Car tax discs to be abolished

Paper tax discs will be replaced with electronic system from October 2014, with monthly direct debit option for 5%.



The tricky task of trying to remove the circular car tax disc from its perforations will soon be a thing of the past, as the government moves to a paperless system.

After the best part of a century, paper tax discs are to be replaced with an electronic system, allowing motorists to pay for their vehicle excise duty by monthly direct debit.

It will allow drivers to spread payments, although at a cost of an additional 5%, and save businesses an estimated £7m a year in administration costs.

The changes will form part of the finance bill next year, and are expected to come into effect from October 2014.

Drivers who are not online will be able to tax their car in person at a post office or by phone.

A Treasury spokesman said: "This is a visual symbol of how we are moving government into the modern age and making dealing with government more hassle free."

It's terrible. Just another way of making more money. More like 'tax increase' not 'abolished' it's strange how headlines are written to mislead people.

...also dont believe removing tax disc from perforation has ever been an issue for anyone.

New car tax means government to get 'double money', says AA

Paper discs are no longer being issued, and no longer have to be displayed

The AA has complained that the new vehicle tax system will provide the government with extra revenue, as some cars will, in effect, be taxed twice.

From Wednesday 1 October, it will no longer be necessary for motorists in the UK to display a paper disc.

The AA said the new system will mean that in some circumstances the government will now get "double money".

However the Driver and Vehicle Licensing Agency (DVLA) said it would not bring in much additional revenue.

Refunds
Under the new system, someone buying a car will no longer be able to benefit from any unused period on the tax disc.

But while buyers will need to renew the tax immediately, sellers are not allowed a refund for just part of a month.

So if a car is sold on say, the first day of the month, both buyer and seller will have paid the tax for that month.

"Someone driving a car that costs £500 a year to tax would lose £41 if they sold it at the beginning of the month," said Edmund King, the AA's president.

"Likewise a buyer purchasing a car mid month would have to pay Vehicle Excise Duty for the entire month," he added.

The DVLA said it was always the case that car-sellers were only credited for each whole month that the disc was not used.
It added that 65% of cars bought do not include tax passed on by the previous owner.
Number-plate recognition
The RAC has previously said the new system will result in tax evasion to the tune of £167m a year.

But the DVLA dismissed that claim as nonsense.

It said it expects to save £10m a year by not having to print and distribute paper tax discs.
Those who have not paid the tax will be spotted on number-plate recognition cameras, or their details will show up online.
