Concept of Islamic state is based on rulings defined in Quran n hadis which guarantee the rights n responsibilities of the citizens as well as of the ruling class. Transparency is the salient feature of Islamic state whereby even an ordinary citizen can ask the ruler if he violates the defined rulings.
The concept is comprehensive in nature differing fundamentally from western notions. It aims to achieve the total welfare of the people of which economic welfare is a part. In addition, the social n economic effects of an Islamic welfare state are wholesome n the social pattern that emerges is free from the hideous tyrannies of capitalism n socialism. It is the responsibility of the state to protect the poor n the helpless from the economic exploitation of the rich n the strong, lacking wherein, generally causes to injustice.
Not only Muslims but also non Muslims who're ready to give the tax are given equal rights to avail all the opportunities to progress n live peacefully at par their fellow Muslim citizens. No discrimination or partiality is allowed in a Islamic state on the basis of religion, caste, colour, language, region or wealth.
This creates an all-pervading social harmony that led H G Wells to remark that "Islam has created a society more free from widespread cruelty n social oppression than any society had ever been in the world before."
