There are many issues like this. The biggest change that would happen to islamise a society would be the education sytem. Use that effectively with a good dose of quraan and hadeeth and tarbiyah and half the problems would be solved. Also like imam hasan al banna rh said change office hours so banks etc open straight after fajr so people go sleep early wake up for fajr and do work early etc. There are many such examples

The duty of presentation of Religion in the light of history & Shariat

There is no difference of opinion, in my knowledge, amongst the Ulama of Islam about the necessity of struggle for acquiring
power and authority lo enable enforcement of divine laws and authority in the society and to see that no parallel power, authority
or system remains in opposition to create tensions, conflicts and discord towards which the Quran refers-
"0 Believers ! you have no ulternotive except to fight till persecution ceases and the true way of life is pursued in
absolute devotion of God. " (Q. 8 : 39)

It is also necessary to attain such power and position that not only propagation of Islam can be done but then! should also
be authority to enforce what is commanded and what is prohibited-
"(0 believers) Ye are the best of the communities raised
up to be a model for mankind. Ye enjoin the right and forbid the wrong, and ye repose faith in God:" (Q. 3: 110)

"Let there be a band of people among you who shall call men to goodness and enjoin what is recognised on all
hands lo be good and forbid what is considered to be evil."
(Q. 3: 104)

Acquisition of this type of authority and power is the demand of the Quran and no negligence or lethargy in that regard is
permissible. The consequences of abandoning this responsibility, appearing in the form of poverty of Islam, victimisation of
Muslims, suspension of the ordinances of God resulting in disorderliness and chaos, withdraw of God's help and deprivalion
of His blessings, have been spell out in detail in the Quran and Altadith. It is for this reason that so much emphasis has been
laid 0n the establishment of caliphate that a life without it and a death outside the system have been described pagan way of life and death1
• On that basis, the companions, after the death of the Holy Prophet (peace be on him) gave foremost attention and priority to it, Hazrat Ali struggled hard and longed to bring it on the right lines, Hazrat Husain sacrificed his life and in every age the jurists and the resolute persons of the community staked everything for it and due to neglect of which the whole world of Islam is in disgrace and has lost prestige and influence. But all this only constitutes an important and unending means and is certainly not the whole of religion or the foremost objective. The erudite Ulama of Islam who reflect on the Book and the Sunaa, whose knowledge of religion is based on deep and wide study of the Book and the Sunnat, of the life history 0f the Prophet and the accounts of the companions, whose scholarly trend and pattern of thinking and ways of invitation had developed in the school of prophetic tradition, Un-influenced by any external education or discipline and which was not just a reaction against any current evil, wrong or misconceived movement, when such persons talk over the subject to stress its necessity and importance or lament over its disappearance and the apathy of the Muslims, their language, the style of their diction, their emotions and motivating factors are altogether different.1 The clear though subtle distinction between the goal and the means is maintained in their writings which clearly show that 1.

[What the author has written about the basic difference between tho Prophets and other rcfom1crs in hi.s book entitled lslamic Concept of Propl1ethood (Lucknow, 1976, p. 42) is reproduced below.

"This basic but subtle difference is very often overlooked by those writers and scholars of the Muslim world who try to present an Islamic view of the life and social order with an eye to fight the cultural and political ascendancy of the West. Anyone who has made a deep study of the Quran and the Sunnah and is also aware of the forceful impact of modern thought and culture, but has had the moral and intellectual grit to steer clear of the contaminating influences of modernism, can easily detect tho traces of Western ideology and thought in the wr!tings of such Muslim reformers ... ]

the purpose of struggle for gaining power and authority, of establishment of caliphate and Imamate is solely for gaining God's pleasure, for following the Prophets' ways (peace be on him), for supremacy of religion and establishment of its basic tenets, for revival of religious knowledge and for the sake of establishment of the right and abolition of the wrong. Hakimul-Islam Hazrat Shah Wali Ullah Dehlavi in his unrivalled book lzalnt-11!-Khifa describes Caliphate as follows-

Caliphate means supreme authority for establishment of religion in a way that it revives religious learning and establishes the tenets of Islam, for arranging Jihad and connected matters (i.e., organisation of forces, recruitment of volunteers and distribution of spoils of war, juridical code and penal laws arc promulgated, tyranny is wiped off, establishment of right and abolition of wrong is practised all in the ways of the Prophet of Islam (peace be on him).'1 Explaining it be says, "If all these p urposes and sectors of
caliphate are to be expressed in a few words which can cover the totality of these parts and are the genus of the ramifications
they arc Establishment of Religion" .2 Then he says, Establishing such an organisation and administration is incumbent upon the Muslims till the Doomsday as Wajibbil-Kifayalz.3

