From what I understand and learnt, Fidya is the same amount as Fitrana in your locality.
So, if paying Fidya or Fitrana, you must pay the amount/value as it is in your area even if paying abroad at cheaper rates.
Many people tend to pay abroad thinking they can pay less in poorer countries and that is not right. And Allah knows best.
(Some Masjids have very high rates whilst other Masjids in the same area/city have lower rates. It is best to pay the amount set by your Masjid and not look for cheaper alternatives)
If you are paying online to an Islamic organisation, then I think you can pay their rate, but get this confirmed by a Mufti as some online sites have calculated their rates based on their locality and not always based on highest price of big cities. Allahu Alum.
