The rule followed is...... if Moon sets after sunset, Hilal is sighted. It could be even 5 minutes, we can see this on 22th April 1727, for Ramadhan.
And in conferences attended by Shaykh Ali Mian Nadvi RA and Mufti Taqi Usmani Sahib DB and other subcontinent shuyookh, the local scholars assured them that they physically sight Hilal on 29th of every month.
