Therefore, the Islamic month of Rajab will complete 30 days. Sha'ban will begin after Magrib on Thursday 30th January 2025

The first day of Sha'ban will be Friday 31st January 2025

their criteria of positive moon sighting was not met on 29th evening, moonset occurred earlier than sunset. If they had 1 minute, they would have declared positive moon sighting
