It's also possible that the Taliban controls TTP.

Its also possible, that the TTP are independent of both and operate under the control of some foreign government and agency i.e. Indian, American, Israeli, British etc.

Its also possible that the leadership of all three Pakistan, Taliban, TTP, are working together at the bidding of foreign governments and financial rewards to wreck havoc, and sow discord and division amongst Muslims.

All possibilities are viable.
