History of tragedies at Haj pilgrimage



Medics and other pilgrims search for the injured in Thursday's deadly stampede in Mina.

MAKKAH: The deadly stampede at the Haj in Saudi Arabia on Thursday is just the latest tragedy to strike the pilgrimage.

Here is a timeline of significant incidents during the annual event, which draws around two million Muslim faithful from around the world.

• 2015, September 24: A stampede during the “stoning of the devil” ritual in Mina leaves at least 717 pilgrims dead and over 860 injured.

September 11: 109 people are killed and hundreds injured, including many foreigners, when a crane collapses on Makkah’s Grand Mosque after strong winds and heavy rain.

• 2006, January 6: 76 people die when a hotel collapses in the city center.

January 12: 364 pilgrims are killed in a stampede during the stoning ritual in Mina. The ritual involves Haj participants throwing pebbles at three headstones, symbolizing their rejection of Satan.

 2005, January 22: Three pilgrims are crushed to death in a stampede at the stoning ceremony in Mina.

• 2004, February 1: 251 people are killed in a stampede at Mina, also at the stoning of the devil.

• 2003, February 11: 14 faithful, including six women, die on the first day of the stoning ritual.

• 2001, March 5: 35 pilgrims, including 23 women, die at the ritual in Mina.

• 1998, April 9: More than 118 people are killed and 180 injured in a stampede at Mina.

• 1997, April 15: A fire caused by a gas stove rips through a camp housing pilgrims at Mina, killing 343 and injuring around 1,500.

• 1995, May 7: Three people die and 99 are injured when a fire breaks out at the Mina camp.

• 1994, May 24: 270 people are killed in a stampede during the stoning, an incident authorities attribute to “record numbers” of pilgrims at the site.

• 1990, July 2: A huge stampede in a tunnel at Mina after a failure in its ventilation system kills 1,426 pilgrims, mainly from Asia.

• 1989, July 10: A twin attack on the outside of the Grand Mosque kills one and wounds 16. Sixteen Kuwaiti Shiites are found guilty of the crime and executed weeks later.

• 1987, July 31: Saudi security forces suppress an unauthorized protest held by Iranian pilgrims. More than 400 people, including 275 Iranians are killed, according to an official toll.

• 1979, November 20: Hundreds of gunmen opposed to the Saudi government barricade themselves inside the Grand Mosque, taking dozens of pilgrims hostage. The official toll of the assault and subsequent fighting is 153 people dead and 560 wounded.

• 1975, December: A huge fire started by a gas cannister exploding in a pilgrim camp close to Makkah kills 200 people.

Pilgrim commits suicide in Mina

MINA — A Bangladeshi pilgrim committed suicide by hanging himself in a bathroom in the holy site of Mina. Police and forensic officers arrived at the location to collect evidence and make sure that there was no criminal motive behind the death.

Police received reports of the incident at around 5 a.m. Eyewitnesses told police that the man was waiting in line to go to the bathroom, and that when he entered, he stayed longer than usual.

People knocked on the door, and after the man did not respond they opened the door and found he had hung himself. Friends of the deceased said the man did not suffer any psychological issues that might have lead to him to commit suicide.

They told police that he was happy to be on Haj. He, however, told his friends that he was dreaming of dying while wearing Ihram in holy sites so he could go straight to heaven.

MINA: Tragedy struck Mina on Day 3 of the five-day pilgrimage on Thursday, when 717 people were killed in a massive crush and 805 others injured.

The accident comes close on the heels of a crane crash in Makkah’s Grand Mosque two weeks ago in which 111 people, mostly pilgrims, perished.

Eyewitness accounts were contradictory. Some said one large group of pilgrims was on its way to performing the dangerous ritual of the stoning of the devil on a bottleneck close to Souq Al-Arab Street on their way to Jamrat, clashing with another group that was coming back after completing the ritual from the same road.

The Interior Ministry said the stampede appears to have been caused by two waves of pilgrims meeting at an intersection.

Eyewitnesses told Arab News that it was jostling by some stronger pilgrims caught behind a slower group including elderly people that led to the disaster.
They said security personnel were pleading with pilgrims to stay back, but they were too caught up in their fervor to listen and continued to press ahead, resulting in a stampede.

Egyptian pilgrim Abdullah Lotfy, 44, said: “I saw someone trip over someone in a wheelchair and several people tripping over him. People were climbing over one another just to breathe.”

