Hazrat,
Requirements are subjective and relative to the region and the people. Ulamah of Deoband had very good grasp and familiarity with sciences of their time and enough fundamentals to Master the intricacies of emergening Fitnahs quickly and effectively.
All this boils down to is:
- Knowledge of multiple languages spoken in an area
- Knowledge of scieneces of that time
- Knowledge of Jihad and Martial Arts of the time
- Good voice and aceptable looks (this is mentioned in books of Fiqh)
In my limited knowledge our Akabir had it. Shaykh (Mufti) Rasheed Ahmed Gangohi (RA) used to speak to villagers in their native tongue, Ulamah knew Urdu, Persian, Arabic and whatever their ethnic language was. Maths was well known. When the Shuddi movement started they looked into and Mastered it, when the Christians came they countered the Missionaries and when the British needed to be countered they entered Politics.
Same goes for Aimmah Mujtahideen read Kitabul-Khiraj of Imam Abu Yusuf (RA)
Imam Sarakhsi (RA) in my knowledge was a Master of multiple subjects from what I have read.
Besides these are requirements for an Imam in the Captial of Islam where this Imam (I guess) will be forced to interact with foreign dignitaries, give tours and information about Islam etc.
