Clarification of Saudi Arabia's ban on Tablighi Jamat

This is a press conference held by the Maulana Azad Islamic Awakening Center in New Delhi. The press conference is held to address the concerns of Muslims in light of Saudi Arabia's announcement banning the Tablighi Jamat and associating them with terrorism.

The first point is that the Tablighi Jamat has been banned in Saudi Arabia for the last 40 years, so this is not a new development. It is a matter of policy of the Saudi government that they do not allow religious activities by any organization that does not conform to their interpretation of Islam. They only allow activities by individuals and organizations that conform with their interpretation of Islam.

Regarding the association of Tablighi Jamat with terrorism, we sought clarification directly from the Saudi government ministry directly as well as through the Saudi embassy here in New Delhi. We were told that the association with terrorism was only due to a matter of internal security. Saudi security agencies had warned the government that certain individuals in Saudi Arabia were voicing critical views targeting the Saudi government, and these individuals were found to have some association with the Tablighi Jamat, and they were also funding certain terrorist organizations. With a view to curtailing such seditious activities in the kingdom, the government issued directives to mosque imams to warn against the Tablighi Jamat in Saudi Arabia. The government representatives clarified that the Tablighi Jamat outside Saudi Arabia as it operates throughout the world is free of any accusation of terrorism.

The Saudi government instruction to mosque imams was meant only for the kingdom, as it pertained to this particular incident of dissent. This is why the Haramain were exempt, because the audience of the sermons was only the Saudi public and citizens. It is my opinion that this routine announcement gained worldwide attention and snowballed into an issue because it was shared on social media. Such announcements have been made earlier too, but because they were only circulated within their target audience, no controversy had erupted.

We condemn every individual and organization that uses this Saudi government circular to defame the worldwide Tablighi Jamat movement. They are using an internal matter of Saudi Arabia as an excuse for their own narrow agenda.

Whatever Tablighi Jamat activity is occurring in the kingdom has no official sanction. If anyone is caught engaging in this activity, they will be prosecuted.

Some imams may have demonstrated impropriety in their sermons regarding the Tablighi Jamat with unsubstantiated claims against them, and this is the individual failing of the concerned imam. We should all be careful to only relay from the pulpit authentic knowledge and information, and not hearsay. Each school of thought should engage with other schools of thought in a respectful manner. This is what Islam expects of us.

To reiterate, this is an internal matter of Saudi Arabia, and it is improper to impute responsibility for the announcement to any foreign government or organization.

Regarding the news coming from the kingdom about music festivals, fashion shows, and movie theaters, some of it is factual, and some of it is propaganda against the Saudi government. That which is factual is genuinely concerning, because it may open doors to new fitnahs. We fully agree that those issues of immodesty which are factually proven must be condemned unequivocally. The proper way to act in this situation is to approach our national leaders with our concerns, and have them engage the Saudi leadership with these concerns of Muslims from all over the world. If, after having pursued these avenues to their fullest extent, these issues of immodesty are not resolved, then it becomes incumbent on us to voice our objections publicly in our individual capacities, and band together with Muslims the world over. Governments are then forced to take action if public opinion across the world gets stacked against them.

I agree with you; I do not understand the love that Deobandis have for Saudis. Especially the Pakistani Deobandis. Even those Deobandi ulama who debate the Salafis, tend to believe and propagate that the Saudis are not Salafis and they don't have any of the problematic fiqh and aqeedah issues that Salafis have.

This is because Saudis are not a monolith. There are staunch muqallids among them, there are sufis among them, there are very even-keeled salafis among them who know how to respectfully disagree with Deobandis.

Yes, they exist.

Even among the ruling class, not all of them are admirers of MBS and his policies.

We should by all means call them out when they exceed the bounds of shariah, but they are nominally Muslims until they openly forsake Islam.

In particular the hanafis. They abuse Imam abu Hanifah RA sitting inside Masjid e nabavi and kabatullah. mataaf. We hanafis tolerate it fearing security guards and taqaddus of holy places. Otherwise we can easily refute their slanders. We can permanently shut their mouths.

It is the duty of our senior ulama to take delegations to the top ulama of Saudi Arabia in the ministry of religious affairs. These delegations should engage the ministry's top ulama. Maulana Isa Mansoori HA, Maulana Salman Nadvi HA, and Maulana Sajjad Nomani HA have repeatedly stressed on the need for such meetings at high levels. The misconceptions in the minds of Saudi ulama have been planted by some uninformed ahle hadeeth ulama from the Indian subcontinent. In their zeal to fight biddah in the subcontinent, some ahle hadeeth ulama of the subcontinent have been extremist in their approach.

We had shabguzari in our local mosque in the Eastern Province in Saudi Arabia in the early 80s. It was known to all, so I'm assuming it had official approval.

I remember that the tragic incident when tanks entered kabatullah.
A few rebels were regular visitors to markaz but they were not active saathees, but authorities feared a threat that this platform will be misused, so they banned TJ.

This is typical with many such incidents, where the foot soldiers are usually motivated by "Islamic duty" but are not themselves formally trained in traditional Islamic sciences. The guiding forces behind these foot soldiers are also usually at odds with mainstream Islamic scholarship on a number of issues. TTP comes to mind in the subcontinent as something similar.

Even though there may be all kinds of people in Saudi, there are also those who are similar to the sub-continent Salafis. And most of our Pakistani Deobandis ignore this fact. And these same Pakistani Deobandis speak highly of the Saudis.
Not all sub-continent Salafis are the same either.

Now that Saudi is hosting concerts, promoting sinful activities and rapidly turning liberal, you do see Mufti Taqi Usmani (damat barakatuhum) critisizing these moves on Twitter, and here or there you will find other Deobandis doing it also. But as a whole they are not that active.

The gist of all of this is that most Deobandis hold a high opinion of Saudis, probably more so than the Saudis deserve.

It is all part of diplomacy. Some ulama and prominent people (such as Dr Israr Ahmad RA and Maulana Salman Nadvi HA) clearly point out the mistakes of the Saudis and the Arabs, while the others maintain a studied silence. If all ulama unanimously spoke against them, there would be no channels left open for communication with Saudi and Arab rulers and ulama. "Saanp bhi mar jaye aur laathi bhi na tootey." An Urdu saying that roughly translates to achieving strategic goals without much controversy.