After giving legal arguments he writes, «Jihad and justice, revival of religious learning, tenets of Islam, protection of Islam and Muslims from domination by infldels is a duty cast upon Muslims by God and this cannot be done without the selection and appointment of an lmam. It is an established principle that the preliminaries of an obligation (Wajib) are also obligatory (i.e. if an obligation cannot be discharged without some preliIminary steps, those steps arc also obligatory.''t At this place it is necessary to explain that the words 'establishment of religion' are not synonymous with efforts for establishment of the kingdom of God. They have a much wider connotation. What is usually described in the literature of the Jama'at arc branches of establishment of religion as mentioned by Shah Waliullab. The words, "lqamat-i-Din' have been used in the Quran on ly at one place in the chapter Sbura verse 13- "To you hath He prescribed the Faith which He had commanded unto Noa11, and which, We have revealed to thee and which We had commanded unto Abraham and
Moses and Jesus enjoining, 'Establish this Faith and do not divide yourselves into sects.· Disconcerting to the polytheists is that (the faith) to which thou callcst them. God draweth to Himself whom He Wills and guideth to Himself whosoever turns to Him."
The context of this verse tells us that the whole of the religion and its teachings (belief, worship and daily business are meant and not only caliphate, government, or acquisition of power and authority. Allama Allusi in his famous commentary 'Ruh-ul-Ma'ani in explaining •establishment of religion' says, 'Here by Din is meant the religion of Islam which comprises belief in Unity of God, and His obedience, His books and apostles and the Hereafter and all the beliefs and actions by which a person becomes a devout believer. By establishment of religion is meant preservation of the purity of its tenets from accretions and distortions and steadfast adherence to it.' 1
Later on, the illustrious grandson of Shah Waliullah Mnulana Ismail Shaheed, wrote a full book on the subject by the name of Mansab-i-lmamat, which occupies a distinguished position in Islamic literature and has got few equals in the force of its expression, the logic aud strength of its reasoning and in elucidation of subtle points.

When we stop violating the commands of Allah Ta'ala on a mass scale, then getting back the gift of Khilafah will come, as is promised in the Qur'an. There's many violations that have caused the snatching away of Khilafah but, in particular some of the main violations are: 

Leaving of Da'wah 
Openly consuming Riba 
Openly committing Zina 
Bearing hatred for Ulama 
Grand construction of market places 
Arranging marriage for the consumption of wealth (and not on the basis of Taqwa). etc... 


Crux is, according to this Hadith: 

Rasulullah  said: "As you are (meaning as is your piety and religious soundness) so will be the rulers that are set over you."

What is Khilafah? 

Question: 

I would like to know what is true Khilafah. Because at my university there is a group called Hizb-ut-Tahrir and they say its a duty for Muslims to join their group because they are the only ones trying to establish Khilafah on the method of RasulAllah . 

But I find them to be very argumentative and very critical of everyone else. I read articles on Khilafah and found out this is an obligation. But a lot of people dont even know about this. Why don't our scholars talk about this topic? And also what should we be doing to work towards fulfilling this obligation, should I join the Hizb? 


Answer:

I do not advise you to join this group as their methodology has many discrepancies. Perhaps the following reply I wrote to a person with a similar question may be of help to you: I read the article you sent me with the evidence you wish to be explained. Namely, it is the hadith in Sahih Muslim about dying without a Bay`ah on one's neck. Please note, contrary to what HT members may think, we (non HT supporters) do not argue that this hadith cannot be used to prove the obligation of Khilafah (p.4). The article is actually a refutation of the abhorrent view of secularists like Ali Abd al-Razzaq (a deviant Azhari scholar, who effectively said there is no such thing as a State run according to the precepts and principles of the Deen). 

