical issues. The participants will be given lessons on how to fix the technical glitches in addition to field training on electricity and plumbing systems.


Abu Khanjar said officials at different sectors were keen to develop different services to help the pilgrims perform their rituals in ease and comfort.

JEDDAH: The United Office of Zamazemah in Makkah has prepared an operational plan to distribute Zamzam water to pilgrims during this year’s Hajj season.


The plan comprises three programs, said the office’s spokesperson. The first will focus on distributing 3.336 million 200-ml bottles at the guidance centers on the Makkah-Jeddah and Makkah-Madinah highways.


The second program will take place in Makkah, where 1.665 million Zamzam water containers will be distributed to pilgrims’ residences.


The third program, which will be implemented on the same highways as the first, will hand out 2.4 million 200-ml Zamzam water bottles to departing pilgrims.


Distributing Zamzam water to a multitude of pilgrims in Makkah is not an easy task. It is carried out by institutions established to provide water to pilgrims at their hotels every day. Zamzam water is produced by the King Abdullah bin Abdul Aziz Zamzam Water Project, operated mainly by the National Water Company, whose plant includes four production lines with a maximum production capacity of 200,000 cans a day.


The management follows the project’s progress in order to fulfill the aspirations of the country’s leadership in providing Zamzam water to pilgrims of the Grand Mosque. The plant has a central warehouse that can accommodate 1.8 million cans. The Kudai and Al-Sabeel reservoirs can hold 26,000 cubic meters.


The project has some 300 regular workers, with additional staff hired for peak seasons to meet the increased demand from pilgrims and citizens.

Haj pilgrims over 25 years: GaStat

RIYADH — According to official statistics released by the General Authority for Statistics (GaStat), the total number of Haj pilgrims who were served by the Kingdom of Saudi Arabia during the last 25 years reached 53,928,358.


The lowest number of pilgrims was registered in the Haj season of 1995 (1415H) when the number of pilgrims was 1,781,370. On the other hand, the highest number of pilgrims was registered was in 1433H when 3,161,573 performed the annual pilgrimage.


During the last 10 years, the number of pilgrims was 23,834,151.


GaStat spokesman Taiseer Al-Mofarrej said counting the numbers of pilgrims each year has been one of the important tasks performed by the authority. The counting of pilgrims started in 1390H in order to obtain accurate information to help all governmental entities to plan and develop the services provided to the pilgrims. However, the task has been performed for many years, with a lot of developments in the methods of counting and enumeration so that they can be applied in an accurate, comprehensive, and professional way.


Al-Mofarrej said the Haj statistics program helps plan the necessary services for pilgrims, whether social, health, security, food or transportation. It is done by using a time series of accurate data on the numbers of pilgrims, the estimates of manpower needed to serve the pilgrims and to maintain their safety and comfort during the Haj season of each year. The data and numbers of pilgrims are used by the entities concerned in studies to prepare facilities in Makkah and the holy site. In addition, it provides accurate information and data on Haj for researchers, students, beneficiaries and those interested in this field.


The data is also used for the evaluation of activities and events conducted by the entities concerned with serving the pilgrims, as well as to identify ways of arrival of domestic pilgrims and the pilgrims coming from outside the Kingdom.


The GaStat spokesman revealed the statistics on services provided by various government agencies to pilgrims would be announced periodically from the first of Dhul Hijjah. The authority will release the final and official number of pilgrims this year on Dhul Hijjah 9, through a Haj statistics bulletin in detail including the number of internal pilgrims, the number of pilgrims from abroad, pilgrims by sex, nationality and destination, number of vehicles used for transporting pilgrims as well as their types, and other detailed data.


During the past 25 years, the number of pilgrims exceeded 3 million pilgrims only once, while their number exceeded 2 million pilgrims 12 times. On the other hand, during two seasons, their number fell below 2 million, with the lowest number of pilgrims recorded in 1415H (1995 AD).

24-hour Haj hotline
to answer pilgrims’ queries

Makkah — The Ministry of Islamic Affairs, Call and Guidance has assigned a 24-hour helpline 800-245-1000 during Haj season to answer the queries of pilgrims.


A statement from the Saudi Press Agency said 128 Islamic preachers will be available to answer queries.


Through this service, the ministry aims to offer awareness and guidance to pilgrims. It said the preachers will be available to provide information on any Haj ritual.


Fifty-nine telephone lines will be dedicated to the service, 24 in Makkah, six in Madinah and 29 in Mina, Muzdalifah and Arafat.


The lines will operate based on the telecommunications relay service, that receives the call directly and transfers to the next line if there’s no answer.

JEDDAH: Saudi Arabia’s Ministry of Islamic Affairs has allocated a 24-hour hotline (8002451000) during the Hajj season, to answer religious inquiries of pilgrims and others. As many as 128 preachers, 81 in Makkah and 47 in Madinah, will be available to answer pilgrims’ queries around the clock.


The preachers will be available to provide information on different Hajj procedures on the phone.


There are 59 phone lines: 24 in Makkah, 6 in Madinah and 29 in the sites of Mina, Muzdalifah and Arafat. These lines operate according to the telecommunications relay service that receives the call directly and transfers it to the next line if there is no answer, according to a schedule placed by the provider.


An administrative team is in charge of arranging and coordinating the schedules of the preachers to cover all working hours.

The administrative team consists of seven employees in addition to a coordinator.


The number of calls received from the 20th of Dhul Qadah until the beginning of Dul Hijjah reached 9,271.
