You have misunderstood the title of that article.
It is a sacarstic comment but in essence rejecting the fact.

That Allah is Qadir and Allah is Ghalib.

Innallaha ala Kulli Shayin Qadeer.

He could be sarcastic, but it has become true.... See the fate of New York. It is Allah's qudrath to keep control or leave it uncontrolled.

The real problem has been the secularist liberals and the outright atheists. Called for the lock down of Masjids at the very outset. But seemed to have no problem with Shopping Malls and Schools, colleges, markets, cinemas and nightclubs remaining open.

So the public saw through this hypocrisy and double standards. And have responded with defiance the Ulemah have followed suit.

Now these modernists and atheists are taking to social media and the mainstream media. To mock the Ulemah and Islam for being backward.

My brother somethings being lost in translation here.

Their is a difference in the following two sentences.

(1) "God has decided not to control it."

(2) "God has lost Control."

The second one means "lost control" that God no longer has the have the power to control it. ( Astaghfirullah.)

That was the headline of the article.

If locking masajid is with reason, let us accept it. Let us demonstrate that we care for humanity. We are not selfish bigots. Our deen teaches us to take care of other members in society although it hurts us a lot by not going to masjid or not doing tawaf.

Allah is taking care............. It is clearly visible......Inallaha khairul maakireen. In the past, We were wondering how Allah will take care of zaalims around the world. He did it through his invisible makhlooq.... Innallah ala kulli shayyin qadeer.

We take the first meaning "Allah has made it to go out of control"... That is Laa ilaha illallah.

You mighy take the first meaning but that was not the one the New York Times was intending to express.

Secondly millions of people are poor and live day to day. They earn money in the day and buy groceries and food with the money they earn in the evening.

Social distancing might be a protection for rich people and rich countries not in poor countries.

The innocents are just getting the heat. The fire has engulfed the zaalims.

We can say "innocents are caught in the cross fire between zaalims and Allah SWT"

I agree with this brother.

Assume, I am infected, how I think. "Ya Allah I am infected, there is no cure for this. Only your darbar is left, I am coming to your darbar, accept my prayers and give me shifaa. If not in Ramadhan when shall I visit your darbar".

I am infecting the entire place in the masjid. I touch the hand rails near the staircase etc. These hand rails are the first thing the crowd touches. Everyone in the crowd SHALL get infected. But I must get shifaa.

This is not fiction. In the past I have experienced many people doing this.

So I am a bit confused here. According to you above Allah still is in total control of the situation i.e. the pandemic. Which is the absolute truth. But then you say everyone SHALL get infected if an infected person goes to the mosque. So which is it? Does Allah relent the control in that moment that an infected person entered a crowd? Or is He still very much in control of the events? If the latter, then how can you be certain that an infected person is BOUND to spread the infection?

Fuqha from salaf period have stopped person with contagious diseases from entering masjid. They had knowledge of tawakkul better than us.

One scholar was saying "dawa khana sunnat hai, parhez karna wajib hai". To take medicine is sunnah, to take precaution is wajib. There are many stories from seerah. A sahabi had eye infection. Rasulullah SAS objected for he was eating dates.

There are many tawakkul lessons by Mufti Taqi Usmani sab DB and other ulema.
