If Reformation emanates from The ruling class then whole of the state will be reformed effortlessly.

Implementing Islamic laws is a long term process. Resistance from people is inevitable if they're not capable to mould themselves in accordance with this promulgation of laws.

So first of all ruling/elite class will have to change their lives and ways if they wish to see opportune and favourable outcome of their strategic planning concerning the islamization of the state

e.g.

Salah: first the elite class will have to manifest to the common people that they themselves are punctual to pray salah in masajid.

Hijab: The women of this class will have to wear the hijab first and it must be brought into people's cognizance.

Initially, RasulAllah (saw) was ordered to ask his wives rz.a and daughters rz.a to wear hijab, subsequently, common Muslim women were asked to wear it.

It is important to remember that Islam isn't confined to certain rituals or practices, rather, Islam wants us to ''udkhuloo fisslmi kaffah'' so all of the citizens of state irrespective of their class will have to mould themselves in accordance with Kitab and Sunnah.

And it's possible when the king himself renounces all luxuries and begins to live as a common man, then rest of the nation will change happily.

If the elite/ruling class is exempted and common people are asked to follow the Islamic laws then most of them will revolt against the state or the vary Islamic laws which entails Kufr.

@Arfatzafar: It might not be the ideal situation, but at least it's a step into the right direction. Please be a little less pessimistic and just wait what happens. Give them a chance.

See, this issue is related to Islam. If any Muslim refutes to accept the divine laws- physically, mentally or verbally then he may become kafir. So first, ambience is to be changed.
How? Tell me plz.

I want to say that these laws must be implemented on his palace first, then it'll be easier for common people to welcome Islamic laws or many of them may think that these laws have been imposed on them and it's harmful for their Iman.

We're living in this modern age (of corruption) whereas Islamic laws are same as were implemented 1400 years ago on those pious and noble people.

Second, History reveals that most of the rulers have been proving by their own lives that Islamic system of governance is impractical and unrealistic.

They implemented the divine laws on the common people and they themselves were exempted from these laws.

According to Islamic laws- Ameerul momineen is merely a care taker of the state as all the resources, land, treasure etc belong to Allah swt.

So, you are not willing to accept any implementation of Shariah unless the implementator lives himself like Sayyidina 'Umar ibn 'Abdul-'Aziz (rahmatullah alayh)? You know that this mentality is one of the reasons for the break of our Khilafat. The Khalifas were not pious enough for some groups of the Muslims, so they had to wage war against them.

I'm not being pessimistic, but I do agree with brother ArafatZafar on the point that ruler should start implementing Shari'ah in his own life first. Otherwise it won't remain "Shari'ah" in reality and people can never stand double standards. We are well aware of Saud dynasty. It's an exception. They are still safe from publics' rage for the sake of Haramain Shareefain. But in case of any other country, revolution and insurgency are inevitable.

This text from Al Jazeera is written by the modernist Mohammed Ghilan. He is a hard modernist who like all other modernists in the name of classical islam hate the islamic penalities. Through their intellectual rank they are not able to accept any "barbaric" laws. Therefore they will always try to find explanations how islam does not promote "medieval" punishments and the only ones who do are the wahhabis or the rulers who are interested in power gain through islam. They always forget the shiite Iran where stonings, floggings and hangings are practiced regularly, at least the latter two. This would show how shiites who are an older form of islam which they usually accept as legitimite have all this barbarism too.

I will give you a comparison. A salesman starts praying in order to get muslims buying from him. His intention is islamically not pure. But would we object on him for praying? Would we say don't pray if it's not real? In fact he has no other choice than to pray. Why he is doing his obligation is not our problem but his in front of Allah. The same case with the ruler of Brunei. His obligation is to rule by the shariah. The shariah does not give him any other choice. So there is no relevance for the intentions of the ruler of Brunei.

By the way, I am not saying that the sultan is doing this because of interests. I only say even if it is true it does not matter. But I could think of Ghilan just making this up in order to dismiss any "barbaric" penalty with saying "the intention is not islamic".