The stampede took place at around 8 a.m., at a time when two million pilgrims had marched into this tent city from nearby Muzdalifa, where they had spent Wednesday night under the open skies collecting their 50 pea-sized pebbles to perform the stoning ritual.

A visit to the accident site two hours after the tragedy revealed terrifying scenes. Bodies, clad in ihram — the two pieces of seamless cloth that pilgrims wear — were piled up by the hard shoulder of the street known as Sharea Al-Jadid, lying in heaps, their skin flayed off their bodies by the crush.

But many bodies showed no visible injuries and looked paradoxically peaceful, spread-eagled by the side of the road. A doctor at hand said most of them died of suffocation.

Survivors sat weeping inconsolably in the 45-degree heat, seeking any shade they could find in the concrete-and-rubble desert, completely traumatized by what they had seen. One old man was clinging to the lifeless body of a relative.

Medics had to pull out the corpses one by one.

Immediately after the accident, ambulances raced to the scene and carried the dead and the injured to hospitals in and around Mina. Most of the injured were too shocked to speak, and many were unconscious.

Throughout the day, the wailing of ambulances rent the air dampening the morale of the tired and exhausted pilgrims. The authorities and representatives of pilgrims advised them to refrain from performing the stoning ritual. Helicopters hovered overhead, alerting officials on the ground to bottlenecks.

However, at the multistory Jamrat Complex, pilgrims continued to stone the devil, and many of them headed to the Grand Mosque to perform tawaf or circumambulation of the Kaaba.

Makkah Gov. Prince Khaled Al-Faisal, himself performing Haj, visited the scene immediately after the tragedy.

Indian Consul General B.S. Mubarak said consular officials were able to indentify some Indians among the injured. But he said the street where the accident took place was not the one that Indian pilgrims normally take to Jamrat.

“Indian pilgrims go via Souq Al-Arab Street and Al-Jawhara Street, both of which are one-way going into the direction of the Jamrat Complex. This street is the one where our pilgrims come back after performing the stoning ritual,” he told Arab News.

Later in the day, Mubarak confirmed the death of one Indian from Jhakhand who had come for Haj duty. “His name is Neyazul Haque and he was working in Yanbu,” he said. Three other Indians are reported missing.

Pakistani diplomats were at the scene assessing the situation. There are reports that some Pakistanis were among the victims.

According to officials, most of the victims were of African, Arab and Iranian origin. The inquiry committee will reveal why those in charge of the pilgrim movement allowed pilgrims to head into that street from both directions.
The tragedy has cast a pall of gloom over the festive season and the entire Muslim world, occurring on a day when Muslims in the Arab world were celebrating the Eid Al-Adha.

“This is a tragedy that has completely shattered us,” said a woman outside Mina Al-Jisr Hospital. “I have never seen death from such a close quarter. I don’t know how I survived.”

Most of the injured and dead were taken to Mina Emergency Hospital, Mina Al-Jisr Hospital and other hospitals in Makkah, Muzdalifa and Arafat.

India, Pakistan say Saudi officials gave diplomats some 1,100 photos of dead from hajj crush

ISLAMABAD (AP) — Authorities in India and Pakistan say Saudi officials have given diplomats some 1,100 photographs of the dead from last week's hajj crush and stampede.

That would be significantly higher than the official toll of 769 dead given by Saudi Arabia from Thursday's disaster in Mina. Saudi authorities could not be immediately reached for comment Monday.

Tariq Fazal Chaudhry, a lawmaker in Pakistan's governing PML-N political party who is leading his country's response to the disaster, said Saudi officials gave diplomats "1,100 photos" of the dead. Chaudhry told journalists during a news conference broadcast nationwide on Monday night that the photos could be viewed at their Saudi missions.

Indian External Affairs Minister Sushma Swaraj wrote on Sunday on Twitter that Saudi officials released photos of "1,090 pilgrims" who died at Mina.

‘Violation of rules by Iranian pilgrims caused stampede’

MINA — Violation of the pilgrims’ grouping regulations by some 300 Iranian pilgrims resulted in the stampede in Mina which killed 769 Hajis and injured 934, Asharq Al-Awsat daily reported on Saturday quoting an official of the Tawafa Establishment for the Iranian Pilgrims.

The official, who requested anonymity, said the violation of rules by this group of Iranian pilgrims started from their very first movement from Muzdalifah on Thursday morning to Jamarat to perform the first day’s stoning ritual. They were clearly instructed to go to their tents from Muzdalifah instead of moving to Jamarat with their baggage. They had been instructed to take rest in their tents and wait for the time allotted for them to perform their stoning ritual.

