That was pretty much a hoax. Designed to take the people's minds off of the performance of the government back then. Back then there was a lot of criticism taking place of the govt. on some of its policies, so they came up with that distraction.

Even then, that will just be another business that the military top brass will have the opportunity to take over and enhance their already luxurious lifestyles. No real benefit to the common man.
