This is what I've found. Confusing and it seems like NHS have a long term plan (drawn up in 2019 - a 10 year plan).

A certain section that was read out at 1hr 12min & 36 seconds really caught my attention but I could not find the same wording in the pdf. I am assuming this sentence has been removed from version 1.2 or the blogger has a slightly different script.
