Statement from Wifaqul Ulama and BMSC

On Friday the 29th of Sha'baan 1446 AH (28th of February 2025), after receiving news of a sighting by an experienced sighter, senior members of Wifaq UL Ulama / BMSC met to discuss the sighting.

We phoned the brother, and our Muftiyaan questioned him regarding his sighting claim.

He testified to us that the horizon where he located the moon was hazy and that the hilal was on the horizon for a few seconds when he saw it. Hence, he could not gather any photographic evidence nor could he get others to see it. He informed us that he sighted the Hilal with the aid of a device.

After discussing his testimony, the senior members of Wifaq UL Ulama and BMSC decided to accept his testimony.

We came to the decision based on the following points:

Experienced Deendar sighter, on whose testimony we have commenced previous months.
Haze on the lower atmosphere (where the hilal disappeared), one person’s testimony is accepted in such a situation.
Astronomical data suggests that it was possible to see with an aided eye.
Our criteria allow the use of binoculars/telescopes.
Having met our conditions, there was no reason not to accept this testimony.

We sincerely appreciate your patience. We want to assure you that we did our best to navigate a complex situation. All aspects of Shariah ruling and our criteria have been adhered to.

We need to be aware that in coming years, due to winter timings, news from abroad is going to be arriving after Esha timings. We will need to plan in advance for this and prepare our congregations accordingly.

Whatever knowledge I have on moon sighting, I think that br Juned would not have rushed to give testimony.

Procedure prescribed in literature I have read is, if someone sights a moon, he must blink or see somewhere else and return to the same spot to ensure he is sighting the moon, to avoid illusion.

when did WU start accepting optical aid?

also there seems to be a mixed messages sent out. one says they knew about this fatwa a while ago and had used optical aid sightings previous but message says on the day of sighting thats when they found out?

if they already knew why did they take so long to announce? he posted on moonsighting group at 6.40 but must of them WU and others maybe even earlier cos he saw at 6.27,

i dont have issue of optical aid or only 1 guy seeing it as he one of the most experienced in UK but the timing was awful

Optical aid has always been there in the form of glasses/binoculars etc but not anything that is powered electronically as far as I can recall from one of Muadh's old posts.

Wifaqul Ulama delayed their announcement so they could get in reports from other locations as this was a lone sighting. When all results came in, they accepted his testimony due to his vast knowledge and experience in moon sighting. Had it been someone else with lesser experience or an unknown person, they most likely would not have accepted the sighting.

Morocco were not able to sight a 19 hours old moon but Brother Juned managed to sight it at 17 hours and just at 2° above the horizon (a record sighting I think)

Had it been the hilal for Eid, then they would have scrutinized it further and not have accepted this lone sighting of 2 seconds in the fear of an error in missing a Fard. In this case, it was a cautious move to accept and start fasting.

This is just my view and from what I've understood.
