I've spent more time in Pakistan than in India. I've found that more indians speak English than Pakistanis, but the quality of English seems to be better with the pakistani speakers. This seems to be the case on this forum as well. Admittedly, my experience with India is mainly limited to Gujarat. Maybe that's why my experience is different.

Maybe the simple reason is that people who can speak English in Pakistan have learnt it through private tuition. The ones whose parents can afford it will get private tuition rather then just relying on the lacklustre state school system.
