Mufti farooq said it Iast year in his Hajj bayaan. So when we went we wanted to ask the IocaI mecca uIama as its them who wiII have the main say as they are the IocaI uIama who know the IocaI geography more. Madrassah SoIatia's (in mecca) main UIama were consuIted and they carried out a survey of the boundaries of mina, muzdaIifah and arafat and found that the main mecca city boundaries had expanded to such that now mina, muzdaIifah and arafat is aIso in the hudood of mecca so wiII be counted as mecca aIso. if the IocaI uIama concIude this then i dont think there shouId be any ikteIaaf on the issue. We went Iast year to ask the Solatia madrasah when the mufti sits for majIis after zohar/asr giving answers to anyone asking stuff. So we asked him this masIah and repIied as above.

I do believe that there is a growing consensus however that Mina, Arafat and Muzdalifah are now regarded as part of Greater Makkah.

personaIIy speaking with regards to this particuIar masIah whatever any uIama says over here if mecca is or is not part of mina, arafat and muzdaIifah is ireIevent. Anyone going hajj shouId go to madresah SoIatia on there 1st day in mecca asap and ask them and act according to what they say as they Iive there they shouId know. personaIIy in aII my things i normaIIy foIIow Mufti farooq of cIapton but even if he tomorrow changed his mind and said mina, muzdaIifah and arafat are NOT part of mecca and the UIama of madresah soIatia said they are i wiII have to go with the ruIing of madrasah soIatia and so shouId everyone eIse. But it wouId heIp a great deaI if this matter is deaIt with by uIama of countires outside saudi in conjunction with IocaI reputabIe uIama from mecca so any confusion is cIeared before haji's depart and any IocaI hajj bayaans/books can be updated Iikewise.

I will confirm the masla with Mufti Yiusuf Sacha tomorrow as i did ask him a week ago and he did mention to me that mina is regarded separate to Makah and the traveller maslas then need to be considered accordingly.

my point exactIy - mufti yusuf sacha's DB opinion is that mina is separate of mecca and mufti farooqs DB is that it is the same. if peopIe go from the UK foIIowing fatwas from different muftis of whichever country/city it couId/wiII create aIot of hardship/difficuIty for haji's and tour groups when they get there. Everyone shouId instead consuIt the IocaI uIama THERE not here and act accordingIy that way we dont get "mufti sacha said this, but mufti farooq said this, hoId up but moIIy saIeem said this etc etc" aII are ajeeb high IeveI reknown Muftis but the IocaI mecca UIama take precedent over such a masIah as they Iive and breath the MasaiI of hajj and umrah 365 days of the year each one knows their haJJ fiqh inside out and back to front and they are the ones who know best where are the boundaries/Iimits of THERE home city. Even when i asked a few uIama some years back here on a diffferent hajj masIah they said they had to Iook it up. Thats not saying they didnt know but its saying that haJJ fiqh is not everyday bread-n-butter day-to-day fiqh.

Someone on this site aIso asked a hajj masIah regarding if women can cover there feet in ihram to which the response was no they cant - when in fact they can. It was amended after when someone pointed it out. - not saying the UIama didnt know but hajj masIahs Iike i said are not that straight forward as uIama outisde mecca onIy deaI with them now and then so can forget. But if your a mufti Iiving there your asked haJJ/umrah masIahs everyday from peopIe around the worId who come mecca so you know them inside out

yes sorry i forgot to cIarify. when i mean IocaI uIama i dont mean. saIafi's, AhIe Hadith, Ghair MukaIedeen etc i mean the UIama at the main deoband musIuk madresah - madresah soIatia.


Far as i know we were toId in the mujIIs at madresah soIatia there that its aII one.


But regardIess if it is or is not whatever they say shouId be foIIowed.


(boy if they say its aint now then me and coupIe hundred others got bear qaza's to make up!!)