The hadith clearly is telling us of a state/situation that should not exist, and if it does, it needs to be changed. The hadith goes on to establish blame for those who live in such a situation, as understood by the term "...death of Jahiliyya." However, you must remember blameworthiness is actually always dependent on negligence. And no scholar would ever count as blameworthy a person who is wishing for change, and believes in the importance of Islamic rule, but considers Khilafa (vicegerancy in the earth) to be a gift that Allah taala bestows upon the believers by virtue of them deserving it, due to their greater fear of Allah taala (shown by their obedience to Him), Ikhlaas and piety, as is understood from many texts, such as:"Allah has promised those of you who believe and do good deeds that He will certainly make them (His) vicegerents in the land, as He made those before them, and will certainly establish for them their religion which He has chosen for them, and will certainly give them peace in place of fear in which they were before; (provided that) they worship Me, ascribing no partner to Me. And those who turn infidel after that are the transgressors." (24:55) 

Thus when this is his belief and he is striving to improve him/herself and those believers around him (by calling and counselling them to the Deen), not only is there no blame on him (as negligence cannot be ascribed to him and nor has any scholar ever done this), rather we would say he is acting fully in accordance with the intended purpose of this hadith, as he/she, in his/her real capacity, is working for the Khilafah. This is the Islamic understanding of "working for the Khilafah." 

As for the idea that makes it seem as though it is just a matter of appointing a ruler or selecting different political system, that is an alien concept to Islam, and has clearly been formulated without consideration and full appreciation of the other many texts on this subject. One text was the verse mentioned above; the following are the other evidences that tell us the Ummah's being worthy of leadership/authority in the World is dependent on their fear and love of Allah taala, their obedience to Him and their general piety; and that when they stray from the Deen and engross themselves in sins, then they do not deserve any of the favours of Allah taala (from amongst which is Khilafah). Rather, then, they deserve only His punishment (which comes in the form of no authority in the World, the ruling of others over them, earthquakes, tornadoes etc.- May Allah forgive us and save us, Ameen). 

[1] The Messenger of Allah (peace and blessings be upon him) said: "A people among whom the consuming of interest and indulgence in adultery appears openly, have indeed invited Allah's wrath and anger upon themselves." Hafiz Mundhiri's "Al-Targheeb wal-Tarheeb". 

[2] The Messenger of Allah (peace and blessings be upon him) said: "My Ummah will continue to live on the path of good and prosperity for as long as there will be no great occurrence of illegitimate children among them. And when illegitimate children become widespread among them, Allah will cause a great tribulation to beset them," recorded in Hafiz al-Mundhiri's "Al-Targheeb wal-Tarheeb." 

[3] The Messenger of Allah (peace and blessings upon him) said: "You should continue to command people to do good deeds and forbid them from evil; otherwise Allah will put in authority over you the worst of people who will rule over you. At such a time the best amongst you will pray to Allah but their Duas will not be answered." (Mustadrak of Imam al-Hakim). 

[4] The Messenger of Allah (peace and blessings upon him) said: "As you are (meaning as is your piety and religious soundness) so will be the rulers that are set over you." (Mishkat al-Masabih) 

[5] The Messenger of Allah (peace and blessings upon him) said: "When my Ummah will begin to bear hatred against their scholars and when they shall make the construction of market places great and grand, when marriage will be arranged to accumulate wealth (I.e. the consideration of piety and Deen in the partner will no longer be the standard for the believer), then Allah will set four calamities over them: Famine, the oppression of rulers, dishonesty of the officials administering their affairs and the attacks of other nations." (Mustadrak of Imam al-Hakim). 

Thus, my sincere advice, is that you devote yourself to learning the Deen and Dawah- in this way you have fulfilled what you are truly responsible for. You should make a careful study of the Holy Qur'an for which, if you do not know Arabic, obtain the English translated commentary called "Ma`arif al-Qur'an" by Mufti Shafi r.a. You should also seek the company of scholars and try to learn Aqeeda and Islamic sciences from them such as the Fiqh of Salah, purification, buying and selling, marriage etc. Finally, you should also try to find scholars who are experts in spiritual reform and also turn your attention to your inner purification and perfection as ultimately, on the Day of Reckoning, without doubt, how successful we are depends on how clean and pure our inner self and heart is: "The day when neither wealth nor sons shall profit except for him who comes to God with a pure heart." (26:28-29)

Islam is not against politics but it forms an integral part of Islam. 

The Deobandis are not against politics. It is just that they don't wish to meddle in today's dirty politics. They are employing a more positive approach in spreading the Deen of Allah. Sure, we need to work towards the establishment of a proper Islamic state but we do also need proper leaders and good Muslims. 

We commend all the other movements who are doing good work.
