W-Salam Sister,

Your understanding is incorrect.

Ulama of Deoband have written many Tafseers in many languages and they say that the best choice is for a person to study the Qur'aan under the Ulama and if he/she can't do it then read the Tafseers but their questions answered by Ulama-e-Kiraam.

Fazail-e-Amaal is written for a different purpose i.e. it is written to encourage the reader to perform beneficial and good deeds and it is obvious that the more a person reads the more it will affect their heart and motivate them to read the Qur;aan, do Dhik'r etc.

So Fazail-e-Amaal is read to motivate people to perform good deeds and to encourage them to read Qur'aan (with Tajweed) and to learn it (i.e. Tafseer etc).

If you know any further questions, please feel free to ask, Insha'Allah.

Jazakullah Khairun
