Why fiqh of minority Muslims doesn't exist.

We do not find any specific chapter or book addressing the jurisprudential (fiqhi) issues faced by Muslims living as a minority—those who are vulnerable or lack political authority. After an extensive search, I came across this article. Since the author is a controversial figure, I have not disclosed his name; however, I agree with the research he has presented on this subject.

I quote:

Jurists have consistently addressed the issues faced by Muslim minorities; however, since Islam fundamentally envisions Muslims as a dominant force and does not encourage their existence as a minority—advocating instead for migration from regions where Muslims are vulnerable and face difficulties in practicing their faith—our jurists did not accord this aspect of jurisprudence/fiqh an independent status. Consequently, issues arising from such temporary situations have been discussed only incidentally within the relevant chapters of works on jurisprudence and *fatwas*.