Moreover, these pilgrims moved back to their tents from Jamarat through Street 204 in the opposite direction of pilgrims’ movement, the official said. The flow of pilgrims from two opposite directions resulted in the overcrowding and the stampede ensued, the official said.

According to sources, there are cameras installed in the tunnels leading to Jamarat and it will be obvious from the visuals that the Iranian pilgrims committed violations with regard to their movement to Jamarat.

It was mandatory for all tawafa establishments to abide by the pilgrims’ grouping regulations.

Coach carrying pilgrims from Blackburn crashes near Mecca - killing driver

HAJJ pilgrims on a trip organised by a Blackburn firm have been injured in a coach crash near the city of Mecca.

The driver of the coach, who was not a British national, was killed in the incident at around 3am Saudi Arabian time yes
The coach was carrying around 40 passengers who had booked Hajj pilgrimage travel packages through Blackburn-based Sadat Tours.

The company, based in Whalley New Road, said that passengers had suffered minor injuries, with most already travelling on to the next destination and some being kept in hospital overnight for observation, while the Foreign Office was sending a team to the area to help those who had been injured.

Rashid Mogradia, chief executive at the Council of British Hajjis, said they were informed of the accident in the early hours.

He said: “A truck on the opposite side of the road has veered into the path of the coach causing a collision which has sadly killed the driver.

“A number of British pilgrims are being treated in hospital.

“The coach was carrying a group from the Blackburn company Sadat Tours.

“The Hajj authorities use coach drivers from that region, so the driver may have been from Saudi Arabia, or Egypt, or Yemen. It is not yet known.”

The group had completed the pilgrimage to Mecca and were travelling on to the city of Medina, which contains the tomb of the Prophet Muhammad. The crash happened in Rabegh, 55 miles north Jeddah.

Cllr Mohammed Khan, leader of Blackburn with Darwen Council, said members of his family were travelling with Sadat, but were not on the coach that crashed.

He said: “My daughter was travelling with that group so it was a very worrying morning.

“The group have three of four coaches and we managed to get in touch with her and they had heard about the accident but were on a different coach.

“It is another tragedy during the Hajj period with the driver passing away and my thoughts and prayers are with his family.

Saudi Arabia's police say 1,100 photos of dead given to diplomats not limited to hajj disaster

MECCA, Saudi Arabia (AP) — Saudi Arabia's Interior Ministry says the nearly 1,100 photos distributed to foreign diplomats to help identify nationals who've died in the hajj are from the entire pilgrimage and not just a disaster near Mecca.

Interior Ministry spokesman Maj. Gen. Mansour al-Turki told The Associated Press Tuesday the pictures given to diplomats also include people who died of natural causes. Others are from the 111 people who died when a crane crashed into Mecca's Grand Mosque on Sept. 11.

Saudi authorities say the death toll from the crush of pilgrims in Mina, near the holy city of Mecca, is still 769 people.

Officials in India and Pakistan said a day earlier that Saudi officials gave their diplomats some 1,090 pictures of those killed in last Thursday's disaster in Mina.

The body of a Manchester woman who went missing on the Hajj pilgrimage in Saudi Arabia last week has been identified at a Mecca hospital, her family have said.

Amanat Ali said he recognised his wife, Naheed Kausar Ali, 47, from her head scarf and jewellery in a photograph.

Mr Ali said he had been visiting hospitals in the region "on a daily basis" to trace the mother-of-three since they became separated near the Islamic holy site last week.

The Foreign Office has yet to comment.

The couple were in Mina, where at least 769 people were killed in a stampede, but were not directly caught up in the crush.

Mr Ali explained that he and his wife were both suffering from sunstroke, and he somehow "lost track of where she was".

Mrs Ali, a teaching assistant at Afifah Academy, a Muslim girls' school in Old Trafford, was last seen making her way back to Mecca after completing a religious ritual in Mina.

Crane fall: 9 engineers, operators being quizzed

JEDDAH: The Bureau of Investigation and Public Prosecution has begun questioning nine operators and engineers of the Saudi Binladin Group to determine the cause of the Haram accident which resulted in 111 deaths.

After inspecting the site, the bureau announced that it had begun reviewing all relevant documents, maintenance contracts, and safety procedures pertaining to the project. A team consisting of a number of experienced investigators has been formed within the bureau for a probe.

