Well let me rephrase that. My country is England. And Scholars here do not have the need to encourage it or discourage it. No one gets married at such a young age anymore. And no parent would consider marrying their daughters at such a young age.

But generally speaking The Scholars do not consider people at such a young age emotionally mature to get married.

My ancestral country is Pakistan and I have not seen or heard of anyone in part of Pakistan my family is from getting married at such a young age.In the present times.

You have to remember that traditionally childrens given adult responsibilities. From a fairly early age, cooking, cleaning, feeding livestock, buying selling and trading in the Bazaars. They were emotionally more mature. This is simply not the case anymore.

So the question to you would be what country are you from?
What back ground are you from are you a born muslim? Or a convert?

Polygamy is permitted but discouraged.
Ulema say that polygamy is mujahidah and it is a test majority fail, so they recommend that we must not unnecessarily put ourselves to test.
Similarly the masail you are discussing are valid but no one encourages that. And when it is not required then no need to search for those masail.
It is waste of time and energy.
And no member is replying to you because no one has studied those masail, no one needs those masail. And you too don't need those masail.

A group of college students gathered and there was hot discussion on how to offer salah inside kaabah and on roof of kaabah.
Every one was presenting his RESEARCH...
None of them will enter kaabah... So we can call it foolish.

A few things:
1. Do the scholars discourage or do they as you said do not encourage or discourage
2. You say no one would marry young but as I said I've cited a fatwa from askimam written in 2002 where a 45 year old asked to marry a 12 year old and in 2003 Islamqa said it was alright for a 26 year old to marry a 13 year old. And in a lecture a while back possible in 2000s Bilal Philips said even today if a man in his 50s wanted to marry someone 9 it is legitimate and that does disturb me.

We seem to be going around in circles here why does it disturb you?

What would you consider an appropriate age?

Let’s look at some of the ages of consent.

In Nigeria it’s 11
In Philippines it’s 12.
In Japan it’s 13.
In Germany, Portugal, Italy several other European countries its 14.

Which of these do you consider appropriate and why?

As for Scholars encouraging or discouraging, they don’t need to do either if the question never arises and people don’t get married young anymore.

We the Muslims follow a code of life that has been sent down by our Creator. That is where we get our age of consent laws from. The kuffar have all got different figures for the age of consent. Where do they get this from? Can they present a research that justifies the use of such age? And if they can then out of all these kuffar whose research is more valid? Is it the Americans with their random 18 years who are correct? Or the Europeans with their various different ages in various different countries who are correct? 18, 16, 14, which is the correct one and what is the basis for their figure?

I mean, they are the ones always looking for "proofs" in life, then where is that scientific proof which justifies the assertion that a child cannot be expected to make correct decisions on their behalf? Infact, where is the proof that such and such is the age when a person becomes an adult and such is the age where they are still a child?

Fatwa is permission not motivation to do that act.

It is similar to..... if some one asks permission for polygamy, mufti will permit that. But a counselor scholar discourages to go for a second wife.

The Fatwas didn't discourage it. Islamqa said this:
There is nothing wrong with your marrying this girl, even though there is this difference in age between you. What matters is that she should be religiously committed and of good character. These are what matters when it comes to marriage, and are the factors that lead to harmony and happiness in sha Allaah.

and AskImam just said to consider and did not discourage it at all:

According to the Shari?ah, if a girl is a minor (did not attain puberty), she may be given in marriage by her father. There is no age limit to be intimate with one?s wife even if she is a minor.

It is important for you, in your situation, to consider the age difference reservation expressed by your wife.

and Allah Ta'ala Knows Best

Mufti Ebrahim Desai

I am repeating, the question is directed towards a mufti not to a counselor scholar.

Counselling is based on; placing all the personal facts, prevailing circumstances before the counselor. A counselor advice is better than fatwah.

An islamic scholar who carefully listens to the person and offers an islamic view which is better for him to protect his islam and imaan. Protection of Imaan and his deen is priority for counselor scholar.

On Polygamy I heard this:

Praise be to Allah.

Firstly: plural marriage is Sunnah for the one who can afford it, and is not obligatory, according to scholarly consensus. See al-Mughni, 9/340.

Shaykh Ibn Baaz (may Allaah have mercy on him) was asked: Is plural marriage permissible in Islam or is it Sunnah?

He replied: Plural marriage is Sunnah for the one who can afford it. Allaah says (interpretation of the meaning):
