Peterborough City Council owns the New England Complex located on the corner of Rock Road and Lincoln Road. The local authority faces a severe financial deficit with a total debt burden of approximately £500,000,000. This ongoing financial pressure led the council to review its entire property portfolio and seek opportunities to liquidate non-core assets. The Bharat Hindu Samaj temple trust has operated from Unit 6 of this complex for 40 years, having first established their presence on the site in 1986. For 15 years starting in 2011, the temple trust occupied the building under a rent-free arrangement while engaged in long-term, non-binding negotiations with the council to secure a permanent freehold transfer.

The situation altered significantly in August 2024 when the council received an unsolicited external offer of £1,200,000 for the complex, forcing a shift towards a formal commercial disposal process. In March 2025, the temple trust countered with a direct purchase offer of £1,300,000 in cash. Later that year, the council initiated an open-market marketing process where final bids were assessed based on 70 per cent financial deliverability and 30 per cent community social value. The United Kingdom Islamic Mission submitted a cash bid of £1,400,000, demonstrating financial security with over £5,000,000 in cash reserves and a clause guaranteeing to top any rival cash bid by up to 5 per cent. The temple trust submitted a final bid consisting of £900,000 in cash combined with £504,000 of independently assessed social value, bringing their total evaluated value to just over £1,400,000.

The council cabinet initially voted to approve the sale of the freehold interest to the United Kingdom Islamic Mission in December 2025. Although a scrutiny committee called in the decision to re-examine the evaluation principles and the wider community impact, the cabinet formally re-confirmed the sale in February 2026. In response, the temple trust initiated legal action in the High Court by applying for a judicial review. They argue that the decision violates the Public Sector Equality Duty outlined in the Equality Act 2010 because the temple serves as the sole Hindu place of worship within a 35 to 50-mile radius, supporting up to 18,000 devotees across the wider region. Supported by £86,000 raised through community crowdfunding, the temple trust successfully secured a temporary injunction from the High Court, which currently halts the sale and prevents any eviction until a full judicial review is completed.

The council gave the Hindus years, they ran out of patience, they ran out of money, and the muslims showed up with a bigger bag of cash. If you don't sign the contract and lock it down, you risk getting outbid. You snooze, you lose.

The majority of NRI hindus (minus the tamils and the malayalis) are Sanghis so no sympathy from me.