The body will file a lawsuit. Up till now, no lawsuit has been brought to court due to a lack of evidence.
The investigating team is working closely with security authorities in order to better understand the accident. It is also using relevant video footage along with reports submitted by the Presidency of Meteorology and Environment and the Civil Defense.

Sources said that the bureau would likely ban the nine engineers and operators from leaving the Kingdom as a precautionary measure.

They added that all investigations will be transparent and exhaustive. Should any evidence emerge that proves the fault of any party, an indictment will be issued and the party accused will be referred to the Criminal Court, according to sources quoted by the local media.
Possible charges could include worksite neglect, manslaughter and the destruction of property.

SR500-billion Madinah projects on track

MADINAH: The massive SR500 billion expansion projects under way in Madinah are on track and becoming a reality for all to see, said Prince Faisal bin Salman, governor of the city, here recently.

Speaking at the opening of a forum and exhibition on the city’s projects, Prince Faisal said the construction includes the extension to the Prophet’s Mosque and various health services and security projects approved by Custodian of the Two Holy Mosques King Salman.

In his address, Prince Faisal said that Islam encourages the development of land to keep up with technological changes and advances. It was an essential part of all civilizations, aimed at providing the best possible services to people.

Madinah was changing so that it could meet the conditions and needs of society, and ensure that pilgrims and visitors from here and abroad can visit in safety and comfort.


 


Prince Faisal said the city’s administrators have formed a committee to execute and monitor all projects. The committee would make sure that all contractors respect and protect the city’s Islamic architectural heritage.

“These sites and treasures are cared for and documented by the Saudi Commission for Tourism and National Heritage (SCTNH), the specialized authority entrusted with preserving all sites connected with the life of the Prophet, peace be upon him.”

He said that the SCTNH had documented much of the heritage “related to that glorious period, to help the younger generation of Muslims maintain strong ties with their rich Islamic history.”

“The construction and development activities will, God willing, go hand in hand with identifying, recording and documenting religious, cultural and noteworthy architectural sites, as well as working diligently to protect and preserve them according to the highest world standards, which is of utmost importance.”

“We are both hopeful and keen that the basic development and construction remain as faithful as possible to the identity of the place, the design style, and the social and natural environment.”

Prince Faisal said that the development of Saudi Arabia, particularly in Makkah and Madinah, has been taking place consistently since the days of the late King Abdul Aziz, the Kingdom’s founder.

“This has now continued under King Salman, reflecting the balance between meeting the needs of the people, visitors and pilgrims, and preserving the great cultural heritage of this land.”

Earlier this year, King Salman approved the Darb Al-Sunnah Project, which is being developed under the Madinah Development Authority, according to Prince Faisal, the president of the body.


 


Prince Faisal had thanked the king for approving the 3-km development between the Prophet’s Mosque and Quba Mosque. In a telegram to the king, the prince said the project would upgrade the area, while protecting the original architecture of Madinah.

He said the project takes into account palm farms surrounding the mosque, which would provide visitors and residents with recreational facilities. It includes the King Abdulaziz Complex for Waqf Libraries, that enhances the city’s role as a cultural icon in the Islamic world, he said.

King Salman had earlier this year also launched the revamped Prince Mohammed bin Abdul Aziz Airport that would cater for increasing numbers of local and international visitors.

Heralding a new era of public-private partnership in the Kingdom’s aviation history, the iconic project, spread over an area of 4 million square meters, is the Kingdom’s first airport constructed and operated entirely by the private sector.

Occupying an area of 4 million square meters, the new airport would in its first phase handle 8 million passengers a year, rising to 18 million in the second phase, and then 40 million after the third and final phase.

The General Authority of Civil Aviation (GACA) has been operating the airport on a trial basis since April to check systems. It is the first airport in the Kingdom constructed and operated entirely by the private sector.

GACA raised financing by forming partnerships with Saudi and foreign companies. The project was won by a consortium consisting of Al-Rajhi Holding Group, Saudi Oger and TAV Airports Holding. The total investment for the first phase is $1.2 billion funded by the National Commercial Bank, Saudi British Bank and Arab National Bank, under the supervision of the International Finance Authority, a member of the World Bank Group.


 


The main travelers’ building covers 155,000 square meters and has 72 check-in counters, of which eight are for larger size baggage, 24 counters for self-check-in services, 26 passport counters for departures and the same number for arrivals. There is seating for 4,000 people.

Technologically advanced services include 36 elevators, 28 escalators and 23 conveyor belts, to facilitate and speed up the movement of passengers and luggage inside the passenger terminal complex.

