Two key issues which you need to keep in mind:

1. For Hajj-e-Badal, you need to mention the name (specifically) when going into Ihraam, e.g. I intend to make Hajj-e-Ifraad for my father (Abdullah)
2. If you are performing Hajj-e-Tamatu, you can split the intention for 2 people e.g. I intend to Umarh for my mother (Aisha) and THEN I intend to make Hajj for my father (Abdullah)

Many books tell Hajees that they have to make Ifraad for Hajj-e-Badal but Hajj-e-Tamatu gives you a little more flexibility

According to my understanding yes, but check with Mufti Saheb. Intention slightly differs but procedure for Hajj do not.
