I am neither a Mufti nor have I ever studied this book in detail.

Fatawa TatarKhaniyyah is a collection of Fatawa of Allamah ʿĀlim ibn al-ʿAlāʾ Andarpati Dahlawī (d. 786 / 1384). As per the custom of many other Indian Ulamah perhaps out of humility he actually ascribed the book to the Governor of Sonargaon (Bangladesh) Tatar Khan (RA) who was pious and known for his love towards Ulamah and matters pertaining to Islamic knowledge. The Sultan of India at the time was Feroz Shah Tughlaq (RA)

The later Hanafi Ulamah particularly Imam Ibn Abideen (RA) and others quote from Fatawa TatarKhaniyyah frequently and he is regarded as a great Hanafi Imam, not much else is mentioned in detail.

To investigate further about the Author himself there was a discussion on SF amongst Ulamah about the new print of this magnum opus and perhaps in the new edition (from Darul-uloom Deoband) the biography of the Author is included in the front and in detail. Contact details of how to obtain the print were provided by Maulana KeeptheGazeDown to Aapa Soupy, so perhaps you may want to ask them as to what is in the front of the book and then update this thread because not much (in detail) is known about Allamah ʿĀlim ibn al-ʿAlāʾ Andarpati Dahlawī (d. 786 / 1384).

The present day Feroz Shah Kotla Cricket Stadium in India is named after this Sultan of India under whose rule Fatawa TatarKhaniyyah was written

I am a Muppet so I don't see why I shouldn't be thumbed down but in any case...

If you find specfics about Allamah ʿĀlim ibn al-ʿAlāʾ Andarpati Dahlawī (d. 786 / 1384) (RA) please let us know. There are many Ulamah who preferred to the "unknows live" so not much is known about them except their works.