In addition, the new airport features local and international shops, restaurants, and cafes, banking, and transport services including buses and taxis. Six external terminals have been built over an area of 10,000 square meters, and are close to the Haj terminal to speed up procedures.

It is the first facility in the world outside America to abide by the standards for energy use stipulated by the United States Green Building Council.

The city’s massive facelift is expected to cost around SR500 billion over the coming few years, according to economists. An estimated 2.6 million people would live in the city within the next 25 years, with 12.2 million expected to visit annually, they said.

Yousuf Al-Maimani, a member of the Shoura Council and the Investment Council of Madinah, said the city had the most diversified and attractive investment initiatives in Saudi Arabia.He said the Namaa Al-Munawara project has helped to launch the businesses of many young Saudi entrepreneurs, with loans worth over SR700 million through the Saudi Credit and Savings Bank.


 


Mohammad Faraj Khatrawi, chairman of the Madinah Chamber of Commerce and Industry and a member of the investment council, praised King Salman for approving the projects, which he said would ensure unprecedented development in the city.

Khatrawi said one of the Kingdom’s largest projects, the Madinah Economic City, was started in 2006, which ensured that “land was allocated and large amounts of funds were invested in constructing the infrastructure for Madinah and real estate development projects.”

Huge projects change the faces of cities and great ambitions help create such projects. Madinah had its date with a quantum leap to usher in a new era of urban development. Such huge projects help achieve formidable civilization advancements and significant progress.

The Darb Al-Sunnah Project is one of the mega-projects which will open up a new enormous atmosphere for the development of Madinah between the Prophet’s Mosque and the Quba Mosque. This is a road which is 3 km-long. It will also have land development projects for hotels and residential towers. It will be connected with the urban heritage of Madinah. Once completed it will be the lifeline of the holy city.

During his visit, Custodian of the Two Holy Mosques King Salman inaugurated Prince Mohammed bin Abdul Aziz Airport which is considered a major architectural masterpiece. This airport will cater to visitors of the Prophet’s Mosque whether they come from within the country or abroad.

The government has enough will to make these projects a reality without keeping these ideas locked inside drawers. The supervision of King Salman and the launch of these projects by him personally has sent a strong message of how much the Saudi leadership is concerned about development in Madinah. The kind of importance Madinah Gov. Prince Faisal bin Salman is giving to these projects actually determines the fixed time frame for execution of the plan and it makes clear that he has a clear vision of the city’s development. It will also help achieve interests of the visitors to the Prophet’s Mosque.

The Darb Al-Sunnah Project is a stepping stone in the development of Madinah along with the projects of the Madinah Development Authority. The first phase includes a university, a project of green and renewable energy, Madinah Specialty Hospital and King Abdul Aziz Complex of Libraries.

1.25m Umrah pilgrims a month from next year

JEDDAH — A new Umrah system and its executive bylaws will be issued soon with a view to increase the number of Umrah pilgrims every year, Haj Minister Bandar Al-Hajjar has said.

He told Okaz/Saudi Gazette that starting next year, as many as 1.25 million pilgrims are expected to arrive every month compared to the present number of 400,000.

Hajjar said the new system is aimed at increasing the number of pilgrims so as to fully utilize the gigantic projects implemented by the government of the Custodian of the Two Holy Mosques.

The minister said he would soon meet Umrah company owners to discuss plans for the Umrah season of 1437H which will begin in mid-November.

He called for deeper coordination among all agencies to provide excellent services to Haj and Umrah pilgrims.

Hajjar said the ministry will continue to use its e-portal under which procedures to issue visa will not take more than a few minutes.

“We are going online as an ambitious plan to double the number of Umrah pilgrims during the next five years,” the minister said.

According to the ministry’s figures, five million Umrah visas were issued in 2013 and six million each during 2014 and 2015. It is expecting 10 million visas to be issued in 2016 and 60 million by 2018.

Meanwhile, about 600,000 Haj pilgrims had left the Kingdom for their home countries until Sunday onboard 2,282 flights which took off from King Abdulaziz International Airport (KAIA) in Jeddah.

Turki Al-Dheeb, director of the airport’s department of information and public relations, expected about 900,000 pilgrims to depart from the airport until late October.

Many other pilgrims will depart from Prince Muhammad Bin Abdul Aziz International Airport in Madinah. This is in addition to those leaving by sea and land. About 1.4 million pilgrims had come from abroad for this year’s Haj.
