This is what 5th generation warfare is. Spread so much disinformation that it's hard to discern the truth from fiction.

The mainstream media in India has been successful in convincing the Indian public that Pakistan hasn't responded because India has wiped out their major infrastructure in all major cities.

Similarly the mainstream media in Pakistan is busy concocting the narrative that the Pak military is planning a response on their own terms whereas in actuality the military is busy orchestrating the kidnapping of the mother of a teenage girl who dared to Tweet to the military to defend the borders instead of playing politics. Fortunately, the events of the last three years has woken up the Pakistanis to the untrustworthiness of the mainstream media and hence most are not even relying on it for the news.

India's narrative though has taken another hit. The US has voiced support for Pakistan's call for a neutral probe into the Pahalgam attack.
