As I understood Mufti Rafi Usmani (haf)'s fatwas in Nawadirul Fiqh regarding this issue, the one for Leicester (UK) and the one for Frankfurt (Germany), if 18° does not occur then one should practise upon 15°. I guess when that also does not occur in a few rare nights, then one should go with Aqrabul Ayyam or Aqrabul Bilad. Why is there no mention of the 15° option in abscense of 18°?

The extremely differing prayertime calendars (with Subh Sadiq in Summer differing between 2-3 hours) currently available online and offline are very troubling, especially for people observing Nafl fasts every Monday & Thursday. I'm in the process of creating a genuine & accurate 18° calendar (for at least my family) with the help of the local planetarium, but need to know to go during the "white nights" with Aqrabul Ayyam or Aqrabul Bilad as suggested in this article or simply 15° as suggested by Mufti sahab...

Rare manuscript detailing the research and observation of Professor Abdul-Lateef approved by Allamah Binori (RA), Mufti Shafi (RA) and other Ulama which set the standardized Fajr time in Pakistan.
