Yesterady the captain of Pakistan (Hafiz of Qur'aan) Sarfaraz said during the match to a South African player:

"Abey kaale, teri ammi aaj kahaan baitheen hain? Kya parwa ke aaye hai aaj?".

Translated literally that is: "Hey black guy, where's your mother sitting today? What [prayer] have you got her to say for you today?"

Is this racist or accpetable language in Pakistan?

It is racist and should not be tolerated. Forget Pakistan - he should remember that he is a Muslim first and these things cannot be accepted!

He has shamed the Muslims and he has cursed his mother too

In a Hadith, it is mentioned that we should not say bad things to our mothers, when the companions asked, who would do such a thing, the Prophet (saw) said (not his exact wrods - but mine) by calling names to another persons mother will cause them to call names to your mother.

Really bad state of affairs we are in!

Wrong in terms of deen, absolutely, but yes, pretty much acceptable here in Pakistan, especially when doing a high energy activity like cricket. Sarfaraz is a Karachiite and this kind of language is very common here while playing cricket. Infact, worse than this. Unfortunately.

He should be taken to task and some basic training should be arranged for all the players in the team. Although in his defense, I am inclined to believe that Sarfaraz didn't intend this as a racial slur, rather just an insult like calling someone ugly or something. Which is also wrong. Does not befit a Muslim player.

I think under ICC's new rules, if I am not mistaken, he could also get banned for life.

If people are using it to describe another, that is different but if they are using it as insulting, then no, that's also not allowed.
